This meeting is called pursuant to the provisions of the open public meeting law. Adequate notice of his people was advertised to Herald News on January 9th, 2025. Copies were provided to the local news media and posted continuously in the municipal building. A copy of this notice is available to the public and on file at the office of the municipal clerk. As first day fire code, I am required to acknowledge there are two emergency exits in this council chambers. The main entrance which you enter through and a secondary exit to the left of where I am seated. If there is an emergency, more importantly to we're going to the exit. Exit through the door and down the stairs and out the building. So, any questions? Um, we do not have any non-ag non-aggenda items tonight. Do I have a motion to open up early public comments?

Come on up to agenda items. 86 [clears throat] a.m. Um this is about resolution um guess 2025 11 whatever it's going to be that it transfers um for the clerk you're taking away 10,000 I'm not sure why property maintenance you're taking away almost all of that salary for the beautifification you're taking away 2,000 J tree you're increasing it by 1400 00 streets and roads increasing it by 30,000 acco salaries is is 8,000 other expenses is sorry about 3,000 for salaries other expenses are 8,000 and gas is 2,000 I'm assuming borrow clerk because you got a maternity need the salary is lower for Is that correct?
Is that under salaries or is that from just a budget? No. I'm bringing the whole thing up. Excuse me one second. I'm assuming that's from I don't want to answer that.
I'm not 100% sure we can get you the answer to that. These are just normal transfers that we do every year. This is the time of year you're allowed to do transfers from one line item to the other to. So that's what we're doing. This is nothing unusual.
Okay. But some of them are a little bit straight. the planning board you're increasing it by 2,000 bringing up to I guess what it was last year but last year all you paid was about 13,000 so I don't know why that's going up additional 2000 well we the planning board I believe has done a lot of other work um with the projects that are coming down are I'm assuming board attorney and the burl engineer have been heavily involved there certain projects going on the most recently one is hilltop terrace with a wall um barriers that had to be approved. So, we had to get more input. We're just doing a lot more work on the property.
That wasn't the wall. That was the No, no, there's a guy on Hilltop on I forgot the number hilltop that's putting retaining wall in his backyard. The burrow is also and then and then he's got to bring in then he had to bring in the dirt to fill behind the wall. So, he had to come in and the engineer got heavily involved with him. for shade tree. I don't know why that's going up. Yeah, they're expensive. 1,400.
We could have used that to take trees down during the year. Burrow trees that are on people's property in the right away. So, we've taken a lot of trees down in the last three years that were in the rightway. The burrow properties that are dead ash trees. So that number went up and I'm sure we took that out of beautifification the 2,000 and put it towards that beautifification with 2,000 only 1400 14 and then six would have went to one of the other line items to fill out whatever she had to fill out to make it work
property maintenance went down 32,000 [clears throat] his salary came out of the construction line but we also we we anticipate x amount of money from our sheriff purposes with construction and we took in more money than what we anticipated. So, we were able to pay that out with that with that. But you decreased the um zoning and property maintenance salary by 324. It was 376. You reduced it by 324. You're leaving $5,000 in there. I doubt that's all he's being paid. No, you just said we took it from the construction line item. It came from our sheriff service money. Y
correct. So we budgeted money for his salary, but now we're able to take it from a different line item for a shared service agreement. So line item. So this is what's left over in his salary. We're using that money somewhere else. We didn't got rid of our property maintenance guy. Well, [laughter] I'm assuming. But I mean if but his prop property maintenance guy work for other towns. No. No. So then how can you take it out of shared services? Shared service comes in and offset salaries. So we take it into construction and it offsets any salaries in construction and he falls under the construction umbrella.
The roads and maintenance salaries went up by 30,000 and it already had gone up by 30,000. So we're a total of 60,000 from last year. It could and that includes OT and stuff like that which we have been working OT from salting events last year to well last year now with last year was 400,000. No, I say last year. I say beginning of the year, January, February, a lot of snow storms, a lot of OT that we ran with the guys on the streets and roads. Animal patrol went up by 3,000. That would have been OT as well because we had people that were out. So, we have ran a lot of OT and ACL side. There's what?
And other expenses went up by left and we had nobody. Other expenses went up by 8,000. Why was that? Yeah, that one I'm not I have to ask what went up, what we fence it on. I know we did work down the animal shelter uh with windows and roof repairs, so I don't know what we did a fence and fence. Yeah, we did well with the fence last year. That was last year.

Um okay, so for the tribal the numbers that I got from uh Gail were uh that we had 185 calls. Um, and last year the calls for October were um 146, so substantially higher. Um and for um the library um Ali they did have their very successful over 100 people um uh doing pianos and I did not attend because I feel like it's in my backyard but it was my anniversary and I was in California but uh they made a lot of money and the date for next year is not available and she did want to say that um Next year is the library's 100 100th year and they're planning a lot of uh special events uh for that um day. And then the senior center um as always they have a lot of different events online. Uh teddy bear tea is coming up on November 18th. Uh December 1st is their golden age club uh party at Fort Bellows. They throw a a party for the police department. That's December 15th. Um the senior center, the kids go to they have a little concert 10 to 10:30 on December 17th. And um also they're having an indoor garage sale. Um and they're doing uh it's on November 23rd from 9 to 3 at the senior center. Uh clothes, pre-owned things. And uh they're asking if you did want to get a table, you can ask um uh Pat that's uh taking care of that. And um that's
just one reminder. So EDC and Wreck are working really tirelessly at this point for holiday stroll. It's coming up December 13th. It's from 4:30 to 7 in Sloan Park. Could be a good event. We're going to have some more vendors that are selling goods this year. It's a little bit new. Instead of an ugly sweater contest, it's just going to be an ugly clothing kind of holiday contest. So, you can bring other things over sweaters. I won that last year. She did. You got the title. [laughter]
You can't wear [cough and clears throat] bring something additional. That'll put it over the top. Uh, and then there'll also be some food trucks playing. They're going to be doing dances again, which I think was pretty successful last year. So, it's a good time. So, hope everyone can make it. Again, it's December 13th from 4:30 to 7 in Park. Um, besides holiday, uh, the only thing we have left for public events for the, uh, rest of the year is the Monura writing. Um, that date is still to be determined. Uh, we're waiting to hear from the gentleman that plans it. [cough and clears throat] Um, let's see. Mort of Health. Uh, I'd like to congratulate uh our new president, Anthony Catalano. Um, we've had discussions with the county on education um educating businesses on our new ordinances, specifically the ordinance for the smoke shops. Uh, discussions with the county on educations in the schools. Uh, we have health screenings every second Tuesday of the month from 2:30 to 4 p.m. at Burough Hall Council Chambers. Um, that is for blood pressure, blood glucose, cholesterol, and hemoglobin. For the uninsured and those enrolled in New Jersey family care plan, there is a monthly children's wellness clinic. Uh this is for state required vaccinations and physicals. There are four locations and all the information is on the burough website under the health department page. Uh there are also free eye and hearing screenings um specifically vision, glaucoma, eye screening and hearing. U for appointments you can call 973881-4396 and that's for residents who are uninsured or without insurance. Uh ham radio pumpakes 13 ham radio group is looking for licensed amateur group uh radio operators in and around Lakes area to join the group that includes Bloomingdale. They meet several times per year for in-person meetings and training. Um they hold weekly uh net check-ins every Sunday evening at 800 PM in which all licensed operators are invited and encouraged to check in. wonderful for any Bloomingdell residents that are ham operators. Uh we would like to you know start really uh getting in touch with those ham operators to include them in future planning for emergencies [clears throat] of rural search and rescue on November 6th. Uh search and rescue had a um hiking party an entire party that was having trouble in Northern Green. Uh they left here around 5:30. They didn't get back until about 7 o'clock. And um they the one hiker in particular was really struggling with the dark [clears throat] and the rocky terrain. And if you have an opportunity to look at the picture on uh that we posted on our social media page, it was rocky terrain. So again, our search and rescue went out um and uh with PA County. Uh the group was I think four members from Bloomingdale, three from P County and they did a wonderful job. Um our search and rescue now is recognized by the state of New Jersey. So, they're getting called out and um to incidents in other towns, which is wonderful for them because it um you know, it helps with the training and it also helps with coordinating uh training with other uh organizations like West Milford Search and Rescue or the county search and rescue or the state. Um so, good for them. They're really doing a a bangup job. Uh RAVE, our emergency notification system. If you have not signed up, you can go to the burrow page. It's on the homepage at the bottom right hand side. Um, and if you'd like to edit your um profile, you can go in there as well, edit your profile and sign up for our optimums up optins, which is listed there. The burrow is closed November 27th and uh Thursday,
November 27th, Friday, November 28th, and also 25th of December. Everybody knows that. uh rabies schedule. The next scheduled dates are Wanuku, November 15th from 9:00 a.m. to 11:00 a.m. at the DPW garage in Wanuk and November 15th from 100 p.m. to 3:00 p.m. at the Kennelan DPW garage. Uh DPW leave leave leaves at the curb in a leave bag. Um and the DPW will be collecting them multiple times a week. Um also the DPW is open on Saturdays from 8 to 12. That's for everything but garbage. That's especially important for a lot of people during the holiday times when you start getting your stuff. What?

Keep nothing to see. Um under for me I had I was invited to um presentation yesterday by Mayor Martinez over Butler called catch you later. It's from the catch you later foundation. It's about impaired um driving and distracted driving uh which was hosted by a lady named uh Pam O'Donnell. It was really eyeopening um for her. What happened with her is her um her husband's a school teacher and she had two little girls and this person as the story was told was in New York City having a good time. Um and then on his way back he was all over the road and they have documentation of this person coming through the Holland tunnel hitting the wall and coming through um at the end of the day her husband and her daughter who was in the backseat of her car her husband's car um was at a toll booth down in about Hoboken getting off the New getting onto the New Jersey turnpike. This person came in the opposite direction and rearended her husband's car who was at a dead stop and he was doing about 55 to 60 miles an hour and wind up killing both her husband and her daughter. But the the the moral behind this she would now she to make a positive out of this she goes around state to state and talks to people about her experiences and how to avoid it. And she talks to high school kids that are just getting their license so they understand what's what the ramifications are of doing drugs or alcohol or even just texting while you're driving and how things could turn in a second. Um her husband was a school teacher I believe down in PO Boken and the fire department on
scene were students that he had in previous years. So they knew who it was and that's how they kind of figured out to get in touch with her. she was at work. Um, so and at the end of the day when she got the phone call at work, she asked to talk to her husband and they couldn't tell her, the dispatcher could not tell her over the phone cuz by New Jersey state law, you're not allowed to do that. They just told her she needed to come. So she said, "If I can't talk to my husband, let me talk to my daughter." And the dispatcher said, um, she said the the phone went dark. They didn't know her daughter was even in the car because the back of the car got hit. Her daughter was between the back seat and the front seat and she was a child in the car seat. So, they went back and they found the daughter. So, by the end of the day, it was really heart-wrenching, but she's turning us into a positive cuz she has another six-year-old daughter at that time. This happened 10 years ago that they're, you know, still in therapy, but they talk to people and are making people very aware of what's going on. So I um it was nice for Mayor Martinez to invite all the mayors from the local towns for Kennelon and West Milford and and us. It was really eye opening. So if you have kids that are going to drive or at that age where they can, you know, it's have a conversation with them how bad things can turn in a matter of seconds. So that was eye opening for me, but I really got a lot out of it last night over there.

so mayor, I'm sorry. Go ahead. Um, Linda Bennett and the BBCO is uh throughout town they have all the food pantry and the uh toy drive items. There's a box up front here. There's uh boxes at um and then the football game had it. Um Glennwell Gardens is gonna have an event and you could bring uh toys there and um they're scandal all all over town and um you know today was Veterans Day and there's a lot there's the whole thing with the uh shutdown and the uh we need a few there are food pantries of course um Bloomingdale has a wonderful food pantry the Methodist church in Bloomingdale um that that always collects I think there's a food pantry items here in front of library you could uh collect you could drop off and uh the church of Nazarene I know has a food pantry and it's uh it's very important for people to this time of year with uh the scarcity of money and and and resources to whatever we could give to to give [clears throat]
and also San has food pantry also you I was talking to pastor Chuck today about that and he says um people are calling him to donate. He says it's more than has ever happened. He's really thankful for our communities to start donating to all the food pantries. But um he said there's businesses contacting them that are that are making donations for the food pantries. And there is the the toy boxes are in several businesses throughout the uh the Butler Bloomingale uh area to drop toys off for the kids for Christmas. So it's that time of year where the giving is starting which is great. It's it's fantastic. Um today's um Veterans Day and like I had said this morning to um the people that were there just because today is Veterans Day and we recognize our veterans. No matter when you see a veteran, you should just say thank you. Um whether it's today, next week, Monday, Sunday, church, whatever, and you see a veteran wearing a a hat, just say thank you because they really um protect us. And mayor, they brought up a fundraiser they're doing on November 23rd. It's a Saturday morning at Applebee's between 8 and 10. It's on the bar website. Yeah, I just saw it. And uh if you're available,
it's 15 bucks to go have breakfast at Applebee's. Is it Sunday? Sunday. Sunday the 23rd. And I also believe they're doing down at Tastefully British, another fundraiser down there. October 22nd. October 22nd. 48th. Okay. Um um um I'm sorry. Go back. Wait, wait, wait. It might have passed. It's tonight. It's [clears throat] tonight. It's tonight. Sorry. And they're doing the um rearch. It is the money. The old one. I'm sorry. We posted the same the raise that he just talked about for Applebees was posted the same day as the fish and chips. The fish and chip was October. That's He talked about that. Sorry. He also talked about that. He brought it up there. They might be doing it again

Um I know there's a war between the two mayors. All right. Which is which is great. And um I'm not going to tell you where they're going to go, but I think it's a local establishment on Route 23 on the corner of BARTHOLIA AVENUE 23. [laughter]
THE LOSER has to buy wings and uh and the the losing um burrow has to hang the winner's burrow flag in their council chambers for that. So So is not going to lose the kennel. All right. So that's Friday night which is great. I believe you have to get tickets online. I don't think you can buy tickets. You just walk in. Yeah. Okay. Which is fantastic.
Mayor, I'm sorry. Am I allowed to add a comment about the fundraiser? I am. Um, just wanted to put on the record that on the 22nd of November, we're going to be doing a fill the fleet. Um, I believe it's going to be held at the Butler Police Department. They're going to be information online on Facebook about it. Um, and then the following Saturday, we're going to be doing a fill the fleet um here in Bloomingdale for the BBCO. So, people if they have a toy, they could also drop it off there. um bring the kids and I think there's going to be some we're hoping some fun things to get there. Just so the people in the audience know, when we when we do these transfer appropriations, there's only a certain time of the year you're allowed to take from one line item and move it to a different lineup. We do this every November. Normally, we'll do it on a Friday morning. This is just a quick yes cuz we're just moving funds around. It's not it's [clears throat] not increasing the budget or changing the budget. It's just moving monies where needed and it's all recommendations from our CFO to do this. So, this is a normal process. Okay. Item B, adoption of resolution number 202511.10, board of education recreation lease. This is our lease on uh our agreement with the the board of ed regarding the two fields, the Martha B day school field and the Walter T. Bergen and you know that we can do the maintenance and use it for town events or if they have something scheduled we have to know about and we can use your fields. This is uh just a new contract. We've been going back and forth about three or four months on this uh with the old superintendent with attorneys and both insurance reps and just sat down last week, myself and former mayors and Charles Carella, president and okay agreement. I'm in the highly van. Um I want to address several comments that have been made. I'm doing this in writing because I was mis suggested he was running have been made both orally and in writing by the Democratic council members and council member Le. These remarks involve my involvement in the development of federal bill for housing in Bloomingdale. There have been repeated statements claiming that I personally sued the burrow to prevent court ordered mandated investment had lost which allegedly resulted in burrow experiencing delays and receiving millions of dollars and taxpayers incurring legal expenses. Additionally, it's been alleged the Republican candidates have opposed federal health development from its inception and that I, as one of their leaders, sued the town to stop the project, causing a six-year delay in progress. These statements imply that were not for our involvement, Bloomingdale would already be benefiting from increased tax revenues. To clarify, the lawsuit in question was brought by the committee to save Federal Hill, a political action committee that was formed in 2013 with the goal of preventing inquiry on Federal Hill. While I was a main plaintiff, I was not the sole initiator of the suit. The committee was supported by donations from Blue Citizens and a GoFundMe account. In January 2014, the council established an affordable housing zoning district on federal hill. It's important to note that the lawsuit was filed 10 months prior to this action and was not intended to completely stop the development. The administration at this time primarily composed of the Democratic council members and the mayor are fully aware of these facts. They resumed federal res which is an environmentally sensitive area to include a quarry overlay even though the land was designated in the conservation easement. Subsequently, the administration entered into an agreement that permitted development of the property.
Current elected officials continue to assert that my actors have caused borrow millions and lost revenue and resulted in unnecessary legal expenses for taxpayers. These accusations are unfounded. I've addressed these claims in previous meetings, yet they persist. It appears there's an ongoing effort to place blame for the delays in completing the project rather than addressing the actual challenges being faced by the council. The council has been negotiating with the developer for years. They have increased density from 300 to 500, even agreed to warehouses and a hotel. They've also received substantially less dollars than initially promised the taxpayer from 10 million to 4 million. But they have not moved the project forward. And this situation has nothing to do with me. All of these discussions have taken place behind closed doors. The public has had no input. And me as a member of the public has had no input. I respect the request of Democratic council members stop making these false and misleading statements about me and my Republican colleagues. If such inaccurate information continues to be spread, we may be compelled to pursue legal action to defend our reputations. Anyone else? See another one. A motion to close.

The council should follow the example of many of the towns around us and put a cap on what a landlord should be able to raise for in the case of a rental
rent control,
you know. Absolutely. I believe rent control should be instituted because I have a feeling this guy is not done raising my rent. I have cancer. Okay. So, my doctors are essential to me. My wife is totally disabled. She's housebound. Um, she was poisoned by the toxins in Pmpton Lakes by Dupant. So, she's lost 50% of her hearing, 50% of her eyesight. I mean, it's just a nightmare. And [clears throat] I have no way to afford another increase of anywhere near that magnitude. I mean, Ed was a very strict landlord, but he was also very fair,
you know. I Yeah, I'm sorry he passed. I I thought I heard that. I mean, I started there in 2008 paying $1,550 a month and um 15 years or 16 years later, whatever it was, when the uh new guy took over, I was paying, as I said, $7.90. So his increases kept up kept up with, you know, the basic cost of living increases that I get from my social security. I'm 72, you know, that my wife gets. Uh my daughter is also at this point disabled. uh we had to ask her to bring her fiance into our home in order to make the $3,000. Um my son, my grandson lives with us. He knows you, Mr. Mayor. You know him. His name is Michael Bashetti,
and he's on the uh fire squad. Um he had he has three jobs. He works three jobs, volunteers for the fire department, and is going to school to become an engineer in college. I don't ask him for rent because I don't have the money to help him with school, but I can not charge him rent so that he can spend the money that he makes on school and we have nowhere to go. Now, the other three the other three units that lived by us were all paying approximately the same amount. One was a family. The other two were just a combination of adults. Okay? They left. The uh family that lived there, they knew a real estate agent. They were just lucky. Uh they had a they picked up a rental. That's, from what I understand, just right down the street from here for like 1,800 bucks and it was the same size. It was a house. So, we tried that and everybody around here is I mean, even Patterson, you know, the rents are $3,000.
Um, yeah. So, yeah, I'm I'm just really begging the council to help the families in your town stay families. Well, first of all, we have to first of all, we have to look into I do not believe and I don't told me to this is there is such thing as records on New Jersey. I don't think New Jersey at this point even allows it. Yes, they do.
I will look into that. But um what I'm reading, no municipality, county, or other political subdivision, the state or agency or instrumentally therefore shall adopt any ordinance, resolution, or rule or regulations or take any other action to limit or diminish, alter, or impair any exemption to a for pursuant which is rent control. It does. I don't think New Jersey let you do it. I'm just Yeah. No, I I understand internet's not always right. [laughter] Yeah.
All right. But um I will look into it, but just in the back of my head because I think this has come up before is that New Jersey does not allow it. Will things change going in the future with what's going on in Trenton? I don't know.
I know. Unfortunately, in Trenton, there is only one thing that a judge can do from Trenton. Um, the terminology unfortunately is uh it's a one-word terminology and uh I'm sorry, I have short-term memory loss. So trying to bring up a word sometimes is hard for me. Um I may have written it down. If if you can just give me a second to see if I
um I thought we could only increase to% but I just pulled up the statute and it says very clearly that a municipality can't adopt an ordinance to regulate it. But the local for a local ordinance that says the amount is often tied to factors consumer price index uh the three to four. Have you have you applied for um any place that has affordable housing?
Right. Well, I'm looking right at the statute, so I'm not gonna qualify, you know, I don't listen. I don't know. I just It's a horrible horrible I know has sections of town. There's there's 67%. Like that increase if he's saying he paid 1790 to 30,000 that's 67%. That's And here it says examples of CPI is No more no more than 12%. I don't know what you're reading. I'm just going to go, you know, we have to I I don't This is new to us, so I have to look into this. Um if you can just
