Good evening, Mr. President and members of the Commission. My name is Jacob Smolinski, I am the owner and petitioner in this case located at 703 Schoolhouse Road in New Lenox. I would like to take a few minutes to explain what these culture tunnels are for, why their current location on my property is essential rather than an accessory, and why the withdrawal request I am asking for is necessary for the continuation of my work. For more than 10 years, I have been collecting directly in the nature of the material for my bonsais. This material is composed of naturally shaped trees that have resisted for decades, even centuries, at exposure to the wind, to the snow, to the sun, as was the case in Europe, in my country, Poland. This practice is focused on the collection of Sylvester breads. Here in the United States, I collect Geneva breads from Utah, Geneva breads from Rocheuse, Pignon breads, Ponderosa breads and twisted breads. Several times a year, I travel for 20 to 25 hours to Wyoming, Utah, New Mexico and Colorado where I get permits from forest services, the Bureau of Land Management and private owners to collect plant material on national forest lands, other federal lands and private lands. Once these trees are brought back to Illinois, I start a recovery process that takes several months to more than a year. This is precisely what my culture tunnels are used for. The trees I collect are often tens or even hundreds of years old, although many measure less than a meter high. These trees need a very specific environment to successfully recover a partial shade, a very strong humidity and protection against the wind. My tunnels located at the bottom of my garden offer exactly these conditions. This is not an arbitrary location and I want to be clear about the importance of this place for this specific demand. Last Sunday, I was invited to present to the Midwest Bonsai Society my methods of recovery of pines collected in the high deserts of New Mexico and Utah. As a European, I can affirm with certainty that American pine can compete in quality with European silvestre pine as material for bonsai. But pine pines are extremely difficult to harvest and require very specific conditions to survive the recovery process. Very few people in the United States know how to harvest these breads and keep them alive. I have been harvesting them for about five years and I have reached a survival rate of nearly 80%, which I can only accomplish thanks to the conditions offered by my CERTUNNEL. I think I have the largest collection of harvested pine breads in the United States, simply because very few other people know how My objective is to share this knowledge and to help raise the level of American bonsai so that they can compete with the quality of European and Japanese bonsai. We have the potential to achieve this. The indigenous American bonsai nursery is recognized even by Japanese bonsai masters as being among the best in the world. the best in the world is. Inspectors from the Springfield office of the department visited my property to check the absence of plant diseases and pests. Each inspection has been successful and I have the license of pepiniarist of the Department of Agriculture of Illinois, which allows my company to legally ship cacti and bonsais in all the United States. I am also a member of the Cactus and Succulent Society of Greater Chicago for several years. I participate each year as an exhibitor and seller at the Botanical Garden Salon of Chicago A few years ago, I imported cactus sea plants from Japan for reproduction purposes. Vegetable material cannot simply be imported to the United States. My company must have been approved by the Animal and Vegetable Health Inspection Service, the federal agency of the Ministry of Agriculture, which regulates the import of plants. I have the PPQ 187 import permit, which allows me to work directly with the inspection stations of the exporting countries and receive phytosanitary certificates for the plants that I import. These certificates, as well as my license, are recognized by the American inspections at the designated entry point, which allows me to receive plants from other countries legally and in all safety. The cacti that I cultivate belong to the types of Ariocarpus, Turbinicarpus and Astrophytum, and Astrophytum are all classified as species threatened by CITAS, the Convention on International Trade, species of fauna and wild flora threatened with extinction. an international treaty that regulates and controls trade, sale, import and export of protected species. An import permit alone is not enough to import these plants to the United States. For this reason, I also asked and obtained from the AFIS a second distinct permit, PPQ 621, which specifically authorizes the import and export of plants and plant products protected by the CITES. The species of cactus that I mentioned are threatened because they only exist in the wild in a very limited area of Mexico. As they are very popular in the United States, the local populations are sometimes poached illegally and introduced into smuggling, causing an irreversible decline in wild populations. Cultivating these plants legally in the United States, even in a small nursery like mine, increases the available supply on the American market, helps to lower prices and gives access to enthusiasts to multiplied plants, legally rather than poached. These species cannot be cultivated outdoors under our climate. They are extremely sensitive to excess humidity and require high temperatures reaching 43 °C to grow properly. I can only reach these temperatures inside my tunnel cells. The replacement at the bottom of my garden allows the plants to benefit from a full light and optimal temperature in the morning and in the early afternoon when the photosynthetic activity is the highest while being shaded by The junipers mature behind them during the hottest period of the afternoon. These are very demanding species to cultivate and I could not offer these conditions if the wax was located elsewhere on my property. The quality of the cacti that I cultivate in my wax has been publicly recognized. Some of my plants have been bought by the Garfield Park Conservatory of Chicago and are now part of their permanent cactus collection, exposed to the public. As an active member of the Cactus and Circulant Society of Greater Chicago, I was also invited by the club's management to organize a series of recurring meetings in my cells so that members can learn directly how these endangered species are multiplied.
