Council is asked to authorize the City Manager to Purchase DataGard - Backup and Disaster Recovery and Cloud Backup Services, as requested by the Information Technology Department on July 20, 2026. Award to VC3, Inc., using The Interlocal Purchasing System (TIPS) Cooperative Contract in the amount of $204,960.00. This vendor is located in Columbia, SC.

Funding Source: Information Technology - Maintenance and Service Contract (1011120-638200). The original budget amount is $204,960.00.

Council is asked to authorize the City Manager to approve a Grant Agreement to provide business development services, as requested by the Office of Business Opportunities on August 6, 2026. Award to DESA, Inc., in an amount not to exceed $300,000.00. The initial term of the agreement will take effect upon execution of agreement with an end date twelve (12) months from commencement. This firm is located in Columbia, SC.

Funding Source: Public Services Administration - Professional Services (5511109-636600). The original budget amount is $300,000.00. Endorsed by the Economic Development and Infrastructure Committee on August 25, 2026.

Council is asked to authorize the City Manager to enter into Supplemental Agreement No. 4 to Memorandum of Agreement 43-20, Capital Improvement Project WM4422/SS7460; Carolina Crossroads Water and Sewer Relocations, Phase 3A; SCDOT (Water/Sewer Utility Conflicts), as requested by and awarded to the South Carolina Department of Transportation at no cost to the City.

Council is asked to authorize the City Manager to enter into a new Professional Services Contract for Project WM4924; Brentwood Court Waterline Relocation Project, as requested by Columbia Water on June 29, 2026. Award to Hazen and Sawyer, in an amount not to exceed $139,010.00. The initial term of the contract will take effect upon issuance of the Notice to Proceed with an end date three (3) years from commencement and the option to renew for two (2) additional one (1) year periods. This firm is located in Columbia, SC.

Funding Source: Water and Sewer Capital Projects — Brentwood Court Waterline Relocation - Capital Project Costs (552999-WM492401-658650). The original budget amount is $139,010.00. This is a Mentor Protégé Program project. Hazen and Sawyer is the mentor and will provide design plans and specifications at 75.90% ($105,510.00) of the total contract amount. DESA, Inc., located in Columbia, SC, a Minority Business Enterprise (W) is the protégé and will provide construction observation, and administration services at 24.10% ($33,500.00) of the total contract amount.

Council is asked to authorize the City Manager to enter into a new Construction Contract for Project WM4862; Water Main Extension from Howell Court to the Public Works Facility located at 2910 Colonial Drive, as requested by Columbia Water on July 23, 2026. Award to GH Smith Construction, Inc., in an amount not to exceed $81,755.80, which includes contingency. The initial term of the contract will take effect upon issuance of the Notice to Proceed with an end date one hundred twenty (120) days from commencement. This contractor is located in Columbia, SC.

Funding Source: Water and Sewer Capital Projects — Water Main Extension from Howell Court to Public Works — Capital Project Costs (5529999-WM486201-658650). The original budget amount is $81,755.80. This is a Mentor Protégé Program project
