Being 7:30, I'll call the meeting to order. Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Roll call of supervisors, please. So we have a total of 22 supervisors present. Supervisor Gent is present. Supervisor Gashki is excused. Citizens comments. Are there any citizens wishing to speak? If you have not turned in your reservations or payment to Madame Clerk Reggie Wagoria, please be sure to do that. Sorry, today if possible. And youth and governance. We have one gentleman with us tonight, Andrew Serta. Andrew, nice to see you. Thank you for being here.
Moving on to supervisor reports. Supervisor Grady. Uh thank you, Madam Chair. Uh just to update you on our most recent public works committee meeting, which was the last Monday of last month. Um you'll see a couple items on tonight's agenda, so I'll not discuss them. One is a reappoint for traffic safety commission, and the other is allowing the city of Kenosha to put an antenna on one of our buildings that'll help with fire communication. So you'll see that later, but we'll just dive into the report of what we have here currently. Um for the parks department, we had a presentation at our meeting about the area of petrifying springs adjacent to the dog park and the beer garden. It's very populated, very popular place and there is overflow parking at times. There's issues with that and it comes to our attention that approximately 10 times per year different events we have to make use of the adjacent um university campus and have people go back and forth in shuttles. So what I'm going to mention next is not a complete remedy to that problem but is a an attempt. Uh we had a design consultant take a look at that area which is just uh by the Petrifying Springs Beer Garden and Dog Park. Um which would be on the south side of the bridge crossing the creek. And there would be the possibility of expanding the footprint for parking, angle parking to accommodate approximately 50 additional cars and that would require the rerouting of the trail that's there. So I know that the parks department and most of us here in this room citizenry as well are quite sensitive to the fact that the more you pave the less park you have. It's not an ideal situation. So it's a compromise of sorts but it was put by our committee by the parks director to take a look at it and it looks as though from initial inspection it's a doable proposition. It's
something that will be a benefit to the uh [snorts] area because what's happened is people wind up parking in the grass. they wind up moving the stakes and so forth and it one person does and it leads to a bit of uh mayhem and confusion. We'd rather have it organized and systematically done. So that's one of the things we uh we talked about in public works. Um, as far as the regular report goes, we have some things that are upcoming for parks, and that is the Brightonale Park area number two playground has been very outdated and is due for replacement in May of this coming year. We're looking at some ongoing things that uh Keer as far as the chapel repairs that should go out to bid at the first of the year. We've got the specs set up by the consultant. Um, we're also looking at the eventual, not for this year, 2026 upcoming budget, but 2027, looking at the entire shoreline area that has to do with Anderson and Keer. Uh, we're kind of following the city's lead on this. The city has put some substantial boulders in place of the granite variety. They're the longerlasting, working with a consultant at this point in time for 2026 on designs. and we're probably looking at the lesser expensive alternative in terms of what can be done and it will pretty much we think if we go ahead with this plan mimic what the city has been has been doing. Uh those are kind of large things. We're taking a look at some other things where we've completed and we've wrapped up. Old Settlers playground has a new playground area for children that's been complete. Um children's playgrounds are kind of an interesting thing. they have to be done to a certain specification. So we have the bids go out by qualified contractors who are insured. They do the installation, they do the maintenance and so forth and it kind of removes some
of the liability that can be associated with that. So it's kind of a thing that has to be done properly. Uh Petrifying Springs maintenance shop. Um one of the buildings has been torn down. It was so old and decrepit it had to be. Um the current maintenance shop is approaching its 100th anniversary, 100 year of service, and it really does need to be uh refurbished. So that is in the budget. We're looking at probably having that done August 2026. Um also uh in the Petrifying Springs area, we're looking at a area number three playground. That should be completed May of 2026 as well. um had a very nice ceremony at the Petrifying Springs Park this past uh Sunday evening. It was delayed by 24 hours due to our snowfall which actually kind of worked out cool. It was very interesting to see, you know, the nighttime snow and the lights and everything and it was pretty well attended. So, it was a it was a nice thing. Uh moving on to highways, we have our usual things. We've made the transformation from the fall type brush clearing and uh road work now set up for the uh winter plowing, salting, that type of thing. We're still waiting on delivery of equipment. It's such a backlog in some of these heavier equipment items. You get into dual triacle, quad axle trucks, and it's just like you can say, "I'd like one of these." they actually give you a build slot where they say, "Okay, well this time next year we'll take your order and then it'll go fulfilled maybe a year later." So, we're kind of backed up in that, but we're moving through it slowly. [snorts] Um on the highway side of it, County Highway WG bridge replacement that is over the Dutch Gap Canal east of Highway 45 and it's near the state line. Complete, done, open Friday, November 14th. Um we're looking
at some covert replacement on county A, county X, county Z, and those projects will start in early December. Um they gave us the reports on the staffing, and we still have a couple openings in highways for high patrol persons. So, we're trying to fill those. Uh we're moving now on to the public works and facilities special reports. [snorts]
uh KCDC, the HVAC rooftop units are basically complete. We're going through some punch list items. Um as far as the backup generators and so forth, we have two of those that were nearing completion. One for this building that's just uh to the north of us here on the campus uh in Kosher County Center. Um and I take that back. It's actually Brookside which has the backup generator. It's the fuel tanks on our campus to the north which are being replaced. And again, those are all kind of in the um wrapping up stages, which are good. They're major major products, projects. Um golf, always a happy thing to report. The uh golf courses closed 11:26 25. There are golf simulators set up at the Brightonale Clubhouse. We do know that we have to have an improved storage facility out there at Brightonale. Um, it'll be a cold storage area for equipment and for carts and so forth. That has gone out to bid. I think it's been awarded. Yes, it's been awarded to uh Rash Construction. It'll have the goal of being completed in the spring of 2026. I could go on indefinitely, but I think I've tried your patience and I thank you for your attention.

New business, resolution 159 from the public works and facilities committee, a resolution to approve the appointment of Daniel Mohouse to serve on the traffic safety commission. The footprint is approximately 5T x 5T. That's 25 square ft. Um, I don't think we're doing any fee type arrangement for that, but the installation is solely and the maintenance is solely at the expense of the city.
