And we had someone that was iced in and not able to join us, but we do have a proclamation. So, I'm going to go up to the podium and read that. And you may have noticed City Hall is lit up yellow tonight and that is in honor of International Holocaust Remembrance Day which is tomorrow and so our other city halls from around the area are lit up as well and we are honored to uh pass this proclamation tonight. Um this is for International Holocaust Remembrance Day. Whereas the Holocaust was one of the darkest chapters in human history, resulting in the system systematic persecution and murder of six million Jews along with millions of others targeted by the Nazi regime, including the Roma and Cinti people, individuals with disabilities, LGBTQ plus individuals, political dissident, and countless others. And whereas the United Nations designated January 27th, the annivers anniversary of the liberation of Awitz Burkanau as the International Holocaust Remembrance Day to be a time for all people to honor the memory of those who perished, to recognize the courage and resilience of Holocaust survivors and to reaffirm the global commitment to never again. And whereas the city of Homewood stands united with the Alabama Holocaust Education Center, the Jewish Community Relations Council, Holocaust Survivors, their families, educators, and community partners in the ongoing work of remembrance, education, and the prevention of all forms of

anti-semitism, bigotry, and discrimination. And whereas remembering the Holocaust is not only an act of honoring the past, but also a vital step in safeguarding the future, ensuring that younger generations learn the lessons of Holocaust history and uphold the values of human dignity, empathy, and compassion. And whereas the color yellow was chosen to honor the yellow stars that Jews were forced to wear under Nazi persecution, transforming a symbol once used to stigmatize and dehumanize into one of remembrance, resilience, and collective commitment to confronting anti-semitism in all its forms. Whereas the act of lighting up yellow on this day serves as a visible symbol of remembrance, hope, and solidarity, illuminating the city of Homewood in honor of the six million Jews and millions of others whose lives were taken and in tribute to those who survived to share their stories. Now therefore, I, Jennifer Andress, mayor of the city of Homewood, Alabama, do hereby proclaim Tuesday, January 27th, 2026 as International Holocaust Remembrance Day, and will light city hall yellow in the spirit of education and remembrance. All right, we I am moving as a mayoral appointment um Ken Child's from the BCA to the planning commission. So, she will be now on the planning commission. She is ward one. and William Johnson, who is now W four. We put him on as ward five previously, but he's now W four. His position is expiring. So, I'm gonna need to open up two BCA positions. Uh, Mr. Seagrist. So, let's do that. And open that up until How long do you normally do that? For a month. Okay, let's go ahead and do that until the last meeting in February. And if you all will put the word out, please to your constituents that we have All right, this is where we get here's where it gets kind of crazy. Okay, John Gear is our current supernumemerary and he is going to move to the ward three slot that is currently being held by Kalen who's now moving to the planning commission. Okay, so that's going to be a super numericary position that we need to open. All right, and then Ken's going to the planning commission. So we also are going to need the ward four position opened up and that's going to be William Johnson's position which he is of course welcome to reapply. So the two positions opening are on the BCA for a super position and a ward four position. Um we currently have two ward four positions uh members rather William Johnson and Megan hand and so Megan is going to move over and be the BCA's atlarge member. So, if anyone has any questions about that, let me know. But

The next item we're going to add is 130126 request for consideration for the council to appoint board leaison and exeicio member of the planning commission coming from myself and 070126 request for consideration to have the mayor sign letters of support for the ambulatory surgery centers for Brookwood Baptist. Brought to us from uh Amy Zari, our city engineer. Um we have read this item, we have discussed this item and now we are potentially dropping this item. Anyone have a motion? Yes. Hi, good evening. Um, this is in regards to the house unsafe structure at 162526 Avenue South. This the history of this property go with the abatement board goes back to 2023. We have attempted every way possible to get voluntary compliance from the owner. Um, there was a time when it seemed as though things may move forward, but after things were boarded up and tarped up, it just sort of ground to a halt. So, we we started the process over just to give proper notice and make sure it was given. Um, it went to the abatement board. The abatement board considered um the the conditions here. The conditions being um a lot of the structural members are at a point now to where uh their capacity is exceeded by the loads that are placed on them. Um a lot of the structural components have reached their limit state. There's a lot of evidence of deterioration in the structure itself which is visible in the photographs. The foundation system is no longer firmly supported by the footings. Uh They're no longer plum. They're full of cracks. They allow um entrance by pests and rodents. Same with the siding and masonry joints between the building envelope and the all the other openings. There's a big hole in the roof that admit rain and um the elements in general. So, it's unfit for human occupancy and it's an unsafe structure in my opinion.

So what do we expect on the end result on this? What would actually what do we want to do?

Okay. Now we are moving into our ordinances. Our next public hearing is set for tonight at 6 o'clock. This is item 041225. Consideration to approve an amended development plan for the proposed Homewood Community Church to permit the construction of a new two-story building comprising a total of 30,797 square feet as well as associated parking, landscaping, and other site improvements. Subject property is currently zoned GIRD. Uh, and this is brought to us from Mr. Pew. Uh, let's see. All right. Mr. Jackson, will you please read the ordinance? Whereas the planning commission of the city of Homewood, Alabama has favorably recommended the amendment of the final development plan as required by the Green Springs Urban Renewal District zoning district gird for the property described in section one below and in exhibit A attached here too. Now therefore, be it ordained by the city council of the city of Homewood as follows. Section one that the final development plan for the following described parcel of property described in exhibit A located in the city of Homewood, Jefferson County, Alabama and more particularly described as follows. The address follows 813 Green Springs Highway with other detail and parcel ID numbers B and the same hereby as amended pursuant to the amended final development plan attached as exhibit B here too. Section two, that from and after the enactment of this ordinance by the city council of the city of Homewood, the amended final development plan attached as exhibit B here too shall control the uses and restrictions applicable to the property described in section one and in exhibit A hereof and previously zoned to the gird section three that on January 26, 2026 at 6 pm in the city hall of the city of Homewood, Alabama B and the same hereby is fixed as the time when and the place where the city council will hold a public hearing said proposed amendment of the final development plan for the gird property described herein, at which time all interested parties may appear

As you mentioned, we're here tonight um for an amen an amended final development plan for home and community church. The church property itself is located behind the edge off of Green Springs Highway between Green Springs and Columbia. Um the property that we are looking at is the property directly behind the edge and the property to the north along Columbia and Carr Avenue. Um the site will be accessed from Carr and from Colombana or not from Columbia and from Green Springs. There will be no access to Colombana. I'll say that again because that's a point. There'll be no access from Colombana. Um the northern half of the site is our parking lot which is accessed off the car which ties into the new parking where the building is behind the edge that then accesses to Green Springs. Um we're going to let Pastor Tom kind of just give you a history of their church and kind of what they're looking at and then we'll get more to the technical side of the project.

Thanks. Uh first just want to say thanks for uh allowing us to be here. I've lived in Homewood for over 20 years and uh am grateful for the work that you do. Um it's a Homewood is a great town to live in and raise a family. I've got a kid in high school, middle school, and elementary school. And uh I love living here. Uh seven years ago had the privilege of starting a new church with an old idea. The idea is a parish church or a community church or a neighborhood church and so we started meeting in the dance foundation and we have moved to the exceptional foundation but the dream has been a faithful presence uh in homewood for many many years. Uh the idea is um I kept meeting a lot of people who have left the church or that drive far away to go to their church. And so uh what if we started a church with a group of people that all live in close proximity to each other and in close proximity to where they worship. The idea is that that would be a way to make the most good for the community and for the people. So, uh, seven years in, we found a piece of land that fits that dream because it's close to rooftops. We want it to feel like it truly is a community church. And so, we love this location and would be honored to get to put our first building there and be there for faithful presence to the community. So, thank you. While he mentioned this being a community church, we understand that any development in this area of course impacts certain things. So, um, this site itself has an access on the car avenue. It also has an access on the Green Springs. We have had a traffic report done and it has no it showed no impact, no negative impacts to surrounding roadways with these two

access points. Um, we've met with city staff to discuss storm water. There is a current concrete ditch that runs between Green Springs, Columbia, and onto the creek. Um, and we are planning on piping that under our parking lot. Um, per the city regulations we discussed with Kell in his previous position. Um, for us to take maintenance responsibilities for the portion we're piping through our property um, and take that out of the city's maintenance responsibility since we are closing in the ditch that's there currently. Um there is a land an an existing landscape buffer on Colombana at 30 feet. We have agreed to maintain that undisturbed landscape buffer. We are planning on supplementing that as well. Um I provided you all an exhibit tonight that we showed a couple of weeks ago as well showing what that would look like from Colombana as far as installed height versus mature height of that buffer. Um we have discussed with some of the neighbors over the past month um installation times of that buffer and how we could help the neighborhood with that buffer during construction or from today forward and not just at the end. We are interested in looking at ways to do that. Um it's a little bit tricky because there are plant times and we can't put it all under the existing trees because then we could hurt the roots of the existing trees. So there's there's a balance in there of how we do that. Um but we are interested in helping build that buffer earlier than later as much as we can. Um that's logical without the current trees dying or the new bushes and hedge dying as well. Um so we are looking into that. The proposed building as you're looking at now is auditorium on the south end with a twostory classroom wing going up to the north.

Yes. Uh like Brian said, it's twotory education wing on the north side. Um the building itself, we kind of had by the time you factor in the 30- foot undisturbed buffer, then an additional 30T for to make a 60 foot building setback, we kind of and the edge parking lot, we had a kind of almost like a backwards L that we had to shoehorn into. So that's what we made use of it. Um materials. We're looking at predominantly brick. Um I'd love to find something that looks a little bit antiqueish, if you will. Um some either pre-cast or limestone detailing around some of the larger openings. Um a lot of glass in the commons area. Um and really just the scale. We're showing the peak of the roof height at 45, which is the max allowable. Eve height's closer to 20 22. twotory building is going to be around 33 to 34 feet tall. Um parapit to hide all kinds of mechanical units we'll have on the roof so nobody will see that building itself where it's positioned. I know um planning commission we talked a little bit about some of the residents on Old Colombiana get blinded by headlights when cars come in at nighttime and park. Our building will actually shield them from that because we will be a hard stop where no no no light filter no light will be able to filter through the building onto their property. Um, so hopefully it'll be a plus in that regard. Right now it's just a gravel lot that's unapproved. So feel like this will be a pretty big improvement by the time we add a building and then I'll add all the landscaping we're doing.

But I I think one of my a little bit of my concern is that there was a lot there is a lot of expressed enthusias enthusiasm concerned goodwill about creating the barrier. And I just got a spate of texts from my neighbors on Colombana saying make sure that you quite a few who could not could not be here tonight. But um I just heard that there were I I was told that Brett said that he has been discussing with both the engineer and the architect about perhaps bringing it I think you mentioned it that we you would look at building or adding more of the barrier beforehand but and I understand that there as you go along there may be what you say something about planning time but one concern is if those things become an issue and you can't do what

Yeah. Yeah, I mean as far as as far as the buffer goes, which I think was the main concern, um we the plants there are hollies and red cedars, which are going to be evergreens. Um what we've what we've got to make sure is that they're planted at the appropriate times to survive. And that's something this team's committed to doing. Um I know it's an issue that she's mentioned over the last couple years. This team was not the edge team and developer. Um, we understand kind of where she's coming from. We think this will be a tremendous upgrade to what she's looking at today as far as headlights and buffers go. Um, we are planning a pretty dense vegetated screen. Um, and at the end of the day, we would expect it to be sustainable and suffice what she's looking for in the neighborhood. And I think the pastor and the church team as well has tried to be pretty open going through this. They've they've I know they've met with a bunch of neighbors. They've sent letters. We gave planning commission the letter they sent to kind of introduce themselves to the neighbors as well. Um they've sent an updated one since planning commission. The intent is to do the right thing to the neighborhood as they are trying to be the neighborhood and community church that they are. Okay, if no other comments from the public, I will close that public hearing and I will remind everyone the public hearing portion is now closed. So although we are carrying this over until February 9th, there won't be any more public discussion on this item. Uh now, Councelor Lane, you have a question. Yep,

They're expecting over a thousand people. So we're very excited about that. Um we have lit up city hall tonight for uh and this week for Holocaust Remembrance Day tomorrow uh beginning on February 6th. Um you will see that it is actually going to be red and that will be for the American Heart Association. And then speaking of Rosedale, I also wanted to um pass my condolences on to the family of Mrs. Pope.
