Under conference of legal counsel anticipated litigation, there were two matters discussed. Uh both of those matters were presented to the city council but no final action was taken and there's nothing required to be reported at this time. Uh regarding item number two, conference of legal council existing litigation on the Sanchez versus the city of Montabelloo matter. The city council received a briefing on that one pending case. Direction was provided to the city attorney's office, but there was no final action that is required to be reported at this time. Madame Mayor, that concludes my report from close session. We have um five proclamations for this month. The first one is the national child abuse prevention month. April is recognized as child national child abuse prevention month. A time dedicated to raising awareness about the importance of protecting children and supporting families. Every child deserves to grow up safe, stable, and in a nurturing environment. And this month serves as a reminder that preventing child abuse is a shared responsibility. By promoting awareness, encouraging positive parenting, and supporting local programs and resources, we can help strengthen families and reduce the risk of abuse and neglect. I encourage all family members to remain vigilant, to support one another, and to speak up when something doesn't feel right. Together we can help ensure that all children in Montabelloo feel safe, supported, and valued. We also have autism awareness month. April is al is also designated as autism awareness month. Autism or the autism spectrum disorder includes a range of conditions that can reflect social interaction, communication, and behavior in unique ways. According to the Centers for Disease Control and Prevention, approximately 1 in 36 children in the United States are diagnosed with a autism along with many adults who live with autism today. In 2007, the United Nations General Assembly officially designated April 2nd as the World Autism Awareness Day, a day that encourages global efforts to foster greater understanding, acceptance, and inclusion.

My name is Eric Suarez, and I'm proud to stand here tonight, not only as a member of the Montabella Fire Department, but as a proud father of two incredible children with autism. As firefighters, we train for the unknown. But no, no amount of training could have ever prepared me for having two children diagnosed with autism. That's why this autism awareness initiative is so near and dear to my heart. I want to thank our fire chief for his approval of my proposed initiative. I also want to thank the mayor, mayor prom, city manager, assistant city manager, and all the members of council, not only for your leadership, but for your support of this this uh wonderful cause. I truly believe that together we're making our community safer, stronger, and more inclusive. Thank you.

Alongside alongside Autism Awareness Month, the city of Montabelloo also recognizes April as Armenian History Month, a significant recognition that highlights the rich cultural heritage and contributions of the Armenian community. Throughout this month, we honor the achievements of the Armenian Americans who also remember who while also remembering the lives lost during the American genocide of 1915. April holds particular significance here in Montabelloo. In 1968, our city became the first in the nation to unveil the Armenian Martyrs Memorial Monument, a powerful tribute to the victims of the genocide. The 70-foot monument continues to stand as a s a symbol of remembrance, resilience, and education for future generations. And its recent designation as the California historic landmark further solidifies its importance in our community. Our next is on uh donate life month. April is also National Donate Life Month, a time dedicated to raising awareness about the critical need for organ, eye, and tissue donors. More than a 100,000 individuals across the United States are currently waiting for life-saving transplants. By becoming a donor, one person can save up to eight lives and improve many more through tissue donation. Registering as a donor in California is

As we begin sexual assault awareness month, this day serves as a powerful reminder of strength, resilience, and healing. It honors survivors and encourages those who may still be suffering in silence to know that they are not alone and that support is available. Invincible day represents a new beginning. It reminds us that reaching out is an act of courage and that as a community, we have a shared responsibility to support survivors and stand against sexual violence. Throughout the month of April, residents are encouraged to show solidarity by participating in the red lips hoops on Invincible campaign, reinforcing that who we are and what we wear never justifies sexual violence. Together we stand with survivors, affirming that they are believed, powerful, resilient, and invincible. We listen, we act, we rise. That would conclude our proclamations. Thank you.

Um it's not it's rare when we have somebody that that gets to uh reach the office of city council and and and enter uh into what we took the pledge for is is protecting the constitution. and we're so proud of uh of Denell Romero and what she's doing. I am a district one uh member, a resident actually. So, the reason why I'm here is because I would like to address uh a serious safety issue at the left turning lane before Montabella Boulevard and Paramont. Um I have witnessed uh several times already where drivers I believe that they are attempting to go towards Monarch Street to make a left. They are prematurely turning into the oncoming traffic lane which would bring you into the northbound lane that goes into the Applebees and AMC right before Paramont. I've witnessed this a couple times already and I had just to hold my breath pretty much because both times those people that were turning onto that lane reverse back into on the traffic that's going southbound and causing the cars to just honk stop avoid accidents. So, my concern is that um number one, them reversing back into the lane to correct themselves to continue to continue southbound on Monabala Boulevard to make a left on Monarch. Or another thing is for them to continue driving on that lane that they just turned on to, which would also head on uh cause a head-on collision. So, it's just a safety concern. Um, I would hate for anyone to be involved in a head-on collision. I know there's been head-on collisions prior to the uh center divide uh center um islands that were posted um which look very beautiful. Thank you for

Uh a few years ago, uh the bridge on Whittier Boulevard, the the running boards on the side were broken, splintered, missing, left a big opening where somebody could fall through into the riverbed. I put in work orders for that and I don't I think it must have taken about 3 years before they finally fixed it. They did a nice job finally, but it it was dangerous. I could just see some child falling through there or something. And now that brings me to the the parking situation over here where the two backstabbers got together and did a number on me because I can't park there no more. They changed the sign, you know. I guess maybe if I park there again, they're going to give me the death penalty. I don't know. But uh that is so petty. That was so petty. That parking spot is not used. That is so petty. So now I'm going to bring another thing to you. The pedestals on Whitier Boulevard entering Montabelloo from the east and from the west. The parking sign at the New Mark Mall. The parking sign on fourth and Whitier I think it is. The intersection sign of Weer and Montabelloo. All the lights are burned out. I've watched them go one go out, one go out, one go out. Now to me, uh I think that should be repaired. That's been out for years. You pay a lot of money for those items and you need to repair them. keep them up. You know, it it just looks bad. I know that if your names were in lights on those things, they would have been repaired two hours after the light went out. But you need to take care of Montabelloo and not just yourselves. There's a lot of repairs needed. I noticed that stuff and I'll be bringing it up to you. I don't know why we can't get those things fixed. There's a lot of stuff that needs to be fixed and I'm going to be bringing it up to you. Now,

Good evening. Wanted to bring to attention to council of a situation we have in South Monello. Again, couple of months back, we passed a city ordinance banning oversized vehicles and trailers and things of that nature being parked on city streets. Well, our friend is back. He's not using the trailers anymore. He's just parking cars on the street. This evening, uh before I came up, there were 22 cars that he owns. 22 cars that are parked on the city streets. Now, I've worked with Joseph Kota code enforcement and he is doing a phenomenal job, but unfortunately his hands are tight. When they go down and they red tag them, he this gentleman has 72 hours to move them. And he knows he's got 72 hours. So, he moves them within 3 days to another spot. And it's just a vicious circle right now. Couple of the residents have reached out to me because this guy's parking these cars in their junk cars in front of homes when they don't have any parking for people who come and visit and all. So my suggestion is if he's been tagged numerous times, red tagged three, four times a month on the fifth time, let's tow these cars and get rid of them. I mean, he is totally junking up our city, disregarding everything. And code enforcement knows his name. They know where he lives. They've engaged him numerous times, but unfortunately, their hands are tied. So, please, Mr. Alvarez, reach out to Joseph Cotto, code enforcement. He'll fill you in. He knows him. He knows where he lives. he's talked to him, but it's a it's a real nuisance and really would like it to be addressed because it just

Um, I have come the last three meetings presenting facts regarding the problems that have been created on Montabelloo Boulevard. Uh, nobody has come back to me with any solutions. It is really imperative that you look at the number of accidents that have happened. This construction I believe was done illegally. Number one. Number two, it did not go through traffic and safety. Number three, thank you for bringing all of the past mayors together last week because I was able to ask each one of them why did they vote on this and everyone told me the same thing. It never came to council. They never voted. Uh so with my fellow business owners, we have put together six suggestions to help remedy this situation. Business owners and also property owners. Um I passed those out. Do you all have the map that I created? Okay. So I'm not an engineer. It's not to scale. It's the best that I can do. And if you look at it horizontally with the long yellow at the top, the orange line, those suggestions are number one, look to the left where number one is, remove 4 feet from that turn section. If you look where number two is, remove 14 ft. So I looked at it, it doesn't affect the water. It doesn't affect any of the

trees or the plants. It's just 14 ft of cement. Number three, install a stop uh not a stop sign, I'm sorry, a U-turn sign that says U-turns are okay. Number four, create five parking spaces. The west side of the street was completely painted red where we had parking spaces before for employees. I know this is not uh our private parking, but it is public parking. And if you haven't figured it out by now, parking is what every business needs. And you can't build something without addressing the parking issues. Number five, remove the red curb in front of the vape shop at um he's at 524 North Montabelloo Boulevard. remove the two red spots that are painted out and we lost two parking spaces there. That's in front of connect insurance and um uh help us to rebuild our businesses. My Easter business was down almost 75%. Um quite a bit. Okay. Um I know these things cost money, but I think that whoever drew these plans, I don't know if it's the contractor. Thank you for your comment.

It was an article regarding four cities, Vernon, Commerce, Industry, and City of Santa Fe Springs, where our former city manager, Bobadia, is now their city manager. It was a brilliant idea for businesses. It's the article's right there. I try to get it up to you, but it's there printed, so you can read it. It's a brilliant idea to promote business here in Montabella. We're not, we've never been a businessfriendly city. And that's been very obvious. You're killing the businesses that are here now. You're not bringing any businesses. You're killing the ones we have. This woman has come here four times to the console. Have any of you gone to her business, taken time out, and just stood there and look and see what's happening? No, cuz I asked her. That's wrong. You sit in those seats for a reason. You represent our city. Madame mayor, please start depending demanding respect. Four times to uh Peralta has spoken over you. She doesn't ask permission. She doesn't ask to speak. She just barges right in like the last meeting and goes on her rant over and over. You just sat there. You did not control the meeting. Again, you heard it from another speaker. You're the mayor. This is your business meeting. You control it, not her. She has to ask permission to speak. She doesn't. Four times she's done that in your meetings. You have to start saying, you know what, stop. You don't have permission or ask permission if you want to speak. She goes on her rants and nobody stops her. That's why everybody gets so frustrated. We're talking about it in the audience cuz we're looking at you and you're not stopping her and she's ratting and raving because she didn't like the way they voted. Well,

And I don't want you to put a person that's been in business 42 years out of business. I don't want to see that business closed because you guys didn't bother to take the time to go and look at what's happening. It was done incorrectly and I'm sure it was done illegally. And more than likely, I'll bet you any money, Infrastructure Engineering did the design cuz that's what they're famous for. Now coming south of Montabella Boulevard, there's a part right before you get to Michael Collins where if a person's coming southbound, they've crashed six times through the fence.

I'm a business owner in Montabelloo and I'm a property owner in Montabelloo also. Uh lately there was a lot of construction going on in Montabelloo, renovating the streets and uh trying to make everything beautiful and uh safer and uh more convenient for the people are using the streets and stuff. But I just want to let you know that that is uh after extending the divider right front of my store at the 528 North Montabella Boulevard. We have a proof next door from a connect insurance that people are making a left turn from the let's call it uh Bon Shopping Center going to North Monabello Boulevard divider is so small that is a five accidents and we have that on a recording on a camera recording And it does not make any safer in the streets. Uh after that there was a streets painted as a red not to park on the Monabello Boulevard that affected my business. Right now the

I've been a resident of Mabel most of my life and uh I can understand this businessmen that are so concerned and we as a city also need to be concerned about this problem on Montabelloo Boulevard. We need to work with our businesses not against them. We need more businesses in Montabelloo and we need to work with the ones that we still have working here opening that still have their businesses here. I'm just uh uh um I'm I'm going to get off that topic now and get on to uh to the business of building homes at the country club. Uh sorry folks, but you cannot build homes in that property. That property was given to the city of Mabello for recreation, not for home development. So whomever wants to build homes there can just move on to another city and build homes elsewhere. Because that country club belongs to all of us, the citizens of Montabalo, the residents of Montabalo. It was given to the city for

How can anyone even consider building homes in a country club? And I know that uh the uh manager of our uh country club has uh also a um um the one in um Alhhamra Court and uh uh has his family living there. It's almost like his now. I mean working not living there but working there. It's almost like he owns owns it. But I've got news for him. It'll be a cold day in hell before he can take this away from our city. That country club belongs to all of us. City of residents of Ma Balo, not to someone that's running the country club. We can replace him by drop of a hat. So I think he needs a lot of thinking to do. He is not the owner of that property and he has no say so as to what goes on. What is the law there?
