2027 LOS ANGELES MARATHON STREET CLOSURES [Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:

SUBJECT: The City Council will consider approving the closure of portions of Sunset Boulevard, North San Vicente Boulevard, Santa Monica Boulevard, and North Doheny Drive to accommodate the 42nd annual Los Angeles Marathon on Sunday, March 7, 2027. RECOMMENDATIONS: 1) Approve street closures associated with the annual Los Angeles Marathon event to be held on Sunday, March 7, 2027, as detailed in this report; and 2) Authorize the City Manager or their designee to negotiate with event producers regarding additional route, programming, or sponsorship requests. 2026 HALLOWEEN CARNAVAL STREET CLOSURES AND FACILITY USES [Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:

SUBJECT: The City Council will consider approving street closures and facility uses associated with the 2026 Halloween Carnaval event, to be held on Saturday, October 31, 2026; the City Council will also consider approving the waiver of Special Event Permit fees and Encrocroachment Permit Fees for City businesses in an effort to encourage participation in the event. RECOMMENDATIONS: 1) Approve street closures associated with the City's annual Halloween Carnaval event to be held on Saturday, October 31, 2026, as detailed in this report; 2) Approve a loss of revenue of approximately $18,000 related to the use of parking meters and various parking lots and structures, as detailed in this report; 3) Approve the waiver of Special Event Permit fees and Encroachment Permit fees in an amount estimated at $20,000 for the City businesses hosting Halloween events from Friday, October 23, 2026, through Sunday, November 1, 2026, in celebration of Halloween; 4) Authorize up to $12,500 to cover Los Angeles County Fire Department site plan review fees related to the waived Special Event Permits associated with Halloween related City business activations between Friday, October 23, 2026, through Sunday, November 1, 2026, in celebration of Halloween; 5) Waive Citywide residential permit parking restrictions from Saturday, October 31 at 11:00 a.m. through Sunday, November 1 at 12:00 p.m.; and 6) Authorize the City Manager or their designee to approve modifications to event production plans.
