Just streaming in progress. Technical difficulties already. Andy, I can see you guys. Oh, you can. Okay. All right. I can see.

0:35 – 1:14Speaker 1

Okay. To the flag of the United States of America and to the republic for which it stands. One nation, indivisible, with liberty and justice for all. Good evening everybody on a Thursday night. I need a motion to approve the minutes for the meeting.

1:22 – 2:20Speaker 1

We need Approval of the last second and we have no board reports tonight. utilities pretty much been pretty much business as usual for last month. The only thing I wanted to bring up or something we don't have once we're not going to have any way to pull motors and stuff. lines and if we get one they'll do our

2:21 – 3:04Speaker 1

Andy want to turn to John or something to change the motors on the ponds down there if we got one sludge for Jerry Jerry's canoe. Alliance they won't do it for free with the canoe. No, they won't be just a simple aluminum.

3:02 – 3:17Speaker 1

Yeah, they'll do it if we don't have anything like that, but they'll charge us. I know. $100 bill.

3:20 – 3:36Speaker 1

Sorry. Anything else? The only thing I had uh tell about the asset management plan due next year.

3:30 – 4:48Speaker 1

Yeah, they went from 500 to $1,550 in one year. So I guess I'll just read it. Ha 1459 is a new Indiana law that requires all water and wastewater utilities whether public private nonprofit municipal to report their asset management plans every four years. It's a plan that helps the utility track the condition of its infrastructure plan when to repair or replace aging parts budget for future needs and ensure long-term sustainability and service reliability. These plans are already required by applying for funding from the Indiana Finance Authority. But under this new law, reporting is required regardless of whether a utility is seeking funding. Utilities are required to show how they are following asset management guidelines set by the IFA. Confir confirms they have the technical, financial, and legal capacity to maintain their systems, reports on any federal orders or consent decrees they are under. confirms their governing body, i.e. the council, has completed a special training on topics like financial management, environmental compliance, and utility governance starting in 2027.

4:52 – 5:32Speaker 1

Yeah. Yeah. So, they'll have a simplified form. Sorry about that. They'll have a simplified form to do that. But uh you'll have to do you have to inventory. We got maps. We got most of it already put together. Jerry's put most of it together over the years. So we'll do maps and you have to do like a race study which you've already done. So, a lot of it's already in place. We just have to make sure when it comes around because if you don't and you don't do it, they ding you three times, they say they'll take you. Yeah.

5:30 – 5:50Speaker 1

So, yeah, we we'll keep you we'll keep you. All right. You hear all that, Andy? Anything else? snow tonight. Not as much as they were calling for.

5:47 – 7:39Speaker 1

I think it's Marshall's report. Uh she had or they had 14 calls of service, two or seven traffic contacts, two assisting another agency, two ordinance violations, and two animal complaints. about several little things. Not little. First, I had a phone call the insurance company that the insurance is up for renewal on January 3rd. The property, this is for the properties. He said it looks like right now that this year the insurance didn't take a great big increase and it looks like it's going to go from 16,329 to 17,949. So not near as much as what he we've haded in the last couple of years. That also increases our coverage from 4,26 743 to 4,332946. So yeah, it is an increase in cost, but it's also an increase in coverage. It's the exact same policy that we had. Nothing's changed if that's the way you guys want to accept the the policy. I don't think we've had any problems with the policy we have except it keeps going up, but they all are. So I think it's more import changes in the health instead of the buildings. We really haven't had any claims.

7:34 – 8:41Speaker 1

You want to make a motion then to accept the next thing in my computer. Well, between the bank and here, we've been hacked twice. In talking with the bank and Dave's computer world, the reason for that is the security on my computer is completely obsolete. And then alliance came in was dealing with coding and trying to install things on his computer and they can't even install them because his is so old. Most of the computers in the building the four that we have have Windows 7 and they're now Windows 11. So we have a real problem with our computers.

8:38 – 10:28Speaker 1

Microsoft and so we can't do any kind of upgrades. Um, I called the place the tails always used, which is the computer world. He come over and check. He did find he thinks the address or whatever that's probably hitting our bank accounts, which right now I have all frozen, so we're safe on those right now. But he said for four brand new computers with and the labor to get them set up. We're looking at about $3,000. We had a service call that was a separate bill from the other day. But he also said he thinks he can get at least two of them up and going before the first of the year so that when we roll things over, everything's rolled over and secure at the year end. So he has it won't actually be less than 300 because he's monitor. He said nothing wrong with our monitors. It'll be the hard keyboard. I know nothing. That's not bad. You want to go ahead and approve it?

10:26Speaker 1

Yeah. He said the monitors are okay. Yeah, he said the monitors are fine. I can get your monitors

10:38Speaker 1

and still working good in the library.

10:44 – 11:28Speaker 1

Yes. Yes. We can get those for the other thing on the electronic side. I'm still fighting them. I'm tired of fighting them. Um, they gave us the price, which I text all of you guys what that was for that that new part. And that's a part that if they put it in, if something goes wrong, they can fix it from there. They They can put the same part in that's in there now for a whole lot less. They just can't say that it's not going to go out in the other year or two. And I think it was a pretty crappy part if you pretty much say it'll go out a year or two. How much is a lot?

11:26 – 12:03Speaker 1

I can't get them to give me a price on it. I called them three times and they keep and they keep saying she keeps saying I'll send you the quote. Well, she sent me the quote again this morning and it's the same quote. But we can't do anything as far as advertising anybody's And trust me, some people are getting a little upset that their stuff can't be advertised. They're kind of used to that sign now. They kind of like it. That's good. and he said it be substantial less than the

12:04 – 12:30Speaker 1

I mean my personal opinion is let's just get the part that's in there now back in there and see what happens and then if we have to go to something else because right here at the end of the year I might spend $6500 I'll call the tomorrow not the lady that's running well she was just And then

12:28 – 13:10Speaker 1

when the last time you talked to her she said she this morning she said she get so and then the pond cameras still are down. Still haven't heard from him again. So we're just not going to have camera for a while because Every time I call him, he'll be here next week, but next week never comes. So, and then we need to set a date for the year end meeting. And I'd like to see if it fits anybody scheduled to have it on the 30th, which is Tuesday.

13:10 – 13:46Speaker 1

Well, we'll have fine with me in the morning. I'd rather because it's I'm in the office by myself that day. What time works for you to ask Andy if we do something before lunch? Can we do 10? I'm good with nine. Are you good to nine, Andy? Yeah, that's fine.

13:48 – 14:30Speaker 1

December 30th at 9:00y. And that one never takes long. It's just I've got I'll have bills that have to be cleared before the end of the year. And actually what you might want to do is think about some of the stuff we've done in the January meeting for this meeting between your meeting dates and officers and all that kind of stuff. So come January, right? What about the rain? No,

14:29 – 14:55Speaker 1

it's kind of what I thought when I was putting it in there. Ken Smith. So, this is working out. That microphone seems to be working. Andy, can you hear better with that microphone? Andy, can you hear on the screen? I didn't know if you just had your phone on the screen. You can hear better now with that microphone.

14:58 – 15:35Speaker 1

Can you hear Andy? Ken's talking to you. Can you hear that? So, sorry about that. I'll get I'll get an extension. Put that microphone on the table. I apologize that it took so long. Thanks for your patience. Um, I'll work with Cody on anything coming up. We got some stuff that Jerry's already got squared away. And then fifth, 6th, 7th, and 8th will be one of those days will be the prestruction conference for the plant at that pre-construction.

15:42Speaker 1

Where's that? Where's that going to be held at?

15:44 – 17:16Speaker 1

Here contractor contractor Jerry myself hopefully any council members will be there. Uh we'll have we'll have standard funds on the phone from the state. I don't think you're going to drive up for that on the phone. Maybe we can do a Zoom with the new camera system. But uh yeah, and then that'll be given the permission kick off and then the first thing they'll do is they'll get all the meters put in. Then Jeff, they'll bring them up to you as they get them put in. They'll send them over to Keystone Keystone and then we'll probably we'll get we'll get them. So the first schedule out probably in February, we'll be done in two weeks. Um, and then then once you once you got the software squared away, you can fill in February with the new system. So, you have to you have to read January like you normally do, but in February just in time for Jerry to retire, you won't you'll have to have to read anymore. I think we've got I think we've got the AMI system, don't we? Drive up and down the streets. I think so. I don't know what the map that's concerned me as long as long as we can get the auto automatic radio.

17:14 – 17:57Speaker 1

It either be an antenna here at the office, which I think it is, or we're going to have to take the laptop and drive up the road, which would take down the road. Not very long because, you know, it's going to pick a lot of them up going through the first So, not knowing how did they get down in that inst lid. If it's a flush lid, you'll probably have to take out the outside. Some guys are coordinated enough and you can get to a lot of times you probably have to take the outer ring off too. Take I was going to say tough. Like yours, it's recess. It's buried open about that much. I think if I remember right,

17:56Speaker 1

they'll have to probably dig around outside edge whole thing because you can't really get both hands down in there and get a hold of the meter plus the nut on it.

18:10 – 18:52Speaker 1

But will the weather be a factor? Not for that. Not for that. Then March or April or so the tanks are coming in. So it'll be a little warmer for that start. That' be nice. All right. That's what's going with that. and I'll head down here shortly and I'll work with on the I'll get the stuff out and I'll with the new meters going in in Februaryish March whatever is the rate increase supposed to can we still do that the first of the year? Yes, you're supposed it should have been done

18:50 – 19:04Speaker 1

supposed to implement that sometime January. So come the January bills we the increase. I need to get to just make sure we're going to be using the right figures off of that.

19:07 – 19:23Speaker 1

Keystone has to do something else.

19:21 – 20:03Speaker 1

And he want to do anything besides pearl of stones. Okay. Town attorney. I reached out to Kendra. I'm waiting to hear back from her on if she's going to do it or not. I'll reach out to her again tomorrow and see if she's made her mind up. She was thinking about it. So, I know she's been in court quite a bit. So, I'm sure that's a lot of her time. Utility adjustments. How many shows did we have?

20:08 – 20:41Speaker 1

Yeah, we had a lot of time comments. Andy, you got any comments on council? I guess the what was it? The thing they had here on the Christmas bazaar or whatever.

20:45 – 21:11Speaker 1

That's sad. All right. Next meeting is January 14th next year. Can you believe we're going to be 2026 already? So, if nothing else, I entertain motion to journ. Thanks for getting on with us. Thanks, See you.
