Resolved that the town board of the town of Shelter Island hereby directs a public hearing to be held on September 21st, 2026 at 6 PM to hear any and all persons either for or against a local law entitled a local law amending chapter 82 irrigation regulations. whereas an application for site plan approval was submitted by the Suffolk County Water Authority, the applicant, on April 23rd, 2026, to construct a new wood frame building to house new granular activated carbon or resin system for PFAS treatment and replacement of hydropneumatic tank with associated drainage structures. And whereas the project is located at 37B North Monantic Road, Suffolk County tax map, Number 700-14-2-64, Shelter Island Heights, a 2.26 acre property located within the B business and C residential zoning districts. And whereas the project was deemed a type two action for state environmental and quality review act purposes. And whereas the subject application was referred to the Building Department, Conservation Advisory Council, the Planning Board, and the Town Engineer, and reports therefrom were issued and taken under consideration. And whereas on June 8, 2026, June 29, 2026, July 20, 2026, and August 10, 2026, a public hearing was held on the subject application where public comments were received and taken under consideration. And whereas the Town Board has reviewed said application with regard to the standards of review enumerated in Town Code Section 109-3, and now therefore be it resolved that the Town Board hereby approves the subject site plan for the applicant to construct a new wood frame building to house new granular activated carbon or resin system for PFAS treatment and replacement of hydropneumatic tank with associated drainage structures located at 378 North Monantic Road, Suffolk County tax map number 700-14-2-64 as shown on the site plan prepared by Timothy J. Whereas Rory Kibler on behalf of AppPlay Visuals P.O. Box 221 Jackson, Wyoming 83001 has requested a filming permit for September 25th, 2026 to take place at the Ram Island Causeway and using the locations of 41.08, 1280 degrees north and 72.30, 0195 degrees west as well as 41.08005 north and 72 that 2939 to West for turning on vehicles and resetting between shots and for the filming to take place between 5 a.m. and 8 a.m. and whereas the $500 minor filming application has been received and whereas the filming crew consists of 11 persons, one picture vehicle, one production, and one group truck, one camera car, And whereas the application has been reviewed and discussed by the Police Department, Highway Department, and Town Board at their August 11, 2026 and August 25, 2026 work session, now therefore be it resolved that the Town Clerk is hereby authorized and directed to issue the aforementioned filming permit upon receipt of the following fees. minor filming daily fee, $1,000, refundable cleanup deposit, $1,000, and be it further resolved that the filming activities shall be conducted in a manner that does not obstruct, impede, or interfere with the normal flow of traffic on any public roadway and that access for emergency vehicles shall be maintained at all times. Whereas Netflix Productions LLC has requested permission to conduct filming activities in the town of Shelter Island in connection with the motion picture currently titled Women Like Us. And whereas filming is proposed to occur between September 20th, 2026 and September 30th, 2026, The primary filming activity is located at the Prydwen Hotel and Cottages and limited filming activities anticipated at Crescent Beach, a town-owned facility, and whereas the proposed production is expected to involve approximately 200 casting crew members and therefore constitutes a mega-film production under Chapter 65 of the Town Code, And whereas the town board recognizes the potential economic and promotional benefits associated with hosting film productions within the town while also acknowledging the need to protect public resources, maintain public safety and minimize disruptions to residents and visitors. And whereas the town has issued commercial use license agreements, authorizing certain commercial activities at Crescent Beach, and the temporary suspension of such activities during filming is necessary to accommodate the proposed production and ensure public safety. Now, therefore, be it resolved that the Town Board of the Town of Shelter Island hereby authorizes the filming activities associated with the Netflix production currently titled Women Like Us, and be it further resolved that such approval is contingent upon Netflix production LLC obtaining and maintaining all permits, licenses, insurance coverages, and governmental approvals required by law and the town and be it further resolved that public access to designated portions of Crescent Beach shall be temporarily prohibited on September 25th, 2026 and September 26th, 2026 within the area extending from stairwell number four to stairwell number 10 inclusive of the beach and adjacent water areas utilized for filming activities and public parking shall also be prohibited from stairwell number 2 to stairwell number 10. During such activities provided, however, that shore road shall remain open to vehicular traffic and the Shelter Island Police Department is authorized to implement and enforce such restrictions as necessary to protect public safety and facilitate the approved filming activities. and be a further resolve that Netflix Productions LLC is authorized to conduct a smaller scale photo shoot at Crescent Beach on September 27th, 2026, during which public access between stairwell number seven and stairwell number 10 inclusive of the beach adjacent water areas and public parking shall be temporarily prohibited within the area utilized for the photo shoot. Provided, however, that Shore Road shall remain open to vehicular traffic. And the Shelter Island Police Department is authorized to implement and enforce such restrictions as necessary to protect public safety and facilitate the approved filming activities. and be further resolved that the foregoing beach access and public parking restrictions are subject to modification in the event of adverse weather conditions, weather-related delays, or other production-related scheduling changes subject to the approval by the Town Board and the production shall provide notice of any such changes to the extent practicable and be a further result that the Town Board hereby directs that the privileges, rights, and activities authorized pursuant to any commercial use license agreement issued by the Town for operations at Crescent Beach shall be temporarily suspended on September 25th and September 26th of 2026, provided, however, that such dates may be modified in the event of adverse weather conditions, weather-related delays, or other production-related scheduling changes approved by the Town, and the duration of such suspension shall be limited to the actual filming dates provided by the Town And be it further resolved that the town clerk is hereby authorized and directed to issue the aforementioned filming permit upon receipt of the following fees. 11 days of mega filming fee, $55,000. 11 days of refundable cleanup deposit, 11,000 dollars, 11 days use of town owned parking lot, 7,700 dollars. Relocation of the Crescent beach bathroom trailer refundable if not required 2,000 dollars. Police department services deposit any unused balance remaining after final reconciliation of costs to be refunded. $38,000, and be it further resolved that Netflix production LLC shall be responsible for all reasonable costs incurred by the town arising from the production that are not otherwise covered by the fees and deposits authorized herein, including additional personnel, equipment, repairs, restoration, or other municipal services required as a result of the production activity subject to documentation by the town. And be further resolved with the town board shelter on police department, highway department, and other appropriate town officials are authorized to continue coordination and communication with Netflix production, LLC, and its representatives concerning operational details. Public safety measures, traffic management, production, scheduling. and the provisions of town services, and are hereby authorized to require such reasonable adjustments to production activities as may be necessary to address public safety concerns, whether related changes, resource needs, or other circumstances affecting town operations. There's all that any is here by appointed service, full time, professional office assistant for the building department effective August 31st, 2026. We paid at a rate of $68,640 per year for 40 hours per week with a probationary period of 26 weeks. So moved. Second.

Whereas the town board finds that enhancing law enforcement technology through the use of body worn cameras and in-vehicle camera systems will promote other officer accountability, transparency, evidentiary documentation, and public safety. Now, therefore, be it resolved. that the Town Board of the Town of Shelter Island hereby authorizes the submission of an application to the New York State Division of Criminal Justice Services Law Enforcement Technology grant program for funding in an amount up to $125,000 to implement a police department camera program consisting of body-worn cameras, in-vehicle camera systems, and associated equipment, software, data storage, installation, and training at a total estimated project cost of $125,000 with no local matching funds required for the town and be a further result that Police Chief James Reed is hereby designated as project manager and authorized representative for the proposed project and grant application. resolved that the supervisor is hereby authorized and directed to expend the sum of $3,030 from the A1680.476 IT Maintenance to East End Computers LLC, 26 Hill Street, No. 265, Southampton, New York, 11968, for the security awareness training subscription from 7-1-2026 to 6-30-2027. So moved.

And this was, let me just find it. Since we don't really have anyone presenting, except for the town board, we are changing the exemptions for which you have to get a building permit. So previously you had to get an exemption. You could get an exemption for construction or installation 1 story of attached structure associated with 1 or 2 family dwellings, multiple single family dwellings, townhouses, which are used for tool and storage sheds, playhouses or similar uses provided the gross floor area does not exceed 144 square feet. So that is no longer an exemption. They will be subject to a building permit. And we used to give an exemption for, or we currently give an exemption for installation of fences, which are not part of an enclosure surrounding swimming pool.
