President You were here. in September.
September. Okay.
[clears throat] business. September
[clears throat]
There it is. Yes, they are. I don't have any questions. V3 had a lot of different stuff there.
459 Are you on the metrics? Yes. Sorry. No questions for me.
[clears throat]
Why is that?
Oh, gotcha. It's good.
Oh, okay. All right. I'm with you. Perfect. We doing okay with that now. to replace them. Okay. Did you guys
[clears throat]
Makes sense. [clears throat] jump on that. Going back going back to your question I do know he's working on documents. I don't know that includes
the corner but he's not reached out to about [snorts] I think he wants I think Clamp.
Yes. Who are you talking?
Are they working on I think Right. Right. Right.
It's the farm and then it's the solid.
No. He's talking about
No, I thought it was I don't think Yes. But he could if we get But then that makes circle.
all the way to 37
cleanber. I know he started the process. All right, back to I don't question. All right. We have ordinance Let's do it. Emergency. Sure.
Do we need a vote to send it to cancel? Well, in [clears throat] my opinion, a motion to move. Yeah, there you go.
Um, I move that we send this on to council. Maybe not here January for next year.
Okay. Senator is the sponsor. money, folks. All right, our nextbody has anything else? The next meeting is going to be December December 8th at 6 p.m. I move to favor. [clears throat] Okay, that makes sense. Good deal. All right, we're done.
present. We havegers. [clears throat] Yes.
Yes. It'll be under new business. All right. Can you just have You talking about the first one that I submitted or you
so round two. So north of Railroad Street all those properties I mean it is an alley that runs behind all those properties. So, we don't have any infrastructure back there. And then uh they're running north and south. There's no traffic. There's no infrastructure. the section there between something I took the explorer again. It doesn't even look like alley. It just looks like that alley. There is a house.
[clears throat]
There is a house that you can't find. Well, not on that section. I didn't see anything that looked like
and all those parcels where it says empties out. So if I recall correctly, I think we said to do them bit by bit or was it I knew you were going to present them? Yes, we were section by section and just put on those are just recommendations. Somebody want to be responsible for why would we get this
I think I think the map I think it wasn't as cut and I think these three
isn't that the main reason why we wanted to do the study anyway so that we could move forward with vacating some I I talked to the chief. He said there's no reason to keep them for traffic on any I would think so. I don't think so. I can do them by case. I think that's why we thought to go ahead and have him present them a few at a time rather than
I would I would ask I think it would be a good if you don't mind just urgent. Anything else about Yes. And I actually submitted paperwork.
So it was from Melissa. Okay. So um there are some there are some questions in regards to some of our codes in town and how contradict each other and they are specifically named actually in that document that she submitted. She shared a I did not have anything ready for tonight. That's fine. But I can have something for the next
So and I think we noted it a little bit before because some of it is confusing but in reading it they do seem to contradict one another. Um, I think it was it was an actual paper document. Correct. I think I get that. So, I guess
[clears throat] This is the one. [clears throat] Okay.
So, authoriz
[laughter]
Yeah. So, developer fees. I just wanted to bring this to council's attention. Maybe something. So, uh at the wastewater plant, we were talking about tes all that [clears throat] he brought up that was a community where he lives for the tes and they weren't able to get the fees. This came up when we met with Horton as us. They said that it's their practice that they're doing or houses [clears throat] and I really haven't looked at it any probably to I thought it was worthwhile to bring up kind So we do have here
I don't think it's a bad idea to have them pay per they're going to do phase Yeah, we don't have anything in our code. How many proposing? I'm not sure they've established phases.
Well, honestly, it seems like just yesterday incrementally the first year last year and so I guess I made that last year this year and to me that's an incentive alone that alone is an incentive to get it paid sooner later what about a minimum number of units so
no less than five units or 10 units I think that would be a good
I don't believe it was I think it was my intent. That's how we do that.
Yeah. The price is what the price is when you pay them. the price we gave them was the price they were then it is what they don't want to get them paid and get it done then they're going to go up as everything else did last year if they have the incentive I'll pay for that's what it is right now that's what I'm saying
I know I was going to need to buy and they were going to go up and I bought the five before I would say let's talk to another municipality. I almost feel like almost better to have it so that they're going to do a larger development
some sort of insurance policy that we're going to recoup our investment. I do believe that we do have so we can get paid on our and I think that's in our I'll I'll print that off. Yeah. And bring that.
Yeah. I'd say the the partaining to our investment should almost be locked in rather than based on I'll look into that. It's not on the agenda. We would do The village truth commission is governed by chapter 254 of village ordinances and the code is currently written says that the uh commission shall be three to five members and I'm delighted to say that we have more interest than that right And given that the current members are not getting any younger and that we actually do some physical labor throughout the year, we would welcome some additional help. So we are recommending that council modify that section of code to allow three to seven members on the village tree commission.
Yeah, of course. I'd be happy to answer. Yes, it is. You're right, Debbie. No one wants to argue with We'll make it 15 if you want to see. I don't care. Yeah. Yeah. You've met the tree commission. Do you really want that many more of them? 254 is the section I have. If that's still current, I don't What do we got to do to do that?
I'm still trying to wrap my head around the fact that you're talking Pardon? It's currently 3 to 5. We are recommending 3 to 7. Okay.
Do I have a question to change the codified ordinance for the trade commission which is section 254 from 3 to five members to three up to seven members. Hello sir. Yes.
Thanks Steve. Thank you. Always a pleasure. All right. Anybody have anybody any meeting will be held on Monday in December 8th at 6:30 to
Huh?
Okay. Our father in heaven be named will be done on earth as it is in heaven our daily bread as we forgive those who trespass against us and us to the flag of the United States of America and to theublic for it stands, one nation under God, indivisible, with liberty and justice for all.
Okay, before we get started, um I just wanted to recognize um I know Gar and I know Wade are veterans. There any other veterans in here? Uh, I wanted to recognize all the veterans in here and that we appreciate your services and it's a pleasure to uh serve with you all. Okay, can I have a roll call? Bryant.
Yes. Okay. If I get an approval of the minutes of September 22nd first meeting. Yes. Yes.
Okay. Now, we're going to move Oh, I'm sorry. Move to October 22nd. 27th. I'm sorry. October 27th. Yes.
Yes. Okay. And last but not least, if we get an approval of the minutes for November 3rd. Yes. Yes.
Okay. And can we get an approval of the agenda? Is there any
Okay, we'll go right into visitors. Is there a visitor list, Brian? Nice seeing you all again. Um I just wanted to say that uh if there is going to be a move in the trash from Rumpky to local waste, a decision needs to be made tonight for that. um just based on timelines. Um you know, next week we've got one week until Thanksgiving and then we've got about three weeks until we get into the holidays. We still have plenty of time now. Um I've already driven through the community and counted all the parts. I've got plenty of supply, everything ready to roll. So I would just encourage council to make a decision one way or the other tonight if possible.
Thank you, Mr. Weaver. Okay. Uh, with that, we'll go into village administrator reports. Um, I really don't have anything other than the fact that I was going to bring up the grant that Matt was working on. I'm glad he brought it up, but when he did, I think we're all agreeance that the top of that list for a grant would be the water, then the paving, obviously. Um, and then if but we may apply for two or three different things so we could get approved for one of them. Uh, I'm if it's the county commissioners that duel that money out, I would uh I probably wouldn't count on getting any of it. I'll just say that publicly.
Yeah. Well, if I'm wrong, then eat some crow. Yeah, I'm just pointing out an example, right? As we should because we are the fastest growing village in largest largest and fastest growing village in uh Fairfield County. So, we'll see how that works out. Uh village administrator, do you have any reports, please?
Uh the only thing I want to highlight uh from my report is that we did get three um financial three qualifications for the financial firm uh with V3 uh as encouragement. We went forward with Raf Tillis to request them give us a scope of work agreement and they submitted that two weeks ago. They emphasiz really wanted. So we asked them to retool that they got us that hopefully have that council. And the only other thing is I've never done this before, but I would like to request an executive session regarding possible everybody.
Okay. Yes. Okay. Is that it, Matthew? All right. Uh, Mr. Fiscal Officer, do you have anything? Okay. Um, Mr. Solicitor, two pieces of legislation on the first meeting.
[clears throat]
Thank you, sir. All right, we'll go into village council committee reports. Finance committee. We did a meeting tonight and we discussed finances for a couple of months. Everything seems to be running well.
Next meeting. Okay. Service committee.
Okay. Safety safety did not meet our next meeting November 24th following.
Thank you, sir. Rules committee rules tonight ordinance. We um approved the commission's request to expand three to five members members. Yeah. You know, that's something I mean, we we really need to figure that out because we we don't want to be too kind. I mean, we want to be like everyone else. So, yeah, that's something we got to talk much further about, Matt, and figure that out.
Super public safety reports. Uh, Chief He hasn't been function. Okay. Uh, Basel Joint Fire District. back to open. Yeah, I see that.
Super. Okay, we'll go into village committees and commissionings, planning and zoning. Brandy, we do have a meeting you say this Thursday and that's kind of primarily talk about the the property on Canal Street. Is that correct? Yes, I think that the property on Canal Street varian request for that. Liberty Union requesting a uh schools is requesting a zone of their project. Yes. And um the Dr. Horton is asking requesting a plat. So okay, you can talk about that. Okay.
All right. Tree commission. Um I know we got approved for another tree grant, correct? Yeah. Which is awesome. They did plant some trees out at the cemetery. Yeah. Yep.
Uh but also the fire department helped with that and provided assistance that good. That is good. Good partners to have uh records commission. Brian, is there anything current on that? Okay. All right. And uh the bsentennial commission
we have one more event that is November 16th [clears throat] panel discussion will be there. Is it It's at the at the museum. Up here or at the museum? Oh, up here. Oh, okay.
I also wanted to bring something up a couple weeks ago and it didn't really bring this up. When we when we got the logo, what we had talked [clears throat] about was taking off that logo and using that logo as a permanent logo for the village and I kind of Melissa had not talked about her unless unless she got it to you that she just kind of want to throw it out there
I don't I know if I've seen it without the other stuff. No, she hasn't done it. She has modified it. But I do want to give credit to Melissa. Yeah, she does. It'll be good. Whatever it is. Yes. So, do I mean that's what I'm asking. Do you think Well, we'll have to see it, I guess. Yeah. If we see it. Yeah, we'll take take a look. And I think that that would have to be specifically communicated because I think she she spoke with me and she said that she had given the village permission to utilize the logo. But in terms of modifying it, I don't think she was clear either on exactly what was wanted.
Anything else?
I think What time is that? Uh, I'm out of 10. I got to try to get back in. That'd be That's a lot of history there. Bunch of old or older men that know a lot about the village. I'm just kidding. I'm just kidding, Ronnie. I told my sister. Yeah. Well, him between him and Mr. Weaver, I'd say they cover the gamut. I think they are also floating around the idea of trying to live stream it. asked if we have
Yeah. Well, cool. Cool. Very cool. All right. Well, we'll go into motions. Motion that we accept the proposal to provide trash services to We have some discussion on that. Yeah.
Pardon me. I have a question. So, um, did we get a clarification in terms of why that we were being charged more? I think they briefly touched upon it, but why we were being charged more previously and now we're able to. I was just curious. Well, I think because I failed and uh Matt and I talked about this, we failed. When we do stuff like that, it should be a sealed bid and we didn't do it on purpose, but it wasn't a sealed bid. And uh somehow at one point, um local waste was cheaper and then all of a sudden they weren't.
I think she's talking about why we charged more. Yes. Yeah. I don't know. I didn't I don't know. Well, they they did away with the fuel search charge and all that. So, that's the difference. Yeah. But what? But but but why why why have it in there and then not have it in there? I don't
sure. I guess we were not under the impression we were going to lose this contract because we were under the impression if we were there would be a bid process. So we were under the impression that, you know, we were negotiating good faith with the village to continue our contract. When we found out that that wasn't the case and that there was other quotes being floated out there, we decided to take harder look. So typically when uh we we reach the end of our contracts we either negotiate in good faith or there's a bid process which again we take a harder look at things then but uh we weren't aware of any bid process or anything like that. So that's where that came in.
Sure. I I think too in all honesty with the change of administrations and stuff like that changes come. It's not good faith I just feel like good faith would have been to be it wasn't cheaper ahead of time and then when we got the bids in you undercut it after we had the bids. Your first bid to us was higher and then all of a sudden it was lower. So I don't I don't I don't understand how that came to be and quite frankly that's on us again. take responsibility for for not having our process. Yes.
So in that regard, I believe our process. Yeah. And it it was on me in the past, right? Well, that's a good way of putting it. Yes.
If it becomes an auction, then the person and I would rather have done correctly and we are going to save the residue. [laughter] I think it's like when you know it's when you I compare you can compare price but you can compare performance as well and it just seems like the equipment that they have is kind of
we have cameras on all of our trucks as well that score our drivers. So they're based upon a score every time they go out to drive every day. So that's technology that we have on our trucks as well. Gotcha. I think the other thing too is uh I didn't know that nobody ever said that to us about that and when we started all this but um but here we are and we got to make a decision. So I guess we'll just figure this out right now. Let me ask a question. So the fuel charge is still off. Fuel charge is off. And what was the fuel charge based on based off the diesel fuel index?
Don't you run compressed natural gas trucks? Not out of We run our trash trucks out of Circleville and those are all diesel. And if I may, the I mean the rate that we provided, you guys would save your residents $1.29 a month. Uh if they didn't have a car and if they did have a car, it'd be $2.29 a month. So I don't think we provide a bad service to the village. And I don't think anybody's saying that either. I I just so again we failed as by not doing a sealed bid because your price changed from the first bid we got to the last bid we got and that was on us because
I guess I'm having trouble understanding what the reason is if we're providing a great service at a lower cost.
I I just want to make sure everybody goes back to that does It's time since everybody's numbers are already out there as I So I guess where do we go from here?
Yeah, I guess we could vote and let chips fall where they may or discuss it, but we don't really have the time to we don't have the time. We could discuss it tonight, but I'm just saying needs to be made tonight. Yes. So, I guess I would take that to a vote. See where we're at.
Yes. This is a fiscal. This is a We're lowering the If the fuel charge was in there,
it is lowering it. There we go. This is the fourth quarter of 2024. If you add in charge with everything else, the rate is lower than what it is currently. If you look at the base rate, it's not. But the rumpy considated chart that you can find online shows that in October 177%
we have well for the next contract we have for the last 20 And the whole point
I just think it comes down to dollars and cents in my opinion. I think we just have to remember silent. Yeah. for us to vote on it. requires exploration. Where are we?
[snorts]
I voted for to go to local stays the way it 33. I'm gonna make session
to have talk about it tonight. Yeah. Well, no, because for the purpose of possible litigation. Okay. Yeah, but we still have to make the motion. Oh, that's right. Yes. Okay, I'll second that.
So, I need to go to the
Yes.
[clears throat] Okay. So, who is the sponsor on this first one? The professional services for the wastewater treatment. That's the first ordinance on there. So, I do need a sponsor for that. Okay. Can I get a sponsor for the first reading?
Super. All right. I'm going to read this ordinance. Ordinance 2025-41, an ordinance authorizing the village administrator to enter into an agreement with the Jacobs Engineering Group Incorporated for professional services for improvements to the wastewater treatment plant in the declaration of emergency. Any discussion on that?
Okay. Okay. Okay, I'm going to go to the next reading then which is um Gar is Mr. Phil is the sponsor of that ordinance 2025-42 permanent of annual appropriations ordinance of the village of Baltimore, Ohio for 2026 and the declaration of emergency. Yes. And we're so we're definitely letting that go to another reading. Yeah. Okay. Um second reading. Ordinance. Miss Schoffner is the sponsor of this one. Ordinance 2025-40 and ordinance an ordinance amending chapter 281 PEG public records policy of Baltimore codified ordinances in order to adopt a policy on the production or inspection of video records which is what we talked about earlier. Yeah. Third readings. There are none. Table ordinances. There are none. Is there any old business that anyone would like to discuss?
Yeah. I was just sharing from [laughter] this best it's ever been. Yeah. She just Yeah. She my wife went to vote to notice the last name. She said tell the council we appreciate it everything being fixed out there. She was very pleased. So yeah, it is any new new business that anybody would like to talk about. I keep hearing over there. Do you ever
what? There's all kinds of stuff going on out there. Prostitution and um Okay. Alleged prostitution. Whatever. [laughter] Here's what I'll tell you. There's a lot of stuff I think that go on out there, but I think that's all going to get solved because it's their closing on it. finite number of days there's a ready and the dozer's already sitting out there.
Yeah, you can tell them there's a date on the calendar when
So there's So we're good on the new business. So is there anybody else that would like to speak in the gallery? Okay. So now Per month or per quarter? Per quarter. Okay. So, now we go into
Yeah. Anybody else? This is a lesson in why we should process. Yeah, we failed that.
So, we're going to Yeah. All right. If that's it, thanks everyone for coming. Thank you for coming, Jeff. Is there anything I need to sign?
Thank you. That's fine. [laughter] No one No one has a problem with you voted though. So, put a a name with the face. Super
big winner right here.
I got one, too. There's always a big winner and it's never me. [laughter] It's good thing I win daily because I never win at those things. all them fire and I haven't won anything in years.
Okay.
