We have myself, Sam fine chief city auditor, representing the mayor is chief financial manager, Joel Stetson, Darius Shadrach, city treasurer is here. kelly kimbrough common council president and megan keegan common council finance chair okay um budget transfers for 2026 versus the police department actually all transfers today are the police department transfer from or transfer from or accounts for APD totaling $135,626 being transferred to APD GIVE grant contract services. And the explanation is moving GIVE grant funds to correct expense lines to more closely match budget approved and grant awarded by DCJS. if you have any questions. Okay, we'll move on. Police Department. This is APD, transfer from APD ESD contracting services for $2,615, transferred to APD ESD other equipment. And this is to cover purchase of equipment to connect emergency service teams radios to their ballistic helmets. Comments? Okay, next. APD, we have, being transferred from APD to DHSES, which is reimbursement OT. That's 500,000 and 100,000 being transferred from APD. DHSES, other equipment transferred to three accounts that's a total of six hundred thousand dollars being transferred to three apg accounts and this is moving s-l-e-t-p grant funds to correct grant year and expense line to cover equipment purchases replace funds previously moved by budget unit from operating account what grant is that i don't know that i put them off the top of my head

One of the accounts, I'll list the accounts. One of the accounts, APD Dishes Other Equipment 2023. So there's $8,525 going to that account. And APD Dishes Other Equipment 2024, there's $322,357 going to that account. But those are accounts from 2023 and 2024. Joel, can you explain what that means?

Yes. So it's not my day-to-day, as much as it is theirs. But those dollar amounts are grants that are received in those years, but the funds don't expire. We have them until they're spent. And while we were getting our heads around how grants were monitored, we weren't, like if this were a normal year, we would have done an increased appropriation, because we would have been recognizing the funds so we could spend them. we don't want to risk double counting so we requested that apd just move funds and operate money we know we do have while we're locking down on the grant funding but yes so these are monies awarded year over year they don't expire and we identify them with the fiscal year just so we know which pot of money is being drawn on

So you have a total award, let's say a five-year grant, a total award is a million dollars. You have five years to spend, so if you allocated $250,000 that you didn't spend all of it down, and you now have additional funds, you can spend them down in a year time, right? You're trying to allocate them specifically to the fiscal year.

And it's the, it's the state law enforcement. I just, I didn't recognize that. Okay.

Well, fitting that on September 11th, like the anniversary we're doing with that grant. Honoring those who lost their lives on that day. Okay, any more questions there? No. Now another transfer, police, APD, OPS, other equipment, $600 going to get APD, OPS, furniture and fixtures, okay. To cover purchase of records stored, record storage shelving system needed for OPS operations.
