On North Treasure, right behind us. The Anson family purchased this multifamily house, and they knocked it down, and they put sod, but the sod burnt, and they sodded it again, and it burned. But it's what they're doing. It's not really a city thing. But the nice part that they're supposed to do is that this field, they've actually donated to the city as a public park in the interim, right?
So they donated to the village exclusively for soccer. For the soccer program.
They don't want it to be like an open space. While APHA renovates the fields and ties and they don't have it. It's still nice, exactly. That's something that private... landowners usually do like they don't they don't it's pretty hard yeah yeah kids youth soccer field yeah it's like a soccer yeah maybe even an adult soccer field size when is the uh june yeah i just saw an email there's a tentative groundbreaking for june 13th that's right yeah just caught that to the right now it's actually a great one June 13th. Yeah, I don't know what that means. Does that mean that they're bringing down the rest of what's there with the public water station? There's still a structure there.
I think the groundbreaking is exclusively for the field space. Because they want that up and running before 26th for the World Cup.
So they're going to turf that right now. It's going to be an artificial turf. like a practice field or something. Yeah, it's all right.
A year and a half. Yeah, it's going to be perfect time for him. It'll be three. I mean, I intend to send him to the North Bay Village Public School. So I think that's great, right?

I would usually go, I grew up in Connecticut, but we would mostly go to Rhode Island shores. I didn't, sometimes, you know, Connecticut has shores, but. Hey, it's Leo. Just a quick question.

How did I get here? 2012. I've been here now. No, North Bay Village I moved in 2018. But Miami in 2012. And it came from New York. I was working with a real estate team that was looking for someone to do Miami relocation business. So that's how I started getting out here. What about you guys? What brought you guys to Miami?

Well, I'm obviously not from Florida, or the US for that matter. I'm from Australia. That's right. Yeah, but my husband's from Boston, so we spend a lot of time there.
And you met him where?

And then who made the big move to go to the United States?
I'm going to the United States.
Wow. That's a big move. What, did you just come on a vacation first to go see, to revisit this and see how this went? And then decided to stay a little longer?
Yeah, that's true. Yeah, but he bought in North Bay Village, he bought on South Bay Drive in 2017.

Well, half my family's in New Jersey, half is in Florida. And then I went back with one. And I was visiting him at my wife's down there. Then we got COVID. Then I went back to New York for work. I was in Miami, so I came back. So my brother was in Miami, and my sister and my mom were in Florida.
You have some family in Florida.

Um, so moving to point three, which is the first order of business, the discussion on solo music, art, just date and time. Um, we had a pretty extensive discussion about this last time. Leo, what are the updates?
So the updates are, uh, we're ready to go. I spoke to the school and the school's aware. They just told me to, um, you know, finalize the date, make sure everything's good with the artists and we have to just reserve it. We've done it many times with the property, uh, whenever we have an event at the field. Every time we have to go through like a system through Miami-Dade County Public Schools. And it should be free because we have an affiliating agreement with the school. So it shouldn't be an issue there.
So is this the kind of like front? Yeah, that's correct. The long frontage? Right.
So what you all had decided as a... well i recommended this artist that i found yep um we all felt like the school was kind of a central location for that uh hopefully you know the people across the street living in uh yeah i can't see your building like that kind of thing and of course you know we're going to have like chairs set up people can come out and that's that's at the treasure island right at the school yeah yeah yeah entrance to the school across the street from grandview yeah treasure island elementary um At the little driveway.
Because they locked it off that little flagpole grass area.

It's Nick Tanura. He's a guitarist, right? He's a guitarist, and he plays multiple instruments. His main thing is guitar, and then he also has a drum kit. Is he going to be all music, or does he sing a little bit? He told me he sings a little bit, but his main thing is just... Nice.
It's tough to do drums, guitar, and start singing.
I think the drum machine is kind of like push a button. Oh, okay. Sampler drum machine. Right, right. Exactly. I'm picturing like the people in the keys that are playing like six instruments.

Just on this topic, I just did the Miami Beach Ballet pop-ups. They had like three this month. I think that would be a good one for us to contact and reach out to as well, I think, because they already do these throughout the year. What is that? Ballet pop-ups? Yeah. So they did in a botanical gardens. They did it at the ballet studio and they did it.
Is it like one performer or like?
Yeah, it's like five or six. Actually, it's closer to maybe eight different shows and groupings of like two to five ballet dancers on stage. So they do different choreographed dances. And where was it? So they did at the Botanical Gardens. They did one at the actual ballet studio and it's free to people. And then they actually had one planned at the bandshell here, but it got canceled earlier this month.
A ballet puppet at the bandshell?
Yeah, they had one, but it got canceled. But they try to do it throughout the year. It's all choreographed by the dancers themselves and through the ballet.
I know the North Beach Fountain does a lot of open air live music. They do a really great job over there. I was going to reach out to them as well.
The fountain down the street here? yeah they were like 79 right there on uh oh yeah in normandy as well well every time i've gone there i always seen them and they've got like the traditional instruments and then they were doing like the karate dancing wow but then that's the only thing i've seen where i'm like man they really like so the last time i was there maybe like
Two weeks ago, there was a like a string symphony type thing. It was bigger than a quartet.

There's some really bad bus stops in Miami. I passed a bunch on the way over there.

We considered options that we've seen at other municipalities, like our friends down the street, not Miami Beach, but north of that. We decided we wanted our own unique kind of branding. Oh, at Surf Science? Yeah. I think Surfside has their own. I think Bay Harbor has their own stops.
Sorry, Leo. The bus stops were designed with the street signs at the same time in April of 2023. So it's been two years that those were mocked up.

We kind of did some things with the U.S. flags and the 80-year-old sign on the causeway. You've seen those flags everywhere.
Yeah, so we put up banners for the 80th celebration this year.

And as part of that, we included American flags. It's like, because at first I was like, oh, yeah, that's the construction workers working there.
You know, they're all putting up them there. You know, I thought it was a construction worker thing on our other construction going on across the street from us.
And the entrance and like, OK, I see. I'm like, you know, construction workers will do that. I'm like, oh, that must have been the construction workers. OK. And then when I started seeing it everywhere else, I'm like, well, I doubt they put them over there, too.
You know? Yeah. so just you know the 80 patriotic absolutely they went up last week right it's been a couple weeks yeah it's been a couple weeks yeah but maybe three weeks now has it been that long yeah i noticed them last week i mean it did take i've noticed in a couple weeks um yeah if you guys want to talk about the 80s is that something that you would The 80th anniversary of the building.

Yeah, so it's this year. Technically, it's August 1st. I think it's the official date. We've decided internally that we're going to push it just a little bit, like a couple months, because our budget replenishes October 1st. It's the fiscal year. And we did not already have it budgeted for this fiscal year. So we're going to put that in there. That would be better with it. That's good.

Yeah, that's right. So we haven't really done too much work on it, which is why I'm happy to open it up to just get your general opinion, thoughts on maybe other celebrations that you've attended in general, and just get a sense of what you would want to see from your village. I think we're going to celebrate our 80th anniversary.
Are we talking... I mean, it would be, are we thinking about like a kind of like a one night kind of celebration or like things that can go over the course of a couple of days?
I think at this point we're kind of open to whatever. Right. So I really, I also, I don't want to promise anything, but I also just want to get your general.

So I can tell you that I've been following Coral Gables' Centennial closely. And I just, I love what they do and I love their branding. And obviously their brand is just very well known in general. So they are doing, as you can imagine, they're doing like over the course of like various months. So like each month we'll have like a major event. I'm not saying we can do that, but that's what they're doing. And they'll have, let's say like, Like, the Coral Gables Museum will host a gala one night and bring everyone together over that. There's going to be tours of the history of the city on a random Saturday morning. There's going to be a performance, you know, things like that. So... it's really yeah they have a whole website kind of a blank canvas yeah exactly it's i mean there's a lot of history here in the city with like old nightclubs from that's what i was saying on that note um it's something that i'm particularly passionate about it's kind of like telling that story that i feel like hasn't really been told yeah
Actually, I think North Bay Village was the first incorporated part of Miami, if I'm not mistaken.
North Miami, North Miami, 1945. Incorporated the city part of Miami. Miami was 1896. Gables was obviously 1925. Raleigh was 1915.
Maybe of smaller cities were up there, but definitely not top five or anything like that.
These were like man-made islands. Sorry. It was something about maybe the making of Miami Beach. Because they were man-made islands and they were going to be the theme park. You know, the pirates type theme park. They were like man-made islands, right? here maybe i don't know that's what i'm saying is that like when they were dredging that's when these islands do you fish around where did you do you have that like somewhere like i mean i've been here my whole life i just know all these different random um miami history from so funny fact and not to go off on a tangent but um frank frank actually taught me this that
you look at our city boundaries there's a lot of like open bay space right so we obviously have our three islands you know that we're a third of a square mile we are the densest city in the state of florida with the most amount of people living in the smallest amount of space um but if you look at the boundaries there's like this huge like open area on the bay and that was going to be for a fourth island And that island, according to Frank, was going to be, like, the recreation island. So it was going to have, like, courts and, like, fields and stuff like that.
Because that's what we're missing here so much.
Right. That's why we don't have enough park space.

We did raise not a lot. You know, we raised maybe fifteen hundred, two thousand bucks for Give Miami Day through Miami Foundation. And that was supposed to be for like a legacy initiative. So we have just a little bit of money and obviously, you know, we can put that in there for next year's budget. Yeah. If we want to pursue something like that.
I know a city of Doral had their 20th not long ago. Right. And they had like their own 20th logo. Yeah. You guys make like a North Bay 80th logo. Yeah. Just to put up, just for people to recognize. And then we also change our email insignia with the 20th for a little bit.
That's cool.
Afterwards, just like anybody in the public you email, they'll get the North Bay Village 80th insignia on your... so maybe like that side of the island and then yeah they did the same thing too like different events at the parks and stuff right then you know we don't have that as much population to do like a through a a month type of thing so maybe a one big yeah 80 when do we anticipate the fields being done
It'll be a year from now. Oh, yeah.
They're hoping for the World Cup.

That's another thing is we're very limited on green space for the next, like, year or so. And we can't really head down streets. Yeah.

ask right for one event to do we're talking about the movie night potentially so i think yeah i think the lot it's funny i was thinking about that the other day sorry yeah the lot you're talking about is the parking lot yeah next to shuckers which is already under construction yeah rip the entire yeah yeah yeah they haven't gone vertical at all but they already ripped up like most of it so
I wonder if there's a way to integrate, because one of the things we were talking about quite a lot last meeting was just stepping up a bit on the greenery and the plant kind of like plants and like trees. An alternative to that is an alternative to a land-based parade is in ocean city, New Jersey for Venice nights in Venice, the Italian holiday. They always do a boat show. But there are people in Miami that just generally have boats. So you could open it up to anyone with a boat to come do it. I'm not aware of there being boat parades here, but maybe there are.
There's the Miami boat parade, Fort Lauderdale boat parade. But they plan it for a while. It's a lot to get your boat out. It's very weather dependent.

Commissioner Darrow, any updates from your end?
From my end? Yes. Well, the bus jobs we talked about was good. We also brought up this idea, which I was just talking to Leo before we came. We wanted to paint the meridian because to me, I thought before it looked... dry or something just like it's very gray as we went across so we came up with this idea where it was we requested fdot a solid color which was blue like north bay village coloring and there's an area now that was they told us long story short that we couldn't do it because it's a state road and things have to comply with their uniformity right they have a code yeah f dot they don't want to bend on anything right yeah yeah however i was just telling him on my way here i noticed just a little bit uh just a little west of here you'll see on both sides right now it's blue it's painted blue and i was like it looked like a sampling of what we wanted to do before and i just was asking him i said hey is this What is this blue? Where did this blue come from? And if it is there, how did they get it there?

Just south of here. If you happen to see driving on either side. And I thought that it would look nice before this was... I mean, we wanted to do green bike lanes as well on the causeway. So to have a green bike path and to do blue just to kind of give it some... life on the car. Both were shut down by FDLT. Is that because of space for the bike lanes?
I feel like they do that just because then they have to let other people do it. So they just don't let anybody do it. But bike lanes are in a lot of places.

I can't think of it right now. You get the idea. They were saying that is the only place that you could do it. They determined that the only place that we have along the causeway for that is... um the intersection of harbor island and north bay island so on the north bay island side they would put like a green like i said no we're on treasure okay i don't know how that determination is made i forget right now but they said yeah any any other green bike lane that you see out there in general because we see them all the time is grandfathered in before this the existing code is written interesting so i have two other comments that are
One will be asked for some feedback. One is just kind of relaying a story for progress with what we had. We've been working for a long time to permit and install sidewalks throughout Harbor Island. I know not anyone lives on Harbor Island, but there's not a connectivity there of all these sidewalks. After a long time of planning, we recently came through with approval from the county on some last holdups. So it looks like this project is going to move forward finally, just getting sidewalks. It sounds like a small thing, but it's been a really big push on this walkability front. And then the second thing, I kind of wanted to get your guys' feedback on this. It's in regards to the island walk. So the island walk is something that I'm sure you guys are all familiar with, but we have an MVP 100, which is a public easement, it's going to be in all of our new developments. And they they kind of broadcast it as like being the the grand thing of MVP 100. I mean, it's like, it's a centerpiece like like Brickel Key or the beach and highlighted even, even better. We have condos throughout North Bay Village that, for instance, 360, Eloquence, Blue Bay, Space 01, Bridgewater Condo. cielo anything basically built since 2005 or after call it has in its develop uh has in its site plan that the island walk there is meant to be public access uh and That's the intent of it. However, all of the condo owners have since fenced off their properties, not made this public. And there's a respect of, okay, there's public, you know, we understand. But, you know, the original intent was there was a site agreement that was made for this to be public access. We have a grander push right now that we're going for the bigger version of the the island walk. We recently made, you know, at one of the last commission meetings, I asked for, and it's, you know, for some it's seen as unfavorable because, you know, people, I guess, at certain condos, they want to keep their place private, which I can respect. And I think there can be some compromise on hours of use, et cetera. But I asked for the island walk to be open and we lost it as a 3-2 situation. uh commissioner schiavone was with me to open the island walk but the rest of the commission and the mayor said uh for whatever reason no they weren't ready to open the island walk so i wanted to hear your guys opinion of this and see if you guys had any thoughts if this is worth continuing to push on my end because again i advocate for the island walk i think it's a great thing it's bringing the waterfront to everyone it was the intent But there are property owners at various condos who don't like when I talk about this or bring this up. So just any feedback on your guys and on this would be appreciated.
Can you remind us exactly where we're talking about? Because there are two different versions of the island walk right now. There's what we have now. And then there's what is going to be the more expanded kind of version. Yeah.
Where do we have public island walks now? I mean, really, Moda, behind Benihana. You know, there's an area of the Grand View. Grand View's got the little walkway there.
It's more of a seawall than a walkway. However, they've locked it off with a fence now, too.
But theirs actually would fall outside. Theirs is kind of weird because it falls outside the purview anyways because it actually is a grandfather building that is not in its site plan that it has to be a public access, apparently. But everything that else we spoke about before, like on the island or on the north side and the plans, of course, you know, eventually it will stretch with all of the new development, the entire length of the 79 tree causeway and have the options to be full connectivity in the future. But, you know, only if it's if it's resolved with also current.
That's the main thing is it just sounds tough with all the different people involved. It sounds like a great idea. I would love that. It's a great exercise and just something that not a lot of places have. It sounds like you're talking about a lot of the buildings on Harbor.
Yeah, a lot of them on Harbor are supposed to and just have remained private.
What if it was like a key fob system? Let's say every house or someone you can pay $10 for a key fob. Then when you swipe the key fob,
know who just went in there right so it's like a private island it's like a place in new york that has a park like this again i would say they should have done more research before they bought their unit to be honest it's in the condo documents like we're supposed to do it if i'm not like the city should be
finding them in some sense we're not doing it honestly i'm yeah i'm i'm with you i'm with you guys on this i'm i'm in favor of having a publicly accessible island walk for people especially for people who like um is don't necessarily like you know we want to we want to maintain access and accessibility and like appreciation of the beauty of like our island and not just like the inner parts of it but all parts of it and that includes like the the waterfront parts

I think it's core to the original planning concept, like you said, and I think it's core to who we are as a community.
I love the mode of walk over there. I drive from Grandview Palace. I'll be like, let me go walk the dog and we'll drive over there just to go for a walk.
And maybe this is what the other homeowners fear is that it's going to bring more people to their property. I can understand it too, but there's never been... One island walk incident crime or injury or crime since Moda's open. Exactly. There's never been any issue.
I think we should be committing to a public like a public enjoyment of coastal spaces, regardless of... And I think abandoning that would be like moving away from... I agree.
And the irony is that like all these new developments continue on, you know, any of the ones on the Pagani, you know, any of them, the Anson's who own the most waterfront land, I mean, they advertise the Island Walk as like the center of their project. So, I mean, they see it as a benefit and they're spending... you know, millions of dollars of investment and they still see that public access is a mutual benefit and makes the community better. But there's this mentality between, you know, the, the older buildings are not even that old because some of them are built in 2008, you know, that's our newer buildings that have this mentality of, no, that's not for the greater good, you know, that this is our land, you know, and, and, We want our space private.
Are they in violation of zoning?
As I understand, yes.
I mean, there must be kind of like buffers or like, you know, like guidelines, like use guidelines that we can put up around these kinds of things. People would be kind of like wandering onto private land, you know.
we can we can we as a as a city can possibly facilitate these kinds of sunrise to dusk and have some type of ability yeah yeah yeah or like you know help with like landscaping which we did it's a small but for the first time this year we put a fifty thousand dollar island walk budget related item that's supposed to help for just doggy bats or little things like this yeah
uh frank said he's gonna the village mentor said he's gonna power watch the motive pilot it would be interesting to see what these buildings are concerned with specifically because i assume most buildings have like security and concierge type and if they don't maybe that's their concern maybe it's just trying to find someone that like having the police be able to do more circulations of those areas because if things get a lot outside of my unit and uh grand view like I'll just call the front desk and be like, hey, there's a lot of noise going out there by the marina. Something needs to happen.
Is it like Grandview where there's a unit pretty much ground level?
Eloquence has some lower townhouse units on the back that I could understand, but... most of them have some type of barrier or the parking garage, you know, it's like a four-story parking garage still. So it's not like you're walking by residences.
I think one concern is to that point is that it's not a uniform kind of situation throughout for every single property. So I, you know, and I'm just playing devil's advocate. I don't agree one way or the other. I'm stuck. I'm super biased. I would say that there are some properties that have a barrier there. You could argue Moda has like a smaller fence. Somebody could just jump over the fence if they really wanted to. I know some don't have a barrier at all. You could literally just jump in their pool from the island walk, you know, wherever that is. I'm not sure which building has that, but that's kind of my point.
i think it's a good point and i think maybe that's where the line item is there maybe to go to each building individually and see like what is the actual concern because if it is the case where the pool is right there like all right like maybe the city can help to with the building to you know the barrier of some sort to help separate that out and i would be on walking i would leave that at the discretion i would leave that at the discretion of the of the mayor and commission yeah yeah yeah but you know i i would also say that 50 000 is probably not enough to
do any really meaningful kind of upgrades in that sense. And it's also not really our responsibility to do so if it's in their condos to have that amenity.
Any of the buildings that fall, I'm going to play it more devil's advocate because any of these buildings that I mentioned don't have a pool that would be in the way. The pool comes into play when you lock up the older buildings, which don't have. I mean, these buildings were actually developed with the idea that that was a public access. So it's there. It makes sense to be right. I mean, it flows behind the building and it's clean. What is it? There's space and setback between the water and their buildings.
this one on the corner here though like their pool goes all the way up to the corner so i'm wondering okay but i'm saying that like how would you miss the walkway that'd be through their they still have something back there they have a little lip of something back there really it's tiny
Yeah, but I think that anything on East Treasure still follows the ground. There's no site plans with the island walk as a public.
Because then that would mean some construction there. Absolutely.
Sea wall side construction. And then to further play devil's advocate, if you enforce violations or litigation or whatever the case is, on one property, you've got to do it for all the properties. And there are just vastly different situations. So to the commissioner's point, and not to play science, it's up to the mayor and the commission to give direction to the staff and say, well, to enforce.
What are we going to do? I think it's going to better us in the long run.
That's why I suggested the compromise. The commissioner already said no. to opening it up so the middle ground is what is the best way to alleviate if there's security concerns then somehow limit the access during certain hours put in cameras things like that but if there's other people on the island in the short term we will work with every property that has it and that wants to have it open and we will have resources available to help them maintain and do whatever it is we need to do on that
um so that's kind of our position right now whoever wants to work with us we work with you and whoever doesn't you know we'll see what happens i mean from the legal basis too it could be one of those things where it's like by 2026 this has to be open so you can choose how you want to engage with the i was thinking this too that maybe we just have a more compromised solution yeah it's not like it's marzing but like we're planning for this to happen like what's a section the best section or the best part where the condo will work with you yeah maybe like a section to start get a leg in there
that would be the most take it to your colleagues yeah the most continued conversation but it's definitely I think it falls under community enhancement so do you have that verbiage of the condos that should they should have yes allow public access you know it's uniform across every project has a different site plan but it's been looked at and I've had looked at it with our North Bay Village Council and she has the documented files on each project that we do.
It has that verbiage in there about this.
Yeah, so it's marked from what I understand mostly as on the site plan as public access. The development agreements are not as thorough as what we do in today's with developers, but the site plans are there. That's kind of what I've been told.
Like originally not trying to block off the whole island with every development. Like, okay, you have all your development, but don't block off the waterway access, which is the beauty part.
And recently I've even been told that it's not even the city, it's even the county thing. That when you're developing that since, you know, called for the past 20 years, the county has had code that if you're developing on the water that there's an easement and public access points to the water.
any newer newer construction i think this is even uh my this is a greater than north bay village it's been a county regulation but um because it gets quite another day on this beach where like technically like where the water breaks is public access but then they own the beach and that's that's correct but then you can walk along the water like hey you can't stop walking along the water here on the beach it's weird
I like the idea. It'd be great to see it. I just could understand the roadblocks.
and the difficulty in lining everything up and making it work. There'll be more to come.

Because FDOT, the state, is going to do rehab on the flat bridges. Got it. And that is set for construction in 29th. And they actually already requested that we remove them. So is there a spot somewhere that we can move them to?
Is there a spot that we could think about moving them to? The issue with them is that we fear that if we touch them, they will hurt.
And it is also extremely expensive to move them. They're very heavy. And they're artistic pieces. So that requires another level of care. Can we rehouse them? Well, it's like the moving pieces. You try one. I feel like that's me. I think right now we're kind of just waiting until the state actually starts the project for us to actually move things. That's understandable. We found meeting minutes from the 80s. Wow. Very cool. Where we got the approval from the state saying, yes, you can put the pots there. Because the state now was saying, we never gave you permission to put the pots there. Please remove them. Good job. And we said, no, we found these minutes from the 80s that say that you guys did have that permission granted.
So between now and 2029, could we at least put some flowers in them?
