Hello Mr. Mayor, Council Tammer Tatisian with Callaway Chamber of Commerce. Uh the Callaway Chamber of Commerce Board of Directors have asked me to be here tonight to express their strong support for housing in our community. When we talk about housing, we are not talking about just one type of housing. We are talking about the need for all types of housing in our community. Creating available residential housing is consistently at the forefront of concerns for our business community. If we want to attract and retain families to fill our open positions in our workforce, we must ensure that housing is available across the board. Starter homes, rentals, workforce housing, and everything in between. At the same time, we're fa facing a growing challenge in Missouri. Only about 16% of high school graduates are entering the construction field. That means that fewer homes can and will be built and those that are are going to take a lot longer to build those homes. Because of this, every housing opportunity matters. Quite simply, Fulton needs more housing of any type. When projects present themselves, it is critical to the economic prosperity of our community that we welcome and support them. Housing is not just a development issue. It is an economic development issue. Without it, we limit our ability to grow, to attract talent, and to support the businesses that drive our local economy.

Thank you for the reminder. Um, I I'm here um to support Tamara's statement that she just read, but I'm also here to speak as an employer in our community. Um, and I would echo what Tamara just conveyed. As an employer, I support housing um, expansion in our community. Um, I frequently hear employees of mine or prospective employees um express concern that they are unable to find housing to live in this community. After extended searches, there is nothing suitable for their size of family or for the quality of home or for the price point of home that they're seeking. And in some instances, um, I lose those employees because they can't live here and they can't afford to commute. In other cases, employees are lost to this community because they choose and they have to go live somewhere else. Recently, I had an experience. Um, a staff member had looked for several months for a suitable house here in Fulton to be able to to transfer to work at the Fulton location and was unable to do that. So, he ended up uh finding a home in Mexico. And so, now they live there. They're spending their money there. I want them to live here so that I can retain my good employee base and we can retain their spending in our community. So I speak in to you in favor of development and housing of all kinds all kinds. Good evening, Mr. Mayor. I'm Lori Tlman and I'm also here to support Tamara in her um support of housing. Um I have surrounded by young people looking for houses and it is hard for a young starter family to get going in our community. There's not a lot to offer at this time without a huge down payment. And it would be nice to see them be able to live in this community where they want to stay and they want to spend their money and they want to start that American dream of building a home and right now there's not a whole lot of opportunities. So I also speak in support of housing of all kinds.

Good evening, mayor. Good evening board. My name is Kurt Daniels with Cochran Engineering, 6 East Main Street, Winchville, Missouri. And we're the engineer of record for Club Car Wash. First off and foremost, I'd like to thank you for opening up prayer. I do a lot of these meetings around the country and fortunately the majority still do that and I'm always glad to see a community that upholds the meetings to God. Thank you. Thank you.

Um we are bringing before you tonight two reasonzonings that'll be the next two items. Uh so that is what we're requesting is from C1 to C2 zoning. We had a favorable recommendation from planning zoning board just prior to this meeting. But what uh I will speak on, what we're going to bring forth tonight is on 1.51 acres. To give you an idea of what we're bringing, what we're requesting to resonate for uh this will be a club car wash site is what we're looking at. It's actually 1.51 acres. Uh it does Lcape. I understand it was the old Hardies building is what it was. We talk loud enough you can hear me. So, uh but what we're looking at is we'll have four access points on the access point that comes into the car doesn't have a car. There was a family here of three earlier that came to planning zone. They asked me some questions about it. Uh they were veryful and actually what they said they said thank goodness it's a car wash and not another fast food restaurant that they could serve till midnight 1:00 in the morning. So they they were thankful for uh what we said down the administrator saying hey you may want to answer their questions and I think we answered them and turn it on. speak into it.

Okay. I'll lean in. Uh but and then we'll also have one on Bluff Street is where we'll have an access point too. Uh initially starting this we'll do 11 vacuum bays which will be adjacent just to the east side of the building. They said you'll enter the car wash here, you'll exit there. So then you can come back into the bays as customer base increases. We will then come back with 16 more vacuum bays in this area, but we do plan to put the street along that area uh initially. Trash dumpster is always a big concern. It will be down here. It is an enclosed dumpster, so we will have gates on it. It's hidden from the community uh and hopefully also uh keeps from allowing someone who's not welcome to dump there. So, uh, the hours of operation are Monday through Saturday, 7:00 a.m. to 8:00 pm. Uh, at that time, we're closed for the night. There is multiple times throughout the day that the club car wash employees will go through the site, make sure it's clean, make sure trash recepticles are are put away, uh, and all that. The receiving lane over here, we do have ample parking for vehicles. We actually can stack 22 cars on site. Uh so uh and I've been through a lot of club car washes and I've never seen us get to that many, but we do have the access or the availability for that many cars. Um this project does create additional green space. The majority of the previous site was paved. Uh we have about 34 35% of green space that we're providing here. We'll also provide additional underground detention in this area to account for water overflow. Um but with that I'd be glad to answer at the next u when when's appropriate any questions you have. Uh but at that point I will leave it uh in your hands.

Thank you, sir. All right. Uh so, you all have a copy of the DOA report in front of you. A few things I want to highlight. Uh we were uh very happy to do our CDBG closeout hearing in the month of February. Uh it was very successful and I think we'd all agree that that project overall was very successful in removing some derelict and dilapidated structures throughout our city. Uh so at this time those those projects are now closed and uh there are some minor things that we're finishing out through the engineering and planning and protective protective services department. Uh but overall that project has come to a close. Additionally, I wanted to just highlight that we have a really great working relationship with the Callaway County Health Department and uh myself, Sam, and city clerk Ratliff also had a wonderful meeting with them to just make sure that we're aligned in the practices that they're in charge of overseeing and in the way that we oversee our businesses that uh deal with public health matters. Um we had a lot of movement on economic development during the month of February and a lot of close relationships and working with the Chamber of Commerce as well. So with that, our staff is here if you have any questions. We're happy to answer specifics for you.

Collections are up 3.3% from fiscal year 2025. Use tax is down 11.41. 41% from last year. February included two payroll cycles. Um overall performance remains in line with expectations and we will continue to monitor trends throughout the year. You've all had a chance to look at that statement. Well, we had a very lowkey meeting yesterday. Nothing to push toward in council. Uh we just gave an update on the contract with Burns McDonald because the wastewater treatment plant construction is scheduled to start in June and it's going to take about 11 11 months. And for those of you that don't remember that's about a $7.5 million project, a million and a half of its grants. But everything's on schedule and so far the uh all the cost concerns are coming in under budget and we should have a contract be reviewed in the next 30 45 days. Your budget? Damn. That's never what's out of your mouth.

no, I don't see utility costs coming down anywhere. I mean, natural gas is up, which is driving the electric market also. And the the bills that folks just got, those were that cold snap when we actually had to run our generation. My so was in a problem. So, you know, conservation is the best word right now. Uh, it was cold very end of January and that's what some of those folks builds are right now is that January co.

I think that's very good to let them know that we did have the coach spell for the people that are watching that that we expect that bill is to be high but sooner or later things will with the weather changing things are looking better. Yeah. weather changes and during that coal snap, one reason that that the national grid was in so much trouble in the Midwest was coal, coal, and natural gas carried everything. Solar wasn't available and neither was wind. So the renewables were basically out of the mix. So nuclear, coal, and gas is is what what rocked the world. Yeah. Thank you, J.

It was very enjoyable and I'm I'm and we as a city are very much in support of this business and this moving ahead here. And I would also like to thank the NAACP and Guiding Light Church and Reverend Jackson for hosting the candidates for city council and for the school board. Um we had a very good night last night and u I think it was well received by the public and so I'd like to thank them for that and I don't have anything further on that. Okay. Next we will move the resolutions which we do not have any rare occasion. Um and then we will move to the ordinance. Now we have some emergency ordinance on our agenda here. And um so in emergency ordinance the procedure for that is we will re we will read all three times and then we'll do a roll call for each one. Bill number 1779, an emergency ordinance reszoning 606 Churchill Drive. an emergency ordinance reclassifying attractive land located at 606 Church Hill Drive in Fulton, Missouri from R1 residential to R2 residential under the zoning code of the city of Fulton and establishing an effective date. Now therefore, be it ordained by the city council of the city of Fulton, Missouri as follows. Section one, that the tract of land located at 606 Churchill Drive in the city of Fulton, Missouri, as more particularly described in exhibit A, shall after the effective date of this ordinance be reclassified from R1 residential to R2 residential. A full legal description is attached here too and marked as exhibit A. Section two, that this ordinance is an emergency ordinance within the meaning of article 3, section 3.10F 10F of the Fulton City Charter. Due to the need to allow for a timely consideration and development of the subject property following review through the city's established public hearing process, the city council finds that the proposed classification is appropriate and consistent with surrounding zoning patterns. Delay in adoption would unnecessarily postpone the ability to proceed under the appropriate zoning designation. To ensure timely action on this matter, all three readings of this ordinance must be completed at one meeting. Addressing this issue as an emergency ordinance ordinance ensures the city can fulfill its obligations to the community promptly. Section three, that all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. And section four, that this ordinance shall be in full force in effect after its passage by the council and approval by the mayor.

Section two, that this ordinance is an emergency ordinance within the meaning of article 3, section 3.10F of the Fulton City Charter due to the need to allow for the timely consideration and development of the subject property following clarification of the proposed zoning classification through the city's established public hearing process.
