Four a. On January 23, received bids for the Bidwell Avenue and Prospect Avenue Utility and Street Improvement Project. As you can see, it was a very competitive bid. We received six bids from contractors. The ranges were between 1,600,000.0 to $2,000,000 So like I said, that's a fairly competitive bid there. We reviewed them and we recommend moving forward with OneDell contractors for their low price of $1,646,591.35

Just one, what's the timeframe on starting completion of these projects just generally?
I know you can't hold you to it.
Yes. So we likely will get started. The goal would be when weather allows, but early mid March, probably more mid March than anything. This does have a lot shorter time frame. It's a much smaller project. We'll be contract completion should be in July. So that's kind of the timeframe earlier July than later.
And the Moerdowns Golf Course, we've been in contact with them, correct?
Yeah, between them and definitely Waukesha County. We are working on the terms of making sure that we we're actually doing a temporary access point for them off of La Myra to make sure that they have full access during the project work going on on Prospect.
Yep. Residence on Prospect would appreciate that too.

5A. This is a review and possibly act on contract change order number two with the Edgerton Contractors Company for the Area 7 Flood Mitigation Channel and Storage Improvements Project. Seeing the cover sheet here, there's several items that required additional work to be done. There was a heavy rain in September that caused quite a bit of work to be redone that they had already completed. So we have to pay them to redo that work as no fault of their own.
The next item is section of bedrock. Larger area was found to be at a higher elevation than anticipated. So in order to put the GeoGrid system in place rather than having the standard earth anchors, we needed to put bedrock anchors in. So we asked the contractor to alternatives for just removing that bedrock, and this is a much cheaper alternative. Removing that extra bedrock would have been two to three times that cost.
So we looked for alternatives to find a cheaper path to get that material in place. And then just some extra costs for hydrovaccinated $175 And the next page of this change order that we're going through here is our work related extra work related to third party conflicts. Third party means utilities usually that included AT and T and We Energies. So this first little bit here is we were delayed, right, multiple times by either those companies. So we're gonna have to extend the contract on this eventually.
We're not asking for that to be done tonight yet because the contract isn't complete. We need to see the entire project through. But to date, AT and T has delayed us fourteen days. We Energy is forty four days and AT and T again on the Hollidale Ditch project, which is part of this contract as well, twenty one days. So it hasn't been a fun project dealing with utility conflicts.
That is for sure. So besides the delays, there's extra costs that were caused by the utility companies. And keep in mind that we will be going after We Energies and AT and T for these costs. Some of them due to the delay, as you can see in that first item, dollars 3,800 for We Energies that they promised to be in and out of the way by a certain day. The contractor showed up and guess what?
They couldn't do the work they needed to do. So the engines running and we're gonna charge We Energies for that. There is some work that we had to redo because of We Energies subcontractor, 1,000 there. And then $10,000 for a different type of anchor system needing to be placed due to utility conflict. So rather than moving that utility, we're we energies was willing to pay for this different anchor system.
Additional work on the the Holiday Ditch because of AT and T not being moved out of the way, renting of a crane, and then also shared items between AT and T and We Energies of temporary seating and traffic control extension due to those delays. So the total cost of the delays that are going to We Energies on this contract change order would be $38,428.8 And the total contract change order is $72,874.28 So if you have any questions, Brian is probably the best to answer, but let me try.

Yep. There's Brandon can explain it, but that was a heavy rain, more than just like a regular rain. And if you remember, we had a heavy rain in August that caused all the flooding. Then we had another rain in September that did cause other flooding in the city. Substantial amount of rain that had an area that had been already completed. Restoration was put down, but not set yet. Okay.
Was not established fully yet to be able to handle that level of rain events and completely lost it, which is unfortunate. This we did have additional costs that we did incur on the August storm as well. Very similar exact same situation that was on the first change order on this project.
Did we I mean, I know we I think we we FEMA told us not FEMA told us no. Right? We went and tried to go back
them and say, hey, we had a bunch of construction projects that were impacted by the flood. And they said, yeah. No.
No. Alright.
That's I guess I don't you don't see a lot of I mean, we look at a ton of change orders. It's just we don't see this kind of stuff on a lot of change orders. But
This is an unique project too with the amount of open open dirt that was out there at that time and the amount of water that flows through that area. You know that. And that is a recipe for disaster and a

5B. This is contract change number two with Surefire for the municipal garage HVAC replacement project. So as project's finishing up, they're going and connecting carbon monoxide and nitric oxide sensors to the new system. Those were planned to be used. The existing ones were planned to be used in the project.
However, four of them, the CO detectors and communication wires and things were not operating. So we had to have them run new wire, add new detectors, etcetera, to make the system be able to detect carbon monoxide and whatnot in the garage area there. So those systems are necessary. The total cost of this change order would be $17,050. And Brandon has any other additional details if you have any questions.

So I guess, kind of a call this really in the weeds. But was there a new when all of this was put in, there a new conduit that was put in? Or was this just running of just running new wire that was replacing bad wire? For this change order
or for the project in general? I guess both. I there was mostly it's wiring. There was conduit work already in the bid package of the project. Yep. I think they tried to use as much existing as they could. Okay. But it's still it's replacing a controller. It's all the wiring for these. Replacing these sensors that were not being able to be reused with the new system based on the condition that they were in.
Okay. I always I always my question's always around like when we put new conduit in, do we make it because with my project, right, in the house it's you make you don't put one inch conduit in, you put one and a half inch conduit in because you never know what you're gonna have to fish down there five years from now.
No. For sure. This was we were trying to reconnect and use old sensors and whatnot and they just ended up not being able
to So if if this system is tripped, is there an alarm that goes off, like, in certainly in the building, I would think. But is there a is there an alarm that would go off at, like, dispatch?
That's that's a good question.

I mean, that track. It's mean, you think about it. Right? Mean, if something a system like this is detecting carbon monoxide and if it's bad enough, you could impact the whole entire building. And then what if there's nobody there? What if someone isn't there that's conscious to really hear the alarm? So maybe we wanted to have the alarm go off somewhere else.

Five c. This is to review and possibly act on the contract renewal of Strongbox document destruction for the twenty twenty six paper shredding events. As you know, we've done these events in the past. They've been very, very successful. The intention is to move forward with the same contractor as we've used before for this and to host another two events in 2026 on one on May 9 and one on September 5.
As you'll note, the costs for the event are listed under the financial remarks that we get charged about $250 an hour and $50 set up in transportation fee. So we've been charging about $7 per vehicle load and we're looking to increase that to $10 to make sure that we cover our expenses on that event there. So we're slightly over budget, I guess, last year. So we want to make sure we're covering that completely with this event. And Emma Hastings, our interim solid waste coordinator.
If you don't know her, she is here if there's any detailed specific questions about the event. She successfully hosted how many? Two. Two? Yep. This is the last summer.

So if we were to bring in two of these events potentially, not necessarily all everybody having overlapping stuff, this is gonna get overwhelmed 100%. It's Emma's worked these and has

If if we were to consider this doing that, I would recommend that we close it down to just city residents only and do both of these events separate to see how many people we get for just City Of Waukesha residents, and then we could possibly combine them. But if we would do this, like, next year and just shut it down to city residents, or this year to city residents, you're gonna we're gonna get hundreds and hundreds of Waukesha County residents in line anyways. And yeah. It's Okay.
But that's it's a valid point. So at the end of this is a Waukesha County event, remind the board. Does Waukesha County help help cover some of the cost of this then?
No. They don't. These are events that we put in place as a benefit to our residents, but also to promote recycling and that throughout the community. If and when we would receive a dividend payment from Waukesha County, there is a formula that gets put into that calculation that would give us more of a dividend payment for Holstein, things like this, having the recycling center open up to county residents, etcetera.
So Emma, what what you're there. I mean, what do you have an idea on what the percentage of city resident versus county resident come to these?
We don't check the licenses at these events to verify that. I guess if I was to take a guess it would be 75% city of Waukesha, 25% county, but we're looking at 200 plus people like in

So you're saying it's safe to say that there's probably a majority of city residents versus county residents.

Okay. Alright. Well, I I like I said, I'm all I'm very excited about this. I think I wanna talk a little bit more about the fact that we're providing yet another service to Oukesha County and not getting any money for it. But that don't need to we're not gonna figure that out to say County
residents can bring recycling, oil, etcetera, to the drop off center.
