I am talking tonight about the question of the examination of the performance of the municipal director. I do not generally read my comments. On May 19, the Finance and Budget Commission examined the budget project for 2027. And then, what is our usual process for these wireless installations? The zoning, height limitations, these types of times. Two pieces, just to put the table from the point of view of the discussion. And I think Bethany will talk a little about the legal aspects. And then we have Nick here to review the whole project. So, how did the city know about it? So, what must be noted in addition concerning this project, is that according to the Californian law, there is a principle according to which every time a public organization builds or builds a project, it is necessary for its operations and that it builds this project in the jurisdiction of another government organization. In this case, for example, the fire department of the county of Ventura builds a cell phone tower located in the city limits. Some exemptions apply to the local building code. So, instead of being subject to the authority of the city building code and the authorization process to build, they can be subject to the authorization process to build the county, but they are also exempt from the requirements of zoning of the city, other requirements of the general plan and other similar requirements. In this context, the county would only conform to its own zoning requirements for the project on the lands of the county, provided that these are the operations of the county. In this case, we checked if the project had met the requirements applicable to the KONTE process. When you examine the KONTE zoning code for cellular installations and communication towers, they actually include an exemption in their code for KONTE projects. Objective number 5, public security. At the end of the day, this project concerns public security. When someone calls 911, the community expects emergency services to have reliable communication, capable of functioning not only normally during normal daily operations, but also in the event of forest fires, earthquakes, extreme weather conditions, major incidents and other emergencies where communication systems are most demanded. And then, the most important objective, objective number 9, communications and relations. It is a field in which the objectives of the city also emphasize that the service of fires has not met the standards that we expect from ourselves in the framework of this project. The city has also made progress in strengthening communications and community engagement, in particular by taking care of these events and these public information functions, by offering opportunities such as public assemblies for direct engagement with the community. We should have been better partners in this effort. This implies providing clearer project descriptions and planned deadlines, potential impacts on the community, a sufficient time for city staff and elected officials to inform residents.
