Bowling Brook I am a 30y year resident a 20-year resident of Town Center Park and mayor and board I'd like to thank you for for your wonderful work in um being financially responsible to the taxpayers here my comments are um focused on the food pantry that wishes to build at canterburry and briercliffe and my opposition to that in the fact that I'm not opposed to a food pantry which we have a working food pantry here in Bowling Brook or not here in Bowling Brook but Romeoville area but um to support and revise that area would be wonderful I do feel like it could be a very strong um cost-saving and uh beneficial to Romeoville why should we take away something that has been there for such a long period of time to rebuild in a very small location and congested location here in Bowling Brook my second point is also uh it did pass on on the recent referendum about internet um gambling I was really disappointed with that and the fact that I feel that it is really um enabling people who have addiction or possible addictive Tendencies and the fact of not being financially responsible that this encourages more um difficulty in their lives I would like to see more support given in that area and again I do feel that there are other ways to look at raising money or um incorporating a financial benefit for Bowling Brook than gambling so thank you so much for your consideration I appreciate the time thank

you next we'll have Sally Gilbo pass pass okay and Diane cler good evening good evening hi everybody my name is Dian ker I live at 561 Redwood Road in historic beautiful Bowling Brook I want to thank you mayor Board of Trustees for putting a referendum of advisory status on the ballot the way it should be simple question yes or no not tricky wording not using taxpayer dollars uh of more than $50,000 to send out mailers without complete information uh the recent other advisory referendum for for the food pantry um they don't have the money they spent more money on their mailings than theyve spent on food for the Pantry in the last year and I am still concerned that this has been remanded back to uh building and Zoning for over a year and they still have not asked answered the required questions that the village wants them to answer this is a first of its kind project built from the ground up in the state of Illinois this is going to set the groundwork for every project like it that comes after it no one is a I don't do I have a horse in this race no do I care where they build it not really is traffic already not great over there kind of um according to the Township's food pantry landing page they have 40,000 individual visits per year and they are open less than eight hours a week that comes to 135 is visits per hour that they're open I don't think the facility can accommodate that much car traffic I don't know if the intersection can accommodate that much influx and this is just with the hours they have now I don't know what's going to happen if

1:02:37 – 1:04:36Speaker 1

they decide to expand hours uh but I am concerned about that intersection and why the township won't answer the questions that Planning and Zoning has asked to be answered thank you thank you um just just for Clarity yes the two questions on the November ballot were advisory questions um no action is currently on the agenda for any of those but all that being said the process of getting a special use is the process of getting a special use whether it's a special use for a gas station whether it's a special use for Matt help me out here what all do we need special late hours drive late hours drive through there's a a plethora of uh businesses that want to come into the village that require special use liquor store tobacco store all of these have to be approved and there are certain requirements so I don't want anyone you know you kind of look at social media and you try not to because you hope that that our residents pay more attention to what's going on and have a better understanding and if they don't then they ask the questions but it's a process it's a you know we meet with developers all the time and we tell them these are the requirements and they either say we're willing to go with the requirements or sorry maybe we need to go somewhere else we can't build it doesn't make sense for us it's not financially conducive yes there are sometimes when we have variances um but the variances are you know an extra parking spot or a few or or a parking spot less or uh the medians or planting I they're they're things that don't have major impact on the facility the operation or

1:04:34 – 1:06:31Speaker 1

the area around it not to say anything this is still in the process it's still being reviewed by plan commission um by our Buildings Department it will go in front of the plan commission again after which they will make a recommendation to the board um as I had indicated earlier we only have one meeting for the board in the month of December and um so I'm not exactly sure what timeline and planning and when that will come again in front of the board but I can assure you that the staff does due diligence asks questions tries to work with any developer on making sure that their needs and the requirements are both approved prior to coming to the plan commission meeting sometimes uh developers don't want to wait that long and that's totally fine too and that's when we give them the opportunity and the option to go straight to the plan commission with whatever they want to propose and let the Commissioners look at it review it and ask questions at that time so that is the process for anyone and and everyone uh and we plan on following it with any development including the food pantry obviously we we want to work with our C colleagues and other governing bodies or taxing bodies we have worked with the township we did make make some um variances in regards to the parking lot expansion that was being built so we do work with other governing bodies I mean that's that's what it's all about is doing what's in the best interest of the residents both fiscally and uh responsibly so you know we'll we'll see it's there's no decisions that have been made again advisory question same thing goes with the uh video gambling um video gambling has

1:06:29 – 1:08:28Speaker 1

been we have been told that video gambling could help some businesses survive will the village make money some will the state make money more but more importantly will the business make money yes um now the question then Becomes of if we grant that then what are these businesses going to do with that extra money are they going to invest it in their business are they going going to expand and and make their business more appealing that's that's the questions that we really have to look at is what are you going to do are you going to put it in your pocket or you going to use it back to the community are you going to support more nonprofits you know what what is it because in my opinion if you need something like this certain people say I need this to survive then something's wrong with your business model if you need one thing to survive as having been a previous business owner something's wrong with your business model um but again if you're willing to reinvest in the community and your business then that's something that we'll look at that's in terms of the advisory referendum questions uh both of them passed but again advisory so we'll see where the board decides to go with that anybody else questions anybody have questions or comments now that we've kind of dialogued a little bit no all right well we're going to move it to truste comments I want to thank everyone who was involved yesterday in uh delivering the U Veterans Day ceremony uh for those of you who couldn't make it uh every year it's the 11th Hour the 11th day of the 11th month in front of Village Hall at our Memorial um thanks to bber community television for recording it for replay I would encourage veterans who are not part of

1:08:25 – 1:10:24Speaker 1

we have W post 5917 and American Legion Post 1288 to consider joining them to do a lot of great work in the community and um they I'll be blunt they uh they need some younger veterans involved to keep things going but I would encourage you to go also look at the video look at the speeches there's very important information uh very uh important work being done by the veterans assistance Commission s into paage County and Will County had the opportunity to meet representatives from both of those organizations their only goal is to make sure the veterans get all the services that they are entitled to and they are missing contact with veterans just to be real about it they they need to contact all the veterans that um have served our country honorably and and so need some support and uh so there's an ongoing effort I would encourage you if you know a veteran encourage them to get involved with the BFW and American Legion and also um check in with the veterans assistant commission depending on which county you're in Bowling Brick is in P Will County thanks again to everyone who was there uh they deserve as was mentioned very well the veterans deserve our thanks each and every day and their families thank you thank you thank you uh Deputy Mayor I would like to thank everyone a uh Happy Thanksgiving I know it's a little soon but um I would just like everyone to uh reach out to somebody that you know that may not have a meal um and uh you could do that by dropping off something at food banks and you know are volunteering some time uh so um you know a lot of us are struggling right now with the world

1:10:21 – 1:12:20Speaker 1

being the way that it is and you know we hope that maybe you could you know help out a little bit because for them they may not have it we're lucky enough we're able to put a meal on the table so if you could just volunteer an hour two hours um and make you know help somebody uh have a nice Thanksgiving uh meal thank you very much thanks trusty Zarate right after Thanksgiving uh we're here to remind you to shop small on small business Saturday uh November 30th uh this year uh always the Saturday after uh Thanksgiving before uh the incredible cyber monday deals you can support your local economy by supporting your local small businesses please do on November 30th uh there'll be more details to come on some fun initiatives and then before our next board meeting um I think I mentioned this here before but if not uh Tuesday December 3rd uh at the bber community center there's a great event uh that is happening it's a bystander training um for cardiac events uh frankly for uh even uh stroke warning signs um it's going to be a really neat event I encourage you to learn more at Lifesaver 2024 eventbrite.com again it's Tuesday December 3rd 6 o'clock at the blyberg community center all our welcome completely free educational event thank you all right um in continuation of uh Veterans Day tomorrow at Bowen Brook High School will be the evening of Honor uh the evening of honor is a musical and symphonic band event so you'll have win Symphonies uh classic band and concert band performing patriotic uh selections um in respect to our First Responders current military and Veterans again this is at bber high school held

1:14:16 – 1:16:13Speaker 1

Thanksgiving a bit of on a serious note uh you'll remember the uh Illinois American water has opposed a big increases in charges uh the village of Bowling Brook and champagne and two other small downstate communities are the only municipalities to fight the uh increase uh along with us was Cub the citizens Utility Board and the Attorney General uh the uh proposed increase by I was a a very substantial increase uh we have filed briefs we made arguments and partnered with the attorney general andb to oppose the increases the administrative law judge has recommended some of the increase but not all that was proposed uh I was on behalf of Bowling Brook I was granted oral argument before the elite Commerce Commission on November 20th that doesn't happen very often piggy backed on to uh our request for oral argument was the city of champagne and the uh attorney general an CB the uh Illinois Commerce Commission Commissioners after hearing oral argument uh will make a decision sometime after November 20th in the early part of December as far as the recommendation of the administrative law judge and the recommendation of us and uh cub and the Attorney General so I uh I don't have a bright picture I have a a a fairly uh happier picture than was originally given to us uh it was it was something like a a $150 million increase

1:16:11 – 1:18:11Speaker 1

that has been chopped substantially uh and then we're going to I'm asking that it be chopped Al together um uh I I have to be honest with you I'm taking a different posture than uh the Smart Guys the uh the uh with all the statistics and uh what I aw is doing or wants to do with the money and that is purchase more uh pipes and fix other pipes uh but not ours and so I I have made a practical argument before the administrative law judge and we'll make a practical argument before the ICC that uh it just doesn't make any sense to raise the already high rates in order to put more profits in their pockets and to purchase more water lines in Other M municipalities on the backs of the citizens of Bowling Brook so I want to thank uh the mayor and the board for allowing us to proceed we have made Headway in in cutting it back and we'll see how the ICC Commission ERS themselves U take the arguments we're making so you know I think we we see comments every time though you know when the water bills have come in the mail because that's when Facebook picks up and that's when my emails increase of what are you doing about this at the end of the day it's a for-profit company we have no jurisdiction over them that's the ICC and and they get to do whatever they get to do our options are to build a new line because they own the line so we bring down the water rates similar to kind of what Joliet and that commission is doing they'll they'll get a water rate that's down but they have to pay for all the infrastructure from Joliet

1:18:08 – 1:20:08Speaker 1

to Lake Michigan that's a lot of infrastructure that's a lot of pipes and so you're going to bond out you're going to get money to pay that so maybe your taxes go up I don't know but then on top of it you now have to maintain that so when you build your own you have to maintain it you have to take care of it that requires staff that requires equipment that requires a lot of things so you might fix one thing or lower one thing but then you take on something else now is it Apples to Apples I don't know but all I can tell you is we the village of Bowling Brook have absolutely no control of the rates of water all we can do is try to fight them and they could say yes they could say no but they own the pipe so our own only option and if if the residents of maybe that should be a referendum question so the residents of Bowling Brook want us to explore the cost of putting in infrastructure to get water straight from Lake Michigan because that's what we would have to do uh and then we would have to make sure that we Lucas you could talk more about this we would have to make sure that it's cleaned and chemical and we went and toured like it's it's a process it's not just water in water out it's it's a proc process Every Which Way and then you have that lost water that gets lost between point A to point B who pays for that and you would still have to buy it from uh Chicago so it's not like you're going to get it free because it's out of Lake Michigan so it's a very big process it's very complex but we all pay the water bill I pay the water bill just like everyone else and all of us here pay that same water bill so we know we see it we feel it just like everybody else does but the problem is is we have no control over it so please don't hate us too much because we really don't have any control know I mentioned this the

1:20:04 – 1:22:03Speaker 1

last time about this topic people say why don't you dig a well and the reason Lake Michigan water was brought from Bedford Park that was uh because we don't have any water in the water table to be able to pump water out of the crow now you mentioned jolet but um this is the the pipeline that's being built from Chicago affects Romeoville Jolette all the way to Manuka and Shanahan and points in between think about that geography they don't have the water table the water supply in the ground anymore so we are at the mercy of someone who will you know make the investment to build that infrastructure and maintain it that's that's how serious it is and that's where the it's the minimal options we have true administrator tle Well mine's a little lighter than that conversation that's what you get for listening to an attorney should went before now I'm going to wake everyone up so if I can expound on something um Miss Maria our chair of the new special events commission uh kind of made a a comment about the mayor was on television today so this afternoon um she was invited down by Maria papis Co County Treasurer and I as the mayor's guest went with uh to unveil in um Arabic language video and brochure for um residents of Cook County that wanted to come in and utilize her office well there were also 20 other Arab American leaders that were in the room that were given uh leadership awards through the uh the office uh in Co County and mayor bosta was one of them along with a

1:21:59 – 1:23:40Speaker 1

good 20ish or so a very distinguished uh Business Leaders and U non-for-profits and doctors and um the entire time we were there she was promoting Bowling Brook she was uh asking for business cards she was um you know hustling and I was kind of amazed so uh hopefully that pans out and we might get some some new uh new business restaurants and new activity here in the village of bber but uh but it was on television it was on NBC I believe and um we might go back to NBC and see what's on there but U it was a u it was an honor to be down there and to represent Bowling Brook and to see the respect that we do have not only here within you know Will County D page and our little you know corner of the world but even in cook founding I mean people were coming up to us asking us uh you know do you have do you have this what do you have that you know they were really interested so we are we are we are out there and thanks to uh mayor bosta and it was it was very interesting to see her at work you don't see me at work every day not I see your work but oh your shyness I thought it was only us people in the head doing anyone else have anything else no all right there is no executive session I will entertain a motion to adjourn so moved second truste Cano second truste Zarate all those in favor say I I I opposed we stand a Jour thank you and good night everyone
