There were a number of leaders from the school district present and they had a guest speaker, Marcus Pickett of the Drug Enforcement Administration, who spoke about things that are harmful to children, such as Kratom. It is an energy drink that is made into drinks in some cities. I was at the fried food festival. I actually wanted to call it the chili festival, but... I was at the fried food festival in the center of Pasco and I read...

And from what I hear from the staff, the numbers were indeed increased and the outcome was good. And Ron from the municipality, there were many people present who did everything, but Ron deserves a special compliment. He really did a lot of things very well. And then, hum, today, Monday, there was the Sunshine Lounge of the Chamber of Commerce of PASCO, where we heard the Vice President of Washington University speak. What I really appreciated was that one of their most important goals at this moment is to connect their students with the labor market, with places where people have experience and skills, and things that bring them in contact with the labor market. And of course I appreciate the work that Mrs. Whitney does at the PASCO school district in the same way. I am honored to be able to participate as an employee of the SWAC, the Solid Waste Advisory Committee. This plan has a process going on. Wendy will tell you about that process. So, I have a presentation, can you show it to me? Next slide, please. This is a comparable presentation as the one we presented to the council in January. I will take it briefly and then open it for comments from the council members. As we discussed in January, the legal provisions require that local authorities, including cities and the county, have an actual waste management plan and that these plans are reviewed and added every five years. So it's been a while since the Franklin County plan has been added. EHM, it is therefore very nice to be able to present a fully added plan to the municipal council so that they can ask questions and hopefully be able to approve. Franklin County and the City of Pasco have signed an interlocal agreement to work together on this waste management plan, and they have done so through your representation with Mary Hedder Ames in the Waste Management Advisory Committee. The Waste Management Advisory Committee was established by the Franklin County Board of County Commissioners and they have worked for about a year on this update of the Waste Management and Dangerous Waste Management Plan. And since my last conversation with you, this plan has gone further through the legal assessment procedures, including a SEPA process. The Washington State Department of Ecology, the Washington State Department of Agriculture and the Washington Utilities and Transportation Commission have all commented on the plan. You will find the reactions to their comments in the summary section of the plan. We have indeed received comments on the plan, not via SEPA, but via the regulatory authorities, and we have responded to them. Now we continue to work on the approval process by the participating cities and municipalities in Franklin County. Next slide, please. This is the development process of our waste management plan. As we discussed earlier, there is a mission in the plan and you can see it here. I'm not going to read it out loud, but it is an overarching mission that everyone agrees on. The participating municipalities and the inhabitants of the province and the cities will be provided with services for the collection, processing, recycling and removal of solid waste, with the goal of keeping the tariffs as low as possible and at the same time maintaining the public health, the quality of the environment and the natural resources in your province and the whole state. Next slide, please. We have four goals in the waste management plan, infrastructure and systems, economic sustainability, education and external influences. These goals were developed by the advisory committee for solid waste during the planning of the plan. We want to look at an infrastructure and systems that are flexible and adaptable, cost-effective and offer recycling opportunities to all residents of the province and cities. And we want to achieve economic stability with the plan. And that waste is managed as a whole source with a sustainable financing mechanism. That sustainable financing mechanism consists of the cost of demolition at your facilities and the rates for house-to-house collection. Keep this low and sustainable for the taxpayers. In addition, there is a goal for foreclosure and awareness. So that people and companies make responsible choices about what they consume, what they produce, waste and what they throw away. And finally, of course, external influences, such as programs for product responsibility and legislation that promote recycling and possibilities for waste separation within the province and the cities. Next slide, please. Some of the strategies that are emphasized in the plan and that are associated with the goals of the waste management plan are waste prevention, reduction and recycling. That these priorities remain for both the province and the cities, in cooperation with not only the municipal partners who participate in this plan, but also with the particular partners who participate in your system. One of the important participants in this system is BASEN Disposal in your province. It is therefore very important that everyone cooperates to make the system function well. The next strategy is emphasized, oops, back. It is about improving the system and the compliance with the regulations for recyclable waste, waste with an average risk and organic waste. These are all important raw materials that the state looks at with a free hand. Specific demand for how organic waste, recyclable waste and waste with an average risk should be processed throughout the state. It is therefore an important strategy for further development of the plan. And the last is the continuation of the correct collection, processing and removal of household waste. Okay, next slide. When I was here the last time, we were in the top phase, namely the assessment of the regulations and the reactions to them. It took a little longer than we thought to round off the assessment of the regulations and the reactions. The Ecology department had a number of notes that we had to work with, because you have a unique system in the county. In many districts, the waste disposal system is managed by the local government, but your system is unique because it is managed by a particular company, Basin Disposal. We have received many responses on the plan, based on the contract of the city of Pasco with Basin Disposal and the way the system works. It took a little longer to complete the regulation procedure and the comment period, but we succeeded with the Department of Ecology. As you can see, we are currently in the approval process of the plan by the city and the district. The district and I go to every city to sign a resolution in which the plan is approved. Then it goes to the district council, the Board of County Commissioners, for approval and then follows the definitive ecological assessment and approval. We are here today to answer all your questions and hopefully we will get approval from the city for approving the plan. So I'm open for questions.

On May 22, 2026, Daisy Harris, on behalf of Larry and Melvina Goodwin, served as a representative to start an annexation procedure. The amount per sale is slightly more than 6 hectares, as you can see here on the map, and is within the boundaries of the Broadmoor Master Plant, between Harris Road and Highway 182, as indicated on the map. As we have discussed before, the annexation process consists of several formal steps from start to finish. The employees received and reviewed the intention statement. Step 1. Controlled. On July 20, the municipal council adopted resolution 47-165, which accepted the knowledge of plans. Step 2. Controlled. On July 21, the employees received a formal request letter from the municipality with 60% signatures. The tax inspector of the county has verified the availability of the represented signatures and the ownership of the annexation area to proceed. Step 3. Controlled. Uh, this brings us almost to the end of the process. On September 21, the municipal council will hold an open hearing to gather witnesses from the public and possibly make a definitive decision about the request for annexation. At the same time, the process is also underway to determine the destination plans for the parcel. We will come back to that in a moment at the next agenda item. For the Westies decision-making board, the Board of Directors continues a public hearing and makes an recommendation to the Municipal Council. Otherwise, the council simply takes the testimonies into consideration that were received during the hearing of the officials and makes a definitive decision, but only after the annexation order has been adopted. Here is a map of the relevant parcel on the future destination map and as you can see, it is classified as medium-high density housing. And here is the relevant parcel as it would be designated as R3. As you can see, there are borderline R3 parcels on the west side. On the other side of the highway, to the south of it, there are 12 Indian rupees. And the parcel to the north of Harris Road is the RT-Woon area in transition zone. In fact, this is currently a preliminary determination. Here is the basic planning of the determination plan process and where we are now. The expected outcome is that the decision-making order will be on the same agenda as the annexation. The employees try to promote this approach instead of a more fragmented, linear approach. If this process works well, it's a bit, well, difficult to time everything perfectly. It saves a lot of time for the applicant and for the employees. So... The moratorium on EPFs in general, including the least restrictive alternative and safe community support facilities, will last until December 31, 2026. The reason for this is that this regulation in fact together with the general planning and development provisions is adopted. It is therefore in fact one package, given that quite a bit of work is being done on that side of parliament. A few things have changed and you will see that in the agenda package. I would like to draw everyone's attention to Address 2. Probably the biggest change since the last time we talked about this is the map. This map gives an indication of the scale on which we are now regarding the potential locations if we limit the least restrictive alternatives and safe community access facilities to the industrial zones north of the I-182. And maybe you can give a few explanations below. All those different dots. In the smaller areas below, which do not necessarily have a halo, still represent potential risk activities. For example, think of schools and churches that have been identified in earlier versions of this map. The reason why they don't have a halo is because the buffer zone of 1000 square feet that the municipality manages for the location and the separation of these locations is not limited to the industrial zones. Above you can see a number of facilities with potential risk activities that may come into contact with the industrial zones north of the I8182 or with it, and you can see that there is some overlap. They do exclude those areas as potential locations for one of these facilities, but the most important point is, as I already mentioned, that there is a lot of gray space here and that there are a lot of areas and percels that are possible in the future for the establishment of one of these facilities. That is important when we think about the threshold value, namely. Can we limit these facilities to the point where it becomes impractical, unlikely? And that brings us back to the current situation and where we are hoping to get guidelines from the council. What the employees have done is map out a number of remaining activities. From the council, I can tell you now, there are a few legal issues that we are investigating and about which the council will be informed, whether during a decided meeting, whether in a memo from the city attorney. So that's something to keep in mind, or something that will happen. First of all, we want to make sure that we give definitions of EPFs, LRAs, SETFs and risk potential activities. There has been discussion and feedback from business life that our current definition of the least restrictive alternative must be further worked out. This is simply because the term, least restrictive alternative, falls outside the framework of RCW 71.09 for sexually violent perpetrators. This term can be applied to other types of housing, which this discussion has nothing to do with. So there are questions and comments about whether we should further work out the definition. We work on this internally with the employees. The other open questions concern the proposed separation and viewing standards. The current design you have for you already contains a buffer zone of 1000 square meters between these facilities and other potential risk activities. What is not really in it is whether we need a kind of separation or separation between these facilities. Do we have to apply a kind of separation or, excuse me, separation? This is sometimes necessary with other kinds of facilities. We would like to ask the Council whether additional restrictions can be introduced, for example to prevent two of these facilities from being directly next to each other. Would you like to place them together? and that two or three facilities will come next to each other. This is the general level of the desired regulation, as well as possible complementary considerations with regard to public safety or operational aspects. This has been an important topic of discussion in recent months. These are the things we, as you may remember, discuss, we want to demand that there are, especially for private providers, electrical installations or security systems of commercial quality, which otherwise would be required for secure community facilities. We know that these matters are required for secure community facilities, because the state legislation prescribes this. To come back to the question of how much we want to do in terms of regulation within the provisions themselves, to put it simply, it does not only come down to how much more we want to regulate these locations, but also to the realization that everything we add to this is an extra requirement that the city not only has to impose on these individual providers, but in theory also has to maintain. So there is a maintenance aspect that we also have to consider. You will see that the approval of the hearing aids and of these facilities is done by a hearing aid examiner. This is because the entire grant procedure is based on the procedure for a special use permit, which is completely processed by a hearing aid by the hearing aid functionaries. As it stands now, the resident officer has the opportunity to choose the facility as it is, which means that no additional conditions have to be set in addition to what the state, or better said the municipality, has already requested. The resident officer can then also add additional conditions to reduce other risks. For example, we may have to meet additional safety measures that otherwise would not be necessary due to the Location of the potential facility, that is something that the resident officer can do. Finally, the resident officer also has the opportunity to submit the request. And if you look at the request, you see that there is, as I have explained to the staff, a kind of emergency exit. In essence, it is intended to circumvent the fundamental problem, or rather the limitation within the city, namely that through regulation the construction of an essential public provision cannot be avoided everywhere in the city. What happens if the city finds itself in a situation in which it can not only not approve this provision, but in no other way, for example because there is no alternative location available? The emergency procedure makes the resident functionaries able to comply with the construction of the provision, but with the maximum possible mitigating conditions. Hopefully this is an extreme scenario that we will never get to experience, certainly given the number of provisions that the region will probably get in total. Realistically, based on how the state points out potential locations or tries to identify them. But it is something to keep in mind and something we can talk about. And I will now tell you that when the city received feedback from the Ministry of Trade, their most important point of criticism was the use of the word, refuse, in these requests. So part of this is also an attempt to understand and address the concerns of the Ministry of Trade. And finally, whether we want more information or adjustments in advance to the formal hearings on the approval. we have to add additional public hearing seats. The request for the permit According to the guidelines for special use permits, for example, when an application is submitted for a location, everyone within a radius of, I believe, 150 meters, 500 feet, should be raised with the contribution, there is an application for a special use permit submitted for the construction of a dance hall or another facility here. We are holding a public hearing on this day. You, the audience, have the right to make a verbal or written comment. You can do that in this way. So, that is already built into the process for an EPF permit request, including an LRA or an SCTF request. The question the municipality and its employees want to know is whether we should change or add something to the procedure, especially when it comes to public participation and public hearings. I also want to tell you that the municipality and its employees are busy preparing everything for the Planning Commission. We will of course Updates apply to the Ministry of Trade. That is legally mandatory. As soon as the date of December 31 comes closer, we have a number of alternatives. We could go through, for example, with the order as it is now set up. Our first recommendation is to give guidelines and hopefully organize a final round before we the Planning Commission. You can ask the personnel to review or expand the proposed location and mitigation standards, as I have discussed. You can ask the personnel to provide additional public information. This includes the public information that took place in the spring and summer, with both the workshops and the public hearings that we have held so far. And finally, you can ask the personnel to evaluate alternative approaches to the EPF and LRA regulations that are in accordance with the state legislation.
