City Council - Regular Meeting

our city city council meeting tonight. Call it to order and ask Councilman Nicks if he'll lead us in the prayer and the pledge of allegiance. Heavenly Father, the source of all wisdom, we gather here today for this year-end meeting with grateful hearts for the opportunity to serve our beloved city. Thank you for guiding us through the challenges and triumphs of the past year. And as we reflect and look forward ahead, please grant us clarity, unity, and courage to make decisions that foster justice, well-being, and a bright future for every resident. May our shared vision for Analucia be guided by compassion and integrity. Father, please bless us during this holiday season in Jesus name. Amen. Amen.

Want to welcome everyone to our last meeting this year. Seems like it was just 2025 just started like two months ago. Uh year has flown by. Here we are just a few days from Christmas. Glad to have all our guests with us tonight and always uh invite folks to come and be part of the of our meeting. Uh it's po open to the public. We and we invite the public to to come and join us. remind everyone we meet on the first and third Tuesday of each month with the uh the workshop starting at 5:30 and then the regular uh meeting starting as close to 6 as we can get that after the workshop. Uh sometimes we will uh have a a special meeting and we'll give notice of that as well in in those cases. Okay, gentlemen, you have before you uh the minutes of our last meeting that need to be approved. Mayor, I make a motion that we approve the minutes of the December 2nd, 2025 meeting as presented.

Any opposed? And the minutes are approved. No unfinished business. Under new business, uh we we have a an ordinance that is here for its second reading and and uh adoption uh if so warranted. Uh the first one is ordinance number 2025-05 uh which is a reszoning of a piece of property on at 1806 West Bypass. Uh the present time that property is zoned agriculture and this ordinance if if passed tonight and published uh will reszone it to a B3 designation business three. So I we've talked about this uh we had a first reading at our last meeting second reading tonight and I recommend to you that we approve the and or uh approve the ordinance as presented. There was a a a smart sw slight change uh in the legal description that that was presented tonight in the meeting, but it's going to be corrected before it's published. We have it absolutely correct. So, I recommend to you that we adopt ordinance 2025-05.

Mr. Mayor, I move that we approve ordinance number 2025-05 reszoning 1806 Westpass uh with a corrected description uh that it be reclassified from AG1 to B3. Where is the property?

Yes, it's it's down the it's down the Brutin highway like you're going to Brutin. Uh where you get to the truck bypass and turn left to go over to the Florella Highway. You know where that is? Where the tractor place is right there? It's in that intersection right there on both sides of the road. It's got a white fence around it sort of. Okay. Uh any further discussion, questions or comments concerning the reasonzoning? All in favor, please indicate by raising your right hand saying I. I.

I. Any oppose? The same. And that ordinance is approved. The next uh item is uh second reading and consideration of a piece of property directly across the highway from the one you just approved which is uh also a a one and that would be reszone to to B3. Uh and I will say as I did upstairs that that uh this resoning brings it in line brings those zones in uh line with what the uh what our our long range plan is for business uh for property up down that that route is uh B3 property and that's what this ordinance does. will reszone that piece of property from A1 to B3. So, do we have an a motion to adopt ordinance 20, excuse me, 2025 06?

Mr. Mayor, I move for uh adoption of ordinance number 2025-06 uh providing for the reszoning of the corner of West bypass on Highway 55 in Andalusia, Alabama. All right, we have a motion. I. Any oppose? No. And eyes have it. And it uh is unanimous. And we thank you for that. The next item is a a request from our police chief uh to participate in a training program called Lexipole. This is a if you all recall uh in the last two or three years we put up a lot of uh uh light uh excuse me cameras in the city and that uh the company we work with on that is Lexipole and that they also do a training program uh that come they come in to the city and uh throughout the year and run training programs for our police officers and the uh they have agreed to do uh 15 months for 3600. Is that right? Or the 42

or they're going to do they're going to do 15 months for 4320 and then then the following 12 months and and yearly after that would be $3,600. That money is already in the budget by the way or it wasn't put in there for lexipole. It was put in for other things but the mayor it was determined upstairs that that uh the chief has money in the budget to take care of this first goround. So we won't have to uh designate any money but we do need to approve the the use of that money for the Lexo training program. So, do we have a motion to approve that?

Mr. Mayor, I move that we approve the Lex Bowl training program for the Andalusia Police Department. All right, we have a motion by Mr. Powell. Do we have a second? We had some discussion upstairs about how well uh things are going this year for Candyland and uh some other discussions but uh it's uh the end of the year and uh hope everybody has a wonderful Christmas and uh we our next meeting will be in the year 2026. First first Tuesday. I think that's the second or the third Tuesday. Is it John? Do you remember what the date is? It's the sixth day of January. Sir, sixth day of January.
