Council to take action on the request for a new Series 009 (Liquor Store) Liquor License (Application No. 394610) for Circle K Store #9615, located at 23900 West Broadway Road in Buckeye.
Summary: Circle K Store #9615 is requesting approval for a Series 009 (Liquor Store) Liquor License Application for their business located at 23900 West Broadway Road in Buckeye. The application and public notice were legally posted and the application has been reviewed and approved by the required departments.
Council to take action on Resolution No. 46-26 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2023-005; and ordering the recording and filing of this Resolution.
Summary: Street Lighting Improvement Districts (SLIDs) provide for the benefit of ensuring that there is a balance of revenue and expenditures to provide for the quality of life for the residents/owners of a particular development without an undue burden upon the existing community. SLIDs ensure that only owners that benefit from the lighting in their community pay for that service. Having the costs of street lighting within a SLID borne by the owners in a development ensures that the revenue needed to fund these costs is always in place.
Council to take action on Change Order No. 1 to the Job Order Contract Delivery Order No. 2 (Contract No. 2025088) between the City of Buckeye, an Arizona municipal corporation, and HITT Contracting Inc., a Virginia corporation, related to the construction services for Capital Improvement Program (CIP) Project No. 109290 Gateway Enhancement Program - Miller/Watson; and authorize the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye.
Summary: This Change Order increases the cost of Phase 2 improvements and adds scope to provide the electrical panel and associated electrical connections for the irrigation controllers, including an allowance for APS design. Phase 1 improvements were previously completed as part of the Miller Road CIP Project. The original Phase 2 construction contract was bid as separate components for landscape/irrigation work and supporting electrical infrastructure; however, the supporting electrical scope was omitted from the original contract and is included through this change order. HITT Contracting Inc. is the successor entity to Brycon Construction, which was previously awarded work on this project. This action increases the contract by $139,624.72, for a total Phase 2 not-to-exceed amount of $539,624.72.
Council to take action on Resolution No. 54-26 approving the Intergovernmental Agreement between the City of Buckeye, an Arizona municipal corporation, and Maricopa County related to High Intensity Drug Trafficking Area Funding.
Summary: The Intergovernmental Agreement between Maricopa County acting through the Maricopa County Sheriff's Office and the City of Buckeye (IGA) supports the High Intensity Drug Trafficking Area (HIDTA) enforcement initiative. This IGA will reimburse Buckeye $30,000 for employee-related overtime benefits for sworn personnel participating in the Maricopa County Drug Suppression Task Force (Task Force). Buckeye currently has one sworn police officer who participates in the Task Force.
Council to hold a public hearing and take action (roll call vote) on the Truth-in-Taxation (TNT) Primary Property Tax Levy for fiscal year 2027 equal to $18,208,644.
Summary: Council will conduct a public hearing to discuss, consider and take action approving a fiscal year (FY) 2027 Primary Property Tax Levy of $18,208,644. The primary property tax levy is not restricted and may be used for any/all services to the Community. The levy is consistent with the Council adopted financial policies that maximizes the primary property tax levy while maintaining a combined property tax rate of $2.25 or less per $100 of net assessed value.
Council to convene into a Special Council Meeting (as required by A.R.S. Title 42, Sections 17101 through 17108).
Summary: Council will make a motion to convene into a Special Council Meeting pursuant to A.R.S. Title 42, Sections 17101 through 17108.
Council to hold a public hearing and take action on Resolution No. 53-26 adopting a final budget; setting forth the receipts and expenditures and the amounts proposed to be raised by direct property taxation for the various purposes for the fiscal year 2027.
Summary: Council must conduct a public hearing to discuss, consider, and take action on approving the Final Budget for fiscal year 2027. On May 19, 2026, Council approved Resolution No. 51-26 in the amount of $765,436,200 as the Tentative Budget. Notice was published as required by law. Arizona Revised Statutes provide that the total amounts proposed to be spent in the final budget shall not exceed the total amounts that were proposed for expenditure in the adopted, published tentative estimates.
Council to hold a public hearing and take action on Resolution No. 28-26 adopting the Final Budget for the attached Street Lighting Improvement Districts (SLIDs) for fiscal year 2027 beginning July 1, 2026 and ending June 30, 2027, by the Governing Body of the SLIDs.
Summary: Street Lighting Improvement Districts (SLIDs) are established with the approval of the City Council. The Council serves as the Governing Board of the SLID and the City administers the operations of the SLID which are for the purpose of operating and maintaining street lighting located within the SLID. By Arizona law, SLIDs cannot incur debt. The SLID assessment is made upon each property within the District and is collected through the Maricopa County property tax system. The assessed amount for energy costs for all SLIDs, is $647,700 for fiscal year 2027.

Council to hold a public hearing and take action on Ordinance No. 16-26 extending and increasing the corporate limits of the City of Buckeye, Maricopa County, State of Arizona, pursuant to the provisions of Title 9, Chapter 4, Article 7, Arizona Revised Statutes and amendments thereto, by annexing approximately 3.5 acres generally located 220' north of the northeast corner of Rainbow Road and Broadway Road.
Summary: The applicant is requesting annexation of one parcel of land, totaling approximately 3.5 acres, generally located about 220' north of the northeast corner of Rainbow Road and Broadway Road. Annexation is when the City assumes jurisdiction over unincorporated land adjacent to its boundaries and expands the existing City limits. This is the second of two public hearings required for the annexation.
