Here's your flash briefing for the week of April 20th. Earth Day is Wednesday, April 22nd. Celebrate by getting involved in local events like Sweep the Summit, Recycle Fest, and Drug Takeback Day. The city of Lee Summit has hundreds of traffic lights across its more than 1,000 lane miles, all managed by the city's public works traffic technicians. The work happens inside those metal boxes on the side of each intersection. Inside, technicians program a device called the controller. The controller communicates directly with each signal head via underground wires, telling each light when to turn on and off based on a program cycle. City traffic engineers designed this cycle to allow traffic to flow as efficiently as possible for that particular intersection. In order to best match current traffic patterns, they install something called a detection system. Detection systems have

taken many forms over the years, from sensors in the pavement to radar boxes. But in Lee Summit, they primarily consist of cameras which workers mount above the traffic signals. These cameras don't record video or your speed. Instead, they monitor the spaces at the front of the intersection and identify when a vehicle is present in a specific spot. Once a vehicle is identified, the detection system sends a message to the controller, which then adapts its standard cycle to best serve the cars that are present. The pedestrian button works in a similar way. When the button is pressed, the controller receives a signal requesting that it allow that section of the pedestrian walkway to go, which it then inserts into the signal pattern. Technicians also install something called a conflict monitor. The conflict monitor is a device in which they program all the potential patterns of lights that would lead to a collision. If the other systems mistakenly trigger those patterns, the conflict monitor sends the intersection into flash, causing all lights to flash red and directing drivers to treat it like an all-way stop. City traffic technicians implement and maintain these systems so effectively we rarely consider them. But every time we safely pass through a signal controlled intersection, it's all thanks to their work. So the next time you're waiting at a red light, remember the delicate coordination of super smart systems that move you through that space safely and efficiently every day.

Keeping 500 miles of public sewer. Shor lines flowing keeps utility costs low and our environment healthy. The Lee Summit water utilities operations team does this every day. Sewer lines can be blocked with everything from roots to flushable wipes to food grease. When a potential blockage is identified, teams use detailed mapping to locate access points. My camera's at 18038.

A camera truck parks at one end of the sewer line and a jet truck at the other. The camera truck carries a rover type camera which the team lowers into the manhole. The operator then drives the camera into the pipe where it views and records from its adjustable lens. Here it can identify the cause and precise location of the blockage. The jet truck will then use high pressure water to remove the blockage. Starting at the opposite end of the line, the operator inserts the jet head into the manhole. Pressurized water shoots out of the head, clearing out debris and propelling it forward. The camera observes this process, and the two operators communicate via walkie-talkie to coordinate movement.

Hold it right there. Go ahead and fire it up. Half pressure. I'm in front of you. Once the jet head has passed the blockage, the operator reels it back in. The camera can then inspect the pipe to see if the blockage is cleared.

Yeah, go ahead. Pull out. We're done. With the job complete, the camera is removed, cleaned, and returned to the truck, and the crew moves on to the next job. In addition to addressing identified problems, the team will systematically check every line in the city in a 5-year period, keeping costs low and our community healthy today and for years to come. Lee Summit has lots of local destinations, but where do you start? Green Street, a vibrant community space in the heart of downtown, is where Lee Summit comes together. Its three dynamic areas have something for everyone. Green Street Market is a modern event venue and home to the downtown Lee Summit Farmers Market. Green Street Lawn is a covered performance space hosting live music, family activities, and more. Green Street Grove is a mixture of gathering spaces, an immersive playground, and bold architectural features. And all three areas host community events year round. Heat. Heat. Keeping our city beautiful is a collaborative effort for all citizens. The city of Lee Summit supports these efforts with a set of guidelines or ordinances and the city's neighborhood services team helps put those guidelines into practice. These guidelines ensure grass stays trimmed, fences are maintained, home exteriors are kept up, and much more. We can all help out by first making sure our property meets these guidelines. If you notice a potential violation on a neighbor's property, first check the guidelines on the city's website. If it is a violation, the next step is to communicate with your neighbor directly. If that is not possible or if the problem persists, it can be reported through LS Connect. LS Connect is an online platform for submitting issues to the city. You can access it on the city website or by downloading the app through your mobile devices app store. Once you submit an issue, it is reviewed by the neighborhood services team. A neighborhood services officer will then visit the site for any violations found. The neighborhood services officer will leave a notice and speak with the property owner if possible. The officer's goal is to help the property owner solve or abate the problem as quickly as possible. After a 10-day period, the officer will inspect the site to see if the issue has been abaded. Normally, by this point, the issue has been resolved. If not, depending on the type of issue, an extension could be granted or the city might fix the problem at the owner's expense. In rare cases, if all other measures have been applied, the issue will be resolved in the municipal court. Neighborhood services officers work hard to resolve problems quickly and positively. Okay. What do you want to meet? Teresa Volenwiter, 5201 Northeast Maybrook Road. Officer Culie used an armbar on me. I learned that after I read the report. I titled this I welcome the new council members and I wish them luck. I want them to succeed and I thank the old uh the outgoing council for their service. Uh it's something to be admired and I appreciate that. Uh what I want to comment on tonight is the government is the city budget. I learned today that uh by watching the the finance and budget meeting because it's such riveting television uh that we are in a big hole as far as the city is concerned. I won't go into a lot of uh detail on why that hole exists, but there's a big problem. There's a big shortfall in the city budget and and that's that's a problem that you'll hear more about from the

people who know how to discuss it more intelligently than I do. Um I don't want this to come off as being critical. It it will. But um I know that I cannot offer much help in that room. I'm not a finance guy. I'm not an accounting guy. I'm not a numbers guy. Now, if I was in that room with the budget, I wouldn't be much help except to maybe serve some drinks. But, uh, what I can offer is to promote some accountability, transparency, and leadership, uh, where the city budget and the responsibility for the good of the city is concerned. Um, so when I watched that meeting and I learned what the problems were and what the numbers were, I thought in any walk of life unless there is some immediate and tangible accountability then nothing will change. And so that's what I'm bringing to this meeting. Uh ultimately it is the city council's job to approve and vote on anything that is brought before the city and that includes a budget which might include uh contract negotiations and other things of that nature that include uh the numbers of the city. So, uh, in in a way of bringing accountability and transparency and leadership to the city council who voted on this stuff that resulted in us having this red number that we have without assigning individual blame. I would like for there to be some tangible accountability. I figure in my dead reckoning that each council member, excluding the mayor,

brings home about $800 a month for their services net. I think that at least one month should be donated to the charity of their choice as a miaulpa that got us where we are today. That I realize that the fence is hot. I see that there's some consequences. I'm going to own that and pay for that. And to that end, I'm willing to lead that effort. I have in my hand a check to Hi Homefront for $800 that I will donate regardless if anybody else does so just to lead the way in some accountability to the city council. And thank you very much.

Thank you, Mayor. I have a couple of items. Um, we had the Lee Summit EDC meeting today, uh, board meeting, and one of the items we discussed was a new policy that, uh, they ended up adopting regarding how they would, um, evaluate potential projects and then bring their evaluation to the city. So um and that could be at the planning commission level, the committee level, the council level, but to say if a project is in line with the targeted industries that the EDC supports, is in line with the um job goals that they have that they'll come and kind of present those facts to council is one um facet of a project that they consider when they make their decisions. So, I think that's a good way to keep those lines of communication open and they can make those recommendations upon um the request of the board or the request of the city or I think if a city council member wanted to ask them to come and and uh weigh in on something, I'm sure that they would. So, just something to keep in mind for the future. And then, um I also did want to say we had a finance and budget meeting uh yesterday. Um we are in a difficult um budget year and there are going to have to be some tough choices made. We had some really good discussion about how we're going to balance those priorities and um how we're going to make sure that we're meeting the needs of our citizens. And so I would really encourage especially our incoming council members if they have a chance to go and watch that um or at least look at the presentation. It'll give you a good idea of some of the challenges that we're facing this year and how we're going to try to to weigh those as we make sure that we're addressing the needs of our residents. One quick item. Mayor uh the city's capital improvement plan. We refer to that as our CIP is coming up on the public hearing at planning commission on April 23rd this Thursday. The public comment portion of that closes tomorrow at end of business. Uh there is an executive summary that we've provided uh within the packet system just highle overview of the CIP. Just a couple highlights um the the fiscal year 27 CIP is going planned to deliver almost $136 million in improvements. Uh over the course of last year there were 28 projects completed uh totaling 139 million. Um so a lot of work going on in that space. And then in within this CIP, there's 20 new projects estimated at 52 million that will roll into the CIP. So, a lot of good information there. Encourage folks to look at it and if they feel inclined to offer uh public comment and and opinions, there's opportunities to do that. That's it. Mayor, thank you.

Um we'll when we do we'll go down to the floor um and we'll recognize the people that will be coming off this dis um or at least off the this dis in their current position because one one's going to come back on the dis in a new position and that would be um right now he's the mayor elect uh Beth Lopez. So, um I'm going to allow the count the council members to um speak. Um and u council member Hodgeges has bravely bravely said she will go first.

Okay. So, bear with me. I'm going to try not to cry. Um and it would have been a lot longer if I would have talked about each individual person, but I didn't. Okay. So, for four years, it sounds like a long time until you reach the end of it. I will always be grateful and humbled. Oh jeez, guys. By the fact that people voted for me and had faith in me to serve them well. While I couldn't always make everyone happy all of the time, I can say with confidence that I served my community to the best of my ability. Even through the ups and downs, I have loved every second of being on city council. I have learned and grown so much as a person and I am grateful to everyone who contributed to that. I will say when I was running for this position and when I first got on, I had many people tell me that I would I would have a tough time because I didn't align politically with some of the fellow council members because of how conservative I am. But let me tell you, if we all had the same ideas, political beliefs, or personality, we would be a very boring group and we would not accomplish much of anything. And quite frankly, as much as people want to make this position out to be a left or right issue, it is not. It is filled with people who bring different strengths to the table that are unique to each one and each add value in different ways and ultimately reach a common goal, which is to serve our community well, which is what it is all about. I cannot even begin to express my gratitude to the council members I have served with and the staff that has been so patient and willing to assist whenever asked. Council members, thank you for serving and thank you for making this community better than the way you found it. We don't always agree on things at the dis or in close session, but there is a beauty in having a group of council members and mayor who can respectfully agree to disagree at times and keep it professional and genuinely like each other. We can all be passionate about issues that are important to us and can come across strongly, but if we didn't, we wouldn't be doing our job well in my opinion.

Mayor, boy, have we had our disagreements. But the fact that in the end we could always come together and put aside our differences and work together, it speaks volumes. I have a huge amount of respect for you and how you led this council. I have seen so much growth in you over the last four years. You have become someone that I admire for your leadership ability and how passionate you are for the people you love and the purpose that you serve. I cannot thank you enough for the disagreements that brought growth, the passion in your work that fueled my own, and the ability to lead with drive, that encouraged me to stay the course and push through when things were tough. We don't always have to agree on everything in order for me to recognize your service to this city and to tell you how grateful I am to have served alongside you and to say thank you for all of it. We have been through a lot and there isn't a group of people who I would have wanted to do this with more than all of you and those I have served with um my first two years as well. She was actually one that I was told I shouldn't talk to in the beginning because she was on the other side of things. So, this is your sign to never listen to those people. Talk to everyone that you can. Okay, I'm I'm sorry. It's okay to have things you disagree on, but there is a beauty in having those discussions and being able to agree to disagree. And as crazy as it sounds, walk away still loving that person. Mia, you are a gift to this city. I wish everyone could see you through my eyes because they would realize what a treasure you are and how you are the most selfless person I know. You have fought for so much good in this city that no one will ever know about and you will never get credit for it. But I see you and I know you don't do it for the credit, but this community deserves to know that you truly are the real deal and serve them so well. You are so honest and kind. Probably the kindest person I have ever met. If someone is sick, even if you don't know them, you offer some natural remedy no one has ever heard of or or

offer to bring them soup or do a porch drop off for anything they need. It amazes me how easily you serve and how little people realize the depth of what you do for this community. You have made me a better person through this journey and I thank the Lord every day to have you as one of my best friends throughout this entire journey. The Lord knew I needed you. The world truly is a better place with you in it and I feel so fortunate to know you. Lastly, to my family, thank you for being on this journey with me and your love and support through it all. I could not have done any of this without you. I am excited for what the future holds and the extra time I get to spend being intentional with my family. I pray that this new council can work together and create a healthy environment of respect and being able to agree to disagree. Anybody can wipe these tears out of my eyes. Good gracious. Oh man. H as my four years on the city council comes to a close, I wanted to take a moment to reflect on our shared journey and to look ahead with hope and excitement to the future of our great city. I have lived in Lee Summit for more than 40 years. My father, Tom Levelvel, served as parks director from 1978 to 2018, helping build the parks and recreation system that so many of us enjoy today. I guess you could say public service has always been in my blood. So, when the opportunity arose to run for city council in 2022, it never felt like a choice. It felt like a civic duty. a civic duty to take my experiences as a 40 40 plus year resident, business owner, son, husband, father, and put that to work representing a city that has given me so much and I love so dearly. These four years have been both humbling and incredibly rewarding. I've seen firsthand how every decision on infrastructure, public safety, economic development, and quality of life touches real people and real families. To the residents of District 2 and to this entire community, thank you for trusting me with this responsibility. I'm deeply grateful. My time here has only strengthened my conviction that to thrive in the decades ahead, we can bring the same practical results driven approach we use in business into city government. Real accountability, long-term focus, and the courage to think and act differently. We have tremendous opportunities in front of us. From smarter budgeting that builds modest surpluses for reserves and strategic investments to procurement processes that p prioritize proven performance and lasting value to thoughtful commercial development that creates timeless character, walkability, generous green space, and designs we can all be proud of for generations. Despite what some might say, the truth is our city cannot afford to stand

still. In government, business, and life, doing nothing is not an option. it leaves us behind. We must pursue continual improvement in everything we do, both personally, professionally, and civically. That means regularly examining how we operate and having the courage to adopt better ways forward, whether in development practices, budgeting, procurement, design standards, or creating new opportunities for our growing community. It's about being proactive, thinking outside the box, and not fearing change. It's okay to demand more from our public spaces, our streets, our buildings, and our partnerships. It's okay to use the tools we have available, like incentives, to achieve higher quality outcomes that benefit everyone. Dare I say, Carmel, Indiana. Inside joke. These past four years, I've tried to legislate from one mantra, strong opinions, but loosely held. That means coming in with clear convictions, but staying open to changing my mind when better evidence or arguments are presented. One of the most valuable practices I learned is to steal man someone's argument or position. That means making the strongest, fairest case for their argument before responding to it. Doing so leads to more honest, respectful, and productive debates and ultimately to wiser decisions in life. And for Lee Summit, to the new council and new mayor, I believe in this group. We should all want what's best for this for Lee Summit and that starts by letting go of the past election results and working towards one common goal, a better Lee Summit. Rather than being part of the problem, might we all be part of the solution, offering ideas, debating vigorously but respectfully while considering both intended and unintended consequences, but always from the perspective of preserving the long-term health and vibrance of our city. Lee Summit should be a hand up, not handout community. City government can provide the framework and infrastructure, but each of us, residents and businesses alike, must

take pride in keeping our own side of the street clean, both literally and figuratively. When we all step up and contribute, we build a stronger, more self-reliant city. I leave these chambers with immense gratitude for the citizens who trusted me to serve and for every colleague I've worked with alongside these four years. I wasn't perfect. Far from it, especially with email communication. But I am truly proud of how this council debated openly, honestly, and with respect. We brought different perspectives and different strengths. Yet, we always shared one common goal, doing what we believed was best for Lee Summit. So, to my fellow council members up here with me tonight, Faith, when I look at you today, four years after we first began this journey, I see tremendous growth. You jumped in head first with courage and openness, embracing every challenge, every learning curve, and every difficult decision that came your way. You never backed down. Instead, you've grown stronger strong grown into a stronger, more confident leader. Someone who listens deeply, adapts wisely, stands firmly on principle, and consistently voices thoughtful opinions with clarity and conviction. Most of all, your unwavering commitment to this community has been evident in every interaction. You've responded to your constituents with genuine care and accessibility, treating every concern as important and every voice is worthy of attention. That steady dedication paired with the quiet strength of your faith has been your true north, guiding you not only as a dedicated council member, but as a loving mother and wife as well. It has driven you to accomplish meaningful things for our city. And I truly hope this is not the end of your public service. I wish you and your beautiful family nothing but the best in whatever chapter lies ahead. Thank you for your heart, your growth, and your faithful service. Mia, you are truly one of my favorite human beings. Cinda, I've known you since I was a child, and it's been a privilege to watch you build such an extraordinary legacy in our city. There's no doubt you will continue to add to that legacy in the years ahead. As a council member, you faced some of life's most difficult seasons and emerged even stronger. As a devoted mother, a successful businesswoman, and a deeply dedicated citizen, that resilience is inspiring. Even though the election didn't unfold as you'd hope, your voice and your perspective remain vitally important to this community. All perspectives matter, especially yours. You are incredibly well read, well-prepared, pragmatic, and deeply thoughtful. I always look forward to hearing your perspective because it came from a place of genuine understanding and careful study. More often than not, your insight served as my guiding light when making difficult decisions. I have a tremendous respect for your opinion. It carried real weight with me and helped me see issues more clearly. I'll never forget the C approval vote where I had voiced strong opposition. I was the only one, at least in my mind, that was opposing it. You immediately jumped in and stood right beside me in support. That moment cut through any pre preconceived perceived differences others may have seen between us and reminded me that at the end of the day we are both here for the same reason to do what we believe is truly best for Lee Summit. I know our city is always in excellent hands when you are involved. We sacrifice a lot when when we make a decision to come up here and spend time representing our city um trying to work on policy that will keep all of us safe and help us keep the same quality of life that that we all love and cherish here in this community. Um, she was willing to learn, kind of like council member Funk said, she was willing willing to learn and go do go do the research and go do her homework and and that's why she became an outstanding council representative. Her commitment to her family um is is top priority and and her faith and and um but you will always be remembered for a legacy that you left here on the council as well and for our city. I made a statement at a recent the most recent mayor mayor's character breakfast um earlier this year in January. I had the opportunity to introduce the mayor as as the main speaker for this event, this uh character breakfast. Um I was honored when I was asked I I was honored to to to do that make that introduction um for a lot of reasons. As I said here a few minutes ago, um I am the only council representative that served all eight years with you and that's pretty unique. Um but I got to see firsthand um how different councils and and just the the characteristics of a council and the demeanor of a council changes every two years. We have new council people that come come and go. Um and uh during those times it's very challenging as a leader to to help navigate the different

personalities and the different interests that people come in with and has already been said. I won't repeat some of the the qualities and the ideas that that some people already mentioned but he has known how to navigate through that and and that's pretty unique and what I said at the mayor's character breakfast was that it's easy for a leader it's easy for a leader to lead when things are going well. The true test of a leader from my perspective is how you deal when things are not that well. Okay? And I'm going to read a few things here in a second. I'm normally not a script person. People that know me know that. But these things are things that need to be highlighted and brought up because because of his leadership during the good times and the tough times, these things were completed and were done. And that's what makes this city so special. Um, we're our city, every city has challenges, but we've positioned our community to be the fastest growing city in the state of Missouri and the best city. We have so much growth and positive uh progress in our community. And all of these projects and things that I'm going to list here in a second have his fingerprints all over them. And that's something that's the legacy that I told him several months back. His legacy has already been set in this community and no one will ever change that. And when people that aren't familiar with Lee Summit walk outside these doors and you see what's across the street, that's a perfect example of Mayor Bard's fingerprints all over it. All right, but I'm going to read a few things. Just keep these in mind whether you're from the city. I I have family here that that doesn't live in the community, but these are very significant accomplishments and initiatives that Mayor Baird was extremely instrumental in making sure they they were uh completed. The Ignite initially the Ignite community strategic plan, the new comprehensive plan, consolidation of the boards and commissions to align with with the strategic plan, specifically the wellness and cultural commissions, the haveent sales public safety tax, which was a bigger uh undertaking for our city, the use tax, the marijuana

tax, the the debt le the debt levy reallocation of operating levy uh bond, the 2019 and the 2023 no tax increasing bond initiatives, and that created 2019 in 2019 no increased bond initiatives of 19 $19.5 million that helped build two new fire stations stations four and five a police substation on the south part of the city uh we got aerial fire apparatus for our firefighters police incar video and body warn cameras network in infrastructure for our public safety personnel green street project that's the project if you're not familiar with Lee Summit just look outside the though that project was stalled. There was many great ideas, many many forefathers that that had the the the the concept that we needed a a true farmers market in our community, but it was stalled. And Mayor Bar led that charge to bring people together as already has been said. And just look how beautiful that thing is. And when you come anywhere near here during the day when the weather's nice and you see the children playing in that playground though, we spent a lot of countless nights working with the architects and the planners to come up with that concept. Um that's something you be you should be always very proud of. Um the our airport here in Lee Summit uh we went through a branding and a name change. It is now called the Kansas City Lee Summit Regional Airport. That airport brings over $50 million of tax revenue to this community. That wasn't the case eight years ago. Okay. He was directly has his fingerprints all over that. All the road improvements. The sign of a healthy community is when you see significant multi-jurisdiction road improvements. You have Chipman Road renovation, Coburn Road renovation, West Third Street uh improvements. And on top of that, we've restructured and continue to include be more

inclusive with the the partners that we have within the city, the planning commission, the park board, Lee Summit R7. He initiated joint joint session meetings with them because each one of those groups we share the same brand, Lee Summit Missouri, and it was it was somewhat people were kind of operating in silos in the past. He unified all these groups and that's what's made us stronger as a as a community. All of us being aligned together and he gets credit for that. We have ARPA funding during during COVID u that he was instrumental in in championing along with our city manager the car's act funding uh we have a processing plant uh first one in the state and let me talk about one of the most difficult times in the history of our country of the world this COVID period. You talk about everything that was going on. He kept calm and collective and kept the council focused on making sure that our citizens were always provided the best services and and and kept all of us safe. Working with all the different multiple jurisdictions and leading the charge when we had shortfalls with our county colleagues, Lee Summit took the lead on a lot of the car's act co uh procedures and keeping our community safe. He deserves a lot of credit for that. Most people don't really ever really knew about that. And so that's something important to point out. We have a landfill in South Kansas City that was a big controversy. He led the charge with all the all the leaders in in Jackson County to make sure that Lee Summit and the surrounding areas around the landfill were protected. Uh the quarry project, Lee Summit EDC 8 years ago was much different than it is now. not to dwell on the past, but we're on a path forward to continue to grow this community in the most highly responsible way. Economic development, um, we have a Costco coming. Okay, that project, that

site where the Costco's going was was in bankruptcy and because of his leadership, he again unified people and and got the previous owners, the lenders that were involved and we were able to generate revenue and funds for the city to help our overall budget. That's leadership. We have more commercial development than in the history in in any time of history of Lee Summit, Missouri. We have more light industrial facilities in Lee Summit. More off more jobs that have been created in Lee Summit than ever in the history of Lee Summit under his leadership. Discovery Park is the largest mixeduse development in the state of Missouri's history over by St. Luke's on on Douglas and Coburn Road. The mayor was completely instrumental in working with the developers there and the investors. As as we all know, we have the PRI land, the the Church of Jesus Christ and Latterday Saints. They own over 4,000 acres in the city of Lee Summit. This one we got a little lucky on. Um the the church owns quite a bit of land in the Kansas City area. Um the one the land they own in Lee Summit. For years, many of our predecessors, leaders, they they had they couldn't get the church to to move on that. It's over on the north side, uh, closer to the Lakewood area and on the south side closer to 291 and 150. Over 4,000 acres. That's bigger than a lot of of our neighboring cities around here. Um, so that's pretty significant. As soon as he becomes mayor, they announced that they want to go ahead and develop it. And so, but with that comes a lot of challenges. He's led that charge to make sure that that's done in the most responsible strategic manner. So it aligns and as council member Levelville said preserving the quality of life with the green space, the walkability and and and uh in the most responsible manner. He led the charge with the church along with our city leadership. Paragon Star, uh we're hopeful that that

project continues to progress and gets completed. He's been very instrumental in making sure that that project over on Buhigh and and 470 gets completed. And our community partners, our community partners, he's he's kind of led the charge with all the development that our downtown. If you have y'all been to our If you haven't been to our downtown, how do you like it? How how do you how do people like our downtown here? He he brought many of the groups that are involved in leadership in making sure this downtown is preserved and that charm and the character and the legacy that Lee Summit Missouri has. He has been completely instrumental in working with many of the of the groups downtown Main Street Group and the Chamber of Commerce and I already mentioned the EDC and th those things don't happen by luck or just by chance. that's intentional and he has been the leader that has brought all these groups together and and as I finish here uh I just want to say again that it's been a complete honor the complete honor to to serve along with you. Um I told you this several months back and I said it earlier when I start started speaking here a second ago. Your legacy is set in this community and it will never be forgotten. And you you and your family should always cherish that because you deserve it. And it's been a tough situation. There's been many ups and downs, but you kept this city steady during the entire time. And I was there witness along with you on for the ride. And many of us were out here too, witnesses of that. So very grateful for that. Thank you for everything you've done. Um, you're there for every council member. Um, I look around, I see, you know, I'm so proud of the police department and I see Deputy Chief Bunker Travis. Chief Forbes, is he not here tonight? Um, to give him my regards. I'll see him. Uh, Michael Park. I'm so proud of the infrastructure and everything you've done and the guidance and advice you give us. And Chief Snyder, there you are. Um, we've come a long way with our relationship with the parks and the city. We're sister sister charter organizations and I feel like we've really um made our city proud with our relationships. So, it's these community partners that really make this city so great and they do all the work and make the city look good. City council look good. I want to thank the citizens in general. You're all here tonight supporting us. And this gives us strength when you show up like this and you're here for your family. Um, I try to keep it super professional, but Donnie, you've impressed me this year with your work ethic and your determination and your just your overall approach. You have actually in one year become the unofficial liaison at times to building bridges between council members and other people in the community. Um, it's why you were such a strong leader on the planning commission all those years because you you you bring people together. You you you work on consensus and that's what we need. You were absolutely like council member Levelville said a professional during a contentious campaign. Um, and it showed what kind of person you are and what kind of character you have. And I I was just so extremely proud of you. Um, Cinda, uh, you know, she's she's been a

Um, and it's not that you needed much help, but I truly I really did truly try to sometimes frame things because I knew you would come right in and lead the way if I just could set it up so that we'd have a conversation. And you always did. You're an amazing person. You're an incredibly hard worker. And yes, you are super charismatic and very humorous. And I've truly enjoyed getting to know you and working with you. And then with Betho, um, I don't know what to say. We didn't know each other eight years ago. Um, I think we were destined to get to know each other. Um, I always called him the glue that kept us all together because sometimes I did push and I would go forward and he would come in behind and say, "No, it's okay
