Uh let's all begin with item A, which is a prayer. Uh will be led by Pastor David Alexander. Good evening everyone. Let's pray. Heavenly Father, we come to you tonight with a whole lot of mixed emotions as we celebrate astronauts and accomplishments and recognitions tonight and things. There's also the turmoil of war that's going on. Lord, we praise you that you have we are all wonderfully made that we are made in your image and we value the sanctity of life. We pray Lord that you would cause our leadership and the leadership of those abroad to seek peace and to find a peaceful resolution. People might work together for your glory and and our good. Father, we pray tonight as we celebrate accomplishments and uh recognitions and as we do the work of your work of the things you've entrusted us to do, may we be found responsible as good stewards. Lord, grant wisdom and good communication tonight in all things in Jesus name. Amen.

All right. Next item is the mayor's report. Um the goal here is just kind of let the public know about different events that are being held in the city and to give certain um updates. Um for events, there are several coming on in the next couple of weeks. Um the uh dirty duathlon was scheduled for this Saturday. However, because of the rain that was received over the weekend and uh more rain that we anticipate later in this week, that event will actually get rescheduled. We don't want anybody uh running and biking in a muddy trail. Uh so that one will be rescheduled to another day. Uh stay tuned for the rescheduled event on the cool city celebration that is on and that will be this Saturday uh starting at 9:00 a.m. at the Prominade Park Amphitheater u just right outside. Uh along with our uh 2026 Culture Fest uh will be at 5:00 p.m. Um also at the Prominade Park uh amphitheater. Um and then this Thursday is the state of the city address. uh is an event that will be held here at the ACE center. Um if you are not able to attend in person, it will actually be livereamed on multiple platforms. Um it'll be on the city's uh Facebook page, on the city's YouTube page. Uh it'll also be live stream on KRGV channel 5's Facebook page. Uh Somos will carry it live on TV. Uh and the city will also carry it live on uh its channel as well. So, lots of different ways uh for everybody to get plugged in and to be able to participate and view the state of the city address. Uh it will be this Thursday. Uh the the um main event, which is the address itself, uh is scheduled to start around 700 p.m. Uh so for those of you all looking to tune in uh tune in by 7 p.m. to be able to catch uh those remarks. Uh in terms of public announcements, the Edinburgh Municipal Court Amnesty Program continues. Uh so for those of you all who may have um some pending tickets with the municipal

court, this is your opportunity to come in and get those tickets paid. Um if you've got um either warrants or late fees, fines, penalties, all of those will be waved if you come in during this amnesty period uh to take care of your tickets. So we highly encourage everybody to take advantage of that period. And to make it even easier, the municipal court is having what's called an outreach docket. Um, it will be held next Friday, April 17th, uh, at the Elle Recreation Center from 2 PM to 7 pm. So, even if you can't make it to Municipal Court, uh, the the court does go mobile on occasion. And so, next Friday, it will be available in the Elle Recreation Center. And then finally, there is a new payment system. Uh, for those of you who have not heard, uh, the ability to pay your water bill, uh, is available for you online. uh the system has now converted to a new system. Uh and in the process of that, there's a savings uh when you do pay with a credit card. Um it's about half of the charge administrative charge of what it was before. Uh but in order to take advantage of that, you do have to sign up for a new account. Uh so if you've been using a certain account, uh make sure you go on to the web page, follow the directions to sign up for a new account so that you can take advantage of the new payment system and get that savings. um if you are paying with the credit card and if you pay with an a there is no additional payment at all on that. Uh so that option is available on the new payment system as well. Uh and that's what I have in terms of public announcements. Uh we'll now move on to item five which is the proclamations and recognitions. Uh item A, if the secretary could read the caption um and then continue on to read the proclamation itself. Whereas cancer remains one of the leading causes of death worldwide affecting millions of individuals and families each year. And whereas National Cancer Control Month serves as as an opportunity to raise awareness about cancer prevention, early detection, treatment, and survivorship. And whereas many forms of cancer can be prevented through healthy lifestyle choices, including regular physical activity, a balanced diet, avoiding tobacco use, and limiting alcohol consumption. And whereas early detection through regular screenings, and medical checkups significantly increases the chances of successful treatment and survival. And whereas health care professionals, researchers, caregivers, and advocates continue to work tirelessly to advance cancer research, improve treatment options, and support those affected by cancer. And whereas communities play a vital role in supporting individuals and families impacted by cancer by promoting education, compassion, and access to care. Now therefore, the mayor and council of the city of Edinburgh, Texas, by the power of resident, then by law, do you hereby recognize national ca national cancer control month in the city of Edinburgh and encourage everyone to join in efforts to promote cancer awareness, prevention, early detection, and support for those affected by cancer. We'd like to take this opportunity on behalf of DHR Health, our board of managers, our over 700 physicians, over 6,500 employees that you help us in bringing this awareness and also uh the different screenings that we have during the month and throughout the year as we we work through cancer. Uh whether it be demographic, social classes, and we need to find a way in order for us to continue to help out. And we invite anyone that is um going through such treatment that they can go ahead and join our support groups. We continue to make also the awareness not only the every single month but also in the month of June we will be having a walk for all cancers and we invite the community as as u as we understand that uh we must work together with the different health systems uh through research through preventative measures and of course through the awareness that is being brought by the different cities. Whereas Harvest Christian Academy was established in 1999 with the vision of partnering with parents in raising children in a Christian environment and for the glory of God. And whereas Harvest Christian Academy HCA Lady Eagles varsity basketball team competed for the first time in TAPS 1A basketball in 2005. And whereas the HCA Lady Eagles varsity basketball teams high school has an enrollment of 60 students has played against high schools with 1500 to 3,000 students enrolled and won the majority of those games ending the season with a 40-2 record. And whereas the HCA Lady Eagles varsity basketball team and coaching staff put in countless of hours of practice and preparation to bring the team to the state competition level. And whereas the HCA Lady Eagles varsity basketball team is made up of an amazing group of young ladies. Seniors Jamie Gonzalez, Kessie Alial, Catalina Bernard, Adela Gonzalez, sophomores Ava Cisneros, Anisa Sanchez, and Stephanie Munoz. Freshman Amber Gonzalez, Madison and Alexandra Reyes. And whereas the HCA Lady Eagles varsity basketball team will have five out of the 10 players back for the next season to make a run to defend the state title. and will compete in the toughest season schedule. And whereas the ACA Lady Eagles coaching staff is comprised of head coach Haime Gonzalez and assistant coach Juan Landa and Benjamin Perez. And whereas the ACA Lady Eagles varsity basketball team is the first basketball team in the real Grand Valley to win a state title and now holds four state titles. Um, just last week, somebody sent me a a screenshot of a list going on right now through Max Preps, and I was really proud of this for for the girls, for the families, for the school, but also for the city of of Edinburgh. Uh, it was a list of of longest winning streaks in the entire nation. And there was a team with five and there was a team with six, and there was one with 11, but we were the only team in Texas on that list with four. And we plan on climbing on that list. And hopefully you don't get tired of us. We want to keep coming back every year represent the city. Uh so again, thank you so much for having us here tonight and I've got one senior that would say something.

Presentation of proclamation recognizing April 12th through 18, 2026 as National Public Safety Telecommunications Week as requested by the Edinburgh Police Department. National Public Safety Telecommunicators Week, April 12th through 18, 2026. Whereas telecommunicators are responsible for answering both emergency and non-emergency calls for police and fire services. And whereas telecommunicators must accurately relay information to field officers and firefighters to facilitate the protection of life and the preservation of property. And whereas the safety of citizens, officers and firefighters relies heavily on the quality and accuracy of the information provided by telecommunicators. Whereas telecommunicators are required to utilize their training and education to make critical emergency decisions that address the specific requests and needs of callers. Whereas telecommunicators must maintain composure, professionalism while managing emergency calls and and crisis situations, including active shooter incidents, major accidents, and violent crimes. And whereas telecommunicators play a vital role in the apprehension of criminals by transmitting essential information to field officers. And whereas telecommunicators manage local, state, and national databases containing information on wanted individuals, they're skilled in monitoring multiple radio frequencies simultaneously. And whereas in the face of unpre unprecedented challenges, including increased call volume, staffing retention issues, and expanding responsibilities, telecommunicators professionals have demonstrated steadfast dedication to delivering essential services to Edinburgh residents. And whereas the Edinburgh police telecom telecommunicators have answered 48,868 emergency calls, 236,000 police department line calls, 59,841 calls to service and 3,340 fire calls year to date. And whereas each dispatcher has exhibited compassion, understanding, professionalism, and remained unwavering in their dedication to provide essential services to Edinburgh residents. Now therefore, the mayor and council of the city of Edinburgh, Texas, by the power of president by law, do hereby recognize April 12th through 18, 2026, as National Public Safety Telecommunicators Week in

the city of Edinburgh in honor of the men and women whose diligence and expertise keep everyone in the city of Edinburgh safe. Mayor, Council, uh it's my honor, Hayala, with the police department to have so many of our first responder telecommunicators here tonight as we move into telecommunicators week next week. As you know, these telecommunicators don't only dispatch police, but they dispatch fire. And as first responders, they are the voice at the other end. And we don't just have average telecommunicators. We have award-winning telecommunicators that are very passionate about the job that they do, knowing that they are stuck in a chair, listening to traumatic events, trying to coordinate resources to help our firstline responders in the field. And I just want to mention a few because last week we had a team attend the public safety conference in Denton where Edinberg police dispatchers received uh recognition uh as a as a telecommunicator team of the year in the matter that they responded to utilized technology and did some creative very out of the box thinking to rescue several hostages. Also, we have the silent hero award that was given to one of our telecommunicators and one of our telecommunicators received a scholarship to attend the conference. Uh, and they made a resounding impact at the conference and were approached by so many people because as you know, we have telecommunicators that just don't dispatch, but they are pilots. They are drone first responder pilots that are flying that DFR program that you all approved, which is making a big difference on the field. I want to I want to yield the mic to our our leader, our communication the manager that runs the show and just let him have a few words to say with you all. Thank you all very much.

Mayor, city council, I just want to take this opportunity to say thank you to our leadership PD for supporting us, giving us opportunity to shine. Uh going on a little bit, what chief said is that these awards are state recognized. We've beat out every other police department in the state of Texas for these awards. And so, uh, with that, I just want to say to the people here with me, the ones that are back at home base holding on the fort and the people watching us on TV, that I'm very proud of them and I continue to, uh, support them along with Chief and and Iris, and we look forward to the success that they have for the rest of the year. Okay, we're going to work on those, right? That that for those that don't know, that's an actual national certification. But like Chief said, dispatchers for a long time, they weren't recognized. They're the first first line. If they give an ambulance the wrong address, they get there late. And as you know, brain, heart, seconds matter. So, thank you for what you do. Great that we were recognized on the state level, putting City of Edinburgh on the map. Again, congratulations to your department and all your dispatchers. Thank you very much for everything you do. Thank you all so much for your service to the community. Does not go unnoticed.

All right. Next item we have is public comments. Uh, madam secretary, any public comments?

Yes sir, mayor. Good evening everyone. The Edinburgh city council allows for a specific portion of the city council meeting to be dedicated to public comments. Public comments are limited three minutes. I will be taking time. Please note the public comments. The council may not respond to public comments. At this time council, there are five public comments. The first public comment is Miss Fer Mclarity regarding taxpayers. Good evening, council members. I am here to remind you that Edinberg families are still having problems paying their taxes because the cost of government is increasing at a faster rate than our income. So stop helping because every time the city gets involved, our property values increase and our ability to achieve the American dream is made more difficult. This council has always voted for the existing five members of the appraisal district board. I've always wondered why now and now we have a higher property values and sometimes I wonder if it's because of that and a 67% increase in water rates. The city is shifting money from solid waste which is making significant amount of money to golf courses which are not making are making no money. The result was a $9 million bond issue. That is like going to the bank and borrowing $20. It makes no financial sense. The last two elections have had tax exemptions for homestead properties. What that means is that all the other properties and the businesses that have a higher increase in taxes. The solution is the local government to reduce spending. The city

currently spends about $9 million a year on interest existing bonds. They do not get anything for this expenditure and it continues for about 20 years. 9* 20 I believe is $180 million in interest payment. The result is that property values increase to a point where families cannot afford to stay in their homes because they do not get the kind of increase in their salaries. This question becomes, do our elected officials think that this is what the families here want? I don't think so. What the people want is for the elected officials to stop making deals to give away uh public money and concentrate on basic uh services. If a service is or can be provided by private sector, let them do it. The city gives the economic development corporation about $15 million a year. Work out a better way of using this funds to fund projects. It would be great if we could use these funds to support small businesses. It would be great if we could be known as the best place to operate a business. Tonight, I would always like to ask everyone to please pray. I believe we have a crisis that will be coming in at 7:00. Pray for the United States military. Pray for our president. And pray for the people of Israel. This morning or yesterday, uh, a whole family was killed when a building fell. So, I'm asking for everyone to pray and pray for the people of Iran tonight that they all they want is a free country just as we have here that they could come and speak to the politicians and not worry about being killed. uh and when they protest that they're being killed right now. So, I do ask y'all to pray tonight, be

okay. Well, one of them is a public hearing which I can stand up. I just wanted someone to explain what this is and where it's at. And then the second thing, uh, 9A, here we go again. I don't like variances. And my thing is I always try to see if it's a developer or attorney or an engineer or if it's a a family member that's trying to do something with their own property. So with this one again, if y'all do not stop this, and I love it. The applicant states the widening of Alamo Road would have an e economic hardship on the project and it will not be uh feasible. I think they use that all the time on this. So if you're going to pass these things and you allow them, then why don't you get rid of the the rules that you have made? I believe I I brought it up. It is called United Development Code Article 5 subdivision standards division 5.300 public improvement dedication acceptance. If you keep doing the these variances, why do you have rules? Why do you have this on the books? So, please don't allow this. If they want this subdivision that's going to make money for them, then have them take care it just like you would anyone else. Thank you. The next public comment is Juan Zuniga regarding pavement in front of their lot. Good evening. Uh my name is Juan Zuniga. I'm a resident here in Edinburg. I I wanted to bring up a concern about how quickly the city is growing and how that's affecting trees, water, and infrastructure. What I've been noticing is that a lot of new developments seem to prioritize pavement over trees. There's more concrete, less shade, fewer

mature trees being preserved. In a place like Gettingburg where we deal with extreme heat and drought, trees aren't just for appearances. They actually help manage heat and conserve water. I also think we may be look overlooking the importance of native shade producing trees. A lot of what we've been planting here are palm trees. And while they look nice, they don't pro provide much shade or cooling. So, it can feel like we're prioritizing appearance over function. I've also been noticing a pattern of reszoning across the city, especially for higher density housing like apartments and subdivisions or for example uh I guess around 28th Street. Uh that raises concerns about whether infrastructure, water resources and planning are keeping pace with the level of growth. At the same time, there are existing infrastructure gaps. Uh the road in front of my lot has not been paved and it's been about eight years. Because of that, I'm not able to build my driveway, even though it's required to meet code. So, from a resident p perspective, it feels like we're being held to a certain requirement while basic infrastructure is still incomplete. I've also noticed the number of car washes being built. I understand they're regulated, but they still use a significant amount of water and are usually built with large concrete areas and very little green space. The city operates a golf course and I live next, well, the apartment I live to is next to it. Uh what I've personally seen in sprint uh is a lot of sprinklers running in areas that are mostly bare dirt uh not actively maintained turf. With the drought conditions we face that raises concerns about how water is being managed and whether there are opportunities to improve efficiency. On top of that the overall tax burdens continue to increase while some basic infrastructure hasn't kept up. That makes it harder to understand how priorities are being set as the as the city grows. My concern is really about the overall direction. As the city grows, we're seeing more pavement, uh, fewer effective trees, higher water de

demand, and incomplete infrastructure infrastructure. Uh, I guess I'd like a clear answer on how the city plans to address these moving forward, especially when it comes to tree preservations, water management, and making sure development aligns with infrastructure and available resources. Good evening. My name is Paul Tina. I'm a resident of Gavina uh intersecting also Alberta Road. I'm addressing the city regarding the ongoing construction project in our neighborhood that has now extended approximately 3 years. During this time, the project has created significant and ongoing concerns impacting safety, infrastructure, and the quality of life for residents. Uh the prolonged construction has effectively converted our residential streets into a de facto through traffic detour. This has resulted in increased traffic volume, excessive wear and tear on roads not uh not designed to handle such use and heightened safety risk for residents including children and pedestrians. Um the condition of our streets has deteriorated and the continued disruption has become unreasonable burden in our community. At this time, we are requesting clear and direct answers from the city and any responsible contractors regarding the following. Who is responsible for overseeing the completing of this project? What is the current status of the construction and any outstanding uh outstanding work? How will the city address the damages already caused to our neighborhood roads and infrastructure? When is it uh definitive and realistic completion date for this project? Where can residents access ongoing updates and points of contact for accountability? The lack of transparency and prolonged delays have created frustration and concern among residents. We are seeking accountability, a defined timeline, and immediate action to mitigate further damage and disruption. We respectfully request that the city provide a formal update and commit to a clear path toward completion. Our neighborhood has been patient, but we can no longer continue under these conditions without resolution. Thank you.

Great. Um, so there being no further comments and just to reiterate, I know the city secretary described this at the top. I don't want to get too much into it, but public comments is not a time that the city council can necessarily answer questions. Um, we have laws that we have to follow in terms of what can be discussed in city business. If it's not noticed on the agenda, we can't discuss it. And so, uh, concerns that are being raised, uh, there are city staff who are here and they're very good about talking to residents and members, um, that bring up these concerns. So that's the reason why city council is not responding to uh direct questions. So we apologize for that. Uh moving on, uh we do have next uh public hearings. Um to describe this one more time so that the public is aware of this because this is somewhat of a new technique and for the city council members as well. Uh public hearings are split up into um regular public hearing items and then routine public hearing items. Routine public hearing item being those that um the planning and zoning commission has made a unanimous recommendation to the city council and the city staff's recommendation is um aligned uh with that recommendation. So the idea being that those are treated as routine because there is unanimous approval across the city and the adviserss. Uh the the non-rine items though um don't don't fall into that same category. there is either some split vote at the planning and zoning commission or the recommendation of the planning and zoning commission is different from the city staff's recommendation. So that being the case uh we'll move into the regular public hearing items. Um we will I think for efficiency purposes go through one by one uh as opposed to opening them up all at once. So let's start with item 7A. This will be open and I want to go ahead and take any comments from the public um that may be that may have anybody that has a comment on this.

Yes. Good evening, Mayor and Council. Item 7A is a resoning request for a portion of of land there off of Spra and Mcccle. And uh it's point it's 1.2 acres. Um the developer owns that whole corner there, the uh southwest corner of Sprag and MCL. And what he wants to do, he currently has three zonings. He has commercial off of McCall, then it goes to multif family and then it goes um to single family as you get further down west. Uh he wants to take a portion of the single family and increase his multif family. He needs it for additional parking spaces. So that's in essence what they're doing. They're carving out a little section of the single family to add to their multif family.

Um so yes the intention for this as mayor was mentioning we are propos we have shown a master plan for the single family multif family and commercial. Um, we had reszoned previously a portion of the multif family to commercial after that was master planned. Um, now that we were looking at the parking counts, the landscaping areas and everything that's required, we realize we had to reszone an additional 50 ft from the single family to the multif family. By doing this, it does not cause us to ask for any variances on the single family or the or the multif family um, from what we have studied and what we have presented so far. So, our single family, we've already actually done an official submitt to the city for review. And the multif family, we've taken into uh design stage site planning with the architect taking into account the city codes. And so far, we haven't seen any uh anything necessitated except for these 50 ft to accommodate the parking and the green the landscaping for the lot. Um so, as you were asking, the placement of the actual buildings is centered on the lot uh as best as possible. So, it's not going to be carried over to the west or carried over to the east to the east of the multif family boundary. There's actually large transmission lines that run through this large property. Um, and so that's what also reduces our parking count a little bit. Uh, because we have to leave so much space for those islands for them to be able to maintain and operate those transmission lines whenever they need to. Um, so that's really the the reason for this request. We have master planned the entirety. We've master planned the drainage. Um, so I don't know if you have any other questions other than that.

But we kind of we were thinking that's the vision and it's that sort of prime location because it would kind of feel weird that we sell it and then in a couple years it does become commercial or you know starts going that route, right? So that's sort of my question, right? That's sort of the idea. So it's been readvertised a few times. Um we are providing sanitary sewer in our subdivision and we are connecting to the city's sanitary sewer that's being constructed on the east side of Rogers Road as part of the development to the east of us. Um, this is kind of the first actually we've heard that someone has a question for the adjacent property since nobody's shown up for any of the previous meetings. Um, but it sounds like really their only concern is the potential to be able to connect sanitary sewer, which is definitely something that we can take a look at, especially if they're the immediate adjacent property owner. Um, given that the city's requirement is that we need to extend sewer to us and through us, which means we'll have it all the way to the end of our property line. So connecting a home at the end really wouldn't be something that would be a difficult process to do and we can certainly talk uh with utilities department about that as well.
