no hearing from the citizens that takes us to number seven reports and announcements under mayor's reports i wanted to acknowledge a staff award recognition that was received by our city clerk just recently by cindy scott She actually received two, which I would call prestigious awards. I'm going to read you a short thing that was written by The International Institute of Municipal Clerks President says, On behalf of the Board of Directors, it is my pleasure to inform you that you have been awarded, this is addressed to Cindy Scott, you have been awarded the International Institute of Municipal Clerks designation of Certified Municipal Clerk. IIMC grants the CMC designation only to those municipal clerks who complete demanding educational requirements and who have a record of significant contributions to their local government, their community, and state. In light of the speed and drastic nature of change these days, lifelong learning is not only desirable, it is necessary for all in local government to keep pace with growing demands and changing needs of the citizens we serve. We applaud your educational accomplishments and achievement of this milestone and congratulate you on your personal pursuit of professional excellence. And a little media picture that they sent out with her just says that Cindy Scott, City Clerk of the City of Page, has earned the prestigious designation of Certified Municipal Clerk from the International Institute of Municipal Clerks. And this is the plaque that she has provided in recognition of successfully completing the program dated July 14th. We're going to get a picture of her with this. There's a part two. The International Institute of Municipal Clerks also has, no it's not, this is the Arizona Municipal Clerks Association has awarded her with the 2026 President's Award of Distinction. in recognition of her many contributions, accomplishments, and dedication to local government and the city clerk profession, also dated July 14. So, well done for Cindy Scott. I know that, I think you've been enrolled in this since before I came on to council, and it's taken her a long time to, it's taken a lot of work, and she's done a great job, and we want to get a picture. with her up front even though she avoided it.

It took some level of subterfuge for the city manager and her assistant clerks to get her this award as a surprise. They had to make up some reason for her to be on the Zoom and award it to her from Mesa or wherever it was, but they managed it. It was a surprise, yes? Yes. Okay. Anyways, good job. Okay. Item number 72, City Manager's Current Events Summary. Can you hear us, Frank?

Okay. Thank you. Item number eight, boards and commissions, council liaison reports. Did anybody have a board meeting since our last city council meeting? Councillor Farrell?

July 13th, the airport advisory board met, and Lor took us through a good meeting. On the director's report, we shared about the terminal project continuing as planned, taxi lane reseal. It looks like it was done but didn't meet their approval and they went back and I put that as a note because just because work is done doesn't mean it's done right. Thank you for staying on top of that. They resealed. We have an annual FAA inspection in August. We're getting good public feedback on the contour flight to Vegas. However, they did talk about their 84% on time in June, which seemed a little lower than before. And they had six cancellations in the beginning of June. and the rest of the stuff Laura's working on, and thank you for staying on top of that stuff. And it's nice to have Contour talking to us. The Las Vegas flight started service July 2nd. We're going to have statistics on that, and they're going into Vegas into Terminal 3, and then they looked at... new hanger potential for somebody coming up and and this is not a process they have been doing with the city but they are now with the city and they'll go from that to planning and zoning and then planning and zoning to and let the staff do what they do thank you thank you who else on this and i saw council roundtree

The library had their meeting. They shared their statistics 2025 to 2026 comparison. And they pretty much had increased everything, their library visits, their total circulation, their literacy computer, their registered users. All of their statistics were up. And then they had a lot of fun with dinosaurs. I don't know if anyone's had the opportunity to see them, but I've loved some of their posts online and they, we were saying before this began, they just tire me. The stuff that they have out there and the things that are going on are exciting, but I wanted to emphasize this time that they have introduced their new makers portion of the library and you can go there and they have a cricket Is that how you say it? And they have a laser printer, and they have a 3D printer, and the number of colors they have that you can choose from, and the patterns are crazy, the things. I'd hoped to bring some tonight, but they were going to bring them over, and they weren't able to do that. So I encourage everyone to go and look at the extensive calendars as usual. But go visit their Maker's Corner. Exciting things that they're offering in classes, things that they're teaching.

Okay. Anybody else? I have one because there was a meeting on July 14th of the PUE board. The general manager report and the financial report for June were both very positive. And PUE is in contract negotiations, are in progress for the environmental and engineering for the intake structure and pipeline due to come before us at council in late August. There was one item of note that I wanted to just share from that meeting that I found to be interesting. They provide a lot of graphs with a lot of numbers every meeting. But one of them is the blended power costs for the city of Page over the past 12 months. And there's a new one for every month going all the way back on this chart to January of 24. But our latest month in June was the lowest that I can see on this chart going all the way back to January of 2024. which is very interesting because they're dealing with an entirely new power scheduling apparatus that they're a part of. Everybody was holding their breath, not quite sure what to expect, but it seems to be going very, very well. And our power remains one of the cheapest in the state. Okay. On to item number eight, oh no, item number nine, unfinished business. Amendment to purchase agreement with Premium Builders LLC. I think this goes over to you, city attorney.

Yeah, this is just moving, changing up a legal description to move the, I don't know which boundary that is. Is that the north boundary?

No, actually, it's probably the northwest.

Northwest, moving it to the southeast, I guess, to make sure that there's adequate clearance for our raw water line actually runs through there that comes up from the dam and then runs up. And so the utility wanted to make sure that they had plenty of clearance to get in there if they ever needed to access that. So we've provided all the documentation. PUE's been involved in that process and they are happy and comfortable with the new boundary. And it sounds like the developer's completely fine with it. So this is just a little amendment to move that boundary line, basically.

Any opposed? Thank you. Item number 10 under new business, authorization of services with CNS Engineering. This goes over to our airport director.

We're OK with it, but the city clerk isn't. Thank you, sir. Hello everyone. Mayor, council, good evening. Today, so we have our authorization of services number one. This is to do with the ARF building facility that we're hopefully going to be building over at the airport. The design is already in progress by CNS. As you know, CNS were our consultants. The agreement expired. We went out to bid. We went with a new agreement with CNS again. So that's really only why it's the number one. It's the first authorization of services for this new agreement. But it is basically a continuation of what they've been doing with the design for our ARF building.

Questions any comments or questions I'm looking for a motion then Counselor Farrell Motion to approve the AR AR FF airport rescue and firefighting facility general airport consulting services contract with CNS engineers for lump sum of $1,040,188 and authorize the mayor to sign the authorization of services number one. I think we need to mention that the city's portion is only $26,000. That $1 million contract sounds... That does sound big, yes.

Item number 10-2, Page Lake Powell Chamber of Commerce Memorandum of Understanding. This will go over to Councillor, I mean to Adam. Where is he? Oh, there he is.

Okay, so we've been in the process of updating the MOU with the chamber. Our current one is currently in effect. However, they've asked for a $5,000 increase from 35 to 40,000. And this was a good opportunity to update the document because several things have become inaccurate or outdated. Additionally, we needed to add some Arizona state contract provisions to the agreement. that have come up since the document was originally created. So we went ahead and did that. And so as far as for the $5,000 increase, $2,500 roughly is going to be directly offset from the chamber purchasing or renting the portable restrooms at the Balloon Regatta. And then also there's a An additional 5% added on to which which is roughly in line with CPI and inflation, so the value that the city is getting is there some of the other updates to the document that we did. Other than the price increase is that we made it. Just a one year contract so just for fiscal year 27 so that gives us the opportunity to. to update it sooner than the three years that it was previously. And so one thing that I'd like to do as we go forward is document the performance of that contract. And so next time when I'm presenting this next year, we'll actually have some measurable data that we can look at and say that to make sure that all of those things are being performed as outlined in the MOU. So we do have a little bit more accountability. We've removed the mayor's breakfast. That's no longer held. And then we've also updated the economic development page that was originally selectpage.org to choosepage.com, which is our new ED website. So that's basically the summary of the updates. the exception of those contract provisions, which I won't really get into unless council would like me to mention those. So then I would like to call on the president of the chamber to further explain the increase from their perspective and maybe give some more clarity on the numbers.

We try to do a lot for the city, you know, in as the chamber and as the balloon regard of vendor fair, we have this vendor fair will be the largest one we've had yet. We're expanding into the parking lot and we're adding a whole nother circular pathway of, of food, um, Food trucks and eating area that will go under the to the west I guess it would be the end in front of the Helping hands area, but towards Elm Street so there'll be a whole circular way through there and we're taking over the costs of the restrooms, which is Expensive the whole event is expensive as you all know and we've tried to provide the best biggest event the city has and In conjunction with the balloon regatta. And we asked for this increase so that we can continue this and provide this service for the city and the community and and the whole region. Because it is the biggest event in the region. If any of you have any questions about it, I'd be happy to answer him, but I think that sums it up from our point of view.

Less a question, more just a point of clarification, because I know sometimes we have questions about the gift clause. And all of the money that the city gives to the chamber goes to very specific events and agreements detailed here, correct? So I just want to, it's not just that we're giving $40,000 and crossing our fingers that something is done with it. I'm really grateful for everything that the chamber does. I think it makes sense to do the increase personally, and I'm excited to see more reporting going forward, just kind of how the Chamber and City are working together.

Councillor Farrell. I'm going to move to approve the FY27 MOU between the City of Page and the Page Lake Powell Chamber of Commerce in the amount of $40,000 and authorize the Mayor to execute the agreement.

Second. and we have a motion from councillor farrow and a second from councillor cogen i do have one comment and it's probably just nothing that can just be just fixed on page 32 of the 32 on page 32 it just has a line after number two contract rate it says agreement payable within 7 30 days And I thought, okay, that's not quite right. 30. It should be 30 days. Okay, so the 7 should be spelled out 30? Is that what it is? I'm not looking at it. I'm not sure, but we'll get it fixed. It just says spelled out the word 7, parentheses, 30 days. So I just figured that was something that was skipped over. Yeah. Okay.

I did have one more comment, sir. Yes. I want to thank the Chamber. I've worked with the pre-planning team for the last several years, and it's to watch the work that this team puts in together with all the city offices, the fire department, the police department, and electrical and the volunteers, the running of the boxes, the spider boxes, the amazing amount of work that goes in there before and after an event is phenomenal. And I got trapped into picking up trash last time, but it's quite the team and it is one of our top events and we appreciate what you do on that.
