City Council - workshop

Okay. It's been 30 minutes since 6 in the morning. Please forgive us for that. Thank you all for coming. Especially to those who have not participated in our council meetings so far. This will be a Safe City Initiative Work Session. So, before we start today's discussion, I would like to talk to residents about our Safe City Initiative, FLOG, and the changes that have come about. This means that we need strong security systems. We need clear guidelines on which facilities to access information to someone. We need a specific and meaningful auditing process. If there is any misuse, there should be a responsible action for it. There is no point in having a law. We have to be prepared to monitor it and implement it. So today's session is part of that process. We will continue to evaluate our Safe CET program and we will continue to hear the opinions of the residents. If we have to strengthen our laws or safety standards more, we are ready to make the necessary changes to discuss them. I would like to make one more thing clear. Even if this is a 10-year contract, if this method does not meet our expectations, if our community's needs are not met, we will not be stuck in this contract. We have the right to revoke this contract. We have the responsibility and opportunity to continue to evaluate whether the security standards in the country are strong enough to operate in the way intended by the Constitution. Therefore, I don't think everyone in our community has the same opinion on this matter. That's okay. It is a part of a sustainable community. What I expect is that we should continue to have honest and honest discussions, to listen to each other, to look at what is best for public safety, privacy, responsibility, and Castro Valley. It is not necessary for our residents to choose between safety and privacy. We have responsibility to ensure both. So I call on our CET Manager Larry Rains.

Thank you, Mayor. Thank you for your advice. Before the elections are over, I have a few more things to add to this. As you may have noticed, almost a year ago, Nagaram Floke Technologies signed a 10-year contract to run the Safe City program. I know that there are a number of legal mechanisms in this program that are being used by law-abiding people. It will be explained to you by the Chiefs this evening. The aim of today's session is to make clear the role of FLOKI technologies implemented in the CASA grant to the Mayor and Council, and to make it a part of the CASA grant's public security system. This session aims to be a detailed discussion between the elected officials and the employees. In this meeting, we will not accept any inappropriate actions. To share opinions related to today's session, please visit our city's Engage Casa Grande website. As you may know, some of the opinions made by the Mayor and Council have already been sent to the Mayor and Council. Also, some people have registered their names to conduct presentations to the public. The official questions, answers and facts related to today's council agenda are available on the Safe City Initiative website of the city. I know that the chiefs will talk about this in detail. In particular, Chief McCarty and Chief Ramiras will discuss the history and use of this constitutional law, the policies used for this, and the actions taken to investigate and respond to the crimes. This session will allow the Mayor, Council and the community to make sure that the city understands how this constitutional law is implemented and at the same time that its use is responsible and that the rules and regulations in place are in line with the legal requirements. So, Honourable Mayor, Council Members, I hand over this address to Chief of Mayors and Chiefs of Mayors. Thank you. To talk about where we stand now, we have to go back to where we started in Casa Grande. At the beginning of the 2000s, automatic license plate readers were available. This was only used in patrol cars, i.e. the vehicle was lucky enough to avoid the culprit or the perpetrator. However, it was available at the beginning of the 2000s. In 2015, it was stopped at Casa Grande and was under the old vigilante system that existed at that time. From 2015 to January 2023, we did not have any interest. The reason why we were interested in this in 2023 was because of the two murders that took place in 2022. We did not have any interest in this case, but we got in touch with other cities that had this case, they helped us, and it led us to arrest and punish the two murder cases. So, we talked internally and decided why we shouldn't have such an expensive financial fund. So, we used our RICO fund and bought 18 of them without any cost to the city. We planned to conduct a pilot program for a year and see the results. We also did a survey to see if it was worth asking the council for a budget fund. Apart from our actual purchases, the county attorney's office bought four or five items for us. It was in 2023. We were very successful, but when the criminals came to our town and made a mistake, we were disappointed that we could not find them. We only knew that they were somewhere in our town. So we went to Larry and asked him if he could include the money required to get 10 LPRs and 10 PETZ cameras in the budget. He agreed and gave us a $1,44,000 budget for those cameras. Before the discussion started, he approached us about a thing called the Safe City Initiative. They assured us that they will be able to use all the tools that are available in our vendor or that are available in our vendor. In it, LPRs, PETZs, Drones, and many other methods were included. Again, we had an open discussion. We spoke to the council. We spoke to the city authorities. We thought that the security system would improve our awareness and response, and that it would help not only the police department to act more effectively, but also to provide assistance to other departments and surrounding areas in the city. We understood that we had a set of cameras in the public works department that the police did not have access to. There may have been another set of cameras in the parks that we did not have access to. So, everything was in a state of disarray. We were fully and responsibly operating. We did not get any detailed information about the calls we received from our employees and those who were suspicious. Since the city is growing in agriculture and population, we thought that the idea of a safe city would be helpful for this development. We looked at Bavi and found that it was more than ten years old. We wanted to find the right conditions for the city's development. To access the cameras at the city's headquarters, to share information with other agencies and departments in the city, it was necessary for us to use those cameras. So, when we started budgeting for the financial year from 2025 to 2026, we understood that the Parks and Recreation Department provided $2 lakh for the cameras. The office of the CET manager provided $2 lakh for the cameras. The police officer had asked for $1,44,000 for the cameras. So I approached Larry and asked him if he could take the bribe from the police officer for buying these cameras. If that is necessary, we will have one law that can be used by the police. He agreed to it. In addition, we received $3,00,000 from the Constitutional Court. Chris Lopez and Teresa Martinez each donated $1,50,000 for this. We received a grant of $2,52,000 from the government. We also received two from the nearby Gila River, Tohono O'odham Inuit. One was worth $56,000 and the other was worth $55,000. So we had to use that money. If I remember correctly, the amount spent for the first time would be the amount we paid first. But we had to use some of that money quickly. We had to use 3 lakhs and some other funds that we had earned through the grant. So we rescheduled. If the city has been in this system for 10 years, you can see the cost from the 1st to the 10th year. If we do not change the balance, we will have to use the debt in our fund for about four years. For about four years, for the first four years of this system, we can make money. If we cannot determine the value of this system within the first four years, we will have to re-examine whether it was a bad purchase. We have gained a lot more than we expected so far. As the Mayor said, we will investigate again to ensure that each budget is meeting the requirements of the Council and the Councilors, and to ensure that it meets our expectations. So far, we have money that does not affect the other methods of the city on our side. We will continue to try to find large deposits that do not affect the other methods of the city. Brayan

On the screen, you can see the two ALPRs currently in use at Casa Grande. The one on the left is the old model ALPR and the one on the right is the new version. Even though they are slightly different, they both do the same job. We have now been able to install 93 out of 100 units. The remaining 7 units are on 8 right-of-ways, so it takes some time to get the licenses needed to install them. ALPRs receive license plate details. They receive vehicle pictures, vehicle details, pictures taken, time, place, etc. They do not use artificial intelligence to recognize faces. They do not recognize people by looking at their faces. They do not receive biometric details. They do not track a person's phone. They do not cause traffic jams, nor do they track a vehicle like a GPS. I will quickly go back to that slide. There is a way of how the camera works at the bottom. That is, when a vehicle passes in front of the camera, the picture is displayed and the plate details are included. If necessary, or if there is any information about the vehicle, conduct a comprehensive survey. If any information is obtained in the vehicle, the employee will receive that information. If these details are not needed, it will be removed, or if it can be used clearly, its picture will be transferred to Evidence.com. This is the picture of our pan-tilt zoom or PETZ-PTZ camera. We have installed 89 out of 100. The remaining 11 are in ADOT, ADOT, right of way, just like the LPRs. It takes time to get the permit for installing them. They are mainly located in the places where boats, major roads, parks, as well as electric light parades, downtown areas, Paul Mason Park, and Carmacknott Park have been started. They do not use face recognition technology and do not record sound. Let's see how they work when we get a call for a service. If there is a camera at the place where the call is received, we can enter that camera. We can get the latest information and hand it over to the employees. Or, if the incident happened earlier, we can check the information from the last 30 days and find the old information. We have 10 community cameras. They are located in 5 municipalities and 5 private places. In the City Hall, there are two of these in the CET Hall campus. One is in front of the door and the other is in the basement of the building. One is in the airport, one is in the North End Operation Center, and one is in the Parking Area of the Recreation Center. These cameras don't use face recognition technology like PET-Z cameras. They don't record sound. Still, they can make noise because they look like LPR and LPR. They are not LPRs. The picture of the camera in front of the CET Hall can be seen here. It has a green front board and a flashing light at the top. These are not ALPR, ALPR cameras. Just like PETZ cameras, if you receive a call for service, you can access the camera and check the details of the past 30 days. Our cameras are working together. Currently, we are working together with the Casa Grande Union High School District. We have a security problem with them. We also have a security problem with the elementary school district. We are now in the process of working together with their cameras. The schools made their own security problems and handed them over to us. Those security problems were accepted by the boards. Those MOUs will come in front of you and you will accept them. The cameras we access in these schools are not float cameras. These cameras were in place long before Safe City. The police department did not have any part to decide when or where to install these cameras. We only have the permission to access them. The school decides which cameras we need to access. The MOU regulates when and how to use those cameras. This is only for public safety reasons. An audit of the use of cameras is also taken care of. The operation of these cameras begins when there is a call for immediate assistance. Employers who respond to school to access those cameras for a temporary information center can also provide temporary information.

Mayors, Council members, and others who are participating in this camera convention in Arizona, please note that those cameras cannot be accessed. They cannot see or access any of the cameras in the buildings. This is completely under the control of the Casa Grande Police Department. The city has 31 sensors for the Kandathal Convention.

With the help of a year's worth of information, we decided to replace the sensors. This started in Penal and Kottanudu and then spread throughout the city. It passed through Karmik and then through Charitraparamaya district and reached around Lenkola centre and ended near Jimmiker Boulevard. When a fire breaks out, it is detected and alerted by the employee. This shows the location of the fire at a 90-degree angle. The employee can see it in their car's map. They arrive at the site quickly and investigate what is happening. They are not recording messages. They are not cameras either. Again, they say that when they use a rope and break it, they find it and give it to the workers in advance. They investigate the place. Our drone is a first responder. There are four drones next to us. They are in two launch locations. One is above CET Koduthi and the other above the Recreation Center. LPR, PETZ, and community cameras do not have a face recognition function. There is no audio recording in this. There is also no accurate patrolling. Therefore, we do not use DFR drones to collect evidence accurately in the city. DFR only responds when calls for help come from the people. This is how it works. When a 9,011 call comes, the drone flies. The information seen by the pilot is given to the pilots and the employees and they are informed about the situation. Therefore, this is where Talsamaya Information Centre, Real-Time Information Centre, and all other agencies are united. ALPR, PTZ, Drone, first response system, and all other systems can be operated in this room. We have appointed a person at the Temporary Information Center. According to the rotating schedule, he is there 40 hours a week. This week, there is one person there now. From red to white, from 1 a.m. to 11 a.m. Next week, they will be there from Wednesday to Saturday at the same time. When they receive a notification, they check the PTZ cameras, look at the ALPR data, and hand it over to the employee on the street. This is the main responsibility of the employee. Also, when they respond to the service calls, they receive accurate information.

One of the most disappointing things for us at the Mayor's Council, and I'm sure it will be the same for you too, but let me start with one thing. Let's go back for a minute. We don't think that people have the right to express their opinions. We recognize and respect that people have the right to express a different opinion on the basis of this constitution. That's all we need. People need to find some time to learn about this. Let me give you an example. A governor said in a public security forum that when you pass by LPRs, they will connect you to your mobile phone and track you. That's a shame. I feel ashamed when he said that. Because it has no basis. As you know, we have allowed people with different opinions to visit our Realtime Information Center, to ask questions to FLOC members, and to see our activities directly. But none of them came. They filled our time. So, this is all we need from the people. If you have your own opinions, that's a very good thing. Everyone will have their own opinions. You know that, right? However, we would like people to find time to learn about some details and things, and to ask people who can give accurate answers. Don't just rely on social media and your own privacy. First, are you tracking us? No. ALPR only shows a picture of a particular time when a vehicle arrives at a certain place. It does not continuously track you like a GPS system. You have heard of many cases, and people bring it to you. It is about geofencing on mobile phones and GPS tracking on continuously tracking vehicles. When you go from point A to point Z, I can understand where you were. We have found that in most cases related to LPR, this is a picture of a specific time in the public. You can pass an LPR with us at 1 o'clock in the afternoon, another 20 minutes after 1 o'clock at night, another 40 minutes after 1 o'clock at night, but we cannot know where you were. There is no tracking in it. Does FLOW use LPR facial recognition? Even if we are interested in using facial recognition in flocks, we can't because we don't have that much technology in our applications. So, no, there is no facial recognition in any part of this technology. Do flocks sell data to users? No, flocks do not sell data to users. This is in the curriculum. I have asked many people who sell it. If anyone can prove it, we will use flocks tomorrow. We have not been able to prove that a lawmaker we spoke to is selling data to Flow. But some other LPR companies have given their data to their repossessors. Flow is not doing that. Therefore, Flow is not guilty of that. Is LPR following the fourth principle? That is a big question. I have heard that the employees and law enforcement officials who were elected are saying that this is a violation of Article 4. However, a state Supreme Court or U.S. Court has not yet ruled that a particular picture on a public site is a violation of Article 4. A court has not yet ruled that Article 4 is a violation of Article 4. It's not that it doesn't happen in Vaavi, but when we sit here today, when we use this instrument, there is no such rule. Our own county attorney has used the information we got from the instrument that we use to deal with cases in all municipalities in Pinellas County. I think that Brad Miller would not have used that evidence if he had not been appointed as a county attorney. But it has been used in many cases. There is a responsibility to implement the rules and regulations of the Constitution. If there is a legal purpose, we will only allow access to our applications. We need a clear justification. Once a month, our Records Division Supervisor selects some cases regularly and makes sure that the case files are checked and that the selected cases are in the report. In the meantime, we have not obtained anything from them. We are working with a company that audits our body-worn cameras. That would be the third party that is not in a legal department. We have approached them. We are trying to talk to the people who are outside of our auditing to reduce the mental state that the police are investigating themselves until they reach that level. So what comes with this? Flow has also made it clear that it is mandatory for all your employees to use this Audit Assistant. I don't know why they didn't do this earlier. We started using this right before it came out. This flags searches. This is a flag, so we need to test it. This is not a misuse of the system or other obstacles. But if we search for something outside the 30-day limit, we'll get a notification. If the same number plate is searched using different case numbers, it is very unusual, then we will get information. If the same number plate is searched again and again using the same number plate, we will get information. If the same number plate is searched in networks outside our department and is not searched in our own network, we will get information. If Brian and I search for a vehicle at 1.30 in the morning, 8 in the evening, 12 at night, 2 in the morning, 7 in the morning, at unusual times, we will get information. This raises the status of the investigation. They should be able to justify it. From 2022 until now, there has been only one incident where one of our employees has misused someone. It was investigated openly and that employee did it legally, so he was completely acquitted. Okay, please everyone calm down. Please allow me to complete this statement. So, when a search is made, there are a few steps. First, it is flagged. That means it should be investigated. The second step is the supervisor's investigation. In that, the supervisor takes the case, investigates it, and makes sure that everything is legal and within our rules. or it will go to the command chain as an investigation. It will come to me to make the next right decision. There may be differences in this matter. If someone tries to search something on the 31st of April, they will not get any information. Just show that it has been deleted. We will give counseling to that person. We will talk to them to make sure that they understand the system. We will not doubt what will happen if someone misuses this system. We will try our best to get them out of the job and get them out of the legal system. So, we will take some of the things we have learned here.

A recent incident took place in Glendale after the Glendale Police was arrested. He came to Casa Grande. With the help of ALPR and DFR, we got Glendale's help and we were able to identify the person who came out of a house. We informed Glendale. When he walked out of the house, they arrested him. Another example is of a car that was stolen. Again, the ALPR was informed. The driver arrived at the scene and saw the car in an empty space. There was no driver there. When they were investigating, they saw the DFR flying up and a woman jumping off the roof of the house. The DFR pilot informed the driver on the ground. They stopped them. It was clear that she was the one who stole the car. She was also a police officer, according to the warrant. In July, three people were trying to get in and out of a grocery store here. They tried to get in and out of the store. When they got in, a resident in the store stopped them. They got out of the car and got in and out of the car. We were able to find the vehicle in ALPR. The number plate in the vehicle was broken. They had removed the number plates to correct us. He went to the ALPR office and found the number plate in the vehicle. It was handed over to the detectives for further investigation. A call related to a criminal offense. This is one of the most frequent calls used by the DFR. The employee was walking back and forth against the ground. Normally, when a lot of employees come for a ground search, the DFR can reduce that job to half. A side of the DFR road was examined, the employee was on the other side. The employee saw the opposite from their side. If this is the case, we will have to file a complaint, and we will have to file a complaint against another employee on the side of the road. This will make us more or less unscrupulous. The last example is another murder case in Texan. After committing the crime, they decided to come to Casa Grande. The Texan police approached us. We were able to find out the truth using ALPR and DFR documents. The Texan police were able to arrest them.

Mayor and Council, I am not boring you by telling you about the income from the settlement. But so far, we have been able to achieve more than 100 victories. We identified about 70 cases and recovered the stolen vehicles. Moreover, it is important to find the missing three people. I believe we have been able to save the lives of these three people in this heat. The drones were the first to respond and participated in 514 calls. They were able to find 555 suspects related to those calls. The most important thing here is that when there are people in that room, the maximum response time to reach a place is less than 80 seconds. This not only helps us, but also helps them. Sometimes it helps those who are suspicious, because the officers can know what is going on there before they arrive at the scene. When there are people in that room, our drone arrived there before the first officer arrived in about 60% of the cases. These numbers are not mine. They are from the Department of Public Safety. This is a summary of the numbers from February to the beginning of the year. This year, from January to September 1, the previous year was the same. Last year, we could see that only 1158 cases were reported out of the 2800 reported cases. The most important thing about the Police Department is that the number of cases to be found is increased from 57% to 62% or 63%. Again, these are the statistics of the Department of Public Safety, not ours. In Casa Grande, from January 2026 to September 1, there were 42.33% cases in total. In May 2024 to May 2025, our number of cases decreased by 7.97%. Now, we only have half a year's worth of information in our hands. However, to avoid being affected by a large number of crimes, something more destructive has to happen. As far as what this means to us, I'm not sure if this is the only way to get credit for it. I don't know if this is a resistance or not. I don't know if this is because when we arrest a thief, we can put him in jail quickly or not. Because we arrest them quickly, they can't commit a crime in the remaining days. We don't have thieves who think that they can run a business only because they don't have money to pay rent. They don't think that if they pay rent, they can go to work anywhere. We have thieves who run a business. We have thieves who run a business. If they are in jail, only a few people in our city have to be arrested.

About a year ago, SAFE-CET was introduced into the system, and for the past 12 months, we have been conducting continuous training with people and those who are related to us. At that time, we have conducted eight workshops on SAFE-CET or camera recognition. On August 18, we held the first training session on SAFE-CET. On September 15, this issue was brought forward by the CET Council and was approved by the Council. On December 1, the Kasa Grande Union High School District Camera Registration Council was on agenda. On February 12, we updated the Public Safety Advisory Board. On April 27, we held the Public Safety Open House. On May 4, the Council discussed the Registration of the Elementary School District Camera. On August 13, we gave an update to the Public Safety Advisory Board, and today is the 8th session of this series. We have an advanced portal. In that advanced portal, we have information about our DFR flight paths. You can see when we fly, how long we fly, and there is also a small red arrow that shows the correct path taken by the drone. Through social media, we have a safe CET spotlight. We have held a number of short-term meetings and community meetings. We have also held meetings with the Chamber of Commerce, Citizens Academy, City Leadership Academy, Rotary Club, APS, and other legal entities. We have also invited people who do not agree with us to attend this event. Responsibility is important. We are the first agency in Arizona to use Audit Assistant. We do not share information with federal agencies. When Attorney General Flock announced that he would conduct an investigation on Flock, we asked them to join our information center on time. Immediately after that, we contacted their office and asked them. They will come to see what we are doing in person tomorrow. President Martinez and President Lopez, we have welcomed them. They have said that this month will be the last. They will see what we are doing now. Currently, we only share information with agencies in Arizona. Now we are helping with a total of 60 agencies. There is a bit of confusion in what I said earlier about the suitability and public belief. But our suitability portal has a flight dashboard. Our law is online. We have a lot of reports, facts, and departments. If they feel that we are misusing the system, they can call the police department at 52 Poojam 421 87 Poojam Poojam. If they need to talk to the supervisor on duty, that would be the fastest way to talk about their concerns.

Mayor Wood has one more thing to say about the Attorney General's office. They are coming tomorrow. We are giving them our orders. We will show them how we operate and explain how things are done. So they can check it out. We have contacted the Governor's office today and asked them to come here. We have asked the people of our local newspaper to come and see this. Like we said, we were kind to people, even though some of them did not use that opportunity, we are doing all this with the mindset that we have nothing to hide. Come and see what we are doing. We understood that the lessons we learned, auditing, is the responsibility of an agency. That is why the sergeants, the lieutenants, our record supervisor, as well as the deputy chief Romero and I accepted audits on a daily basis. We know that there is a lot of responsibility involved in handling this court case, so we want to make sure of it. Does that mean that such things will never happen in the Kasa grant? No. You read that those who misuse the system are caught up in the system. This is not a system that breaks down. This is a human-like loss. When people decide to do wrong things, they get caught up. I don't think it will happen here, but I can't be sure that it will never happen, because we are still working as humans. We have understood, as I said at the very beginning of this story, that even if we make a lot of changes, our laws will continue to change. From the time we started this, to this day, in my memory, our laws have changed at least three times. Therefore, we will continue to implement those policies. We will continue to implement the best possible methods. We are working together with other departments in the county. They need to implement our policies. We need them too. To see if they are paying attention to anything we are leaving behind, we will provide them with the best possible policies.
