Approve the minutes of the special and regular meetings of August 4, 2026.

Adopt a budget Ordinance amendment to the FY2026-2027 budget in the amount of $50,000 to appropriate a T-Mobile Hometown Grant awarded to the Parks and Recreation Department for the outdoor fitness court located at the JC Optimist Sports Complex.

Authorize the City Manager to approve Purchase Order 270269 with Piedmont Truck Center in the amount of $105,100.80 for the purchase of a 2027 F550 Flat Bed Dump Truck for the Public Works Department Ground Maintenance.

This item is purchased using North Carolina State Contract #2510A and the purchase is included in the FY2026-2027 budget.

Authorize the City Manager to approve Purchase Order 270341 with Carolina Environmental Systems in the amount of $451,544 for the purchase of a 33 cubic yard automated side-loading refuse truck for the Public Works Department to support in-house recycling.

This item will be purchased using Sourcewell Contract #110223-THC and is included in the FY2026-2027 budget.

Authorize the City Manager to approve a three-year renewal contract with Level Solutions, LLC in the amount of $107,845.24 per year, for a three-year term for Microsoft Office 365.

This item is included in the FY2026-2027 budget.

Authorize the City Manager to approve Amendment 1 to the Professional Services Agreement with Freese and Nichols, Inc. in the amount of $20,000 for the Eaman Park Stormwater Improvement Project increasing the contract authorization from $334,958 to $354,958.

This item is included in the FY2026–2027 budget.

Authorize the City Manager to execute a four-year contract with American Facility Services in the amount of $139,025.92 annually for City-wide janitorial services.

The total contract amount for all four years is $556,103.68 (one year with three possible extensions). This item is included in the FY2026-2027 budget.

Adopt a Resolution declaring one Self Contained Breathing Apparatus (SCBA) fill station and one SCBA air compressor as surplus property and approving their donation to the Franklin Volunteer Fire Department.

Approve an update to the job and pay classification to add the position of Environmental Compliance Supervisor at Pay Grade 13.
