three openings. These are mayor appointment. It does not need to be a formal um legislative action, but meeting with the new council. I think it is appropriate that the mayor reach out to the council who would like to be on LPC and the mayor can appoint whoever he would like. At that point, I will go back to LBC and and get a hold of them and let them know who our voting members will be. When are the meetings? The meetings are every Monday at
at typically they're at 12:01 and they are in the Senate building or they they are over Zoom. If there's a unique item, it is much more beneficial to be there in person. They do allow you to vote online, but usually by the time you vote online, there are three items down the list. But do we do we normally have um does everyone vote? It's on the committee. Yes. All all of our representatives vote. Yes. And it's every Monday through the legislative session. Yes. And then once once every other month it's not in session.
And typically to be completely honest, most communities will have their mayor and their city manager will participate. Some comm some communities do have council members and it's very very beneficial. I definitely want to recommend it if you are interested. Um but they don't take attendance. They do have you write down if you're there but it's very informal committee. The room is enormous. A lot of people there. So, but it's a it's a great thing where they do get a lot get a lot of good advocacy and conversation from local governments with them does take to the legislators. My question to the council is do they want to appoint somebody or do they want to discuss this amongst themselves? And I'm happy to follow your lead. I think it also depends on who might be available at that time. I mean 12 or 1 and be able to drive out to Salt Lake periodically. Sounds like you could do it over Zoom. Um I would be able to do it over Zoom, but that might be a problem with the because of because my teaching schedule be difficult for me to get out there and get back and stuff. So, but I'd be happy to be on it if if no one else can. I just would have to do it over Zoom
and you do not need to watch it together. You can resume from any location you're happy to participate as well. Also happy to let somebody else put that in the ring too. Same. It's it starts off C Roosevelt Roosevelt city in the second paragraph. In the event the cost of contra and construction exceed the grant proceeds in the party's contributions set forth in paragraph 2. Then Ballard and Roosevelt will equally pay any excess cost. Uh the county is not going to help with that. Yeah. So, so what it is council member is the special service district is put to 500k, right?
Our contribution is 290. So that is all they're willing to put in. So if there's any extra between the mountain, we don't anticipate that though. And we and we got a big CIB grant from a lot of this. Right. Right. Yes, it will be. And that will be actually a project owner. So they'll go out. We got like a little over three million, wasn't it? Yes.
For for the project. So I was just I just that was my only just checking because it didn't say that they would be involved even though they're helping to pay um for part of it at the that 500,000. All right. AC movie filming proposal ari. Thanks guys. Um I don't know if we have the pictures and things like that we have scheduled but like I said my name is Mark Baki. I um I grew up here in Roosevelt Parks and Grace here. And so um we had uh 10 state films that were composed down in Beverly Hills and I got signed by GR agency. And so out of those 10, I'm looking to film two films here in the UN basin. One is out of Chad's um Marian. So it requires a lot of things. We're looking at 40 people as standbys. Um, we're probably going to have to shut down the the main street. Uh, we're filming. We have some trailer productions that we're going to have. So, a lot of security is going to be needed. And we got about maybe two aises are going to be here. But out of those, we got a lot of things that we need to put in place. Um, security be one of them, police department, and then security around trailers and props are going to be there. and then the city. Um, I don't know how we're going to go about heading off Main Street on those areas, but anyway, that's that's what we're doing. That's what we're proposing. We're looking at filming in I have it scheduled for uh fall. So, we're looking at maybe August, September, when those 18 days schedule on the film thing that we're going to list. So, and the budget that goes through. So, we're working with Utah Film Commission right now on what the cost is and then working with you guys the um Roosevelt city on both. So, I got one day in Roosevelt and two days in on the reservation and then I got some stuff with that I was working with
some good stuff over there. So, one of the things I just want to have more um things about the city. I grew up here. I just I'm really proud of Roosevelt. So, we'll also buy more things to take place here and then we will drive by. We'll probably help out Tommy and you guys with some stuff that we're looking at. So, um more filming. It really is expensive to film in the state of Utah and our area is because of the dinosaur national monument makes it more high. So, we can't film down south. So, I'm working with a lot of groups. The film I'm going to shoot is called um um I think it's called war and reg. So, I have um a couple people that are listeners in our film is um Tommy Reil from Pro Kid. The one guy, he's one of our guys and then the other one is um I can't remember his name. I have a listed on it, but that's just um we're thinking probably one day in Roseville, one day and then two days probably in sense. But anyway, that's what we're asking for something. I don't know how to work it out with the city of course sale and get the signage put up and things like that. So, and then casting wise we're just going to use these people for the township and stuff like that first people. So, that's what we're looking at. So, and that just opens up more films being filmed there because I got a slate of 10 films that got approved and we got two that we're looking for. or bar question that I had was will you be able to give us like enough time in advance like upwards of a month to or sooner
as far as the dates?
Yeah, definitely three months. We're looking at like how many exact people will be coming to to this area looking like maybe like 80 people will be coming here to Roosevelt casting crew and things like that and production teams and then probably 15 days here. I don't have that exact time and date. There's a call time that we're looking at to what time the movie is going to film. So we're looking at it could be 6:00 in the morning. So we're not looking anybody till like probably um later night just just so um in the wake of everything. I guess we working with police on what what areas that's where traffic would be better and what time would be better because most times there's we have a call at 3:00 a.m. or like 10 10 p.m. It just depends on what our call time is for that. So you've thrown a few days out. You said filming in Roosevelt would just be one day. So you'd only need traffic and stuff cut off one day or a couple days.
Yeah. There'd be one day that we're probably listed is one day filming in Roosevelt.
And the time that we're looking at is probably like 4 hours within that one day. So we came on a time call. So like 3:00 a.m. that's we're looking probably an hour filming. We'll have about four, it's 30 minutes in that area, but it'll be four hours of filming just like times like that. So, we're working at that and it's filmed on Roosevelt main street, but I got one walking in there and then actually I was working with Chad on stuff with him and and we're having Chad play Elden, his dad, and stuff like that. the neighbor cast the grandmother too cuz she was in that film when all the world was like I remember her name but that's who we're looking for X and Y for those people and I said chest disease is people that are there right now so and then when we get those people if they have rolls if someone gets elicit coffee rolls we work with the SAG Apple team and so those people guarantee like royalties and stuff like that that come out so they'll be if they get speaking roles they'll be but we have state of Utah film agency See, we have to pay for lunch, dinner, and on breakfast. We have them up there. So, we pay all site in a balloon. I think it's 142 per person we have. So, 40 people looking to come in. So, so that's what we're looking at with those. And I have like I can give you like three months in advance to exactly what happen. Being on the school district, the only concern I might have is if if it's August, school starts and so we want to make sure we're not interrupting like buses, traffic that way because that would be
so, you know, and I agree with the mayor having some lead time like if you know, you know, in May or June to give it say we'll be on these days in let's say August or September so we can plan with the with the chief and stuff on that. um job. Mr. Baker, we we've never done anything like this. Are you familiar at all with anything like this? No, we've never done anything like this. I do know that a lot of students have applications and processes which we'll definitely look into and we're excited for the opportunity. We want to support it and we're excited to see how we can help. Do they do any stipen to the city because we are going to have to pass?
That's another thing. Yeah. So with Ron it because of the cost in Bernal because of the Ashley National Forest and the Ashley has forest and the dinos we're looking at stipens from Ron's group on that side and he was going to get me st and Dennis McQuade I had
yeah we have some pretty big movie stars there and that's just one film the film we're talking about the one we're getting picked up pretty fast I I have a hard set of things that I'm working with on the ranch too. So we're trying to do the the legal form with um how they're I think they channel one of the two. So we have yeah we have to work legal with them too having them come on board and stuff like that but I'm getting support from Bloomfield the hard people that make all the hard to buy this by this next one. So we're working with that. So if that gets in place, we're probably filming here again outside of that area, but it's just kind of opening up to more things that are that we have all the stories of based out of this basin that I have the 10 lake films that I have are based out of New Bas.
Do you also have somebody that could work with you? Yeah. Um I think if you have any other questions as long as we start the conversation early so we can cover everything. Definitely. Like I said, I'm not too sure how they work with security that they have controls and stuff like that because we're going to have some camera crews that are going to be there and then explorers like trailers for the um movie actors and stuff like that. I don't know how it works. I know when stuff up there with the singers and stuff we can work out the end.
Yeah, definitely. And then we just kind of bring them into So I have a guy that I work with, his name is Danny Dill. He's a guy in partnership I work with and he's great friends with Jared Cash and they make they made Dynamite and Jer made I think he made Minecraft and so I'm working with those guys right now and I was trying to get them to come out tonight just to tell me what they were doing things like that they had a lot of detail working with like Southern Idaho and what they did like that so we could probably so far my understanding tonight you need approval to be able to film in a a at least from Roosevelt City to be able to film here. So that you don't have to go through the film.
Actually, you still have to go through them because we're working just because of the monuments that are involved with the state of Utah because national even though it's in the background scene, they still receive some good ones don't have anything. We still want to make it. So So basically, you just need to to come and do it.
Yeah. 18 days. Yeah. We said I'll bring the um the call time 18 to 18 about 4 hours at um in front of Marian's and then probably the time outside and inside. So and then I don't know how it works with people that kind of have extras and then people that will get sagged because then they'll have some kind of repres representation out of you guys too. So for that that process. So and then the feeding wise where we're going to feed is probably have to be up on city park or I don't know if we need to reserve that to cuz that's where we're going to feed probably everybody to walk in and out in that main street. So in that location and then the trailers I'm thinking like five trailers that are going to probably be there the ractors and the production as well.

The only thing I I just want to make sure we're following whatever like I'd like you to work with Mr. Bake and and our attorney and of course with Kirby with the roads and you know and of course the police. So I think if if we make a motion we want to make sure that you work with those in terms of of working out the logistics and all the legal and you know all that kind of stuff. I think as a board, at least as a councilman, I'm very supportive and think that's awesome and want to go forward. We just want to make sure we cover our bases. Does that make sense?
The discussion that we had um was uh approval upon pending legal review, which work the the details just fine tuning the details. Yeah, I I would say legal, but I also think our staff needs to be involved in that review. you know, the chief, Mr. Bay, Kirby, anybody that could be involved. The Dustin Glinds with the parks potentially Kirby shut down of the main street. We'll have to correlate that with Utah. It's their road, right? I don't think it'd be an issue whatsoever, but that's why Yeah. So, that will also require permitting because it's

I I I feel better about making sure that we have a lot of people involved to make sure and given your lead time, I think we have time that we can have that conversation and make sure things are done properly. Yeah, we do have plenty of characters. Well, it's a crazy story cuz I walked down and I didn't they told me what street it was on like it's called Monroe Street. So, I went there and I was like, "What the heck? Where am I at, man?" I was like, I had to walk across Beverly Hills um hotel across their park. And I was just like, "Where's this place at, man?" I walked around the corner and I was on Rodeo Drive. I was like, "Oh, man." Okay. It was a little bit too fancy for me. They came and got me and they took me up upstairs and it was it was so cool cuz um the guy was like he goes, "You have 10 films." Um usually I'll approve one. He goes, "But I'm approving 10 of these." Cuz he was just really excited cuz I'm all over. So my 10 films I got um I got one horror in there, I got two dramas, I got a comedy, and um it's just all over. So he's he he took all of them. And so what's cool about it, um, I have one, well, I'll just talk about one. I have one called Gusher, the area I wrote about the town of Gusher, and you know, it's a no man's land back in the day. So I have, um, Kevin Cosner's group, the group that made Yellowstone and, um, what's the, um, Landman. So his group is looking at buying that film, that set right now to Gusher and owning. So we're doing a negotiation right now. We're talking of that one. So we might have another film out out that in that township. So good luck.
Yeah. And then that's another one I'm working with AMC on another film called um it's called um it's apocalyptic film but AMC is really interested in that cuz they're trying to tie it off with Walking Dead on that part too. So on the edge like it's on the Rest. So it's a movie zombies.
No, it's a movie about um zombies but we're from a native side that they don't bug us cuz we're part of the land and stuff like that. And so they're really interested and so walking down it's like what the heck? how are these guys living and they're not bugging them. So, it's just like so I have that uh director and people looking talking with me on that set. So, to write more and I got DC comics right now that not DC uh media that's working with us right now on a sub thing of Wonder Woman with Apache Chief Apache Warrior Chief on that one too. So, I'm working on that one too. So, I've been flying to Los Angeles probably two times a month, man. I'm getting more out. So, but it's been it's been a crazy ride meeting all the people and stuff like that. Thank you.

so I'll kick this off and originally Grant was going to be here. He is unfortunately in New Mexico. He apologizes he can't be here. So Grant was able to review all the exhibits, everything in the packet, and he's not here to answer any questions, but he did want me to tell council that legally speaking, his opinion is everything meets his his concerns there. Um, he does have other reservations, other concerns with it, but legally speaking as a city attorney, he it does mean everything that is that he was looking for on there. So, at this point, I'd like to turn the time over to Cougar Lib. Um, sorry guys, put on the spot. I know you've talked a lot, but with the new council, I think it's good that they come up and just give you a quick overview, address anything that's in any of these as well. Um, if that's okay.

Oh, you're good. All right. So, I apologize. It's been a little while since we've uh provided some of this information. My name is Doug Moore. I'm the field representative for DGS um for the Roosevelt 3D survey. Um I know back in se September September we did a more detailed presentation where we showed the equipment we're planning on using and the uh general areas and whatnot. After several months of going back and forth, we have uh modified the proposal, increased compensation, um increased the bond amount. Um we initially provided some exhibits where we would like to put stuff. Since that point in time, we've worked with staff to actually go on the ground and actually get GPS locations of everything. And that's what got uh resubmitted yesterday morning. Um, I guess is there any general questions that you have or is there anything specific that you would like me to talk about?
Well, I got one question. Well, probably a couple, but we'll start with this one. I appreciate Grant doing the review and we do know there's a 5year bond. What 1.2 million? 1.5 million.
1.5 million. I guess my question is is you know dealing with bonding companies and trying to determine what the causation is of you know say damage that occurs after the seismic testing um how is that determined like maybe two years down the road how difficult is to approach the bond and say you know we've got a leak in the water line how are they going to fight us on you know what was the cause of that or you know what's been the real world application of Can I weigh in on that? Doug, anybody say your name?
Uh, my name is Bruce Lindsay. I'm a seismic consultant. Um, my experience in and the the particle motion engineers will tell you that damage from seismic is immediate. there. We've got a 5-year bond, but uh if we're going to damage a water line or something like that, it'll be immediate. There is no residual. Um utilities are constrained by the ground. So, when you vibrate them, the ground keeps them in place. And very, very rarely did we ever get utility.
Okay. No, I appreciate that. It sounds like it's immediate, but it still may be maybe one of those things where it's a a leak enough that Kirby, it may take a while to actually locate. I mean, you you mentioned one time that you had fairly significant leak. So, depending on the soil, if it's real rocky or whatever, it could leak for quite a long time before it might surface. That would be my concern. Right.
So, every point we shake, we will provide the city the actual position that we're we're on. So, I mean, this sounds bad. If there's a leak right where we show in a reasonable time frame, we're probably going to be on the hook for it. So, um, our preference is that I mean, you would go to us first and we would try to figure out and compensate before you. What's kind of the general proximity of where you do the seismic testing to where what's kind of the radius of you know if something does happen on in my 20 years I've not what I've seen damage has either been where you strike something or where you crush something. Um so it's usually fairly obvious. I have not seen I have not seen um infrastructure otherwise.
Well, I've been doing this 50 years. It hasn't all been doing field work, but I've damaged two lines. Uh one was a translite line in some really soft sand out in West Texas and we put the vibrator pad right on top of it and broke it. Uh the other was actually a water line and it was a unique situation because it the there was a cavity that had washed out. There was already a leak. There was a cavity that had washed out around it. So the ground wasn't supporting it. Uh but the general rule of thumb is um if we don't set a vibrator pad right on top of it, we're not going to break it. And it's uh we've actually done films uh we did a film in New Orleans where we put cameras in an old clay pipe, clay sewer pipe, shook right on top of it. It's I understand the concern, but uh history has shown that we just don't we don't do that kind of damage.
Yeah. And we've also for in town for on the city streets we've swapped the vibes that are less than oneird the weight and one third third the force. Yeah which really frankly is not necessary but it was anation an extra the concern was more for the road dates as much. Is that correct? Yes. Then my my second question is you what does this the results of this testing does it mean for the oil production you know like SM energy for instance what does this mean for you so

so with SM um to answer that more thoroughly we can have Our geo physicists give you email Josh a PowerPoint to really demonstrate the why. Well, what I'll give you a brief idea is we're drilling we drill down roughly to 8,000 ft or so within horizontally. We're we're drilling 20,000 foot well nowadays. That's a lot of rock between one end to the other. And so what this allows us to do, new technology, the 3D imagery, it'll allow us to avoid, we can, we know where the water's at. We know where the oil's at, we know where the gas is, and we know where there isn't anything. So we'll avoid that in our cube development. But obviously just land. But I wanted to suggest that last time Josh is we'll get our with our geo physicist team and give you a presentation of of why because it is very interesting and very helpful.
Well, the reason why I pose the question is you know in general I want to be supportive of the oil production industry in our area. It works well for the oil industry. It usually benefits Roosevelt in in some regard. You know, honestly, Bo, it's like each well cost us $13 million to drill. If there is 8,000 ft within that well board that ends up dry hole, yeah, this info allows us to get above that or below it. Yeah. It allows you to be more effective in your your target zone.
And and also crack stages, figuring out which stages to to uh avoid due to do the stuff you might not hit it, but might be just off. So you may want to avoid fracking in certain areas as well. And one Mr. Cloud is a subject matter expert also. So I'm sure I probably shouldn't ask the question.
One thing I mean like like Joe was saying is I mean the 2000 or 20,000 foot laterals we're drilling. Um land disturbance becomes so much less. Like if you go out to these old fields like south of Meen, I mean there's there's 20 and 40 acre wells. There's wells everywhere. Well, what they're doing around the city of Roosevelt is allowing them to put 12 to 20 wells on one pad, which creates a lot less land disturbance, but allows you to get the oil out of the reservoir as well a lot better, more efficient, less wells, less pipeline, less less infrastructure,
disturbance. Yeah. I I did actually speak with Scott Duncan last night and uh he mentioned that not only SM but Finley 4 point and Crescent would be interested in the information and I think we've been kicking this down roadway a while. Um my understanding staff is relative staff is relatively neutral on it. We feel like we've got the right parameters in place to, you know, protect its interests and it infrastructures. I think Kirby and his team have the ability to blue stake and be on site for when the testing is is going on in case anything is damaged immediately.
Grant it. He's good from his perspective. I I don't really see a reason why we could keep kicking this down the road. I I agree. I've I've read through the different cities that have put in letters of recommendation, which is which is good to hear. Um they do value you the work you guys have done and um I don't see an issue with it at all. Did you also get the letter from Tony Loopa there? Okay.
Yeah. I I was I was actually concerned with um the seismic the whole process and u that was kind of the reason that I got a hold of Scott. I had some questions for him and Scott was very um supportive of TGS during this process.
I said I'd like to support the oil and energy industry much as we can. That's, you know, good for the Roseville city and citizens. If you're okay with it, mayor, I entertain a motion to approve this and get it off our plate and let you guys get on with your job. Okay. Uh Josh, did you turn the time back over to you? Uh any any additional from the city as far as the only thing I want to address is Bose's comment where the city is city staff I should say is neutral. That does not mean that we're against it by any means. Doesn't mean we're for it. We had some concerns at the beginning. They did address those concerns. This is definitely something if city council wants to go this direction. staff can't handle exactly as Bo said. So being neutral does not mean for against staff, right? Staff believes this is more of a policy decision. Can we do it on staff side? Yes, we are happy to do what council's direction is. I was going to give you guys an update on the budget, kind of where we're sitting right now. Um, where we are halfway through the year. It's kind of a good time to look at where our revenues and expenses are trending so far. Um, so that's what what we've got here. Um, go ahead. There's your picture right there. That's what I was just looking at. I saw you came. Do you see me? I need that one.
Okay. So, um, in front of you, you should have a budget in a bind book. Um, so I started with new council to give you guys a budget so you can see everything we've got. So, that's the first section is all the revenues that we've budgeted for this year. And then the second section is the expenses. So if there's any department specific you want to look at, it should be a department per page as far as the expenses go. And the revenues are kind of all combined there together. It does show um each name should show which department it's for as far as the res. I think my question for you, Zeke, would be if there's any anomalies or differences that you see years previous on both sides, revenue and expenses.
Yeah. If I can look through these, I can see these, but there like major differences.
Um, there's really not um, and we'll go through it as we do the next year's budget. We'll go over kind of what we're seeing um trends for the current year, maybe what we want to address for the next year. Um and we'll kind of get into that. Usually April, Mayish, we'll start getting ready for the next year's budget. But as far as right now, um everything seems to be running smooth. Um, like I said here, we'll go over our revenue and expenses and and that's just kind of if you want to see what any department has budgeted for the year, you kind of go to that department and see what their aotted for that year. Um, and we do have this digitally obviously. So, if you're trying to find something, you're having issues, come talk to me. We can look it up. Um, but this just kind of gives you a basic overview of what we budgeted for this year by each department of funds. You see, I don't I don't remember which meeting it was, but you have been auditing and uh AOX came in
and how is that going? It's good. Uh right now we're working on fiscal year 25's audit. Um so we're we're working through that right now. Is that that just seemed like you were correcting a lot of issues that had happened. Yeah. A lot of that we're putting in a lot of time doing that. Yeah. And a lot of that we had a system conversion that caused a lot of issues and so a lot of stuff was just get just smoothing out that transition was a lot of work. Um I I confident that this year's a little lot smoother. Are you still working on that as well on the conversion? Yeah,
it's pretty much done. Yeah. So So um you should have uh also a packet of charts. Um the first one should say general fund at the top there. Um it'll it's separate from the book. It's just a separate little map like this. I got it.
Um so that there just shows you the So each um valley is the beginning of the fiscal year and then the peak is the end of the fiscal year. So I wanted to give you kind of a three-year timeline so you can kind of see how we trend over the past couple years versus where we're at right now. Um so in the general fund the first fiscal year would be fiscal year 24 we came out the blue is our revenue orange is our expenses we we had the surplus of revenues and then the next fiscal year we had a little bit higher expenses and then this year right now we're trending um really well like about a million dollars of revenue over our expenses. Zeke, wasn't some of the fact that we were have more expenses for the 25 was because some things weren't put like in the right it seems like I remember you saying something like we we budgeted at certain time but then the bill didn't come till later earlier or something and
yeah and that was in one of the findings that we didn't do a budget opener um before the year ended and so we weren't able to fix any of those issues. That's that's what I was thinking. or something along those lines like we weren't able to fix some things. So that's what caused the problem. So
So right now Jonathan's looking really good. Um the next one is the debt service. That one there's not a lot to that. So each graph here or each fund is basically its own business. So um the general fund is its own, the debt service is its own. We just transfer funds to debt service from the general fund to cover our debt each year. And so the revenues and expenses are pretty much always going to be pretty close to the same just depending on our debt payments. So that one's great. Um the next one's capital projects. That one has some work to be done this year. So our expenses capital projects we typically with grants we have to spend first and then we get reimbured later. So you'll kind of see a trend here of our the first one the expenses were way high and the next year our revenues were higher because that revenue kind of came back and made up for it and then right now we're kind of so it's it's just up and down each year and it should be every other year just like that is what we would expect. Um currently right now we do have some pretty large grant reimbursements that we're expecting to come back. Um I know at least $2 million worth of of revenues that should be coming in. So, we're expecting that revenue to come out um in the next half of the year, but that one is got that gap, but we do expect that. So, it's it's on trend what we expect right now. Um the next one is water utility. Um that one's trending well. Um our water fund does the best. That's kind of our cash cow of the city. That's where most of our revenue comes from. So, it's it's historically done really well. As you can see, every year the revenues are a decent amount higher than the expenses. Um, and it does hold the majority of the the cash that we have, which I'll go over on the last slide. But water water's doing well, as you would expect. Um, the next one, the sewer utility. Um, right now, um, our
expenses are a little bit higher than our revenue, but that expense graph seems to be leveling out, and I would expect that revenue to to surpass it here. And we have a couple a big expense recently. It seems like we'd get something out of the sewer pond. Yeah, we had to uh replace um the pumps, right? And they're all wore out and I'm just doing a couple a year, right? So, we can get them correct.
Um the next one is sanitation. Um sanitation has take a little bit of work to get um figured out. So, that first graph I think is when we were trying to get that figured out. Our expenses ended up being higher than our revenue. So that one came out in the hole at the end of the year and then last fiscal year it was able to get on track and I attribute a lot of that to Rhonda and Taylor. They did a lot of work in getting that set up and and Taylor manages that revenue stream and and the billing and and that's really gotten um figured out and is pretty smooth running right now. So last fiscal year our revenues came out a little higher than our expenses and then this year, you know, we're trending that same and it's staying. that first one, it's it's kind of up and down both expenses and and and I think it shows on that graph that we're we're getting that figured out and and it's headed in a good spot right now. Um the last page is our cash. So on the far left, the total the city right now has 15.8 million in our our s basically our savings account right now. Um 11.1 of that is is earmarked from the water utility. So the water has has made that money and and just set aside each each year. We can use that fund funding in other places, but it it's treated like its own business. So if we want to use that, we have to do a budget opener and and a public hearing and and to move it over, but we can if we need to. But but that's the water utility. Um general fund has 3.8. Um capital projects are still on low right now because of the lack of revenue. um sewer utility 2.9 and sanitation slightly under there as well. So, as far as the cash we have, that's how much we have and that's what it's assigned to.
Looks like we're in good shape. Yeah, things are going really well. Um Roosevelt City um has been doing great over the past, you know, as far as I could look back and I, you know, we're trending well. Our revenue is continuing increasing. So this means the board for that extra cash. There's always something. Yeah, we do like to keep a threshold of a certain amount of money to cover ourselves. You know, we don't want to get too low, but we try to keep around that 12 to 14 million in between there somewhere. So there any questions? Any others? Thanks for your efforts. So, I know that we work hard to try to make sure we're not the the citizens are not covering all that cost that we're trying to find other revenue sources for those things. There's four members, three or one mayor and three council members. Unfortunately, we tried to get them at the local officials day at the legislature. That happens tomorrow. It actually filled up and we were told that there was no no more room. So, we are well at this point we're probably off the wait list. It's probably too hard to go tomorrow. But Brock Arnold has been fantastic of working with our new mayor, Hunter. Last name just
Yes, he is our new mayor for the youth city council. So, we're really excited about this. He has a lot of great ideas, a really great plan. This will be something that we continually grow and help those high school kids be something that they take pride in. And ideally, not ideally, it's going to happen. They will be bringing projects and ideas to this city council for input, participation. So, we look forward to hearing from from them.
Yeah. I I uh made the made the comment and suggestion that those with coming in with this city council, the youth city council, that you know that maybe Roosevelt City would be able to sponsor maybe some scholarship money out of this. So just a suggestion on my part and I I don't know how we would go about doing that but the council's um would be in agreeance with that. We could talk about that in a further future. We we would need to put that as an action item. So I definitely I'm supportive if we can you know we would have to probably reopen the budget and figure something out or
what one option we have. I have had staff to already start budgeting for fiscal year 27. So we're already working on the next budget. This is so the timing is opportunity for that. No,
speaking of youth, I uh I would like to propose as well that since we're talking about this that uh I go to a couple of schools, take the day off and in the morning go to two different schools, maybe the afternoon go to two different schools and have a mayor for the day and make some kid the mayor just, you know, just I think it would be good to have that exposure with the kids and and you know the kids get the exposure. So, um that's something I'd like to do. I'm just throwing that out and letting you know that that's what I'd like to do. I will probably approach some of the schools and see if they would allow me to do that. I will uh bring it up with the uh superintendent next week when I meet and see what he I think we should start there and see what his feelings are and then if if he's uh and he can meet with the principles and kind of get feedback and I can get back to you but I'll check on that. So, what I'd like to do is just hang out with them for maybe a couple hours in the morning, two different schools, and it's an opportunity to for kids to kind of it's a fun way for them to be exposed to city, city council, and mayor. So I think there that's definitely something they're interested in. It fits within their curriculum. So

Um, I think that the city should pay for a marker uh that puts down who kind of donated, what's not part of, etc. Uh Dan Karen brought this by. I think they want to do something like this. It would go below in that you where it used to be the old rest area. That's now that's been dedicated as a a veterans memorial. Um which we haven't uh done, but at some point we would like to get a veterans memorial. The problem is they're running 1 2 million depending upon what you do obviously. But I do think we ought to get a marker. Um I think we did set some budget aside for some of that. um if maybe Mr. Bake could check and then um obviously the council we would need to approve. So what I'd like to do is go back to Dan get maybe a little more of a design of what their thoughts are but basically um it would be a metal marker maybe uh connected to stone in that area that would uh you know just kind of say a little bit about it and then who donated etc. But I I I think the city should pay for it. I I can't remember numbers, but I I would bet 5 to 10,000 is what I'm guessing depending upon what we do. Um I don't know what was budgeted, so I think Mr. Bake would have to check into that.
Does that memorial have a name? Fallen Sold or something. I don't know. That's a good question. I think that's Dan and Gary have a name. I just don't remember off.
Gary and Gary. Yeah, the Gary and Dan really spearheaded and got the work done. Um, you may have seen the little ones uh that are modeled after it. There's one in Ryan's office. I bought one and have it at my house. I know there's several people that have bought those just to help some of the cost with that. So, that a lot of uh donations, etc., but I think as a city uh because of their efforts and all the donated labor, we ought to put a marker up uh there. And I know uh I I think we could get it done budgeted from the city. If not, the council does have a little bit of discretionary and I would recommend we use some of that uh depending upon the cost. So anyway, I just wanted to bring that up, but it it would be pretty heavy duty as you can see here. Um and he knows I think his son or somebody does the metal work. I can't remember who it was, but I think it was his son.
So we do have some money budgeted for that. Uh Ryan's been working on the the other projects that we've completed on those donor signs. We have one at the nature park, but after we got that one done, we were looking at trying to make a more uniform,
right? And that's and they would like to do that somewhat as well to kind of match the city. Um, they just had this is what I was brought today and I did I I didn't find out till I got here and I was hoping for more of kind of a a rough drawing, you know, some sort of either sketch or digital uh thing and I can work with them on that. But I just want to make you aware that I think as a city we ought to put something up because I appreciate their effort and all the the donation of time and money and effort to to get that up and I think it looks awesome up on the hill. So, I I totally agree with that and I fully support it. I think um I just don't think we do enough for our veterans. So that's another way just a small gesture of showing our appreciation and the sacrifice of
our veterans. Thank you. So question is how do we go about doing this? Is it is this a is this a an action item that we will need to take care of in the next meeting or we can move forward with it? Ryan's been working on it. I'll have him come report to council what progress he's made, get input and see where we go.
Yeah, I think the only thing really is if there if there's any concern on the design or anything to council. Um funding wise, like I said, I think it's already been budgeted. We would just see it as an expenditure. If it went over what was budgeted, then yes, it would have to come to us to maybe approve some extra money, which could require opening the budget or just using council discretionary fund, which I don't think we've used it yet this year. So, I would I would that would be my recommendation is to go there first. So, I also was wondering um if you could follow up with the trash day, the the cleanup uh a date. I think we need to get that going. I know the interfaith council would like to um start talking about that and and organizing. I know they've got a big Easter thing. Uh maybe Audrey can talk or Councilwoman Goodridge can talk about that, but um I know they got a big Easter thing in March at the nature park, but I would I know usually cleanups in April and sometimes we don't get on to it till it's like right on top of us. So, if we can get that kind of uh put down, figure out the date and then start advertising and planning and then interfaith can help with some of the cleanup in the city. I know them and the Thompson House of Hope, they do a great job of coming out and helping with city cleanup. We also had to mention the chief's going to Washington DC Sunday.
He will be reporting uh to committee to the Senate. Senate committee. Yeah. So that's pretty exciting. He's Did you just Did you just find that out today? About 30 minutes before you and I pretty That's Do Do you want to report on that? just kind of give them an idea of what you're going to be reporting on.
It's on the uh he's familiar with the first net system. What's that? Yes. First responder uh we take priority in catastrophes where our cell phones and we we have in the city uh on our laptops uh say for instance a a a disaster or or a group of people in one area uses all their cell phones, we would then take priority over that to be able to do our work and communicate. And that system is federally funded was given through or given to 18G is federally funded. There's a sun set clause on that that ends on uh 2027 and the Senate committee is looking at um to our money to to continue funding that. And I'm one of a handful that will testify to the Senate uh with Senator Curtis's invitation to positively to ask them to be funded.

What about the economic development ones as well? That's kind of Exactly. Great point as well. So, that's one thing I'll sit down with mayor and go over all the committees with him because economic development is another one that's kind of up. I will I will be here Thursday at 4:00.
