City Council - Regular Meeting

Good evening. Welcome to the June 2nd, 6.30 p.m. City Council meeting. At this time, we will have the Stanford Pledge and Prayer. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Let us pray. Dear Heavenly Father, God, we just come to you, Father, thanking you, Father, for what you do for us, Father, thanking you for what you do for this city. Father, I just pray, Father, that this city will grow, Father, and that it will prosper, Father. Father, and I just pray, Father, for the council here, Lord, that we would make decisions, Father, that is beneficial to our city, Father, and our citizens, Father. And I just thank you, Father, for all the employees. And, Father, I just ask that you bless them in a mighty way, Father. Just bless them that they are servants to our citizens, Father. And I just ask that you pour out a special blessing on the citizens as well, Father. I thank you for what you do for all of us, Father, and I just praise your name.

Hi, Bob Kimmerer, for y'all that don't know me. And for the last, well, I live right outside of East Grand. And for the last five years, I've been trying to clean up the trash on East Grand.

And I was wondering, I'm not asking for help to clean up some trash.

I'm asking, is there any way we can maybe get a maintainer run down through there to make that road passable again? Yep. For the time it, when it rains, there's six to eight inches of water. It's a bad deal.

You know, we get the street department on that. I think they probably forget that he stopped.

I called and left a message. I didn't hear nothing back, and I was like, well, I'll just come see y'all. So anyway, I'd really appreciate it.

Yep, no, we can take care of that.

And if there's no other, then we'll move forward to the consent agenda items five through eight. If there's any questions or comments, and if there's not, then we'll go ahead and entertain a motion.

And all in favor? And it passes. And then item 9, consider and take appropriate action to award a bid for covered parking at City Hall and the Borger Police Department to Plains Builders in the amount of $107,760, utilizing the text by purchasing cooperative contract number 023-086. Mr. Spradlin.

So we've talked about this during last year's budget process. We're kind of finally getting around to it. We budgeted some money in the police department for their back row behind the fence. So this will be 10 spots back there, which is where they park the unused patrol vehicles. And then this would be the back row at City Hall along Weatherly Street, which would allow us to put all of our pool cars and the vehicles that stay up here under covering. What is proposed is pretty much exactly the same thing you see out at Country, or weapon company Chevrolet so it is a powder coated steel cantilevered with footings so you know they'll be engineered to make sure that Unlike some carports in town, when the wind blows, you know, they don't end up on the neighbor's face. With them being still kind of levered like that, it won't block the view like some of those will. They'll be a little higher, so the bus will get under it. So this is kind of the last project with the money we did for City Hall improvement. So Fund 52 right now has... A little over $500,000 in it, and so this will be $107,000. That's $519,598, so this $107,000 will come out of that. And then the only other last thing we've got going is the replacement of the two parking lot lights out there. So if you've noticed, we took them down because they weren't broken. We've got the new ones on order, so that will be replaced, and that will be the last of that project. So this is coming out of the funds for there.

So, other questions? How many cars will fit under each canopy?

So, it's eight at City Hall and ten at the Police Department.

Ten vehicles? Right. And how many covers? Is that what I'm saying? Is it one big one or just like two cars?

I haven't seen the exact drawings. I think at City Hall it'll be three and it'll probably be, there are generally four spots per cantilevered unit.

And it will only be that one row on Weatherly. And then at the police department behind it.

Right. But like right in front of the portable building or what was the temporary fire station building. So on the very backside in that little fenced in area where they secure their squad cars.

Okay. Yeah.

So I know people might want more, but I don't want to take up our sidewalk back behind City Hall. I don't want it to look necessarily like a car lot, but we do need to.

And so it'll just be kind of. Other than the city cars, it'll be like first come, first serve.

For the first time in my entire career, people might want the back row instead of the front row.

I move to award the bid for covered parking at City Hall and the Border Police Department to Plains Builders Incorporated in the amount of $107,760, utilizing text by purchasing cooperative contract number 023-086. Second. All in favor?

We'll take out all of the pavement and all of the old concrete. It will put back in a new concrete intersection there. But it will be laid out in a star pattern and then be laid out in a star pattern. And then the crosswalks will be stamped concrete and a colored stamped brick paver layout look. So, of course, that is one of the most traveled cross intersections. So I think, you know, there is some benefit in having it concreted. Mm-hmm. Anyway, and so then if you recall as part of our microsurfacing agreement or microsurfacing project this year, we're going to microsurface the rest of Main Street. So this year we'll get that new intersection and then we'll get new surface on the rest of Main Street downtown. So like I said, it will be stamped concrete. The low bid was 95.5, which is below the state bid threshold. So we didn't have to... physically like go through the competitive bidding process so we did just get a couple of quotes to see what that would come back and make sure to see if we did need to go out with that since the low bid is below that we do not this is a little bit below we kind of set an internal kind of goal of getting it at a hundred thousand dollars or below so we're a little bit below that carter sand and gravel has done work for us before they did all of the concrete and dirt work for the dome project So they're more than capable of doing that. They also did some of the work, I think, on 10th Street or maybe the parking lot. But we've done a couple of projects with them through. They were the subcontractor through a couple other projects. So I don't have any concerns about using them. This will be paid for out of the Transportation User Fund. So we do have funds available there. The current balance is $781,000. Current reserve balance is $781,000. So this will come out of that.

I move to approve the low quote from Carter Sand and Gravel for the 6th and Main Centennial Intersection Improvement Project in the amount of $95,500. Second.

And then now we will, in compliance with Chapter 551, Texas Government Code, open meetings The Board will retire into executive session relative to Section 551.074 for discussion regarding personnel matters. Discuss upcoming appointment of the Board of Directors of Borger Inc., the Borger Economic Development Corp. And so it is.

Okay, we have now returned to open session where there was no action taken, but at this time we will move to Item 12, consider and take appropriate action on Resolution R-020-26, appointing three members to the Board of Directors of Borger, Inc., the Borger Economic Development Corp. And if anybody has any discussion, if not, I'll just entertain a motion.

I move to appoint Michelle Griffin, Kelly Payne, and Clesta Collins to the Board of Directors of the Borger Economic Development Corporation for a term beginning on July 1, 2026 and ending on June 30, 2029. Second.
