Introductions
Introduction of committee members, Town staff, and others participating in the committee's work.
Review of Committee Charge and Authority
Review the action establishing the Geothermal Energy Committee and discuss the committee's responsibilities, authority, and expected work product.
Committee Mission and Focus
Discussion and development of a consensus regarding the committee's mission and principal areas of inquiry, including the questions the committee should seek to answer and the recommendations it should ultimately provide to the Town.
Selection of Committee Officers
Consider selection of a Chair, Vice Chair, and any other officers the committee determines are necessary.
Administrative and Meeting Procedures
Discuss basic procedures for conducting committee business, including: - Meeting notices and agendas; - Minutes and recordkeeping; - Freedom of Information Act and public-meeting requirements; - Public participation and public comment; - Distribution of committee materials; and - Staff support and the committee's primary Town staff contact.
Meeting Schedule
Establish a regular meeting schedule, including anticipated frequency, meeting day and time, and location.
Committee Work Plan
Identify the principal subjects the committee should examine and establish an initial work plan. Topics may include: - Existing and emerging geothermal energy technologies; - Potential municipal applications; - Identification of Town buildings, properties, or projects that may warrant evaluation; - Capital and operating costs; - Potential energy and operating savings; - Available state, federal, utility, and other funding or incentive programs; - Environmental and sustainability benefits; - Technical, regulatory, and site limitations; - Examples from other municipalities; and - Potential consultants, utilities, agencies, or subject-matter experts who should be invited to assist the committee.
Information and Research Needs
Identify documents, data, presentations, site information, cost estimates, or outside expertise needed for the committee's work.
Assignment of Initial Tasks
Assign research, outreach, or information-gathering responsibilities to committee members and/or Town staff as appropriate.
Report and Recommendation Schedule
Establish a target date for submission of the committee's report and recommendations to the Town Council and identify any desired interim reports or presentations.
Matters for the Next Meeting
Identify subjects, presentations, documents, or decisions to be placed on the next meeting agenda.
