We'll move ahead. The Independence Day Proclamation, Mayor, are you giving that proclamation? And I'll be receiving that on behalf of the city. Service award, that is for Ashley, I'll be doing that.

Five years, we're very excited about that.

Anything on the consent agenda that council would like to discuss today? The first item on the regular agenda, the Tiki Point monitoring. Any questions there?

I don't have a question, but I have a concern because this is, and I'm hoping this will be corrected once we look at procurement better, but it looks like we sent out a bunch and we only received one response, and I think that's concerning. So hopefully we'll get that to work out much better for us once we do that. I know it's not your fault. We just have to figure out how we can get more people to want to bid on our stuff in the city.

Sure. A very specialized project. Yes. Procurement does reach out to a number of vendors, encourage them, explain the project, invite them to apply. We certainly can't force people to bid on a project. Exactly. The next item is the nomination of Gilchrist Park to the National Register of Historic Places. Questions? Okay, purchasing a sewer cleaner, a 12-yard combination sewer cleaner. Any questions on that?

I was just hoping that at some point we can figure out why three out of the five proposals didn't meet the requirements. Was it just the bidding, the too high bidding? Maybe I just missed reading it, I apologize.

Good morning, Anne Heiner, procurement. The departments give us very specific specifications of what the equipment and vehicle and really any project needs to conform to. We send those bids out, and again, like the city manager just mentioned, we can't control who bids or who doesn't bid. So the ones that did not, They didn't meet the specifications in order to perform the task that equipment needs to. It didn't meet the blower specifications that the department specifically said they needed to do their tasks.

It came in under, which is wonderful. So we're getting exactly what we're looking for.

And we were able to get three additional warranties on it and still come under budget. That's awesome. Great job. And just to mention on the environmental study for the Tiki, we did see that there was low participation on it. And the department, they did give us some firms to contact, which I contacted every one of those. Also gave them a courtesy copy of the bid document. When we realized that there was low participation, I stayed after and contacted about 10 additional firms, Googling, talking about the project to them, sending additional courtesy copies to them. So like she said, it's a very specialized project. So we do very much do our due diligence to try and get high participation in all of our bids. Thank you.

The next item is re-engaging with Weiss, Sirota, Huffman, Cole, and Bierman regarding land use actions. Any questions there? Project updates? The council policy review of operations, finance, and aesthetics.

I do. Hang on just one second. I'm sorry. Jennifer, I don't know if you or Sarah held in abeyance the policy 0201. Could this be clarified a little bit more about what this is? It just says held in abeyance since February 21st, 2007, and it was adopted on 2002. I just, it just doesn't have any details on it. I was just curious.

Okay, and which policy was that again, I'm sorry?

0201, and you can bring it on Wednesday if you have to. Yeah. I think the other ones I you know, we can ask also, I think that Oh, and I'm sorry. The sale of surplus property policy 9902. It talks about for real property valued at less than 10,000. And this was done in 1999. I didn't know if that price should be changed, you know, where this where this goes to, if there's anything that we should be looking at any differently, you know, to have your professional input on that.

Our general practice has been we don't have a lot of surplus property that generally in the city that I've seen in the last 14 years, I think it's been one property. And what we basically been doing is is putting it out to bid regardless of the value of the property so we can receive as as much as we can for the city.

So do you think this is something that needs to just go away?

Possibly, because I think state statute says that it has to go off to bid. Okay, perfect, thank you.

When the audit needs to be completed?

So there's no specific date of when you have to make your award by but our audit does need to be completed nine months after fiscal year end. So June 30 of 2027. Thank you.
