26-54359 Recommendation to determine that the project is within the scope of the project previously analyzed as part of Categorical Exemption (CE-22-187) and warrants no further environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162; and Approve a one-year Time Extension (TMEX25-010) request, and reaffirm all findings and conditions of approval related thereto, for a previously approved Conditional Use Permit (Case No. 2207-32) for a two-year temporary trucking and trailer storage use, with an option for three one-year extensions potentially allowing for a total of five years, on a parking lot at 2131 East Wardlow Road within the Business Park District of the Globemaster Corridor Specific Plan (SP-3-BP). This request is the 2nd one-year extension of this Conditional Use Permit. (Districts 4, 5)

26-54360 Recommendation to accept Categorical Exemption CE-26-003; and Approve a Conditional Use Permit (CUP24-012), and adopt the proposed findings and conditions of approval related thereto, to allow the establishment of a nightclub/lounge at an existing restaurant with a Department of Alcoholic Beverage Control (ABC) Type 47 License (On-Sale General - Eating Place) located at 217 Pine Avenue in the Downtown Plan (PD-30) Planned Development District. 26-54361 Recommendation to recommend that City Council adopt a resolution to approve and certify an Addendum (EIRA-01-23) to the Program Environmental Impact Report (PEIR) prepared for the General Plan Land Use Element Update and Urban Design Element (EIR 03-16) relating to map and text changes as well as implementation of the General Plan Land Use Element through an amendment to Title 22 and the rezoning of designated corridors in the Greater Bixby Knolls Area and that no new or different mitigation measures are required; Recommend that City Council adopt an ordinance amending Title 22 of the Municipal Code to establish new zoning districts to implement the Neighborhood Serving Corridor Low and Community Commercial PlaceTypes of the Long Beach General Plan Land Use Element Update adopted in 2019 and to make minor amendments to all existing zoning districts contained within Title 22; and Recommend that City Council adopt an ordinance to implement City-initiated rezoning of select properties on major corridors in the Greater Bixby Knolls Area. (Citywide)

26-54358 Recommendation to recommend that City Council accept Exemption CE-25-143, finding the proposed Zoning Code Amendment and Local Coastal Program Amendment exempt from the California Environmental Quality Act pursuant to Sections 15304 (Minor Alterations to Land) and 15311 (Accessory Structures); and Recommend that City Council approve a Zoning Code Amendment (ZCA25-002) and Local Coastal Program Amendment (LCPA25-002), and adopt the proposed findings related thereto, to amend Chapters 21.15, 21.32, 21.33, 21.35, 21.45, 21.52, and 21.53 of the Zoning Regulations (Title 21, Long Beach Municipal Code) and Chapters 22.15 and 22.25 of the Transitional Zoning Regulations related to the definition of mobile food facilities (i.e. mobile food trucks) and their operation on private property. The changes to the zoning regulations will support proposed changes to Title 5 and Title 8 of the Long Beach Municipal Code. (Citywide)
