Good afternoon, everyone. We're going to call the Martin team social meeting. Board of directors
in progress.
We'll start the allegiance led by supervisors making. Is there a motion to acknowledge if a Is there a second? Sorry. All in favor? Aye. Aye. Public con And is any public con for item not or on the agenda?
If you'd like to make a minute, please provide a script card on Zoom, please respond. Raise an icon in.
Evening, survivors.
Since we're aware that, patrolman has been axed, I'm heading to the scene. And, the lab meeting last week, you read actively went back to the contract with petroleum. Obviously because spending you have to, but I want you to please consider and place a future agenda before the contract over, or actually before the budget is over, to consider Fresno's gas station The only gas station in San Diego County that contributes to tax San Diego County. There were two. Could be one probably within two years, so that's gonna build gas station or at Santa Ranch, but they're ways off.
And we need to renew all of it. Speaking revenue, I know that you're in discussion with Registe Solar Farm. As you are may be they are in OMS, had their office in scope, but the manufacturing is risk. In 2020, they expand that and that the agreement, their sales would contribute to San Diego Camp, not San Francisco and San Diego Camp. Therefore, San Diego Camp is getting sales to solve the sale of all the files sold to our facility.
It's facility to go and take a tour of. You have, I concurred to do so. And with regards to the evening means, I want you to take consideration, I know during this day, please intend to consider and more specifically, not your time as supervisors, but time of your staff. These hours would substantially hinder the pride life of staff members that have to during daytime, or you have to offer somehow day tower to into evenings. You're aware that meetings go up.
Supervisor's meeting last twelve hours and you've been hired and taken weeks and you tin because it's important. You tin on such on to other agenda. But this would add time for over the hours would have to be included into your budget. And so because of the allowance, you need to try to adjust their hours. That was so easy to take consideration. They all have children that need to care and so we need to make adjustments for each city. Thank you.
Next, James Ton.
Good.
And supervisors. I'm on a community action board for fifteen years now and I'm district district there but I'm here to
support county community development grants and service public public service applications to our needs a semis and direct out residents' priorities have come risk of the top. There I'm sorry.
Well, I'm sorry. Still on the end of early had Always. So we'll lock in at this as the the public room comes up.
Can find that out.
Do you mind if
I just It just takes a month. It's
over the rule. Alright. We have to I think you have
to take a look Oh, I did lose agenda. Yeah. Hold on. Okay.
Thank Sorry about that. Thank you. Alright. We'll move to the regular item. First agenda is the discussion interval of the human rehabilitation prompt change in terms of one, two, and three. And I think our
Good good evening evening. Chair and members of the board. My name is Tim Skada, a member the board's minister. On 10/14/2025, Sanito County entered into contract with the company for the Uniroh Rehabilitation Project in the amount of premium 151,457, being the lowest responsive leader for public being held October 1125. Following a pre bid conference and only the indications and series of request for information or RIs by the draft, changes to plans were designed.
So hence, hence, order number two, number three, are being proposed as result of plan revisions. Here are the summary of the proposed changes date change because this was actually to explore the capability of filling the project, accommodate start of construction during the during the receiving. But this proposed change was written. And so change number two is for January. These are mainly for as a result of the planned regions, mainly for the need systems and underground works.
And change number three is for $21,004.56, and these are also mainly for the a sites and relatives. This site is added this site after after the the project has been bid. It's not originally in the bid items. Sir, commission. Number one, discussion.
Approval of the union reputation objects orders number one, two, and three. And number two, authorize county executive officer to sign and reject order number one. Approval of case order number two for $94,080.42 dollars and approved order number $3.02 $1,736 for the two consumers not exceed 316,178 thousand. This amount use the price contingency of $107,072.95. If approved, total strong bond will be 3,057,705.
And number three is to add budget amendment solution in the amount of $2,400,000 increase appropriation for general fund serve to proceed with restrain orders and 30 to the to terminate the road and extensions at other day. And number four is to raise chair time resolution. And that concludes my presentation. Thank you. You put on the other side.
If you have to make common members provide a speaker on the please star under the band icon.
That they want to reject number one it's attached the agenda and can't search it so how does public get access to that? What difference when you're reacting? Public need to know rejecting the public's why it's being rejected and being changed order number two and two number eight. So, convened the authority to reject something that the public is aware of you're rejecting. Can the CEO approval sign something to amend resolution and come up with a specific number.
Again, the public isn't aware how you come up with this number. Samuel Kane has had a great relationship with Greg Rock and in the middle or at the beginning, this is one project. There are many other projects in Bernardino County rely on a Grand Rock, just because maybe that is the history and but our local as well as children that have history. But rejecting something the public's not aware of, I don't get a look. I'd like the if you don't want the answer to say, what's public information you could look for? That was told to me last time. It's open to some agenda. There's no reason for it to be planned agenda. You must be transparent. You speak out transparency and is not transparent.
And I'm gonna get to it, but due to my history, the CEO have meeting with Brock, it didn't turn out. And I want the regent to deepen with Brockton shifting.
I have for publiccom Thank you. It comes from the board of Mister chairman.
Comment which is made public works. Explained, I think, under two before change number one is not needed. Group was what was it was planning to do work in a recent, so they came up with plan phase pivot. Phase two, in case the rain lay with the speaker mentioned earlier. That's what was said by their because now project will go from there to finish throughout the breaking point. Two or three are changes listed in the agenda.
Mister Stella?
Bingo. So I just wanna make sure I understand this. Oh, sorry. So previously, the amount if I go to our original contract, the amount I signed the contract for is 3,151,000. Did that amount include the contingency or that did include contingency? Would not be
177 Okay.
And that's the contingency. Is that we considered change order number one? That will be a case
of change first, a small chart to cover that on. So you the authority to the engineer to be able to do change your data map. However What it is, but that we consider change number No. No. Site. Mhmm. Night truck. Set aside with the authority engineer or public working issuer, executing key strategic changes. So with
the country company. Okay. So what we're saying, we're going to do in order to a 114 $104,042 as well as change of three for $201,136.
Correct. So well as the contingency. No. No. You're not adding the contingency.
The amount include pre contingency allocation of a 170,000. Can you explain? Like, I'm having a hard time. Okay. And we just change one, approve order two, approve order three, and it says the amount includes previous contingent election. So where is that So just approving that out. We're gonna put the 3,000,000 or 67 plus contingency.
So the choice number one two are about $115,000. Right? That might include 140, $120,000. So it means you're not adding additional money. So include $120,000. It is including those $115,000. Should not be in any more to the 300.
And changed to three. One and three. Right. Okay. So change order when we had contingents built into. So the maximum we are moving, Botendi, is 3,400,000.
Yes. Regionally, the project has assessed at $3,000,000 Right. With the amount change orders, then need to go $2.5. The reason we do an entire transit because whenever the countries ordered in over last year Mhmm. But the transfer funding never pleaded. So doing transfer, we had additional $110 to address the changes. Gotcha. And it was gonna give a little room, maybe like $32,000 more to any time change. Hopefully, nothing else happen. But this one, I have room available.
Okay. Thank you. Thank you.
Mister Kura.
Okay. So I totally understand the confusion, supervisor Sello, and and I wanna make sure it's very clear transparent when you bid a, you schedule values and in the school values, you have a contingency that's approved in budget. Contingency was previously approved. Mhmm. It's amazing is that it wasn't transferred, which I thank you. Ken, that I'm in transferred and bring it to board to make decision of transferring. But also, like, thank you. And I have to think stuff because we're not approving a danger before the. No. I have been, and I think many of us include to think we've run this multiple times and change orders back to us for work.
After the point, you all lead in the work you never came in. I want everyone to understand in the public is that this is a change of business in the county. County is now looking at project, identify the problems, and come to the board for authority prior to executing chambers authorizing work. My concern is the contingent is only 120. Is that correct? A 108. I misspoke. 107. So in the future, these type of drainage plans and other things will be part of the original being process. These are loopholes bringing jurors to contractors as if we're not specific in our documents to ensure that everything's covered. Contractors will command of this. I'm saying granted. I'm saying that part of only bid what's on the document, and they don't ask for it. Guess what? Don't get with paying extra for it.
So this is where making sure the full scope in the future is identified. You don't have to large Georgia orders this. That falls on whoever it's our side consultants are doing if it's inside out. It's making sure that we are constant, have full soap, and have contractors assure their listings. Because if there are exclusions, need to know prior to. So I I appreciate that this come forward. I'm happy. This is the size of the changers. It's actually quite the point that we are in a shift now. I think this is an example of how we'll be able to catch things future and have some bidding issues. Thank you. Just wanna make sure you're We only have the information about thirty, thirty three thousand in remaining conditions with this act.
With 100,000,000 stranded end up, we will leave NYC, like, 30,000.
And have already discussed the names. I'm sure if you've already discussed. Have we talked to Contra? Are there any value engineering option that could save us a little bit in being into additional lenses? I'm assuming already in that.
We we indicate the CEO that we would like more chain source with your
So we like Nomar, but we can work we we work with the contractor and ask, you know, best practices in this road. What's this practice? Are we over estimating anything in order? So if it's value engineered, it would just be made could be Bayrock. It'd be striking. It could not eliminate it. It's the is the better assess. I am gonna leave that to the experts, not the expert. I just wanna make sure that those are the types of questions that we're bringing forward when working up these. But I wanna thank staff for making sure this was in advance of work being done because that's the purpose.
Thank you.
Mister Fraser Hudson. One of
the when are we currently to scale for starting just a public where I know
we have meeting early week? There's a thing for the public business, and then if we can call them is being approved, then we'll start on March 23.
'20.
'23. '23.
But that would be the initial that would be preliminary work, Rosanna, not the construction. Yeah. Would be the Specific things would occur. Can't recall what was the time for
First week.
No. We put in, but we are
really Two to two months completed. Particularly the work schedule. That'll be the summer. Hopefully, happened set. That's something like that started.
Right. In the contract, it's been the event working situation, but hopefully, the Queen is, you know, be for that durations.
Just reiterate again, I've said the CEO is that we I guess, Martin third is only it's in a week, so we should get the out. Layout the inspection for delay and things like that. What initial work, whatever initial is being done and construction six to start x and z. So I should get that out.
Supervisor Brown.
And I noticed that there are already markings outside the roads and see the road right now. We're digging up because the leads spectrum has come through with broadband. And if they are we will do the once we do not want to be a new road and then having them cut through. So the ordinate between any of the broadband or cable providers needs to be done because I see that already picked on the side of the road. Now, Deannaga is completely up and it's going over some areas with some residents not happy about. But if we can make sure that this coordinated, that'd be great.
Usually, flags are for UVA and the service card that would tell where the existing utilities are so you can avoid it.
Just don't want us to do work and have a strong connect to the fact. Dig up sides of roads can comprise actual road.
Yeah. Most of the spectra project right now is called direction board. So there is, like, minimal the the pool the pool bus. Minimal bells, they'd be just would pull the cables. Most of them are I mean, direction board. So there's no ends.
Yeah. I just wanna make sure thing is that we're coordinating it before we're be doing delays and repairing the road that we're not making it again.
It's a work. I think I wanna point out. One of the made a comment about how this gutted. It sound like it's more of a, Okay. Friends do the work. Make sure the letter stands. When product is out to bid through government, award to the lowest qualifier. That it's not about qualified bidder. It's a product. No patism, trans that's not really So those two deals insinuated earlier.
K. File your motion. All skin. Okay. We have just a second. Can a recall, please?
Supervisor Inger? Yes. Supervisor Eliquis? Yes. Supervisor Kaki?
Yes.
Supervisor Tull? Yes. Supervisor Kerr?
Yes. Fire a vote. Jim Piz.
It's 527. You can start the book here. Right? Can't answer. Do we need wait five or the other?
We wait
five three on that? Nice. Well, that works out.
Morning, doc.
It's like
Okay. It's 05:30. It's 05:31, so we're gonna get back to it. Start the procuring progress, please. Okay. So now we open the pub here at 05:32PM. County executive officer, we have a formal presentation on the member related community development grant.
So we
have a presentation to you and we'll open up.
Good afternoon, members of the public. My name is Pera Colum, the CEO of the council. I thank everybody who make the mega effort. I'm here to my work. I appreciate you all being the unique advantage as much as possible. I will go ahead and start to discuss the community by the program. Community by the program is non CD Pro. This is all fund that is available at the rural level. They may have it takes through state for all jurisdictions like It's not the national community. We don't get break location at all.
The rule usually is a county less 200,000 population. City is less than public. Our current nonchallenge housing income for federal and state just keep financial funding. Well, the program report on anything is to advise or foreseeing community flows as well as an amendment. There are have a variety of programs in place they can afford Every year, California receive for federal government up in $7,000,000,000.
In California, there are a. Are eligible for the funding. So, a high for funding. If you think about $27,000,000 value for that number of restricts is very credit run. So, had focused mostly low low end their income presence which is 8% of and that topic is third.
Find out this mean in 2026, September 26. And if we get work in the contract have three months to complete the preschool programs. Now vice mayor be is only allowed for cities and counties. And I need to keep in mind because a lot of prophecies have only cities and counties, and they could be nine in the state of California. Cities like Langherdes and Saxeys today with the direct allocation from the housing union government.
We reach the city through their own database. However, non profit assistance can be the recipient of the fund as long as county applies the CAC and the CAC as a representative within authorization to private program. So, staff has been working in HSS. Already have in mind applied for $3,000 for public service to prime number jump at a time. The mean available in four categories.
Number one, public services. Public services are programs available like bills on will, home publishing, services, cleanups, any of services, utilities, to assist individuals, assist the rental, those kind of grants. Planning permits are available for studies, like facilities, let's say that we're in a housing program. We have to a housing assessment sometimes. So we can show that we need that or can do other reports that assist when we send an application.
It's not meant for pending grants like size, engineering times, unless currently we've made an application for traction. So let's say we are in a project that is a portable health project, consume the plant at the same time. That is the only time you go for engineering, science, and environmental movements in that particular ocean. On projects, we have a level of 3,000,000 resource by infrastructure assets like 32,000,000. Programs are about 0.
Programs like housing like housing rehabilitation programs be available for the category. Whoever this the year and change the I want to keep that in mind. Every year, the housing and the the California Housing Community when make decision before beginning a year. What is you define? And way to do it pay the heroes, those applicants. So how to apply and how they can define it. This year is a very because $36,000,000. That's social funding. If you talk about what you said before, if you had $27,000,000, then online app, it might be eligible at funding at 186. Ask you an ID.
How committed finance? Each station submit to the application. Any bid by them, one project, research project, one program, or public serve firm, or project to public system or planning room. From a new service planning. So, you cannot make the following conditions to this program. The public we can approve. We cannot apply with only up to two public services. So, the only incarnation that has HSA. We have been looking at the possibility to buy for $20,000,000. We are required by the state of California and federal government to public to let people know about is available.
Public participation is actually get additional when we apply with public hearings and more netting will get signatures to both the prices and when you put that in mind. One of pieces I'm going to go to the a little more is the life span. As you know, for the last four years And, the county secured $1,000,000 through state of library and an as well. We look to add $3,000,000 and the service 3,000 and the other $300,000 for services provided by HSA. The reason why we wanna speak discuss how he increased so much in the last years.
The last time and. The economy has changed very much, really, and especially the current circumstances we're facing right now. You go to the state right now. You see the gas fee $5 of dollar galley. Now, and it's a new to perimedical solution. So, I wanted any chance in the middle price we fund to go to pick. And the key is very difficult financial solution for the library. We want to take proactive step. They're going to apply to additional need. Now, I will let you go and I'll to provide two proofs that they have in mind to apply that is provides assist to community view indicating and I'll look with you.
Thank you very much. Good evening, members of the public. And human services agency, the community's business enforcement will be some two pub service applications. One will be a category of home service. Quest $300.
As you know, the the shelter known as the home between meals and home opened in 12/02/2017 and that require over $5,000 to operate by the Rochester. The facility is equipped with the sick beds for the male and seen females, provide males free, provide range of supportive services including rapid house case management. There is a lobby room on-site. There's also security and really the port that need the one of the tips that we will provide. So receiving CBB months is a whole we have received in this year as well.
CG money only for the construction of the culture but also for public services. Activity will be aimed for it under the category and public service youth growing in the same amount of $3,000 for a program called Dream Culture Program. And this program provides solid assistance for low income children youth who otherwise not have the ability to participate in after school activities and social activities of their gestation, it's called Dream Culture Program. So if a young child would like to participate baseball and soccer and arts, dancing, whatever activity choice we have in this program, we would have program available to them so they could participate and we have some need with the lower income family has not only one child need but may choose for some more and that'd quite exclusive programs really as did anticipate serving no less 120 participants on a year. And this program is also gonna include a summer youth activity as that young individuals can also be engaged during the summer months in earn a kill, earn a weight.
And for to be a provider of defense. 1986, the CWKHSA with disabilities received 21 CBD brands totaling $30,000,000 and bring from house rehab, domestic violence, homelessness, youth employment grants, child structure, utility assistance, others. And grants have been managed by TK, CSED, also with the advisory of the connection board and final approval of the supervisors have been established every time in application submission. That includes the activities that we we as well have access.
As we mentioned, county free expansion has set us a $9,000,000 in additional funding level of employees. We're looking at the probability to buy up $3,000,000 to unaccredited and to also include to test our competitor, a community warm and clean center. I just wanna make sure that very important between cold warming and shelter. Clean center warm center are meant to be available at high peaks of the water during the day working out of the solar. It's not meant to have shutters, but it's not meant to have beds.
That's why we have the shower available is some needs to stay overnight during the peak hours. For during day one, we have a key. So, they still will have this area available. It's sickly to use during day for other activities that if needed to have weeks that one of having a very high in your rate than the old from eight to five and have the available to come facility. It's not for just overnight. But I think it's also important to have facilities. We don't do not have experience with the county. So I I did was very competitive. Mentioning for having input is very important to the city before. The state has a chapter of public health participation residents.
It's important that your voice are heard at what programs project you believe are new in the community. We if you please find the dining but we're also gonna be addressed in one that to make come regarding projects, whatever you wanna utilize the industry for the application. This means missus has has a show list. I'm gonna send this on with with the during this year. The application deadline is in a third.
So AS Marches, a public hearing. Originally, was known at this hearing to listen to the community and then board to the additional to give a direction about what we need to like for all may explore other options, grant applications, and then respond to public hearing. Marcy Bert will be a second opportunity to the fruit at very and have me over there to the committee and explain the problem. We have a question about the right time. And March 1 will be other special meeting 09:00 in the morning. This being to get approval of the resolution for the resolution of the resolution of of of
resolution of
this facility is included in the financial delivery to this area. The AC and back of building are two areas that are included in the time plans to be and to fund the facility. We'll see it's time to get an all the requirement for the AC. Our goal is to try to address those issues before before the occasion line and every difficult to meet deadline. But I still wanna try even if we don't have documents placed and submit letter as soon as we have to talk ready next month. The reason I'm most concerned, if you can see the picture, you pay attention to the pictures. Mostly that we will have pests. It's not in use. The department is gonna create a national cut. And I want the board to be aware, even though we have ground for three years, every time.
It is required every latency with or without granting process. Wasn't oh, no. We're like, I just find about the Jessie. And it's telling me because I really make this big hub. I'm at your challenges is benefiting income. Every challenge because we're meeting. However, I want us to come here at the library. The library only is the only library available in county. That's huge as for us in Kennedys win the library extension. Adding the cooling center and the warm center is a plus.
Having official service that us are gonna drive to you about all the services the library provide. A lot of people don't know. That's a so essential for us to sue the fund educate the state. But they need to be an additional fund.
Thank you. Saint Curtis County. So the art libraries within JS hubs for books. It's so it's to be hub for the Redlands of San Diego County. So it's the only, like, being places that people can, you know, provide accessible space and social services where members gather, connect, earn, excess resources of their loss.
And especially for individuals who have historically based on various taxes, including the incumbent and older adults, individual with disabilities and experiencing housing stability. They, you know, use the library as a safe space and up to, again, meet others, other reasons, and their their daily lives. So some of our our activities, the library activists community based group that help with spend these individuals by providing an area that they connect and support one other. This library help create a defensive environment, social protection, reduce isolation for participants. Additionally, by the access to technology to tools and the the increasing technology, the gap of the digital divide increase.
So providing service to individuals and for low income residents, older adults who not have viable internet access or ways to learn technology, provide a one on one tutorials. They they set up. And so we start a hundred day money tech tech help settings. In addition clean and so throughout the year,
the library
provides important and So we act as a meal site and for children ages zero to 18, we receive meals throughout the week and then we permit our programs. And then in the summer months, we extend this to a state grant to buy it on petrient prams on with and this helps ensure the children continue to receive nutritionals of school not in session. I'm kind of helping them continue to learn and also being with community for county. Thank you.
So I should see the very nice library books, play what people needs. The place I stood, I was when I used to walk every So we'll see group of of individuals, professors walking on street with table, a children walking in the library to play them to full community meeting their facility right now has access to accessibility. So we're gonna target those and wanna be from you. This is a very challenging crisis to meet our graduation. I was informed that we not be able to see one.
The idea is to make the occasion and explain how important is community as a needle. And you get a. We get the but I wanna get any response, especially the environment issue we have. We have to risk. I I wanna they stopped because they rejoined to the last week trying to get scrims putting together. Do we say I'm crazy and esteemed and that we all can to make up and we're meeting the deadline. It's a be very challenging, but I want you to be aware that we do have a important case moving forward. The board approves us to meet the agreement. I believe the is listen to committee by the and the purpose. And when we finish a position, you can the door comments.
You're gonna write in all comments. And those can go along the applicant to the day. It's serious everybody. So feel that it's getting your press release. It's just wishing it that back up for make it a case to the state. Thank you.
You very much. With that, if you will go to public comments, start getting input in the community.
If you haven't tried, so provided a speaker card in the back, please put your name in. On Zoom, press 9 or the 109 in the chamber. Start with press then following when he's done, we'll be following the floor.
Alright. I'm chair here, and good afternoon. My name is Owen North. I'm a Renovarosa. I'm currently living as president of the board of directors of city councils, Cruz and Viennese. And I passed the vote. I'd like to invite thank the board first of for your going support of all old service. Your amendment to aging upgrade has not gotten missed. It has been different in people's lives. However, I look at potential PDB public service meeting. We first held the position. It truly a force that so many wealth such as must be the teacher for some limited pool of financial verses. Every program under consideration provide value. Today, I must became fundamental human necessity to treat. The number of our senior church meals on sports tell a story about success and growing crisis.
January, we served 146 to the combat mills at a hundred and fifty two homebound years to provide nearly 3,000 in one alone. This is currently seven season RV on weight loss for all the reels. For 47 of our neighbors who are all in need from who funding just not available. The CGCB public survey allowed for the $3,000 for social emphasis. I'm recording the board back the portion of unsortly or for other uses dysentriction.
Using these for meals always perfect with Chinese spoken low and moderate income resins and to replace the vegetables of master by weighing the beer, purchasing food, improving malnutrition, and reducing the likelihood of cardio mercy room bits are put yours into losing. I know this is easier to do, but I do to prioritize on recent years, aren't leading for hope. Ensure that knows numerous that wonder where the next week coming come from. Take your time and your vacation.
Afternoon, board of supervisors. Name is Tammy Aviles, and I am president of Fred of the Sando County Free Library. Thank you to the board for making the library spend project priority for 2026 and we are definitely looking forward to seeing board and the grant will definitely help as ZOs that we received the nine milligram in late twenty twenty two and there's the match with impact funds and then the dish funds. Applying for grants and getting additional money will help as the updated cost of gov since started this project. And it's fair that we're talking about this now because this month is the deadline from the original, the original deadline, the grits, and we lucky it counts very few that got it extended.
So, you know, it's put forward. I did ring for any that interested, the rendering, the extended library. It's along the wall. You take a look. And if you've been to the library and you can starve in for new library, I still get excite along with us. Obviously, I'm favor of applying for the grant. We do have I know it has it. We are also getting the sub list, we want sign, and I have that for the expansion. And I also have one for the senior new chin because I am obvious, I am president of the senior council of Santa Gonzalez County. So I'm also advocating for some of the money going toward the new nation.
At board, we work for Ambano County. I mean, way I live, Ambano County is always important to us, and we wanna make sure to bring as many services we can here to take care of our ever growing population. And I guess as a personal, and I caretaker my laws, and I personally have not put them on those from Deliverrall because I know that there's issues and, you know but thank you for your support over the past several years and continue to look forward to you as the friends and council. Thank you.

Good afternoon, board. Thank you so much. I don't need to read and counselors are calling straight for Harvey. I'm big leader sorting the arts. I think the arts is a critical part of the community that gives a chance to do ours. We're primarily a Latino culture. Actually, one of the original founder of the San Carlos Archival was for over twenty years. Also, member of Tropicana for seventy years. So my own experience is in Art Broadstone because I grew up a micro farmer, planning onion, chicken, and cotton hungry, where tears all. That's what wanna be.
And this opportunities work there, and I think this is opportunity for us to bring us to brings youth up. One specific project they're working is starting a group in terms with the school district. So that's very critical. We got a real good part of the school district. We got to tie in. We need a little funding, hire a teacher to teach kids how to play. That's very, very important part. Everybody like this is our committee. The art is is your thing, and art gives us identity. That's it. Thank you.
Hello again. I am with community action board and with an industry and sort of county's committee development grant serve application which in Gabe spoke more to. One thing I wanted to point out is that our recent community needs a summit and direct outreach to residents. Two priority have instantly risen to this top. And this is the the two that Ricky also mentioned.
And with the lab before, we did work along works and they use us to do these tests with the community. Find out what's listed in the top two were for individuals experiencing homelessness and a fan opportunities for youth. Based on that community input, recommended setting for two programs, shelter or operation, which stain critical services for the victim's employees experiencing homelessness. Second, the DRACACH Youth Program, which provides youth rich and development opportunity, including for employment or low incomes. These priorities come directly from the offices of the community, and we strongly support counties. Submission, we want to be proactive in Fort Families crisis, and it's an opportunity for you to not just address the daily needs, we're strengthening the future. You.
Happy set of all, followed by and we act following day.
Good evening. Thank you for the answer presentation. The question I have for H, I have you see there are members here at Maui County. I always get behind, but feel that this way. This recent trip passed along the And seniors, we have a song group sandwich. This is chair of the written lunch had and written ad for as the food that is biting the people there that, I mean, is homily popular again. It ain't no show of it. It becomes such that if you go to us, a room of our inches, you ask people in general from. Hear from Alistair from Alistair everywhere. You share with them.
You share history with them. And just to give you an example, Karen, the family of Mary Ellen, it goes way back. So we just ask you that, you know, from standpoint of, is it the the funding, how is that up? I don't know how you set the funding for our priority. Just get in mind that there's probably six senior there a week, and they're sharing and sharing your story. And as we continue, thank you.
do wanna thank Zach and the board for having us here, but also screening up this grant to give us a short as really kudos for in the ground running your new position. I think it's a great proposal. I am concerned about that focusing on Buddhist populations rather than community as a whole. So, other point, making the case in The US seems you have a hand about some of facts, which can all of you can hear. I do also wanna make a case that San Diego County has the third fastest growing in the last sense of older adult. In state, the growth of 49 population is less than 1%. But the older adult population grown by over 40%. In our accounts, it's closer to 70%. We have a huge need in this community. And I think things little as food is kinda as big as you can get for a community.
But I don't wanna come up and pits you. You know, that kind of like nightmare people that are trying to better the community. I think it's been the mayor for all of you too. So I suggest a tweak the action. And rather than have it be about the live with life's no brainer, but rather than focus on youth and homeless, maybe have a focus on food, shelter, or food, shelter, need. That way, it doesn't get any population to get in there. But it can really support the sustenance, really, the base building blocks of life. Food, putting a roof over your head. I don't think anything is more important than that. So I encourage us to look it that way, and that will give us that flexibility and meet greater need for all the populations.
The other thing aside, you know, to make it more inclusive rather than exclusive, one of the anti interim scoring grant is on our news must have been for aiding. Being that a lot of defending distance funding source at this level. So it should boost. The appeal is great if we put in friends too. Feeding the results is kind of the age math clan raging. I think that boost effing problems. I'm wholly giving some bone points. So that's my comments. Again, thanks to all of you hearing the breakdowns issues and trying to meet these with the community's best. Doing the same.
As Mary Edge come up, she'll be followed by Karen Cissy and then Mary Ann Sibel.
Good afternoon, Board of Survivors. My name Mary and I am Rosina, Mayor of Laos Salatini in Swampagasta. We have been on profit since February 2024. We started May 2024. We consistently bad people. The very beginning we thought we were gonna end up maybe a dimple but we ended up with 20. Just last week we had eight seniors on the first time. We're at 2,006. We offer glasses, activities, crafts, and it's something that our seniors will look forward to. The lunches, gathering, the camaraderie that is happening.
The Canadians, they remain the people that have seen each other for twenty years, and there's an each other at the lines. Here to advocate for our seniors. We are in desperate need of AK. Currently, we are meeting at the in in San Joaquin. And there are many challenges that we have had, but we really need help with a temporary location while we look into the in San Pis.
A goal we have had and it's comfortable. I need your support with this thing and have to thank you for inviting us here to get out to you and let you know what our needs are and it's for our seniors. And I have to say that we seniors are important as anybody else. And are very important also, more of us are being longer and we need that connection they'll have. So I thank you for listening to me this evening and
am out of time.
Hello.
I'm Cassidy. I am Mary Valous Ellis, old daughter. And we were asked by Mary and a father was to start this program at. I went to share about it. I was worried about it. My mom was a store in the county for thirty seven years. And to follow in those footsteps and helping all people's health, I could never even jump. But here, starting with 12 people at my daughter's home, serve lunch to now be two city and Sunday a week. We also do health things like vaccination for our seniors. We do program on Alzheimer's, caregiving, and the number one thing for this being so a big after lunch.
But it's truly a pleasure to help seniors. My mom never want anyone go hungry. And so my daughter is a chef. She is emergency room nurse at shop. She calculates every calorie, everything these things to make sure they have it a very healthy diet. And just here to say please help us with whatever. And I appreciate the time of guests. Thank you so much for everything.
Marion's walking up will be followed by Mickey, Floriuna, and then.
Hello. Thank you for letting me have the opportunity to speak. I'm not a very public speaker, and I don't have any notes, so I'll get brief. I'm Lisa Matisa. I'm here today to support the Alaska felons nurse, sir. I'm also secretary of the American Airlines. Thing I know, I've lived down for a long time, but I've come here like everyone else. But up in the morning, I'd leave town because have to drive, come home. What I didn't realize is, well, someone is a beautiful place to live where senior citizen can also be isolated still. So extremely important not to drive someone else to be able to have that camaraderie that can have when you have a that can meet.
Because face, we all gonna and as a while we laugh, dearly, they gently lead us. So it's important to keep them occupied. It keeps people healthy. And while they're doing at their so fabulous meals, too, and as it's growing, they've also been adding, like, the different events, the bing games, the yoga, used to keep people healthy and happy and gather. So all things I've seen today and listened to for their very worthy to give me to. But I hope that it never's hard that they can remember that tiny little community is a long time somebody can't and just have a snowstorm. So, thank you very much.
Happy with your time. Mr.
Chairman and members of the supervisors, it's nice to be here again. And I wanna say morning in the afternoon. But anyway, it's just standing before you have that face to face conversation about the importance of very primitive and open team. What I just presented is exactly we all talk about meeting in the time time. What I wanna mention to you, I'm on senior board as well.
I'm also I have worked for over fifty years. It's from this in junior high, and we actually are student groups from a few groups that got together at high school to a 174 students. So that is a lot of good example that we have with record. How how we now have have returned our music program and Marriott and Srcic do have. It's important for us to remember that students' music is what every science forms in life.
And I think it's important that if in the opportunity to find a music program of the arts, I can sure say that if I was I listened to miss Rodriguez speak and I think and think that he said of youth and programs is right up our alley. And I believe that when our youth group and our ornaments in Latino County on February 1988 here in August, when we have eight things to share, we share with our youth's future. And we have we're able to receive our kid those shares. We shared them
a bailiff. Some of the
kids did a trip with a shout trumpet. We checked the guitar to the high school. Mister O'Sullivan, you And he shared with a lot of student that he had at his academy. So we are here with I'm hoping that we consider the arts of actually being granted some fun so that we continue the program of the program and Mariachi. We realize we have a Mariachi suit, go to Kilroy and come back to Hollister. But think of what you say to children is to them walking around with a ball in their hand. I'm sorry. I I had stop. Anyway, I hope we'll consider body at the instruments and how we can help as fun. Thank you.
Really quick. Is the community here that you're back counseling? Okay. Can we take a break and see something about it?
So Does the
it's only
the building. Okay.
So that my phone on me? Alright.
Pretend it's not there.
He's not here. We're communicating women. He's in here. So next, Jeff. Bought by Susan Ford and Bill Lee.
Good evening, supervisors. Hi. Hi. I heard of this happening on February, but I guess it was specific to this item. Wanted to ask real quick if we can upload a public comment again at the end of this item, after this item because a lot because you'll go short after 05:00 after I'm sure the things today. So I just want to ask that we do at the end because thirty, and I haven't picked up my phone saying it's meeting at 05:30. And a little too dead as fuck. We don't know any about really. I just like to ask Tryanna and if we could try try again in this meeting or find another meeting or something. Just wanted again because a lot of people here showed up after the public comment. I'd really like to speak. Thank you.
Susan Howard.
Thank you, Suzanne. I am happy to be able to be denied and exercise the first amendment right, freedom of speech, and I as a citizen to have representation in government. And it's incentivized by government the rights that we'll receive for having attendance because of this mandatory application. I really am excited that I speak tonight. That was my point. I understand I need to speak on this topic. So I'd like to echo a place, comments about not trying to group six teacher, but look diet and shelter, food and shelter as a whole. Students in California get free, breakfast, and lunch should choose take it. So we are looking at some meals, for kids, and all the meals sounds like for seniors. So again, rather than getting them mixed together and putting in this bucket, have one bucket for food and shelter that help everybody.
Would love to meet you every time you have meeting in evening. Thank you.
As the list coming up, next one's following the movie Trisha Garcia, Laura Moore, and Sue Le.
Good evening, chair board members. Thank you. No more to you by a peer and capacity executive for this kid. We are a primary provider and committee for senior center here as well as program. And I'm really glad to see this application for CDG. We our counties and really critical running mechanism to keep programs like this alive and can have it. The thing play that too, I wonder when you do everything you can to get applications assessed because on no money comes to unity. No. It's any at all. But, with back to senior nutrition, yeah, there are 47 people on the waiting list, but are many, many more service that don't on the waiting list.
The reason is when somebody's a senior thing at a hostel and they're only going to need some weeks from a dream, the waiting list is too long. We took over the program on July. They were up on the waiting list and on the waiting list since as long as 2020 and 2021. We whittle a lot of that away. We've whittle that wing list down with nobody in that wing list has been on for more years or so. It's a long time wait to eat. And also make sure to understand that Wheels on Wheels, it's harsh about nutrition. It's not only nutrition. We welfare checks on the people. The people we deliver to are the very only human being they see a day.
Our people at home who live with someone, but they're not during the day that that person is up from dementia or Alzheimer's left alone all day long. Our driver deck is the only care they have. This thing's critical organization is we subsidize the efforts in Sando County. In the past, CDG money provider, we were ineligible. The last polluters house element was approved by the Daytona compliance while they were thank you. Really need to take our look at what we're doing, include everybody in this in the senior nutrition and you're hearing that you're hearing from people. It's very, very important part. We also buy, senior, meals at the center in Huster as well as we win the community center in San Juan Tisa. We do wanna know we can. Is another uplaid as IB. But it's more than me as you heard. Thank you for consideration.
Patricia, are you still here?
Thank you both supervisors and everybody who attended this meeting today. I'm also the public here, so I'm a little bit nervous. So I'm here today to advocate for senior nutrition funds, especially this grant and be considered for it. It seems that we serve our homebound as my boss said, without any employee reports them. Any team presents the link constant constant human contact.
These individuals not only need a reliable nutrition skills, but also benefit deeply from the handshift and informal clinicians that our staff provides during each visit, faced with every single of them. A number of seniors who serve are solely on the financial on the financial, sometimes difficult choices, whether for food or carrying potential risks. And like, help alleviate that burden and provide a critical safety net to our aging population. Beyond those, our services provide overall health and without without a fact. Our exercise is assistive mobility.
They help reduce risk of falls. Our arts and activities, they aim in maintaining cognitive and easing symptoms are threats. Our hunger and ill parents create opportunities for socialization, help reduce isolation and decent community among the seniors. Important of these services came especially during COVID teen panic where seniors experienced extreme isolation, limited contact, many face crippling and depression, which has serious impact on both mental and physical health. This underscores how essential to disengage and support true harm.
Without a good funding program, our physicians see health services and activities at risk. Being in a red vulnerable population, what resources they rely on stay healthy, connected, and safe. I strongly urge you to consider a portion of CBG funds to sustain services in community. Doing so invest in dignity, health, and quality of life for those who have most. Thanks for your time.
Sorry. Laura, Sue, Luke, and
Yeah. We're really close.
It might be getting big. Okay. Thank you, chairman Warren, CEO for being the applicant for. My name Larmore. My family moved here about five years ago from Maryland. My husband's ranger at Pinnacle National Park. And the first thing I did was I the kids' cars going in the library, and they're like, fine. So I drove by the library. First, I came from a city outside of Washington DC. The level, you know, brand new new library. And they got here, they were just smaller. It doesn't really make it smaller. Still got books. Still has the resource. And then this day, found there's the group, and I contact Susan Ogg.
I've been on the board now for years, and I'm excited about this project. I'm actually a librarian. I still work for, like, D Court deals in. I got there for a month to work, and I really want you to support this application, try to help make sure the library branch becomes a reality. You know, we've all talked about the Rogers a little bit when something's happening, you the and truly believe that our libraries and our communities are those institutional everything flows from the library.
You're a child or
a Sierra or a adult or a new parent. There to have one resource that I think overflows to multiple parts a lot. So I would encourage you to support this applicant.
I hear how I'm getting bored. I'm CLDU all for being here in the library. Thank you to our community for being the thought. There's so many needs that we have as we all know, and it's all equally, you know, worthwhile. So I hope you do so the art and the needs. But I want to share with the library today. Same to look at how's that library. I was touring, and I was one of six years. So pretty full to reach the table, and the ages were from maybe six to 17. So that's very interesting to see a number of people English speaking.
So it showed a need for small rooms It's to work in and help each other. And the other interesting part I just was when I was and I working. My school library load to the so and have. So I get to the City of County Library and got books, and now I got audio sets like a kid to listen to. So the library really helped anyways, me fresh and then all my students in a roundup way. And then in addition to that, our summer program will be very popular and it's easy and included. We have karaoke right now with very popular knitting and, often select teen areas. Teens come at school. They're going there and playing with the puzzle stuff and. Provide support application. I know there are lot of decisions to be made, but we're being 0%. Thank you.
Julia? Okay. Got it. Yes, and as so as current administration has decided to get funding for children meals at school and seniors meals and for some benefits, had no problem on spending $1,000,000 a day on bombing your own, bombing children and many seniors in another country. We have what's spent money here as a country for our citizens. I advocate that our federal government will not help us. We need help ourselves in this community. We need to seek the funds out. Mark Kin had done a fantastic job since the came here as some By the way, not only feed our citizens, Sam, eat okay, but they're feeding the TSA employees. They're currently not being paid by the current administration before the work.
Martha's cannot feed them. The libraries are being important. I bet that they play for kids. As soon as the kids hang at their disposal, kids go go there. They use Wi Fi and because they don't have anywhere else to go. They don't have anybody home to care for them. So the parents instead of daycare go to the Uber and swear they didn't. The parents come by and come. So it's really important. Another thing I think you concentrate on is with regards to the house list.
We spent a million dollar on building the townhomes and you're not finished yet. The incumbent of 40 people a solo at my county, actually eliminated. Can locate all four people. They were able to receive a grant of just a $5,000,000 and establish a program. By clearing out the seniors, a lot of NSD to know that our seniors out there at the river, and I know you're going to start again clearing the river. Where do the folks go? You need to finish tiny homes. You need finances for that. You need that. You need to go. They need doctors. They need dentists. They need counseling. They'd rehab. They're not out because they wanna be there, they have other because of story to be told.
We don't know if their story is all hard to be told. We shouldn't talk about the issues that are out there for. So I think, again, as a community, we have the duty to us that we must help our seniors, help our children, help the homeless.
Thank
you. Thank you for all the comms, everyone. Bring it to the board now. Anyone wanna start with the comms? Because we Yeah.
Go ahead.
Yeah. Thanks so much, everybody, for being here. This is amazing. Know, I truly this is all about, though. And I think we really need as a board, I'm just encouraged board really truly take the public comments and consideration there here. There are people of this community. I appreciate the staff's recommendations. At the same time, we answer you. So what I heard today, the few because I have a couple questions. The dream at your overhead Enrique Enrique, do you have a moment? Is he still there? Okay.
There you go.
Was a lot of morality kind of and I understand that that's you're not going to read the fine detail. Who be therapy or see such program as as it being proposed? Or would you like some sort of contractor? Or
We've secured in the past only one application certificate, reached $60,000 and we operated with HSA. We don't necessarily buy the services, the hard support. We provide mechanism for young children to access service. So we interact with low vendors. If someone will be interested, the fully would apply in office, we interact with vendor, we have submit a new vendor to the clinic, and then what if you pinned to the vendor benefiting the children interested in those activities. So that's how we manage programs.
Those are considered by HS. So what I wanna to touch your parameter. Corporate Watson requested the group that Sergeant Mickey Moon mentioned having some things that's IVR for this program that they Sounds like that could incorporate it into this program. And that'd be the only way that because there are so many there are so many requests, there are so many different ways to go. We can only do three applications, it's But we did as much as three applications as possible to get them counting as we can throughout the community. We'd be willing to consider supporting the DreamCater concept if we incorporate the program that's been mentioned by the counters here tonight.
The council lead group would be a anchor. We could also implement this youth activity by partnering with local organizations and then determine by the service. It's really the categories to use services and multiple activity, so that can be an option as
well.
I think it would be vital to include requests as we're getting at just as far as we can go a lot of direction. Think just had interest and there certainly would interest in the community that we knew we get a digital bid. I'd like to have is that I out of the process that I know we're gonna tangible benefit from as opposed to sorter butter will apply for these categories of kind. I'd like to get detailed deposits.
That's Yeah.
That's fine. So I appreciate that. Thank you.
Think Thank you.
Answer the question. As far as the senior center in San Juan, I certainly support that. Obviously, I represent San Juan. But also point out that it does, as I think, another pointed out, it does serve necessarily people within San Juan. Would fight for those if it was. But in County, another option, people that for own, it's twenty five, thirty minutes to foster for them once. Some people don't transportation, you know. So I like to I like to support that words include seniors. We gotta support for seniors, and I think it's a point out multiple times. Have an in population.
Think senior services is an area where our community is likely led, and we need to do a better job and there'd be an opportunity to start doing a better job for our senior community. Could the senior center slash meals incorporate as per the program categories? Because under the program category can go up 1 to $5,000,000 when it rains.
No. The the way that works, we're not applying for we are paying for two pub services. The post office is public services and one pry. You can only apply two services, one payment, one service.
I'm reading you can apply for one project plus program plus one big service or plan. And I'm reading that programs you can apply to $1,500,000 as public service 300,000 planning 100,000 fix 3,000,000 programs $0. Like one of the bang, the possible buck can get.
So every day and present day, there's a three operations. Three operations can be two grams. One project, one program, and one address. One project to pilot service. So you can apply one program?
Correct.
$1,500,000. Total amount is $3,000,000.
More than $600,000. Am I missing it?
You only have to point
apply 3.6.
Oh, it has to be So example. I'm just giving you an example. You can apply for one service, one probe for $11,000,000, and the latter you can apply for million dollars. But we do have demand $3,600,000 maximum, three equities.
Three
I I think there should be some consideration of saying that necessarily I think we have more costs to go with more hearings ins, but there should be some consideration max for possibly lowering the library down amount to upgrade more dollars for some of these other. This is because we are 50,000,000 going to a library. I know we want more because there's location, but gotta make thing worth in
the budget at some point.
And, you know, I'm pretty concerned about the escalation of the library budget and the fact that we're not reining in. And, you know, we're building a 20,000 or 40,000 square foot building. We're renovating a relatively small building and it's complicated, but I do I wanna challenge the key to put the, you know, mindset that we're keeping on that. And I understand there's some complications that come up. I don't know necessarily. We do need 5 or $3,000,000 of project. I'm just we need to open my about that.
And on the the only moment that we have on the program is readiness. How ready are you to submit your case? A is March 17. The deadline
But we have programs already placed.
So What public services is different than our program. Program has to have times and call it'd be a double digit. I'm saying it's possible. I had an agreement. It can be possible. Okay. It'd be a double digit. Okay.
Just to explore. If it's
impossible, it's possible.
It just would be open. I appreciate the recommendation, but we're hearing the phone decision. And then as far as the as far as the library, I mentioned a point of benefit everyone. Benefit's very difficult. Get all the we can't all the you know, three locations, but I don't wanna get much of a vector we can as far as working here. The library really benefits seniors, youth, the youth, and then it's really really used facility for students after school. So a lot of the population at the library is they can come after school. They have a place to go. They have resources. They do their homework. We are hitting youth to the library in the seniors and families of course as well. And then so we're at library. Yes. You dream catch program. If we incorporate the program was rested and the meals for seniors.
Thank thank you.
I would like to speak. Alright. Thank you. Okay. Need you back up.
It's a little superior. I've deal with this program for quite a year. So I'm on the board. Is it still the same for one year county, one year city? Or is that changed? It's
It's never really been one year as one year. The CDC has provided resource both general fund and from ACBGK most recently years ago, PHA amount of $105,000.
That in the past, we worked together to maximize dollar we were getting. So the key of the partner, how to finish their project, and the other city work their products. And back to the case, we're a bit fish, as I ran. So I was curious on that part. It's frustrating because, see, it's cracked. You can't come up with a talk like a, oh, we have a deal. Let's do this. There's enough time. As of now, we're having problems with the library allocation. But I wanna make sure that all content is how important it is to involve chat time.
Because Caption really important program or part of the solutions to apply for the two programs. I encourage all of you if you're not involved yet, because I'm having a hard time getting ready to represent my district. And that that is one of the most important books we can have for the community. You're all here supporting your groups, which is important. So I wanna make sure hard and how we work together can really efficient getting the larger projects done. I've experienced all the programs I heard today. My family has gone through. My my kids and my mother-in-law is senior center, and I can't help. Wonderful. It's been.
Miss Flores, we've talked about the arts for youth together and kids win through the arts. Luna, all working with our young people throughout the community has been better me, and we've seen that for an over AI. We're together a couple of years ago, but, especially with Pauline, the rest of the world. Mother-in-law used to love going to bingo. In the lunch, the library. I'm very concerned that I can get this done if we don't move. Yet it's the phenomenon gone through a roof. If we don't move, get this done quickly, we're gonna have it. It's my biggest fear. I don't know if we're gonna pull this off because some of them will find out I'm quarantined.
But I know we should try. And if we feel like I'm gonna do it or can't time, is there something else we do as a genetic supervisor as me? Each in your program, how difference can come through the programs. So I'm urging all of you to reinvolve CAT from because what happened really is we already have all figured out long ago, and we're writing to make sure we're dollar that we can get back from federal government because those are all our dollars. And it's just 20 to know for some year, we weren't even receiving our dollars. The reason for state law that was completely unfair, but we have to now organize to do this. It's hard for me to speak one group or another than say, I'm gonna have trust in what you recommended here. Because I know time is short. I decree, mister Cosby. How do we open that up?
Make sure get some kind of funding better next year to make sure you have a little product and this is all our fun to work. We're wasting the money. We can get enough to each group. Everybody keep funding. And then as they grow again, they start recruiting help. That's how all groups are known to function for these. And it's amazing to watch together. It happens. Be sure to go with your rendition. I do wanna grill it to the laureates. I mean, one of the top projects that we need to get on before we start on that project. Again, I thank all of for taking time, for your time, and being Can
I please add a a comment on? So state defines the service activities and the term a program. So when we and apply for the service activities, they find progress for the difference. Under their definition, $2,000,000 is hub and hub programs, motor assistance program, micro enterprise programs, and purchase assistance. That's how you find a program. I just wanted verify that.
Thank you. And just to
give an example, I run the program. It's extended home. It is deteriorated. We had to income side of the individual and we read the staff from. It's a very clean printable of programs. It's have guidance, protocols, forms, and things that's very challenging that they to to get. I'm not saying simple. It would be out of work for us to have it available and be up to the board for that application. Other program is first home buyer firm in which if an individual wants to purchase a house and a salary with income vacation, if we like a back conversation, then we provide Sex Island loan so that our to buy house. That's a good loan.
We have managed every year for twenty four years depending on amount of loan. That's how it works. Services. You provide services activities more than any like activities. You do a data and then The arts is one activity is eligible. We can we can programs. They can have different activities between the But it's different program service than public because it's a more complicated program than public service. You. I
wanna thank everybody here listening and everybody that works in our community as volunteer, as an advocate for senior youth, as an advocate for homelessness or addiction homelessness, we we know we don't have to worry about the list of challenges that we have. What we have to worry about is prioritizing what the best way to utilize these funds to serve as many people as possible. I have a couple question because I'm not an expert at CAB, and I know that I have had a chance of representative in the lower income area of. But previously, when CAB did these feasibility study, you did study basically determining that it was the youth and the the homeless. Where's the senior is in at?
Because the majority of people that came here are talking about just being able to feed our seniors, and they're not sure where a meal is gonna come from. So I curious because I totally support if I had a magic wand and take everybody that we need, we'd do it. But, fortunately, that's where we're at right now. And how can we do the begging for a buck with deadline of a third? I know that we have to live the future and can better. How to collaborate more? I think collaborating being what HAB doing or to survive. I'm not fully aware of the updates that comes from HAB, and the recommendations are coming from their their community outreach. What community outreach are doing? How we expand that outreach, make sure we're getting voices from everywhere.
I I have so many questions, and I know mass is not where we need to We need to be able to be a little more informed, educated on some of the facilities are and we need to be looked at because need everyone that is not housed or didn't have food, those are major priorities for our community, the one housed and the one that are being hungry. Library project is fully complete with colleagues. If we don't get this project over the finish line, that money will be lost. Now I also agree with my colleague. We have be response with as we possibly can.
And how can we achieve? So the I'm giving is I agree we have challenges with getting the project the library project to finish line. We have to be smarter with the money that we have, but also have to have contingency. We will be doing things like general fund, which we not over to do on our resources right now. Pardon. Seamills is number two. Really true Seamills. It seems or not. We have a wait list that long, but made a prompt. We need to start really looking at the board and as cab and administration and as a community speaking back and running to our current administration and explain how AR win and other decisions are coming.
The administration are really hurting little people and the little guy in our community. I don't mean as little, but it, like, it has enough. We have to be looking at how are we going to come from program that are not being funded, and we wait and and act. I mean, one of the things we do constantly. Thank you both so much for allowing me to represent you and stack makeup. It that we have to always have us at the table, but it also means we need do more advocacy and need to make more firmless that has support from the community of how unfortunate it is. We don't have enough to go around. And as we always said, said, if states in step with age one, we're really gonna have major problems. I'm all about reporting Libra moving forward as effectively and efficiently as possible. Can't waste dollars, and I trust our staff to make that happen.
I we we cannot I I understand the the program. You know, there's 1,500,000. I think we have to be smarter in a long term look at how we utilize those applications we get. This short time frame is gonna be that be something that's be successful as being fun here for seniors. Public private partnerships. We have union opportunity in the community right now. We a new CEO for San Diego County. We have a recently one new manager, Sam Batea. We have a new manager for the the city. We have an executive director of the community foundation.
We have to start breaking the barrier of us and them and come together as a community. Actually, advocate as a team. Our voice together and and speaker, this is this perfectly here at a presentation of the, I think it was business council. If a member wrote out, Gavlin College, I was the supervise of not happy with myself because what it was was physically yelling at the county saying, if you guys can't community unite behind programs and facilities and projects, How can I bring you funding? How can I put funding in the if we're fighting all the time about where is money come from and gets myself because the biggest challenge I have is how do we bring everybody together?
Chide is amazing example that we can be brought together, and we can have some common goals. It doesn't have to be a you got the thing this time, and I did it. No. It's how to help the residents of communities. So need a community dinner. But more than anything, a big community dinner. A community senate bring youth services, the social service for seniors. We need more. And if we start really not, we can build the vision together and actually go after fun at this federal level, not what the have right now. And we're all just great to get a sense of it.
So I think it needs to be broad when it comes to sea service. When it comes to meals, we need to have a broader, written, whole application so that it should where it needs to be shipped. I don't agree that it needs to be more specific. I think it needs to be less specific so that we can grasp and get a bigger pool of people. So, I do feel that, I I I said, programs, I'm not gonna able to go for.
I wish that project and the library were in much state. I do thank staff right now looking ahead because you imagine if we move forward with library program, and then all of a sudden, we build this library equation and discovered that we didn't get a box of grant funding, and we audit. We had to give back all that money. Who's heard then? If we can't do it right, we need to relook what we're doing, and it's 3,000,000 this time to save a library ban project that I think we need to it.
That's where I stand for now. I think I hit my checkpoints. Part of out right now to anyone that's unhappy anyone that's from our our youth because, unfortunately, they're the ones that, always get bribe of of things that happen, especially publicly at a national level. So, thank everyone again for being here today. But my, folk right now, I've heard so far, not since final, but is the library and then a more broad use of seniors. And adding music is important. How can collaborate with the education and what can through schools be able to fund program and bring a real music into Minito County. Mister O, amazing. It was amazing. Checked my son's life.
And I know it can change their so with that, I I hope the wonders is where I'm coming from on this. Thank you. Thank you.
Thank you. First of all, so amazing to have so many of you guys show up and I am able to hear from you. I'm so appreciative of sharing your story about your commitment passion to the organizations. It's really inspiring learning that all. Here, I know we have a community care so much to have members that are here to thank you so much. We appreciate hearing from you. And we appreciate all your on board. And I think that you probably need to be doing more. Right? We need to be involved. We need be learned about it. So it is to fault of anyone. We know all of us. It's our responsibility. And so I'm coming to learning more and engage. Go to a community. And I appreciate the ease of doing this community assessment. I believe I scale and filled out survey. So to see where we're in the information out there and how that information comes. Obviously, it care of all of the need in our community.
Right? We're being at tonight. We're being that we've incredibly important and cannot give up on the few generations of our community. Homeless services, you know, we need to take care of the people that are in the house of our community. I have a couple of questions in May. Are you?
Still here.
Alright. Couple questions for you. On with the services, and it has 300,000 because the amount the tax we can afford under the book, I think is what it said. Under your services, we had DreamTrip program, I think we spent some time talking about that that evening, and that there are a 120 beneficiaries of that program from last year. But also youth enrichment, mentoring, employment, and educational support. All of those fall under DreamTrip program or those programs that what considering that Yeah. I mean, that I consider exactly what you guys are talking about. And so we watch on Dream Care. Is that ball and kissing or are different things that are so the other items.
It's actually all encompassing all these elements in the occasion as an ample occasion report. I've worked with rogue tours, and they come a better if they choose someone has that need. So when get a youth come in the office to apply, they'll have those options. They'll be eyeing on what kind of activities, arts, summer youth, touring, what is incorporated part of the program, what they're interested in, that's why is the drug catcher. Why a young adult even for what I wanna participate, where the wise, they wouldn't participate. It'll be a limit when the
Okay. Great. Thank you. So based on 120 beneficiary for the 300 ton.
I've had my estimate because the other activities, the more that was gonna cost more summary. It'd be about five, six week program about the third of our week. Other programs have been minutes for. There's a minimum annual allocation for a service. Last that we had, it was $100. So we paid them a $100. Let's say the wish was a 100 a month. We pay new balance plus. We also put a $100 of equipment with that activity. Including, let's say, guitar. What we we do to dollars. That's the existing policy that I'll be updating the funds that we have. We've always very refined. DSG has city be commuters, but we get very. So the action has been a key about thousand dollars a year. We Quick
question regarding that. Was your funding for the Dream Hatcher program this past school year? No.
This fiscal 8,000.
Thousand dollars. Okay. So you guys really looking at this as a potential to be making of an impact with youth services is I mean, 4,000 this year, and you're looking at 300. It's kinda you were going with that.
Correct. In thousand sixteen, we did a DBG, 60,100. I remember that. The lens went in five months. Rocket.
Okay. So that's to my next question. Sorry. Okay. There are advising. Like, who does the community find out about this program?
We promote internally. We promote in our with all the demographics. Because we limit funding, it goes really quick. Let's say, do see $3? I don't think we'll have this program real threats in the this takes off. We get a early football, soccer, arts, and so forth. It's very
It's You know, I learned a little about this. I've been I think, have boarding something and Yeah. You will talk about this, and, it is really amazing what you guys are doing. I think, like, my gosh. What what an amazing worthy project for us to do a fundraiser for something to lease for youth. We definitely need more. Spent time last week meeting with youth about 20 to five youth at the Alliance just thinking about what needs of you. There is much more we need to do for our youth. Thank you for answering the questions, bringing the youth over the home service side. Hypothetically, if we taking me look at seriousness or no, what would be the impact on the current homelessness that we pride if we started the funds somehow?
What happened though? What did impact potentially if it's not funded? Admit it's funded partially, but not funded fully at 300. You know, mean, we have to some decisions. We're gonna be due, you know, three hundred, three hundred, you know, are ways for us to bring it up, but I want to understand what the impact is. I understand it on you side now, but visit the home side.
Since we opened the shelter in December 2017, it's cost drug seeking funding on a whole basis. So we need to ensure that we secure a $100,000 at least annually. First two years, we've had money, especially first three years. And HSA managed to to cover the difference. So it's not easy. It's, you know, you build a voucher by still having 10. The operations are telling you there's, you know, repairs. So the worst scenario, if you don't buy a Cure's funds, the operations of the shelter could open. Right now, it's six months to seven operation and six months with hours of PM and AM. I would love for shelter to reopen twenty seven year round.
That's not the case right now and has to do with sources. We don't have to worry. So we did see a through a state, a homeless housing assistance program. For for sure, a 100 and so could help one year. But by the time that we apply for this grant, we had let's say we were to get your because we're gonna to come back to the board. You know, on second, third, third, maybe fourth of of next fiscal year and what happened to that. So right now, we need to ensure we have resource to help to the because we wanna ensure that that usually happen.
Thank you. What are source of funding for the home shelter or in in a past more than this? I know that.
Sit right now. At CBB, we've been cure fundings. We've been a doctor the last years have not because we have had the house elements so that we feel This is the return. So we'd and for the last two, three years, so through home housing support, we also leverage the city's policy from low housing location in the out of May or so helped us for the low year. We had our PHA program. It was more because their sales and in the account for for the bill passed. Ours was $320,000. So it it really does keep us in at a percent of months, down the but not enough to keep it open for Sierra.
Gotcha. So are any of the funds still available or no more
Right now, PLAG know, but I tell you that now that the helmet, we are able to apply, applying PLAG allows us to up for that. Last year is that we around little $302,100,000, which is what
So we likely go to apply to that grant?
Very likely. Yes.
Okay. Thank you. Kate, now regarding of the occasion. So you may well think at the beginning of the presentation that talk about only cities and how it's gonna prefer this. I'm missing right. We can for as we got housing element in and certified by the city of Kenya, but the city in a year they cannot grow because the housing element not approved. Is that am I understanding?
Understand. So that's we
So let's set it as could we both potentially be applying for the city grant funds? Like, you get the city buying from and the county. I get it competitive. Is there a way that in where city be applying for something and working for things that are completely different? I'm just trying to think about the future. I know it's possible right now. In the future, think we've really got to try
to work together and figure out
how to be really strategic and and really get those community. About county versus the sea, but we can collectively do our working to One of the
issues the CGPRO is serving as well as single audit. If you haven't already financed the work, that's you don't have to one or less, you cannot apply. We do have survey unknown b form that says that you already implant the symbolic. I think all our federal insist on it. That's one of the reasons why this one is so difficult to apply because so many army. Okay. They should die. You have to be ready. You have to have readiness about whether if the from implemented before you have experienced capacity in perfect project is not impossible. Other way to which have an ignorance and do that is what city is too small. They don't have the capacity to submit a petition on their own. Them is a solution. Allow the county to plan their behalf. Mean, they it's still an application from city. It's much of a county. So it's something to do that service in a great as well.
Does our ask? No. It's We got the city onward. Got them to sign our, sheet that has get some points in our application.
The point letter always, but but they are working like each other.
So want a short letter. Don't want to. Mean, other words. We'll be asking I mean, there's a lot of residents here from Wampati this evening. We'll be asking Wampati of the of Holster for workers of support towards program. I mean, the seniors, youth, homeless. It impacts all of us. We are all in the community together.
That we all gonna be getting them. Austin is cannot he gonna be collecting. I'm probably gonna say they, and they're letters for food school.
Okay. I that's my question, Henry. I really appreciate all of time and for being worth the for your help. And always needs a community and make sure that, people voice. And, so and I really, really appreciate this to the less be hardest public hearings evening. This is my first time, since being on the board since 2023, we've done this. And, just say, do appreciate everybody's time. Thank you for coming, but I take staff letting us be a part of this and and hearing. I think this we show and make sure that we're ring and, shut for the needs of our community. So I think that everything we've talked about is so important, so worthy, everything deserves, you know, me and time, energy toward these things.
For me, it's gonna come down to ensure I'm gonna be number one. And so I kind of like the idea of, you know, a way us being able to that So we don't have to choose. Right? Being you seniors, being the in house, but everybody, and I think have flexibility. Doesn't do is it don't take care of that program. I I would love to see it be able to have a carve out of something. So I'm going to be working my brain over the next week. So for it comes with us on March the first recommendations about Is that how doing that?
Today, you have in the end an option to provide direct so that we are working in how to resign the programs for every society because it will only give us less a way to prepare the application. So if you add an alumni to you services like our work school is one of the activities of the program
for success. I would like to assess some kind of a commitment to the youth of our community. They are the future. But I struggle right now to figure out how do we get all of the homes Is that now that's quick? It's terrible. Thank you. I don't want food and under homeless and what? And I don't what direction you exactly night. I would love to see some uses there, but shelter is incredibly important and it is a base need. And, obviously, have a lot of unmet need for our seniors.
Would love to see some to carve out for some patisa come to our same meals. I think that if they try to keep all in mind and make decisions up here, I definitely I know the president's husband and I definitely think about that and definitely want that to return, I think, the entire board. And so I think that some of these have some specific needs that need Brown provides meals. And so I don't know if there's a to have a special crowd. We can give guarantee that they're going to receive something.
And I just think there's a need for meals and imagine that wait list. 47 people meeting on wheel is way bigger than. I think there are probably a lot of people that are afraid of putting their name even on the list for a lot of different reasons. To know that they're one year waitlist, and that's good that we've improved that from a four year. A, that we've improved it, but I love to have a waitlist that we're actually able to take care the needs.
Probably not being super full, I recommend. But I I I really love to be able to really really a difference in the meals for homeless, for seniors. So and, of course, the very incredibly supportive of us to do whatever can get that project moved forward and actually get some stuff in there. So very supportive of library, of faith needs. I don't wanna pick one group against the other.
So what we kinda do, but wanna I don't wanna give up the youth either. So I don't know if there's a way there's not a way because if we split up and then also, like, I appreciate the work that's been done in the home shelter and making sure we're providing meals and housing and help. I don't know. I hope you guys come to us some ideas, and I'm sure that you'll so I thought it's a little bit of from point of view. Like it done. I've come all over the place, there's anything that we can do to bring in our meals. And I'd love a little bit of little bit of thing for you. So you can creatively something that would be great.
So what we do is we're gonna tomorrow morning to kinda, like, together make brains So find out what to in today in a direction on a specific looking which works. If you start the ranking, then we'll come under it, which is final final decision, and you can choose whatever we're going to.
But I mean, I think if we I don't want to up on Dreamter programs. It's amazing. We can't do a shit. Like, let's fundraiser a community that show Let's show you that they are important. We can't laugh this great fun. Let's pull together as community and do things we can use funds. Our youth and then hold an opportunity for the year. I think opportunities for us work different because as well. I'm when I saw on the league board. There are definitely scholarships. Actually, many organizations that, you know, family we've participated in. I've sat on board. The deferral will help well. So if we can go this out, I will make a commitment. I will help in any way whether funds are or reaching out organizations and youth leagues and news groups, everything, find out where can some help and how we can help friends that need because don't them feel like we'd give on them. So thank you.
Thank you. Alright. Thank you. Yeah. Super brief because it's getting late. I know. Catch day. Thank you for for tonight's versus your Smutdown. K. We'll do it. What I heard from the community, basically, I seniors youth. That was my takeaway that different ways it was those of the podcast who were to figure the sales stories. And I like because making sure you're about, look, does this this perhaps the Petrogram could incorporate the art, the youth art into that, and they say others will do that. So I think there's a way that I think can structure in a way where we have it, formative where we can actually a lot of program these broadcasters. I think it's a good way to do it. And like I said, it's very senior. That's what
I heard from me.
It's what I'm going to, go forward with. Support a time. Right now, I never have some more meetings on this. And so okay, so I'll try to keep brief. That that'll be for me right now. My take something. Yeah.
I I one direction you wanna make sure that we decide on right here is the application categories. I'm going through in here in the presentation learning more about how programs work the projects for the programs work. I am supportive of a program. I'm supportive of a product plus two publishers slash planning. How would that fall? I'm not going to support right now a program until we have a longer term plan of where we're gonna go. That's where I'm at right now. I was on a different number, I could not tell you on the page.
Great. Thank you.
Yes. Take a motion. Direct the committee to apply for the grants, putting up project two public service categories. We narrow categories to library, expand senior trade, and youths with youth youth and corporate animal shelter. Have a final visit of three grant applications by March 30.
All set. Alright. We have a first sec. Further discussion, we'll take a call.
