City Planning & Zoning - Regular Meeting

Wednesday, August 5, 2026

The City Planning & Zoning Commission approved a conditional use permit for Halliburton Energy Services to construct a mixing and bulk plant facility, with the condition that the FAA approves the height of the structures. The commission also discussed a rezone request for a parcel at approximately 497 South 3000 West from heavy industrial to R1-10,000 square foot minimum.

So what they want to build here is, what is it? It's not a batch plant.

2:40 – 2:52Speaker 5

So it's going to be a mixing and bulk plant facility. It's not a batch plant. It's just basically, and are you on, Travis? You can hear us? Yeah, I can hear you.

2:54 – 3:29Speaker 3

do you want to explain just a little bit to the planning commission of exactly what it is we're not mixing the some concrete we're not making concrete cement mix yeah this is this is for downhole or oil and gas operations it's not for mixing like normal cement are you guys sharing something on Oh, okay.

3:30 – 3:41Speaker 1

Yeah, let me see if Jeremy is... Will it create dust as you're mixing the mixture? Will it create a bunch of dust?

3:49 – 4:04Speaker 3

No, I don't believe a lot of dust. Let me get him on. He's And I don't know if he's having audio issues or not. Apologize.

4:07Speaker 7

Did you happen to ask how tall it was? I mean, we're further away from the airport than we have been.

5:01Speaker 3

Sorry, I'm getting his response right now. I think he's there now.

5:07Speaker 4

Jeremy, are you there? He says he can't hear anything.

5:18Speaker 6

Even you or us. Because we're not talking.

5:28 – 5:48Speaker 3

Yeah, I don't think he can. I'm texting him on the side. He can't hear me or you guys, I don't believe. Could do this, the interpreter version, and I can message him on the side.

5:48Speaker 5

If you maybe put him on speakerphone.

5:52Speaker 1

Yeah, the two questions we've had is like dust mitigation and height of equipment, your mixer and stuff.

6:01Speaker 3

Okay, let me see if I can.

6:11Speaker 6

Is it a series of silos? Do they have a plan or anything? No.

6:15 – 6:28Speaker 7

Okay. I mean, reading through their details, it sounds like they will have to, they'll be adjusting their air permit and stuff. So I think that's the dust on the table.

6:28Speaker 2

I'm not sure what's going on. My apologies. No, it's not here.

6:59Speaker 4

because we can all hear you. Nope, unmute.

7:11 – 7:24Speaker 3

I think we got a method here, guys. Sorry about that. So the first question, Jeremy, they have is for dust mitigation. So what kind of dust it's going to create.

7:25 – 8:27Speaker 2

So every... Every blend tank on site that we're putting in, we're putting in five blend tanks. Each one has its own sock house, bag house, one that's going to control dust, 100% of any dust created. The silos that we'll have, we'll have one tank that'll be designated for waste. It'll capture dust as those tanks are loaded. Anything that we don't use out and build, you know, residuals or the leftover will come back to that tank. It'll also have two bag houses on it, 25 bags each. So the idea behind those bag houses is 100% dust control. If there's anything that they have bent as far as dust, then there's a problem and we shut down and fix it. So we control any dust that the plant creates two of these soft houses.

8:30Speaker 5

Okay. And then the height of the silo tanks?

8:40 – 9:05Speaker 2

The tanks themselves are right around 32 foot tall. And then on the bag house, we've got another additional six foot of height, roughly six foot of height. on the two sock houses. So we'd be about 38 feet tall on that silo or that tank. We'd be the tallest of all eight.

9:06Speaker 5

How many silos? How many tanks? And how many silo tanks will you have?

9:15Speaker 2

There's eight storage silos that we're proposing

9:23 – 10:00Speaker 5

So the height regulations in this area would fall in our airport overlay zone, which we would need to just clear this with our FAA engineers to make sure that the height requirements, which I don't see would be a problem in that location, but we do need to reach out to them knowing what the height is now. Just make sure that they're good with that. There's an equation from center of runway out we get final approval.

10:06Speaker 1

I don't know if somebody else mentioned it, but the decibel, the noise, how much noise do these things create, do we know?

10:13Speaker 3

Jeremy, do you know how much noise they create?

10:23 – 10:52Speaker 2

They have fans on them, but the decibels are going to be really low. Plus, they're going to be way up in the air where it's going to, before you ever hear it on the ground, I mean, it's going to be, they won't be very loud. The shakers will create a little bit of noise when we have to shake the socks and the sock ass to knock the dust that they collect back into the tank. But none of that's real loud. I don't know the decibels.

10:55Speaker 1

And then will they be ran day and night or just during the day?

10:58 – 11:10Speaker 4

Night operations. It's potentially going to be 24 hours a day, yes.

11:18Speaker 1

Where's the closest? Is that Rosie's trailer park there?

11:22Speaker 5

So the closest residential? Yeah. You can zoom out just a little bit.

11:32Speaker 7

Yeah, Rosie's there, and then it's probably.

11:34Speaker 5

Yeah, Rosie's would be here.

11:36Speaker 1

And it's right next door, pretty close. Yeah, right there.

11:39Speaker 5

Yep. Oh, sorry, I was pointing at the, yeah, that would be the right one. Yep, this is Brad Knight's Industrial Park here.

11:48Speaker 6

Did they just turn down that trailer park though? They have 10 trailers left.

11:53Speaker 5

They're rebuilding.

11:55 – 12:13Speaker 1

They're bringing new ones in. It's an industrial area. Not really anything we can do about it.

12:15 – 12:45Speaker 5

So height regulation would be four stories, 55 feet, which it would fall under that in the M2 zone. Just coordinating with the FAA would be my only caution. And I don't foresee that being a problem with some preliminary design on taller items closer to the airport that's currently being reviewed. I don't believe that would be a problem. But we'll do our due diligence to reach out to our FAA people.

12:45Speaker 3

OK. So the main concern is just the height, just not going to have any issue with the airport. Correct.

13:02 – 13:13Speaker 1

Does anybody else have any questions for them before we go into public hearing? Any other concerns?

13:18Speaker 7

Make a motion to go into public hearing for the Halliburton Energy Services Conditional Use Permit. Second.

13:25Speaker 1

All in favor?

13:27Speaker 1

Any opposed? Okay. Are either of you two here for them at all? Okay.

13:37Speaker 7

Can we get a motion? I'll make a motion to go out of public hearing.

13:41 – 13:53Speaker 1

Second. All in favor? Aye. Any opposed? Okay. Does anybody have any other questions about this project?

13:53 – 14:06Speaker 7

I think the only thing, and we can talk about this when we go for a motion later, because we'll probably do the other public hearing first, right? But is there anything in the zoning ordinances for noise in M2?

14:07Speaker 5

Not in the M2.

14:11 – 14:35Speaker 7

look that up right now is that a permissible i mean my guess and again we've talked about this in a minute my request would be that they help provide some data on what the anticipated noise is but anyway yeah we're it's a little bit mixed out there uh the trailer court that we're referring to has been there for a long time and the industrial is

14:37 – 15:02Speaker 1

BUILT IN AROUND MY GUESS IS THE SEMIS DRIVING IN FRONT OF ROSES ARE PROBABLY LOUDER YEAH BUT CURRENTLY THE ANSWER TO YOUR QUESTION WOULD BE NO OKAY OKAY SO CAN WE GET A MOTION TO ACCEPT THE CONDITIONAL USE PERMIT UPON THE FFA FAA ENGINEERS APPROVE THE HEIGHT

15:08Speaker 6

I'll second.

15:14 – 15:27Speaker 1

All in favor? Aye. Any opposed? Okay. Approved with the condition of FAA. The engineers approve the item. Okay.

15:29 – 15:42Speaker 1

You want to talk us through the zone change? Thank you, guys. Thank you. Thank you. Same thing as the last two months ago, but changed the names.

15:48 – 16:10Speaker 6

Did you get your car washed today there, Rory? No, I certainly got out of there. I was pretty packed. Okay.

16:13 – 17:01Speaker 5

Rory has submitted an application, Russell, for a rezone request for, I'll just list the parcel for the record, 00-0035-2940. The address is approximately 497 South 3000 West, where the cursor is on the screen. to heavy industrial zone to a to a r 110 10 000 square foot minimum which would consist and follow the consistency of the previously three zone compliance standards of the normal

17:13Speaker 7

I move that we go into public hearing for the Rory Russell rezone application.

17:21Speaker 6

I'll second it.

17:23Speaker 1

All in favor? Aye. Any opposed? Okay. Do you guys want to say anything on it? Okay.

17:33Speaker 6

I move we go out of public hearing. Second.

17:39Speaker 1

All in favor?

17:41Speaker 1

Any opposed? Aye. Does anybody have any other questions on it?

17:46Speaker 6

Drew, is this going to tap into sewer? Are we going to be septic?

17:52Speaker 1

R110 would be sewer. You'd have to have one acre minimum.

17:57Speaker 6

Are we just going to tap into what's down there at Stonegate? Yeah, so we would want to tap in.

18:03Speaker 7

There's an 8-inch line right out of Stonegate, right about a little higher than that mouse.

18:08Speaker 5

And then there's a 12-inch where that mouse just was.

18:11Speaker 1

And we're trying to work with

18:23 – 18:42Speaker 5

Yeah, as far as a site plan, we've not got to that point yet or engineering, but that would be the, the reality would be that 12 inch to extend that. We're looking at some options for that extension at this time. So.
