I'd like to call to order our quarterly meeting for the city of Deer Park Community Development Committee. Do we have anyone signed up to speak today? No, ma'am. Okay. We'll move to our first item and that's approval of the minutes of the meeting from 04/28/2025.

Alright. Okay. Okay. So our our motion our our minutes have been approved. Okay. So next we're gonna move to our second item which is consideration and action on the quarterly report for April 1 through June 30 of this year.
Good evening. This is the standard template that y'all are used to seeing. In the beginning, it details all of the activity, the parks and recreation department for the quarter that relates to CDC, everything that occurred, and then the back half of the report are the financials for the fiscal year. If you'll have any specific questions, both Kenny and Nicole are here this evening. But other than that, there's no additional information to present.

Okay. Good evening. So I just want to provide an update on the projects that that pertain to the CDC. There's the see. Do I

So the Glenwood Park, that's what we're on here. We did do our substantial completion walkthrough in May. That project is actually complete. So we've completed the parking lot, the landscaping, the sod, the trail. We've extended a one eight mile trail and added some bench seating. We're going to keep the gates locked until the bridge is complete as those two projects tend to kind of go together. But project is closed out. It closed out in August. Substantial completion is done. It's been turned over to the city.
So like I said, those gates will remain locked until the bridge project is complete. But the Glenwood Park project, for all intents and purposes, is done. All right, okay, it's done. That's done. Okay, next the DAC. So the DAC for all intents and purposes is done as well. We had our substantial completion has been done. The building has been turned over to the city. Appreciate those that came out to our ribbon cutting ceremony. We've done a soft opening kind of last week and then this week.
And then this Saturday is our grand opening. We do have some punch list items. The contractor is going to stay on-site for probably another two or three months or so just to get some other punch list items done, but it's nothing that will prevent us from opening to the public. We already have three thirty members that have already signed up ready to go. So we're pretty excited about that. Staff's on board. We've been doing tours every single day and signing people up every single day. We had an event this past Saturday for the Adaptive community and it went very, very well. It was a great event. Thanks for those that came out, you know, and and and volunteered.
That was great. And so everybody's community is really excited. So yes, that's ready to go. There are some, like I said, are some punches items, but we did the ribbon cutting, and then we have our permanent certificate of occupancy. And so that's pretty much done as well. So the next one, the Dow Park pipeline design phase was completed and it sent the city for approval. So we came back with a few minor modifications mainly to the P Street parking lot. If you remember that will cover the there's a pipeline that runs north to south through Dow Park. That's been it's kind of collapsed. It's not functioning.
So they've completed their final proposal. We had a few minor adjustments we wanted to make to the parking lot, and I think that's been done. So the estimate we had budgeted $1,500,000 looks like it's going to come in right at that amount. So that's there really is any updates there. Probably in the next couple of months, that will go out for bid for construction. The pickleball courts at San Jacinto Park. So that's groundbreaking. We did that back in May. There's been some delays, but there we're we're looks like we're back on schedule. That's scheduled to construction start either the the fourth, which is next week of August, or the eleventh.
They have they are moving. The straight structures have been fabricated. And then a lot of their they've submitted a lot of their submittals for approval for the court design and the beams, all that's coming through the city right now for approvals. The construction actually on-site, we'll probably see them out there in the next week or two. And we expect most of that to be completed by the end of the fiscal year. We may have to roll a little bit over into October. Most of that, I think, will be done this fiscal year. Laser grading at the ball fields, that's completed. That was done back in June. So that field's been turned over, and the youth organizations are playing on those fields.
That project is complete. And I think that's all of them. Let's see if there's any other projects. These are all projects that have been done. That's the DACs. Hike bike. Hike and bike, that's that's project's been completed. That was the first one. Yes. Think everything I mentioned in the last this is the bridge, okay?
This is the the last one is the Spencerview Bridge project. So the bridge is complete. It's ready to ship. We're waiting on the construction company to complete to finish installing the abutments. And then once that's done, hopefully in the next week or two, they'll ship the bridge. The bridge comes all it's all manufactured and ready. It comes in in two pieces and they bring it in, they put it together and set it all in one day. So we're excited about that. And it's actually once the abutments are done and the bridge is set, it will be pretty close to completion. So I don't anticipate that lasting too much past September. So that's the update on the bridge. And I think that's all of the projects pertaining to

Yes. No. It was more entrance and exit. Okay. They had they had one and we we wanted to just it's pretty minor actually.

I mean it look much nicer. There was angled parking and we made it to where it's not to to get more spaces. It was gravel and we're up in the concrete. The the the main public works wanted to use that as a a dumping site for emergencies for tree removal. And in order to do that they have to have an entrance and an exit. So we wanted to do that so in the event that emergencies that it could be used for the public works. So that was really that's really all. So that just kind of delayed a little bit I'm trying to find how to do that, but that that's all that was.
Okay. And then on the hike and bike trails, I know there are phases. Do you know when we might would start this next phase on that?
Yeah. So they the county is leading that project. They last told us it would start the last week in July, which is now, and it hasn't.

And then so Jacob actually reached out the end of last week to our contact and their contact was saying that it's being delayed and we're not sure why. So we're trying to find out why. Okay. So I don't really have as of last week, I'm not sure why it's been delayed and we're trying to find that out, to be honest.

we'll move on to item number four, which is consideration of an action on approval of fiscal year twenty five to 2026 for our budget and submission to city council.
Hello. Hello. Good evening board. So if you recall back in April at our last meeting, we provided a preliminary budget for your review. We have had a few changes from that budget to the one that we're asking you to adopt tonight and that is here and I'll go over those changes.
So on the revenue side, we increased the budgets prior year revenue, which is the use of fund balance, dollars 582,240 to fund two additional projects. On the expense side, we increased our operating transfers $334,240 to help supplement the new building. We anticipate those expenditures being a little higher than when we came to you in April. And then we're funding two additional projects, that's 248,000. That's the walking trail around San Jacinto Park and including an arch sign at the Spencer View Complex. So those are the only changes to the budget from what you saw in April. If you have any questions, I'd be happy to answer them.

Obviously, we don't know who they are at this time, but we definitely welcome both of you all to come back to the October meeting so we can present you with a plaque, which obviously I didn't have time to get for this meeting.
