All in favor? I oppose. Unanimous. All right. Moving into an Are there any petitions? No, Madam President. Any committee reports? Yes, Madam President. Any objections?

10:160

Any discussion?

10:16 – 12:040

Yes, Madam President. Um, first of all, I would like to thank my colleagues, Council Joke and Councelor Monto for co-sponsoring this legislation. Um, I would like to thank our partners at the county for for moving on a biometric technology uh limitation um prior to us and I'd like to thank all of my colleagues for considering this legislation today. Um, what we're voting on today is the culmination of a lot of work. We began conversation around this legislation back in the wintertime. Um, I'm glad that our efforts are finally coming to fruition today. Biometric surveillance can create very tangible harm for our residents. During the unrest this winter in Minnesota and Maine, we witnessed a collection of biometric data being used as a tactic of intimidation. This demonstrates the power of this technology. We know that algorithms used to identify individuals have a hard time with people who are young, people who are old, persons of color, members of the LGBT LGBTQ community. In many ways, these are descriptors of our city. The misidentification of these individuals opens them up to greater levels of harm. As technologies evolve and emerge, lawmakers are always trying to play catch-up. With this vote today, we have the ability to define the conditions that we want to see in our city and to push back against corporate actors who are collecting our biometric data sometimes for their financial benefit. In the interest of our residents privacy and all of our civil liberties, I urge all of my colleagues to vote in favor of this legislation. Thank you.

13:15 – 14:090

Yes. Um, this right here resolution is something that is very um um emotional and saddened too that we even are in a place that we have to talk about voters rights and redistricting across the country. So, I'm so glad that the whole team is supporting it just as well as we supported um the last item that this has to stop. We have to come together as a community. We have to come together and and stop fighting and bickering, but stop making it hard for people, you know, from different classes to make this have the right to vote. Everyone has the right to vote. Item 27. Any objections? Any discussion? Please call the vote. All in favor? Opposed? Unanimous. Councelor Nav. Thank you, Madame President. I am introducing this resolution in recognition of Tourette's syndrome awareness month in support of an effort to raise awareness and offer encourage encouragement to individuals and families throughout the community. Okay. Do you have and I'm going to have discussion? Do you Okay. So, any objections? Any discussion?

18:42 – 20:420

Yes, madame president. And I want to thank you. From May 15th to June 15th is Tourette's awareness month. And this is very personal to me. So I'm thankful that my brother Chuck, my sister-in-law Betsy are here to recognize my friend Rick Tito and others who know uh who live with Tourett syndrome. It is a very misunderstood disorder. Uh the movie I Swear came out recently and for me personally it was very emotionally because Rick and I know personally uh we've lived through that journey with a lot of hardships, people putting us down say we couldn't do it but somehow we raise up and we say no we can do it and against all odds we accomplish what we are and against all odds I'm sitting here before the common council as an elected official. I am the second elected official in the state of New York to have Tourett syndrome. Earlier this month, the New York City Council pass a resolution of Tourette's syndrome awareness month. Their city advocate Jaman Williams is the first elected official. So, I take uh I take pride that I'm the second official in the state of New York to hold this position and to make awareness and that for all of us sometimes they don't understand us and I know as a counselor it gets emotional for me. So, I'm always thankful for councelor Caldwell to holding on to me at meetings and I thank uh President Pantiago keeping you know to keep it tone down be careful what I say sometimes because I get emotional but that's we're very high strong in in how

20:38 – 20:560

we are so I do want to I do want to thank everyone who was here and I'm now going to ask for its adoption before then I will read the resolution. Thank you. Please hold the vote.

20:590

All in favor? I oppose. Unanimous.

21:03 – 23:020

Thank you. Resolution to recognize May 15, 2026 to June 15, 2026 as Tourett syndrome awareness month in the city of Syracuse. Whereas Tourette's syndrome is a neurological disorder characterized or by repetitive involuntary movements and or sounds called ticks. And whereas according to the Centers for D the disease control and prevention CDC approximately one in 50 school age children in the United States are affected by Tourett syndrome or another persistent tick disorder. And whereas it is a genetic condition and symptoms often persist into adulthood and many children and families in the city of Syracuse are affected by Tourett syndrome. And whereas despite this prevalence, Tourett syndrome remains widely misunderstood which often leads to bullying and can create social and academic barriers. And whereas by raising public awareness of Tourette's syndrome, there can be a greater understanding of the disorder which will create compassion and support for individuals leading living with this condition. And now therefore, be it resolved that the Syracuse Common Council as dwey elected representatives of the proud citizens of the city of Syracuse do recognize May 15, 2026 to June 15, 2026 as Tourett Syndrome Awareness Month in the city of Syracuse and encourage everyone in our community to learn more about Tourett syndrome and always promote kindness and inclusiveness. adopted by unanimous vote of the Syracuse Common Council.
