Public Services
Department Director Todd Philbrook presented an overview of his department's current projects and services. He reviewed the existing fee structure, noting that it aligns with charges in comparable municipalities. He emphasized that there is limited potential for additional revenue without affordability concerns for residents who rely on these services. The Commission members agreed. Commission members expressed a consensus view that the City Council may wish to seek support from our State legislative delegation for authorizing the opening of an additional lime quarry for disposal of residential and commercial refuse. Members noted that Rockland's lime quarries are among the deepest in the nation and that no known aquifers are present that would allow contaminants to migrate through groundwater.
