So that's the reason the medians are going away. And it also affects the drive in to the fire station for the fire trucks. So FDOT and the fire department have been in conversations with how we're going to address that driveway off the causeway into the fire station. And then there's the water runoff issue as it impacts the new building. I mean, there's a lot of impacts with what FDOT is doing. And so already there are civil engineers for the city hall are having to address the elevations of the building so we don't become a swamp down there with water running off the causeway. So all those things are in play right now. I'm just, you know, letting you know that they're going on.

Well, maybe what we can do is, depending on how that conversation goes, if they do have to be removed, maybe we can figure out some place in the village to put them or repurpose them.
We are looking at that. Part of the problem is that when you get up close looking at them, they're pretty fragile at this point. A lot of them have cracks that go all the way through and are just basically being held together by the dirt.

So, you know, they've been there for so long, they're deteriorating, and you really can't tell it when you drive by. But when you walk up on them, I'm fearful when they try to lift them with a forklift or something, they're going to come apart. Yeah. So we're going to have those discussions and see what they got in their mind, and then we'll go from there.

All right. Well, then without further ado, Andy, I'll pass you the floor.
All right. I'm going to take off on the where we left off with the Island walk. And yeah, we did put up a, a vote, which if you guys saw was extremely one-sided, uh, in favor of the Island walk, I think it was like 80% plus. Um, so this was great. Uh, yeah, We had a conversation on the dais again where I suggested that we initiate reopening all of the island walks. This time it wasn't really met with the same opposition. It actually was warmer received. But then we went into, all right, well, how do we go about enforcing it? Some of the other commissioners shared that they didn't – favor litigation. And that's, you know, kind of where we left off. So it seems like now we would have consensus on the day is to push a plan to open the island walk as it was intended but we do need a proper uh implementation a plan and implementation which is something i've been uh thinking about and you know would take uh i mean recommendations it's also something you can we can take some homework on and and maybe talk about at a future meeting but would be basically what is, if we did now want to enforce the island walk, what is the proper way to enforce it if buildings just hypothetically like 360 decide that they do not want to open the island walk? Okay, well, now what? So that is the latter. That is where I think eventually we're going, but we do need a proper plan of, what comes if, uh, if these buildings decide not to cooperate with, um, saying that we are going to open it.
Can I ask, do we have a, I know we chatted about it last time and I can't recall if there's a map, is there a map of which buildings this would impact based off, um, like when they were developed and, and where we think.
There is an Island walk map that is on the, uh, that is on our, our government website. Um, yeah, but really, uh, if you think of anything built after 2000, so, uh, blue Bay space, a one moda three 60 Bridgewater, um, Those are the newer condos. Maybe I've missed one, but more or less, those are the newer ones which have it in. And then there is some argument to be made. Well, there's not full connectivity, so why to enforce it, which I initially thought. But then my comment to that was, well, when Continuum builds their island walk, it will not be continuous next door because the property, the vacant land next door is going to take years later to develop. So Do we use the same argument and then say Continuum does not have to open up its island walk because it's not a continuous at that point? So I think it's just that's a precedent that we shouldn't set. If the site agreement plans have that the island walk is intended to be public walk, whether you have a long continuous path next to you or not, it doesn't matter. The intent is that that is public access. So it just comes down to proper enforcement. Okay.
So, Commissioner, it's Frank again. Also, if you recall, to add on what you said, is that the commission directed the city attorney to put together a full briefing for each of the commissioners on exactly what the status is of each individual one, because there is a varied amount of things that are either in the DA or they're in the permitting. There's different places requiring different things. And the mayor requested that a briefing be put together so that the commissioners could understand exactly the status of each one of the properties.
I do remember. So it would be good if we followed up to make sure they had those. I did have the briefing like a year ago. And generally the briefing was that these condos are generally in our favor. Some are more in our favor than other, but generally they are all in our favor. Some of them are black and white in our favor. And then some of them are just, public access and island walk on the site plan, but there's not an extensive elaboration of that.
Remember in my briefing. They all have. Indicating a public access. Which I was faced with. Properties are social. And they're all. Island walk. To be able to get.
And at the time you put the two ADA ramps, because they're so low, there's almost no level walking space left with the 2% ramps that run across their property.
I mean, I think on all of the properties that we're talking about here that have been built since 2005, I don't see any of them being significantly below sea level, but I could be wrong.
No, no, it's not that they're below sea level. up from one to the other. Even if you've only ramp stink up a truck. I'm just saying. Resolved.
Some buildings are being built higher than some of the ones that have already been built. And that's going to have an impact on an island wall.
Frank, my suggestion for that would be one of two. We can give it to EAC and let them design it for a few years, or we could just simply connect with a little concrete pavement that would come down two feet where needed. That would be my priority to just use common sense. It's really unlevel between any two lands, which, again, I think is a hypothetical because I don't see that happening anywhere, really. If anything, it's some of the grandfathered lands that are much lower. Right. than the ones that have been built in 2005 and 2006, which have, you know, most of those condos are 2008, where they did have to also build a certain degree above sea level at that time.

Where are some of these, um, like I know we just, you rattled off a few of the names, but the newer buildings versus the older buildings, like I assume this, cause this really goes by public versus public versus private, um, get open.
We don't actually. That is private, but it's you that have that some time and I want this original like four years this was like one that was done about two years which I can also a future meeting. I'd be happy to discuss just...
Yeah, definitely a future agenda item because I think it's one important, but two things interesting. But then also see what like Miami Beach has done in Sunset Harbor with some of their walkways that have gone out into the water. I obviously do not know how much expense they put on those walkways, but that is also something potential to help try and get around some of these red areas.
since, uh, since I joined the commission, I always said it was what I thought would make change North Bay village. The most is, is the Island walk and what I wanted to be on new development really push. And, uh, it's, it's been more challenging than I could imagine. So I would love it. This became a dual initiative of the community enhancement board that month in and month out, we can revisit what's happening with the Island walk and, you know, maybe, uh, maybe that can help me continue every month to push these initiatives.
Yeah, are we able to get a copy of this?
This one is from NBV 100, which, I mean, if you Google NBV 100, it should come up. But I think if you were on the government website, just the northbayvillage.gov, there should be an island walk tab, which I think is the best version.
Once you go to North Bay Village 100, maybe cooperative projects. We might have to find it for the next meeting.

And then also like something that we could work on here is like a simple signage and rules and regulations like we talked about. Okay, so we have the island walk, but even if it's not 24 hours, dawn to dusk or whatever we think is good. You know, I think in a future new business conversation, we should discuss what because there is supposed to be signage at the entrance to each one. Like we should design a universal signage that is an island walk welcome sign with a simple rules and regulations. I mean, hours of operation and just some common sense practices.
And some of those rules are already incorporated in the development agreements with continuum. And I know they're in the DA dealing with related. Pagani was before my time. But I mean, it's being addressed. Continuum fully intends on opening that island walk when they're operational because they're going to have retail along there. So they want the people in there.

No, that's what I was waiting to share was my report of we did discuss it. I think we did make some lead way amongst the commission to come to agreements that it should be open, but it is mostly hesitancy on some of them still about the proper way to go about now making that a reality. Perfect.

yeah treasure island's pretty cool too uh there's definitely i mean last year was like the first i walked around the kid was too young to really kind of know still what's happening this year we look forward to him being able to knock on doors but yeah there's definitely parent i mean if you own a house or you know if not like to walk around and people were out on the streets and just kind of interacting it's uh It's actually a pretty nice evening in North Bay Village and Treasure Island and North Bay Island. Cool.
Yeah. So we deliberately have the Halloween event the night before Halloween or not on Halloween so the kids can still go out and trick or treat to the houses.
It's a two-day festival.

Yeah, I don't think the condos as much, but definitely last year I spent time just seeing on Treasure Island and North Bay Island, and both streets had a good amount of people in the streets walking around and trick-or-treating.
The parents on Harbor Island usually bring their kids over to North Bay Island. I mean, Treasure Island. Usually they bring them to Treasure Island.

And, uh, we're getting very close to closing on that so that we can get a permanent home for our public works operations, because home.
work tells the happy work place there and he's looking to 26 to tear his construction for going in there And that's about it.
I guess before I did just is the day before Thanksgiving. So it works for folks or I don't know if there's an alternative to do the week before. I know that the commission does have busy meeting schedules. So
It's a possibility I could be out of town on this date as well.
Yeah. So I guess I can respond to Isabella and maybe see if there's alternative dates just so we start thinking about it now because then we're also going to get stuck with the Christmas season as well being the day after Christmas if folks are traveling and stuff.
