I'm Councilman Brady and I'm present. And Councilman Hansen is asked to be excused from this meeting tonight. Item three is the Mayor's Golf Tournament Youth Recreation Grant Awards. This is presented by Mayor Debbie Wyn. Thank you, Chairman and Council. This is such an awesome night. For those of you who um maybe have not heard about what this program is about um or or has have been here previous years, we have phenomenal volunteers in this community who care about our youth. They volunteer of their time. I know that financially they also support these groups that they participate in. and their whole goal is to make sure that there are good wholesome activities for our youth to do in this community. Tilla City government as a whole really can afford to hire enough people to run all these programs. Um we could raise taxes to do that and I know nobody wants to hear that word and they don't want to do that. They don't want to pay more for it. but they're all very very grateful to those of you who step up and make sure that that happens. And we truly do have a phenomenal group of of volunteers in this community who do this. We also have some wonderful giving, caring businesses. We do an this annual mayor's golf tournament uh up at the most awesome golf course in the nation. be Ochre Hills Golf Course and we hold a tournament and that is where we raise money. So where you ask where the money comes from it it is by the sponsors of all of

2:55 – 4:550

these businesses that you see up here on the screen. They give money as their sponsorship to participate and raise these funds so that we in turn can give them out to the organizations that are supporting the youth. So we call it the mayor's tournament, but it I didn't do this. You did this. you as the business owners, you as the volunteers in the community. I just get to be able to be the one that stands up at that golf course for a day and loves every minute of it. Um, and my staff give credit to my staff for all of the organization and they put it all together. Like I say, I just show up and enjoy a day at the golf course and then I get to hand out the money on the night, which is tonight, to to give out these grants to these kids. This is not a few kids. This is literally thousands of kids in our community. It's not just Tilla City either. there are um participants in these organizations that live outside of our city that are able to be blessed to be part of this community and what we do here. So I am so very very grateful to all of you that make this happen. So uh before we start and give out uh the awards this evening, I would like to invite any of you that are here as a sponsor. So again I would like to uh thank our sponsors for all that they have done and I would welcome any of you to share your thoughts um why you sponsor why you're here tonight what this means to you. Yeah.

16:20 – 17:260

Good evening. My name is Brent Hullbrook. I'm the market director for Chartwick Credit Union here in Utah. And I just wanted to say a few words. I think this is my third time at this particular meeting and we participated in this uh tournament over the years and it's just been fantastic to support the community. But I just wanted to shout out Mayor Win too just because she's put her heart and soul into it and even her wonderful, beautiful singing voice because she always sings the national anthem every time we have our tournament. But, um, I know that, um, Mayor Elect will continue this, uh, this tradition and and continue this going forward and and we'll be right there with you as well. We just really appreciate being a part of the community and appreciate all of you that um, have chosen us to do business with and and if not, come and see us. But we we um are just so glad to be um, here and a part of the community now and going forward. So, thank you for um, for everything. Thank you. Thank you. [applause] I just want to clarify that we'll be continuing this, but there won't be the singing. [laughter]

17:22 – 17:500

We tried. We tried. Just thank you. Terrific. Thank you. Really appreciate you. I just want to say terrific. That's all. Thank you. Thank you guys. Appreciate it. Thanks. And thank you everyone for all you do for the community. We're great because of you.

17:52 – 19:510

All right. Thank you. We'll move on to our next item, which is item four, the public comment period. This is the time for the public to address the council. We ask that you state your name into the microphone, keep your comments to 3 minutes or less, and then there's a paper that you signed by Shiloh. The time is now the public's. Good evening, council and mayor. My name is Scott Daglebeck. I live in Tula City. Uh tonight, I have two and maybe three things I want to comment on. Uh the first is I listened to uh Police Chief Day's comments earlier this evening on the change to the ordinance on RV parks and living. And I I don't know where I stand on that cuz I wonder about if that applies to those people who have the RV next to their house that a family member is living in. I see that a lot around the city and I don't I don't know those individual circumstances. So I I I don't know if the change in that policy would affect that group of people. So that's that's one of the comments I had on that. Otherwise, I think it's a great idea and I would support that. You know, one of the things you could do is you could just designate Switch Point as an RV park and move them there. [laughter] Okay, I'll let that go. Uh the second issue been bugging me for some some time and I don't know if anything can be done about it is uh there's a couple or three places in the city where there's numerous cars in the yards and on the street. In one instance I counted 16 cars parked right to the front door along the street and I don't know if that can or is being addressed. So I leave that with you. The third one's a little more positive. On uh Veterans

19:49 – 20:360

Day, as I was coming back to the gym, going to my house, I noticed a water leak, couple three houses down from where I live, I turned on and went back. I thought it was a sprinkler flush, and it wasn't. It was a substantial water leak. Uh I called the city, but it was Veterans Day. I should have known. You know, guys have a day off once in a while. But I finally was able to make contact with a city employee that I know and he directed me to go to uh the sheriff's department. Long story short, when I left a half hour later to go to Salt Lake, the city was on it. And I think that's admirable. When I came back 4 hours later, they' had it fixed and it was gone. So those are my comments for tonight. Thank you. Appreciate it. Thanks.

20:32 – 21:140

Thank you. Thank you. Okay, seeing no one else come forward, I will close the public comment period and we'll move on to item five is our invoices and purchase orders. There are none this evening. So, we'll move on to item six, the minutes from November 5th, 2025 work meeting and the November 5th, 2025 business meeting. Mr. Chair, I move that we approve the minutes.

21:13 – 21:290

We have a motion from Councilwoman Manzion and a second from Councilman McCall. We'll take it to a vote. Councilwoman Manzion, I. Councilwoman Goes, I. Councilman McCall, hi. I'm Councilman Brady and I vote I. That passes 40 and we are adjourned at 7:28.
