So we have one project that came from Hudson Falls.
The applicant is Adirondacks.
No, sorry. This is a town of Kingsbury and
Jason Halliday, Advanced Storage LLC. He's actually leasing the property, so it is a separate owner. There is an existing self-storage facility. They're adding a 3,500-foot building. So I printed out a map just so that you could, everybody can see where it is. So it's at the intersection of 196 right by Lake Lafayette Way. So the parcel actually, parcel borders the canal. So again, there are three buildings that are there already. There is a copy of, it's a hand-drawn site plan that is on the back of your package showing where their new building is going to be put. which is essentially directly behind that very small building that's right off of Route 196. So there are only two things that I thought needed to be pointed out about this. One of them is this is a hand-drawn site plan. There are no measurements, but it looks to me like it's very possible that this building could end up being less than 50 feet from the parcel border, which could be a zoning buffer concern, but That would be a Kingsbury and that's a false issue, if not ours necessarily. The other thing that I think may be something that we want to discuss is although the seeker indicates they will use the existing ingress and egress, which is off at 196, this drawing very clearly shows a driveway cut onto that road. So again, from our standpoint, our job is to evaluate that for inter-municipal concern. But I point out that there is a discrepancy between what he says in the seeker and what this site of Flint looks like. And if you look at the Google map that I provided you, that edge of the lot is completely wooded. So essentially, I mean, other than the driveway concern, and the buffer concern, which would be, again, an issue for Kingsbury. It's a fairly simple adding a new building onto a new system. So they... With what notes specifically? The two that I just mentioned?
Yes. We can make up a couple. So I want you to second. All in favor? Aye.
All right.
Any other business come before us? Yes. So two things.
We do have an other. But before we do the other, just as notification, which I indicated in the report, we did get two reports of final action from the last two projects that we saw. One of them was Fort Anne. The Adirondacks, that one, we basically, well, we approved both of them. And I think we had some minor comments. But both of them were approved by the whole board. So the other, Supervisor Clary is here. The town of Salem has been working on zoning amendments. We originally had that review on this agenda. But the Salem Town Board wasn't able to meet in time to review it, so it got pulled off of the agenda. But then Sue notified me and said that the board had met recently and asked if she could bring consideration of updates to their zoning law. I do not have copies of them because I didn't get this, but I think Sue can describe for us the zoning changes.
How big is the list?
Oh, and what changes there are?
Yeah.
One change. One change from public facility to recreational facility. And especially pieces in one piece. And unrestricted measure uses.
Well, I guess where I'm going, well, depending on how big it is, we can take a couple of months. That'd be easier.
How big is the document? Yeah. 17 pages. Yeah.
What do you want to say?
So basically, it's the zoning law incorporating the amendments. And so I will read you what the law is being amended under Section 3.23, medium density residential districts to include recreational facility and recreational comma open as special uses within that zone. So basically, it sounds like you amended the definition.
Yes, from public, so with the recommendation. Okay. From the definitions, you'll see from page 17.
It's an addition of two uses into that sum?
Yeah. Okay. So on the page 17, it's a recreation slash repetition. And then it's the definition. Okay.
So you added it into medium density residential under special uses and you define it.
Okay, those are the two changes.
Does anybody have any concerns or comments about that? Do we want to consider it? Do we want to table it or I can go make copies? What would you like to do?
have size limitation does it have a size limitation of like the type of recreational indoor recreational facilities okay um how this can i explain you know what they're looking at is the revolutionary park i mean that cemetery yeah which is adjacent to a park is in the residence so they're trying to identify them and include that in the
And I remember Sue and I had conversations about this. Instead of attempting what would effectively have been spot zoning, they redefined the definition of what was allowable in that district to allow the new use. So the entire district then gets updated as opposed to any single parcel. Okay, makes sense. No other questions. Yeah, we don't like spot zoning.
Neither does the courts. All in favor?
Aye.
Opposed?
All right, that's it. Tim's opposed. Tim's opposed. Tim is all busy accepting some award or other.
He's not here. He's opposed. No, he's just not included in the yeses. Same thing. No, not entirely. It's still a no. It's abstain. It's not a yes.
So we took so long.
Compared to the prior chairmanship, this is record time. That's when you know things are going to go. I said, I have my family coming from Philadelphia.
