So the applicant Lars Goldberg on behalf of the Housing Authority of San Joaquin County seeks to develop a child care center on this highlighted eighteen thousand seven hundred twelve square foot parcel. It's addressed as twenty seven thirty nine and twenty seven forty one Hawaii Avenue in Conway homes. The general plan of the property is medium density residential. The zoning is RM, residential medium density. The proposed project is thirty six hundred ish square foot daycare center to accommodate a total of 58 children and they're doing associated on site improvements including landscaping lighting parking lot and a trash enclosure. Commission use for it is required for a child care center in the zoning district and a design review is required because it's a new commercial structure. The ARC architectural review committee has reviewed the project and recommend approval of the design. That's the site plan. So Hawaii Avenue is at the bottom of that and Houston Houston is on the left hand side. These are the elevations. So the east elevation is the Hawaii Avenue frontage and the west elevation is the rear that looks at the neighboring subdivision. The south elevation is the Houston Avenue side and then the north elevation is facing the homes in Conway. The municipal code requires certain findings be met for commission use permit approval and design review approval. This is a quick little table illustrating that. It's met the findings for these criteria. Additionally our code has standards for child care centers and it meets all of those requirements too. So it is recommended the Planning Commission adopt a resolution finding the project is categorically exempt from CEQA and approve the commission use permit and design review to allow the development of the child care center. And I'm here if there's questions. And Lindy Turner-Harden is here from the Child Abuse Prevention Council, if you have any questions.

Well, we do internally because we're licensed by Community Care Licensing, which is a state agency that limits us to the number of staff in ratio to the number of children. So in the preschool classroom, we can have up to 24 children with three full-time staff. On the infant-toddler side, we can have six infants and eight toddlers for a total of four staff. Four staff? Yeah, four staff. And then, of course, there will be the center director as well.

And then my only other concern is the fence. I know that when I got out and walked it today, there is just kind of the barbed wire fence that's there, the regular wire fencing, and I noticed that the second house from the corner of Houston, they kind of took their picket fence down and they're actually using that wire fence and just put some tarp behind it. My concern is that fence, I don't know if I feel it's high enough. I know that the minimum is six feet, or is it maximum six feet, or minimum six feet at least?

I don't know about maximum, but community care licensing does have a minimum, and I believe it's four and a half feet for a preschool, but we're not gonna use those. We're going to build our own wall fences. I think we're probably going to do cinder block, but I don't have that confirmed yet. But we want something a little more permanent and a little more private for our students when they walk in.

But I think for me, the I guess my other question is where they're coming in to I guess that's where they're coming in for it's an adjacent opening between the house that's by the parking lot and the one with the back property is that where they're going to come and take the garbage in that corner up there yes and then is that open to public to come into that or

typically at our sites we have to leave it open because parents have to be able to come in and visit their kids whenever they want to but the doors are pretty much locked once the school starts parents will have to knock at the door or whatever to come in but we are required to be open to the parents whenever they want to come in okay so you guys don't have like a double door entry type of thing or I don't believe this site has a double door let me look Actually, there is a main entrance, and then there's sort of a courtyard, and then it splits off to the infant-toddler and to the preschool side. So there are two doors, but...

I know, I've been to a few other daycares, my kids have been in daycare, and as a parent, that was something that I've always looked into to make sure nobody can just walk in or anything like that.

We don't want them coming down and digging through and causing a bigger mess. there's no gate to the parking lot but the um the our garbage cans are pretty much enclosed okay so like just somebody trying to rummage isn't going to be able to get in there per se they want to scale the wall i'm sure they can well i mean because they do attempt to go through our cans that's what that's that was one of my i just didn't want you guys to come in and have a explosion of a mess.

Thank you, we appreciate that, but we have several centers that are in similar neighborhoods, and so we are sort of accustomed to dealing with the unhoused, and are as compassionate as we can be.

Right, and then also, Hawaii is not the best as far as street parking goes. I'm concerned only because with having the charter school that we have right there, I can say, and a lot of us were a part of that as a part of helping understand the flow of the community and the driving and things. If residents are going to, if, not residents, if people are going to have to get out of their vehicles, there is a very strong possibility that they're, and Hawaii already gets backed up because of Taylor. I can, you know, people are all the way down Taylor, all the way to Houston, trying to drive. I know this because my granddaughter just promoted from there today. There's a lot of traffic, and the, The driveways don't line up very well, and so my concern is that people are gonna be like, I'm gonna just run in and run out real quick, and then they're gonna block a driveway, and then just things are going to happen. So I'd like some, a little bit, maybe some extra thought on street parking and how there can be wording when parents are coming, you know, to make sure that they're leaving ample space when they're parking because some cars don't turn as tight into our driveways as you know, that kind of thing. And then I had one more. I had one more, and leave it to me, I didn't take notes. I'm not Yolanda today. Oh my goodness.

Well, while you're thinking, if I can answer you. Yes, yes, yes. I appreciate that concern, because I think if I lived in that neighborhood, I'd be concerned about my driveway as well. But we will do our best to educate our parents to make sure that they're being aware, and being considerate of all of the homes in the area.

And I remembered, thank you. The 7.30 start time drop off, that is really close and coincides with all of the schools on their start times and their drop off times. We try to accommodate the parents as best we can, but we also have to be considerate of staffing hours and also keeping our staff within ratio according to community care licensing standards. So it really is sort of a delicate balance of factoring all of those things into the equation. We are certainly open to be flexible, but traditionally our hours are 7.30 to 5.30.

We'd love to do that. Obviously our priority are gonna be residents of the Conway Homes community. We'll be open to other areas as well, but Conway Homes will be our priority. In terms of the staffing, That's a little bit different. We have to hire staff that have certain qualifications and have to have a certain number of units from Delta College or some college with regard to early learning and care. Our funding and our community care licensing requires that. But having said that, I'm also working on ECL or ELC workforce development. So we have in place a program, this has nothing to do with this project in particular, but we have in place a program where we like to work with preschool parents, help them get connected to Delta College, kind of mentor them through the process so they can get their 12 units, that would qualify them to apply for one of these positions. I'd love to talk about that program to your residents and see if there's anybody there that is interested.

I have another question based off of her question. Security. I have a four year old granddaughter who just graduated on Tuesday. And I know you were kind of a little vague about that, but I loved the security that they had set up where there was only my daughter, her dad, myself, my husband, and my son are the only ones allowed to take her off of that campus. Gates are locked, doors are locked during the time that they're there, and we had a sign in, sign out policy. So I don't know if that's what you do, but I think that you talking about security, I think that's very important, especially there is the homeless community there. And I would hope that that was something a little bit more tighter on that. That really, for me, should have been a direct answer. This is what we're going to do, not maybe. So do you have something like that?

In fact, starting last year.
