I have one son that's a Marine and the other son-in-law is Navy and they always I'll tell you guys afterwards what I call Dave Duncan who is also a submarineer. Yeah, I like I like to call him that as much as I can in public. See, now Ryan couldn't go in the subs. He's too tall. He's 6'5 and a half. That's the reason why he was there. But he could he was in the base and he did all the torpedo markings in the USS George Washington. So, you know, he had plent. But then to crawl through those tubes and then you didn't fit on the hangers, so his feet were hanging off of them all the time. Definitely nice being short. Yeah. Yeah.
Pros and cons, doesn't it? First time I saw the tubes, he had curls through. You go through those every day. Oh, yeah. All the time. No, I'm just going to live on the top. Not doing it. Okay. I'm going to go ahead and call the meeting to order. Um, we're gonna go with our visitors first. Chris Taylor, you're up.
So, I am the president and founder of Operation Mind, Body, and Soul, which is a nonprofit in Jasper, Indiana. Anybody else wants any of these? We'll leave these up here. Here's my card. Okay. Um, I'll keep an eye on that. So, a couple things that we do. We have two facilities in Jasper. One is like a wreck area and a training area, a classroom area that Jasper Group built out for us. But, uh, we have those available for veterans 247. We should talk up.
Can you make sure? Um, so, uh, these areas are available for veterans 24/7, uh, to go to decompress, to get educated. Uh, we also just opened up a gym that is for law enforcement, first responders, and our veterans. Uh, we got a grant from Jasper Engines for boxing ring, which is being built now for that facility as well.
Um, but it's just a place for them to go with Operation Mind Body. always kind of educate, get them fit, get them doing good things in the community to keep them better. So, not only do we want them better, we want to keep them better. Um, so it's a a lot of thought thought process went into it, but we've been doing it for about two years now in Jasper. Last year alone, we had eight veterans that reached out to us that were suicidal. All eight veterans are still here. Awesome.
Um, so we're doing good things. Uh, we just opened up a new facility in Tel City as well for Perry County. I'm working with the BSO there um to get this up and going. Uh we did just submit a grant for the OPO funds in Jasper through the Duboce County Commissioners and we did receive a a generous grant donation from them.
Um so we're with that we're going to be moving forward with having more peer support groups, family support groups, and therapy uh sessions for people that need them. uh that goes beyond our scope of the peer support groups. So, we can get them to a certain level, but if it's beyond us, then we got to hand them off. We also have a contract with Vet Center out of Evansville to come on Fridays to do therapy sessions there as well. Um, of course, you have to fit their bill and be qualified to do that. Um, so that's one reason we want to provide some therapy sessions outside of that. Um, but it's been it's been amazing what's the doors that's have that's opened with this and we want to continue to build it. We look to be across southern Indiana within the next few years and then going statewide after that. But we got a process that that is working and it's all because we're staying with them through the whole process and keeping them better, not just getting them better and letting them go. Y and a lot of that also is um through the counseling that they get for the for the mental issues uh PTSD.
Yes. Uh suicide prevention, right? Um and you also give vets in need like walkers and things like that. You have a pos a process for that as well.
Yes. So, u a lot of times we look at helping a veteran in any way we can. So, uh, day-to-day mental health is something you got to work on daily and any kind of mobility things. We've had walkers, wheelchairs, we had a handicap ramp donated to us so that we actually put at the gym so people can get in and out a little easier with their wheelchairs if they need to use the facility. Um, but couple of these scooters that were donated to us are 20 something thousand scooters. Uh, we had one gentleman that had a stroke and couldn't drive anymore. We got him a scooter and now he can at least not so much right now, but when the when the weather's a little better, he can get out and get around and have a little bit of mobility, which the worst thing to do is to a veteran is coop them up in a house and not let them get out, keep them in their mind and things like that. So, I'm not sure if you're familiar, but we have 22 soldiers a day that die by suicide.
Um, that's just not acceptable to me. So by providing them any kind of resources, we have a veterans breakfast. We started out with like four of us uh at headquarters and now it's like 20some every Thursday at Cranberries. Y uh so little things like that just to get them out, get them uh looking forward to something keeps them moving and keeps them keeps them active.
Yep. I just started doing the breakfastes breakfastes the breakfast with the veterans uh probably about a month ago. Um, and uh, it's it's it's fun. Um, you get to talk all kinds of crap to each other and you don't hurt nobody's feelings because it's it's a brotherhood. Whether you're I hate to say this, a marine or navy or army, air force, and those good old boy army guys. Uh, we're a brother brotherhood. So, yeah, it's it's tight. It's like siblings. Uh, we can mess with each other. Yeah. Don't mess with nobody else.
So, pretty rough sometimes. Yeah. But we've had Senator Banks uh spokesperson come. Mark Mesmer's been there. Uh Daryl Schmidt's been there. So, it's grown drawn some attention to a lot of people. And basically what we we're doing is building a blueprint that we can keep duplicating in other counties. And if we save one life in each county, it's well worth it. Okay. So, what kind of as far as funding where are you are you having any short shortcomings now or or is that that grant helping you a bunch or
That grant's going to help with more of the it's a two-year pilot program. So, we put together the peer support groups and more training for us, crisis intervention training for um us to provide more services to our law enforcements as well. Jasper PD, we work very close with them. We've uh gave every our whole county suicide prevention packs which contain a gun lock, drug deactivation kit, Narcan and uh resources for us as well in those packs. So every officer in this county has them even right here. Um and also or they should have them here. Um but we went to surrounding counties as well and gave them because we want to build those bonds with those those counties. If someone's struggling, usually your police department knows more about it than anyone.
Um because there's usually some signs that show there's some wellness checks or domestic violence or something going on to hand in hand. A lot of times it's hand in hand. And with the gym, the reason we opened it up to law enforcement and first responders is we want to kind of build a bond with them and the veteran. So if there is a veteran that's struggling, the police department shows up and there's a face to the Yeah. a name and a face and a little bit of a little bit more rapport to talk them out of the situation. Yeah. Okay.
But I mean, we roughly spend about $3,000 a month on our facilities. Um last year we brought in around $50,000 in donations. Um so it's been it's been pretty amazing. When we first started this, this was us paying for this. Uh, we took on a $7,000 or a $700 space at the river center and then we expanded to the other section. Um, we actually got a grant to do the build out on the second section because it was just studded out uh from Home Depot. So, we got grants from them. We've groups helped us out. OFS has helped us out. Um, so very fortunate with with veterans. You got to show you got your boots on the ground. Absolutely.
A lot of people say they want to help us, but they don't do it and we're doing it. Y um the money that you receive as far as donations um how much does that go actually to the program and how much is kept kept in um like a um admin, right? Yeah. Admin. It's all volunteer based. So nothing goes out% 100%.
That's awesome. Um eventually we look to take it um more of me being full-time as the director and doing a little bit more. Uh but we we're going to be putting in for some grants. Uh we're putting in for a $75,000 grant with Indiana Department of Veterans Affairs, but that's to help expand this to other counties. Um after that, there is a Staff Sergeant Fox grant, which is a complicated one to get, but it's 750,000. Yeah. Uh, but that's one reason we're building our relationships with our state senators, representatives to get those letters of recommendations and let them know what we're doing here so we can expand with a grant like that. That's awesome. Yeah. Well, um, none of this is cheap.
No, no, nothing is the spaces that we have are, you know, they need a little upkeep, especially the gym. Um, but we're working on those things as well. We're putting in a grant with the community foundation for those. Um, we got like a bid on some insulation that needs to be done, some spray foam insulation. It's about $17,000. Okay. So, it's not it's not cheap to do what you're doing is what you're saying. No, but it's well worth it. Well worth it. Yeah.
You know, it was kind of a leap of faith when we started this. Like I said, we weren't getting any funding in. And so, the first year we pretty much carried it and uh but we we had to show that we were serious about what we were doing. And now to look back, it was worth every penny.
Yeah. Yeah. Absolutely. Well, I would I would like to u see what the town of Holland can do for you. Uh I think we've got some some monies left over from last year that we can probably go and uh and and donate to your cause. Um I think we've got a total of uh right at $500 that we can we could donate to you. Your It's not much, but we don't have a big big budget. Uh, and that's going to come uh out of um what's left over in the opioid fund and out of our general fund promot promotions. So, it's 25599 and 24501.
So, I'd like to make a motion that the town would will uh donate that $500 to them. We'll leave these here. So, and anybody out there that looks at this and all in favor? Hi. Hi. So, um, as far as the Holland dumpster site, it's still didn't find anybody. I probably asked 40 people, I'm guessing, and every Nobody wants to give up land, which I don't I don't blame them. Um, I know as far as I I don't even know Jud is is Jud in here. Okay. I already asked you. um hoping maybe he will change his mind and and reconsider, you know, just sell it back to us. Yeah, right now he's leasing it through March and then it's month to month and if he doesn't get anything in there, I even asked him if he would consider selling it to the town and he said he didn't want to sell it. Yeah. So, I mean, we'll see.
You know, that's what he told me, too. But then uh he also said something about uh you guys have an easement on the land which is good as far as I'm concerned by the way you know more of a chance and um so I don't know like I said I've been looking I know you have I've been looking hard but we also did offer the lagoons as a last resort. Yeah. Yes. Uh, I know the lagoons is out in the town a little bit over a couple hills and back. We definitely can't go way back in behind. No, no, that's just we wouldn't want you to. It would be right off to the right. Right past the maintenance building. There is space there.
Yeah. Uh, well, you said it was pretty wet at times or we'll have to do something. No, it's on the front side. It is not on the other side of the building. We could do maybe some tiling there. You know, where it first comes off the dam. either there or I want it on the other side of the maintenance shed after the curb. And I know you don't even want it there, but that's because you don't have to use it. Yeah, I don't want it there either because I I don't want those people to be driving past the maintenance building. You're the maintenance guy. I don't want people to be driving past them and him backing out or or just just dangerous. And plus, there's a pretty good size ditch on the other side. Yeah. What about that on the west side? that I know you is that going to be would that be a problem or is that being
on the west side? Well, we'll have to come down and look at it. So, you're talking as soon as you go into the gates right there. Not straight ahead. No, to the left or to the right. There's some space. Okay. Well, I'd have to look and see off to the right before the dog kennels. There's decent space there, too. And then do you lock that all the time? We're open Tuesdays and Well, Tuesdays he's open anyway. We could leave it out open on S because people go all the way to the top to get rid of limbs and stuff. They have for years. Yeah. Okay. So, I mean, it's not like there's never traffic out there because there is and the dairies up there several times a day because they lease up above us and they have their wastewater system up there.
Okay. Okay. So, I mean, yeah, as far as I can check on the space, see how wide it is. Uh this one over here is I think around 65 70 feet. Uh we'd like to have it a little bit wider because they got to go down there and do a three-point turn around to get back out. So it' be nice if they could just turn around. But yeah, you know. Yeah. Because when I brought it up to the commissioners, we didn't want to lose it. They said you won't lose it, but I know it's difficult to find a spot. Yeah. Yep. Um, so you know, the end of March, uh, um, I ain't saying we're going to be out of there. We're gonna have to do something else.
Well, he he said he was going to rent it monthto month after March, but it's he's charging like three times more than anybody else. Okay. That's an issue. Yeah. Which still horrible. I mean, we're getting all their others cheap. Well, because you're not having to rebuild the fence or any of that stuff. Yes. That kind of compensates for that, right? Right. So, but uh yeah, that's what I got. So, maybe I'll come down and I'll if you see me down there sometime, I'll try to measure it and see what's what we can do. And I mean, I definitely want to stay out of your way because, you know, your machinery and I know Yeah.
I was going to say it's not that big a deal really. More people. It's not like Huntingburg and Jasper's utility things, you know, we have one full-time, one part-time, and you know, so it's not that big a deal that there's a a huge amount of traffic that goes through there, right? So, it's not as big a deal, but we want to keep it in Holland because there's we don't have trash pickup. I mean, you can some people can't afford it, but also they don't some people don't have the ability to get somewhere else, you know, here in town. I love it right where it is because it's good for the school, too. Kids walk across there, they do their recycling, you know, they they learn things,
right? Doing doing the right things. Uh, and then it's it's a good place. It's a good, you know, teachers. I think there's probably six or eight teachers that park over there. Yeah. Um, you know, and we would definitely let him do that. Yeah. So, hopefully hopefully Jud will maybe change his mind. He might. Um, you know, so we'll see. We'll Yeah. Thanks, guys. As you guys know, we've been working on the uh comprehensive comprehensive safety uh action plan um that you got the grant for. So, uh, the plan's complete at this point. Um, I've got a copy of it here for you. It's been all through, uh, the reviews and the necessary processes that we've needed needed to do. Um, at this point, I think we're ready to, uh, recommend that you adopt a resolution to, uh, adopt that plan and then, uh, we can move forward with the Federal Highway Administration. So, um, if we have the re resolution here, it's in the draft of it. Yes. So, um our recommendation at this time, do we need to read that? I guess
uh we actually reviewed it. We reviewed it last month. Okay. Um and voted on it to accept it. Okay. And we didn't have any changes or to it and even after our meeting the other day, we had no changes to it. So, we're good. Okay. So, with that, I guess it's formally formally adopt. Yes. I make a motion to formally adopt the resolution and I think it's six. Six or five
have a second. I second it. All in favor? I was a sidewalk master plan that was done as well. That will be an attachment uh that goes in that plan. So basically that's in the dependencies of the plan. Um next uh phase will be drafting some ordinances that were recommended, some changes to the ordinances that are recommended in the plan. So we'll probably have those drafted up uh middle of this month, something like that. Um just to kind of update things on signage and and final plan is in April.
Yeah, final plan submission will be April 30th. Um so that should be that should be completed at that time. And then concurrently, we're working on uh conceptual plans for the preliminary design for the sidewalks here basically along Main Street. We do have uh survey data in on that. I think we do need to get some uh utility locate data, but obviously got to wait for the snow to go down to get that pulled in. But we've already started on doing some preliminary layouts and stuff with that. So once we get some of that drafted up, we'll come back and share that with you guys and see if that's kind of working.

Um I stated Ray that uh if if we didn't see uh a little more help from Dubo County Strong uh as far as businesses in the community, then I wouldn't support um signing the contract for next year and I'd like to have that placed in there. Okay. You have any specific way you want it written up? Um, just said you made it.
I added um just say Colton Bugger will not agree to uh resigning a contract if Dis County Strong does not assist in the community or in the businesses in Holland. And that's in 2027. 2027. think we have one this in July. Okay. Uh, the only thing I did notice on here, the center point, it says park electric, but then off to the side it says youth league. So, this is for our lights in the park because the youth league we've dropped. We haven't dropped it yet.
Oh, we haven't dropped it yet, but it's like $13. So, this is the park and the youth league. Okay. I will make note last year our transportation cost since we have our gas tank out there we saved almost $4,000. Good. Every little bit helps. Yep.

If we can take care of the negatives, that's pretty much the last thing. Then we can roll over.
So, I just need to know where it needs to come from. Right. I kind of showed her on like MVH what the minuses were. We could take them out of three sections that were pluses. I need actual Right. Okay, water projects update. Before you go on it, I'm just going to read this notice that's in the Facebook page. It's water utility announcement. A planned water outage to replace an exposed water man is set for Monday, February 9th at 8 a.m. and will last 6 to 8 hours. Customers affected south to southwest of town, west of town, and all of Standell could experience low to no water pressure. This does not include rural customers north of Holland on 750 West. 720 West ending at 10524 South, 720 West, North of Holland on 161, Holland Road Southwest ending at 9413 South Town of Holland Water and Sewer customers. A boil order will follow. This is on our Facebook page and it's posted all over town. If you have any questions, just look at it. It gives you the places that are going to be effective and the ones that are not.
Okay, now you can go with the water project on that project right there. Like I said, we already got it underneath the we just have to hook it back up and there's two services have re reroute to do that. And then in the following weeks, probably the week, probably a week and a half after that, we're going to start on the Second Avenue project. And that's that's going to be a pretty long project. The Second Avenue project is a large project. Plus, it has several fire hydrants that are going to be replaced. And it'll be a new line and new services. Bigger line, new services,
bigger line. So, we'll let you know then when that approximate time will be when there's a shut off because you're not going to hot tap that. Oh, you are? Okay. Well, the hot tap that'll help. If we don't go below, we won't have a boil order. Okay. But we will still let you know when we're doing it. Yes.
Because there'll be a lot of digging on that road. So, just for everybody's inconvenience. Miscellaneous. Brian The only thing I got is I know we you guys did some repair work and stuff on the heaters over there in this apparatus bay. This is a quote to replace those two. The units that are over there are actually bigger than they need to be. I know they've been there for 40ome years or whatever, but um one of them to my understanding has a probable crack in the heat exchanger which is not good.
Right. Um, so that is to replace both units with smaller units. Two of these or just one of those? Two of these. And they're 29.90 each. Correct. Uh, the labor is all included in that 2900 each unit. But since if you guys were do both at the same time, you're going to save labor, right? So it won't be quite 6,000. It's going to be considerably less than that. Okay. They won't have to do near the work. And you got just one estimate. We don't have any that came from RNG. Okay. U No, I did not get one from anywhere else. Just
um but yeah, I mean just I know we you got that's kind of been of a pain every year. We've had somebody come in a couple of times, two, three times a year it seems like to repair them through the winter. So, right. Did you have three copies? So, Thank you, Tre. Um, and that's some of the stuff we're dealing with with dispatch right now as far as some of the doing overlay mutual aid and overlap stuff like that.
Um, all right. Uh, second thing is I asked for information about fire truck grants. Did you get that for me? Oh, I can get that on my Oh, he's going. Okay. I was going to get that from Adam, but because uh I'm going to see what what if what or if anything is out there other than what you guys I don't want to, you know, I don't I don't think we can double dip on them. So, right. So, I've been, you know, waiting for you to give me that so I can start seeing what's out. We can get it to you. Okay. I need to take it to region 15, too, and have Jessica look as to what has there's some anything with region
and they're coming. There's some She's really good. Jessica's really good about knowing what's coming along the pipe, you know, where they're loosening up and when they're not. Yeah. And I mean, some of them have just stopped all together. Drip, drip, drip. But there are two of them that are coming online soon. So, yeah, we want to get on top of it. It could be that there's something out there for I most of them are not for refurbishing. Most of them are for new. Yep. But there are some out there that do some refurbishing. Oh yeah. So yeah, when you get that then I'll take it to reaching 15 too. Okay. I'll get that to you this week. We have it February 24th.
One of the things too that you need to when you're talking to Tammy and these other fire chiefs, you need to explain to them that there's going to be issues if Here we go again. If we do have a fire out there, and it has thermal runaway, who you know who's who's going to be who's going to do the who's going to come and relieve Holland after they've done 12 hours out there, right? You know, and uh that's that's that's a big concern too, you know, because uh fatigue a lot of, you know, fatigue causes accidents. Y
so that's something else that, you know, you guys might want to sit and talk about as well. No. Yeah, we'll we'll cover all that. Uh probably some this month and then when we do training, they'll do that because Honeym and all them will be with us. We'll say Henry be a part of it too. Okay. And there that's nice because they are a lot of times relief you guys when you're doing something else. Correct. And although you can't put the fire out, there's still got to be somebody there around the boundaries and and helping people which they know they need to be also going to be evacuations too where fire department will be helping along with that with law enforcement, too. So, so it's hopefully it doesn't happen. They're going to be working late hours. Yeah.
Well, we're keeping our fingers crossed that nothing will ever happen, right? But we do believe in the what if monster. Yeah. Well, and it does happen, you know. I mean, yeah. And not only that, then you got also got that center point new uh booster station there. Line goes down, something like that. You know, that's something starts chewing on something.
