Good evening. Thank you for the opportunity to come before you all this evening. Um, you all would have received in advance our annual report. Um, also a copy, we just recently filed our annual CBB oversight compliance with the state and several different entities. Um, but, uh, to present our overview of our annual report, um, the impact of tourism across our region is real and measurable. From the local businesses and jobs it supports to the experiences that encourage visitors to stay longer, return often, and invest more deeply in our communities. Our data and partner testimonials consistently show that this work strengthens our partners and contributes positively to West Virginia's tourism economy. Because visitors do not see boundaries, our work often extends beyond a single destination. Visit mountainer country actively participates in regional statewide initiatives including leave no trace, mountaineer gravel, the mountaineer trail network, civil war trails and international visitor initiatives as well as more. We take seriously our responsibility to fulfill the role of a convention and visitors bureau which is to attract new visitor spending into our communities serving as a credible source of information operating within the West Virginia code and industry best practices and stewarding our resources responsibly under the direction of our board of directors. Uh Mayor Trumbull, thank you very much. She serves as the representative um for the city of Morgantown on our board. Every day, our team works to strengthen our destination and leave a lasting impact on the communities that we serve. We measure success not by a single campaign, but through long-term trends, industry benchmarks, and the economic results we see in our region's lodging tax receipts and visitor spending. The city of Morgantown is a beneficiary of that. As we move into 2026, our focus remains clear. Stewarding tourism in ways that strengthen strengthen local economies,

enhance quality of place, and deliver lasting value for our residents and our partners alike. Um, we have a new data tool this year. It's right here. It's called Placer AI. Um, it's a heavy hitter. It's new for us, but um, it does tell us that Mountaineer Country ranked number one in West Virginia for overnight stays and day trips. about 30% of our traffic is are day trips because of our shopping, restaurants, all that sort of thing. Um, we saw over 4 million um unique non-re repeating visitor visitor trips are 50 miles outside our destination or beyond. Um, and I know all of this doesn't exactly match up because the data is an, you know, all these tools are kind of interesting, but we average somewhere close to about 300,000 visitors a month. Um, we've done an awful lot this last year. The most recent of which was Thank you very much for your participation um in the cleanup, the coordination, and just in general being a leader um uh manager Jamie Miller was one of the first people to reach out, which was wonderful. We have been working on the NCAA championship um first and second rounds with WVU for quite a while. Um, and the good news was we had so many things going on here. We couldn't accommodate all the team hotels, which is a good place to be. Um, but nonetheless, we could not have brought out mountaineer hospitality any better than what it was for that event. And and with having more than four million visitors on a regular basis, we need to have that effort on a on a on a routine basis. um you can only make a first impression once, right? And so um we can't thank you enough for your partnership. Um I know we've been working with the airport and we've just we've been doing a lot of collaborative things. So with that, this is a lot of

Um, and without all their coordinated effort, um, I don't want to say I'm on autopilot a lot, but I have a an appreciation for what I don't know that's going on because they just they're in the groove. So, um, thank you very much. We we appreciate you all greatly. The only other piece that I have, our tourism summit, um, it is Cinco de Mayo, which is the way I like to remember it. um it is here in Morgantown and it's essentially our way of bringing a lot of the um topics and trends that you normally see at the um like the governor's conference or whatnot and and in between the governor's conference actually brought here um for one day. So um it's turned out to be a pretty big thing and um you all are more than welcome. Uh councelor Sen, I'm sorry. I just was slow on the mark getting my hand up. But um I really appreciate this um leave no tries outdoor ethics um because I think it feeds into no littering

feeds into just looking into your own backyard or your own front yard and your own neighborhood. And then when you go to a park that's a little more remote and not just feeling like you can dump things on the ground. So, uh, people notice behind the dam the accumulation of trash. Well, that trash wouldn't be there if someone had put it in an appropriate location. So, that is kind of huge um for our area and for people being future good citizens. So, thank you for doing that in particular. Um, also I wanted to point out that we've come a long way from more Morgan Town.

Yes. Which was cute in its day. Just fine. Nothing wrong with it. Play on words, but having a little more to it and um some numbers behind it. Um, definitely nice how far we've come and all the different types of trails. And I I refer to these as chill bump moments. Yes, we've had a tremendous number of Susan's chill bump moments in our team meetings and um our our team Hannah Winnot, our creative director, she's so talented and um she pulled this out. She's like, "Yeah, it's a lot different than we normally do. I want you to take a look at it." And I was like,

"Wow, this is wow. Okay, great. I love it." You know? So, I mean, we tweaked a lot of things, but um the Leave No Trace, we're over 3,000 now fifth graders, and we that's a commitment that we make to students, to education, but really for the stewardship. Um, so that's exactly what it is. That's one of my favorite huge deal. And it's it's starting to get young people to see their communities differently. and and it it's cannot be understated how big of a I've been shocked and we're we put a lot of effort into it to coordinate all the schools and all the fifth graders snow days, no snow days. I mean, it's it's a big commitment, but um yeah, we're we're sticking with it. And um it's it's the results are starting to really show themselves. And whatever issues people care about, a lot of it starts with stewardship or custodian. Custodians of our fellow human beings, custodians of our physical landscape,

custodians of our our fellow airspace and what kind of language comes out of people's mouths and what kind of a atmosphere you want to create and it's just all kind of tied up together. But business is easy to see. So that's very nice.

Thank you. Um I I think our our biggest exclamation point uh recently on our collective efforts, all of our efforts for us to pull off that weekend between traffic trash. I I I think we need something like that every year to get all the potholes taken care of like lickety split, right? Um maybe not all but at least the ones in major uh thorough affairs. And um we sold out that com coliseum which is the really the biggest thing when you bring a big event in you need to show the community support and the support can be the the condition of your of your destination. I mean it comes in a lot of different ways but for that coliseum to be sold out W view had us in in the concourse. We were there and we kind of blew things out. We had these buttons of a coliseum like forever. Nobody wanted a button in the coliseum. Let me tell you, they went like hotcakes. And um the Kentucky fans put posted on the coach on social media saying, "I don't know where you get your fans, but I want some." Because he's never gone or they've never gone into a community where they were so welcomed. We compete very hard. I mean, there's a few booze here and there, right? But after the game, they were congratulated and best of luck. We hope you move on. And so, uh, again, another chill bump moment. So, um, couldn't be more thankful and grateful for to represent, um, Morgantown as well as all the areas that we do because these rising tides raise all ships and it's showing everywhere. So, thank you.

One suggestion. Yes, ma'am. When we're thinking about maybe hosting tournaments, But we also are hosting every year graduations. And if we could put the same kind of effort into all the people that come here, because graduation is not just a culmination, it's all the brothers and sisters that are coming with the other relatives. Um whether someone decides to stay here or not after they graduate, the whole package. It's it's there's a lot of overnights that go on.

it was so successful around NCAA, but everybody was kind of wowed. It was special. It was special. But, like I said, we have more than four million visitors in in in right in the area. And so, I do recruiting visits on a regular tours for for whether it's WV medicine if we're asked, whatever. And you'd be surprised how many of those were asked to do and um you know we think a lot of our things are big deals that we see every day. We don't have much that's I mean everybody has potholes and everybody has traffic and I mean but it doesn't mean that we don't want we really truly with our Mountaineer hospitality have a tendency to wow our guests and for recruits and those visitors it's it's a huge impact. see see what we can fit in the cycle that we do. And I know that our Michael was was I was going to say busy every I mean she was out there. She called me and I said, "Well, I can't right now." It's like, oh. Um but there was an extra push. Um because I know that city engineering and our manager were working on it, but it helps if you have a couple of council people that are calling to do and and anyway, what whatever we can do, I'm I'm really getting a lot of organization for volunteer cleanups.

I have groups everywhere. So, um you know, if you ever need to collaborate, especially now you mentioned graduation. Uh there's some areas we're going to try to focus on, you know, just for the basketball game, I think, you know, and this is after a full cleanup last year. And we still cleaned up 11 bags of garbage every year.

Yeah. And I, you know, compared to last year, that's great. 11 bags was really good compared to the year before when I think the boulevard was like 60 or 70 bags. But we also did that for two days. Has there ever been any conversation with DO about PE a groups um I don't know what they I I'm going to escapes me, but like um dedicate take care of a section of roadway or what is it? Adopt

So on Saturday we had a group on Beach. We had a group on University and they'll start at the top and they went all the way down to Reynolds Hall. So they get all their stuff from the DO as well. So the DO will provide you with litter sticks.

Okay. Um, they'll provide you with garbage bags, gloves, and vest. All that's free. Um, I think last year I got six boxes of garbage bags, which was 600, and I'm literally down to like one back one box. So, um, you could let anybody knows if they want to volunteer that everything's free. Um, okay. And then you'll fill out the paperwork and uh just, you know, tell them the name of your group. Okay. And uh they're wonderful. Get Emily, didn't you have a group that came in that wanted a project for a conference?

Well, good evening everybody. Good to see you. Gail Taylor, 678 Westview Avenue, Morgantown, uh, 7th. Um, so I am here, I should also say that I'm a member of the Morgantown Arts and Culture Commission, and I have enjoyed the two meetings that I've attended as a newly sworn in member. And I also think that the commissions are a wonderful opportunity, wonderful way for people who are interested in civic engagement in public service and who are also not affiliated with a party um to participate in local government. And I think that it's important to keep the commission process going. I came here today with a question for the city. What is going to happen or do you have plans for the Warner Theater? I understand that the Warner Theater is privately owned and my question is is there a discussion happening about uh perhaps making better use of that property? Um, it has been sitting vacant now for much longer than anybody that I know thought would be the case. And we have so many exciting cultural arts events happening in our beautiful city of Morgantown. And you know, we could just see a lot more continuing if that space were somehow either raised to create a multi-purpose uh space that would engage even more members of Morgantown or if it were rehabbed. I know from sitting on the arts and culture commission, I understand that many of the arts and

deco decorations that we some of us who remember have now gone kaput. I understand there might even be a problem with asbestos. But um my purpose in being here this evening is to ask the city of Morgantown to reveal any plans that might be up in the works or um press for um purchasing the property and turning it into a property that can be of even greater use and showcase the talent, the creativity, the architectural expertise of this community that produced Tony Pietro, for example, that produced so many wonderful people. People that I bump into when I travel and they ask about Morgantown. Um to conclude, we had this wonderful presentation on tourism and I can attest that um you know between being so close to say Pittsburgh which is getting ready to welcome between 500,000 and 750,000 people this month for the NFL draft. People who are looking for places to stay and people who are looking for other places to experience. I know people ask about Morgantown all the time. So, I think that if we continue to spotlight the best of Morgantown by starting new projects and showcasing new talent, talent that incorporates people from various communities, classes, ethnicities, races, genders, whatever. I think that a project, a new project at the end of High Street would do that. Thank you.

All right. And then we're on to new business, which first we will consider the item removed from the consent agenda, the award of bid, Eastn Roller Mill deck replacement and parking projects.

Certainly, Deputy Mayor, I'll provide a brief overview and then Damian Hint here if there's any further question. Um, as the council is aware, we have taken possession of the East Roller Mill. Um through that project there are are various refurbishment items that need to occur. Uh one of the first and foremost one is that we need to address the the decking area that would allow people to access the facility as well as any parking for ADA accessibility. Um so we have gone out to bid for this. There were five bids submitted. Uh we are recommending the award to the lowest responsive bidder which is uh Veritas Contracting. Uh this is within the estimated budget for this project. Uh this will add an ADA compliant parking space as well as allow the deck to to make it where we can access and uh the goal to publicly open that facility. We know that there's a long way to go as far as restoration efforts in the future um as we look to do different events in order to make sure that we're raising funds in order to keep this historic facility. Um, a important part of that is to be able to allow the community to have a part in that in being able to get into that. So, this is from a safety and an accessibility item. Um, this is partially funded through grants as well as partially through our capital escrow.

We we don't at this time because we still are undergoing the process of doing an evaluation of the different phases that will need to be put into it. Uh certainly we will lean into historic grants. I imagine this will be a project that goes on for a while before that we have full restoration.

Yeah, it it seems shortsighted to approve projects peace meal without an idea of how much this is totally going to cost the city. uh especially when you know we we've we've had to cut we've had to cut major areas of service. We uh have had to cut uh partner funding. Um this just seems shortsighted without that full view. Uh especially considering it's not in city limits. So, I just would like to express my frustration about that. Um, and continued frustration with us spending city resources outside of city limits. If we wanted to do a little point counterpoint, you might say we have such small city limits that if we don't look a little bit beyond them that we might miss some important things that help the people in the city limits to have better lifestyle as well as helping our area. But I can understand when you're making choices having that be one of the factors. But I think uh in this situation uh stabilizing the exterior, the way that people get in and out of the building is kind of a safety issue. So I can see waiting on some other things, but seems like a thing you could do early on.

Um but doing this without a plan is my real problem. Did we get anywhere on the annexation

of that property? Um we have uh we have not there have been some efforts on uh both on council and um within city staff to to outreach to connecting land owners. This uh property is separated from city limits by by two adjoining parcels. Um it's near the airport boundary or or also by a roadway. So there are uh there are a couple different options to pursue annexation if the city would wish to do that. And we could uh certainly look at resuming those efforts. We should look at resuming that. I'd like to see it in the city. I I would too. I think we should look at annexing some of that property. Yeah.

Thank you, Deputy Mayor. Uh this is an item that we recently have been looking at the ordinance related to the membership of the land reuse agency. Uh previously brought back some revisions which included um adding some exeicio members looking at that membership. Uh what this ordinance that is proposed before you tonight does is another cleanup measure just just as we continue to look at it to say there are areas that we can be more clear on. Uh so this is some additional changes related to membership and uh residential status focusing on clarifying that the voting members are who the residential status um and the majority of being residents is is what that applies to including the the then seated members. Uh so this is an ordinance that is attemp at attempting to to clarify uh when we look at that membership. Attorney Simon, is there anything additional?

Yes. Thank you, Deputy Mayor. Uh just a couple of brief items tonight. You you did have two items on your agenda tonight related to leases at the airport. Uh these are some leases that we have seen consistently as we continue to to make sure that we're filling the spots at the airport that are available for business use. Um we're finding coming back to council frequently. Uh we would like to explore and bring to council an option that delegates that authority if an appropriate framework is identified from a policy standwork of what an acceptable lease at the airport would look like. if that can be delegated through in a more efficient and administrative process. So, uh we look to bring that item for your consideration at a future council meeting. Uh also, the West Virginia D has a conceptual plan for a project related to uh stream restoration for Decker's Creek. Uh they are holding a public feedback meeting at the Merilla Center tomorrow night. That's Wednesday, April 8th at 5:00 p.m. for those who are interested in learning more about the project that they are um wanting to undergo. As a reminder, the partnership annual dinner is on April 16th at 5:00 p.m. for those who have RSVPd and our citizen academy is going to kick off on April 23rd. So, just a couple of of dates to keep in mind. That concludes my report. Right.

Thank you, Deputy Mayor. Um, we are still working to follow up on council's affordable housing items. Uh, specifically preparing some accessory dwelling unit options compliant with uh the newly passed state law so the council can review those and move those forward in time for the January 1 um effective date or uh application period. Um, also reworking the uh the provisions for abandoned non-conforming uses into a conditional use permit process administered through the BCA. They can also promote some compatible neighborhood business uses. Uh we're working on those with development services and uh we'll hope to have those before council and before the planning commission soon. Uh going a little further back to council business, city council has discussed a couple of times the um food truck provisions in the city code and nighttime vending downtown. We have an internal staff level working group on that uh comprising parking authority which administers the current program as well as uh fire department finance uh development services. We have a meeting scheduled for next week to uh go over the last council comments about preferences uh as well as the uh the staff level group presentation regarding some options for locations, promoting cleanliness and security in the operations downtown um updating those permit areas at minimum to reflect where uh where businesses currently locate um and other uh other options to serve the downtown area. So, we'll uh look to report back to council on those soon. That's all I have tonight.

I always like to see members of our community and all the great things that they do. And thank you to Susan Riddle for presenting today. I have several great ideas I'm looking forward to talking to you about. And I will leave it at that. Um I don't have a whole lot. I just I want to give an update on the pavilion uh that's being put up at uh our community center in the Wilds Hill neighborhood. Um they've they've been doing some bulldozing work and laying the the groundwork for where it's going to be in the back there next to the basketball where the community center the basketball court is. But uh we we're very excited about that and the community looks forward to it. So, I'll get an I don't have a a date that'll be completed, but I can get that here soon. I just have a few April dates um to mention. The um this Sunday, the spring student showcase is happening at UHS from 1 to 3. This is an event that's put on by the community for Mon County Schools, which is the campaign that's um spreading awareness and information about the excess levy that is on the ballot on May 12th. Um it's going to be a lovely afternoon. I think there's going to be a wide array of um projects and um reports and artwork and um all sorts of things from the students to check out. Um, I also want to mention, um, on South Park Pacific on April 19th, um, that is a Sunday from 9:00 a.m. to 12, we're doing a neighborhood cleanup to sort of come together and celebrate Earth Day. We will have, um, our Moto tool trailer there uh, for use. So, I'm excited to present that to my neighbors. Um, everything will be provided um, gloves, trash bag, vest, pickers. Um, and then back to the election, I just want to keep that on everybody's radars. Um, April 21st is the last day to register to vote, which also means it's the last day to doublech checkck your registration, just in case. Um, early voting starts on April 29th. Yes, April 29th. And then the election is May 12th. So, I'm going to hammer those dates at you because I'm a firm believer in uh local elections and the power that they hold. Last thing I want to mention is um I got a lot of feedback from constituents about our new committee of the whole structure. Um and so I just wanted to let the community know that we're listening and um we're bringing that back together and communicating about that and figuring out what needs tweaked, what needs adjusted and and what was great about

Um, I would like to, um, make sure that we consider the, um, B film festival, which is, um, on Thursday night, the 9th. It's at the um downtown Met Theater and it's brought to you from BA, but it's it's outdoor films that anyone can relate to. It's had uh dogs climbing up rock climbing climbs. It's had uh some guys in white t-shirts in Los Angeles going from one trampoline to another in other people's backyards and to some sort of goofy music. It's had serious serious kayaking films in from South America. Um every type of climbing, every type of mountain biking. It there's something for everyone. The films are great. Um, but it's at our our Met Theater. Um, you can buy the tickets online. You can also buy them at our local sporting goods for store at Pathfinder. And um, there's a wonderful band that opens the evening that's called Leftover Stew, which is a takeoff on Stewed Mulligan. Um, people are familiar with that band. Thanks, Jenny. Uh yeah, I just want to mention that Morgantown Mosaic uh applications are going to be reviewed and um scored at the uh or uh scored, yes, at the uh upcoming NCC meeting. Um so looking forward to seeing those uh outcomes and what projects the community put forward and how those are moved forward. Um uh on April I was I also received a lot of good feedback on the committee of the whole structure. Um I think people uh a a bunch of people reached out and expressed their appreciation for the open dialogue. Um the the the point counterpoint and just kind of um getting a a feel for how we're weighing decisions that um that impact the city and uh and and that was the whole point. So that was very refreshing to hear. Um, I want to remind folks that April 28th is the next committee of the hall uh where we uh there's going to be the opportunity for public comment on our last uh our last top topic fiscal sustainability. So um I hope to see a big turnout. Um, and lastly, I want to thank public works and engineering for installing uh a a bench on the Greenmont Islands. Um, you know, it may seem like a pretty insignificant thing. You know, okay, we put a bench in and uh and you know, it's that so what? But um simple things like that, simple amenities like that. Um sure. Just a couple of brief things. The Woodburn Association of Neighbors will be meeting on Wednesday, April 22nd. That is not our usual day. It's been delayed a week. So, Wednesday, April 22nd at 700 p.m. at the Woodburn Community Complex. Um, Morgantown Forward had our first cleanup of the year this past Saturday, kind of in coordination with the Friends of Deckers Creek. Um, if you haven't checked out South High in the Decker Creek Trail lately, it's it's fully spruced up and we look forward to April 25th participating with the city's larger cleanup throughout downtown in the trail area. Uh, we'll be starting our work at the dog park then and I hope everyone attends the handmade market afterwards. Um, I also just wanted to briefly um express my appreciation for the flexibility that my colleagues have had, our staff, our partners, the public. I've been navigating some family medical issues, and I'm grateful for everyone that's reached out. It's really hard for me to miss meetings or participate virtually when you all are there in person. Um, but I am acting as the primary caregiver for both of my parents currently who have each experienced a um, significant medical problem. Separate, but both significant over the past few weeks. They're both staying with me here in Morgan Town. Um, it's temporary. I'm still trying to participate in as many things as I possibly can and look forward to being back in person at our next meeting. Um, I didn't have too much to report tonight. Um, I did want to uh first off give like kudos and thank you to city staff and uh city administration for allowing staff to participate in the United Way dairy caring. I saw an email go out um on May 13th. really is a big volunteer day for a lot of nonprofits and if you look on the United Ways website you'll see a lot of people have signed up for help. Um so I appreciate the city allowing the employees to take uh take part in that and give back in the community. The other thing I wanted to mention was um uh I've been contacted by the uh WVUSGA about uh an ordinance that they'd like to see which is like a right to repair ordinance that relates to um renters's rights and in in their apartments. Um so look forward to helping support them on like figuring out how they can get stuff like that done. Um something uh I think council may not realize when these things happen. Something that I didn't really think about is like um it probably takes a lot for individual members of the public to reach out in that way about something that they're an idea that they're excited about. I just heard from Mimi in our last human rights commission meeting that they had been working on some kind of proposal like this for like 10 months. It's like when when they reach out with this like it's probably for us it's like oh here's another thing we have to you know like think about or deal with and and maybe there's like a lot of ideas that kind of um fly in and out of our heads and stuff like this but for a lot of members of our community like this is very very important to them that they have that feedback and it just put it in perspective when Mimi was talking about how long they had worked on like even just having an idea to like
