Second Reading and Adoption of Ordinance 2026-17 Amending the District's Administrative Citation Process (Ordinance 17) – (L. Rey)

RECOMMENDATIONS: 1. Announce and wave the second reading of Ordinance 2026-17 amending and restating the administrative citation process; and read by title only; and 2. Adopt Ordinance No. 2026-17 amending the administrative citation process.

Second Reading and Adoption of Ordinance 2026-18, Amending and Restating the District's Abatement Process for Weeds, Refuse, and Abandoned Materials (Ordinance 18) – (L. Rey)

RECOMMENDATIONS: 1. Announce and waive the second reading of Ordinance 2026-18, amending and restating the abatement process for weeds, refuse, and abandoned materials; and read by title only; 2. Adopt Ordinance No. 2026-18 amending the abatement process.

Amend and Restate Memorandum of Understanding Between the Cosumnes Community Services District and the City of Elk Grove – Parks and Recreation Facilities. – (T. Ogden)

RECOMMENDATIONS: 1. Authorize the General Manager to execute the Amended and Restated Memorandum of Understanding between the City of Elk Grove and Cosumnes Community Services District related to the development of park and recreation facilities within the City limits; and 2. Accept the transfer of funds from the City of Elk Grove to the Cosumnes Community Services District as stated in the Amended and Restated Memorandum of Understanding for the duration of the agreement.

Accept the Ownership of Future Park Sites – (C. Manitta)

RECOMMENDATION: 1. Adopt a resolution authorizing the General Manager to accept Grant Deeds from the City of Elk Grove for future park sites located in the Laguna Ridge Specific Plan and Southeast Policy areas.

Award Architectural and Engineering Services Contract for Fire Station 46 Annex Building – Contract # DA-27-002 – (S. Jones)

RECOMMENDATIONS: 1. Award of contract for Architectural and Engineering Services for Fire Station 46 Annex Building to CSHQA, Inc. in the amount not to exceed $110,000; and 2. Authorize the General Manager, or designee, to execute the contract and any related amendments within the approved contract authority.
