Just want to thank our our candidates for the running for council and appreciate you guys. Um, as we can this uh going to go through here. Zachary Morris, he received 742 votes to win his place. Katherine Keaney 456 votes. and Robert Goodard 371 and council place five. Dave was killed. He got 719 votes only behind

All in favor? discussion regarding possible implementmentation of the development impact fees. Mayor and council, we're just looking for a little bit of direction on this. Um, impact fees historically are utilized as a funding vehicle for new infrastructure. Um, typically you have a plan of some sort that identifies a predetermined rate to a developer. Sometimes it's citywide, sometimes it's for a specific area of the city. Um, that fee would be charged for each new connection. That monies is heavily regulated and would then be utilized to fund new infrastructure when the opportunity arises. Um, it's strictly just a funding vehicle for that new infrastructure. Um, really looking for some direction on this. Is this something that you're interested in seeing staff proceed with? Um, is this something that you don't necessarily want to see? is something that maybe you want to see a uh some different movement with. Um quite frankly, uh with the operating budgets the way they are, you're not looking at excess revenue to pay for new infrastructure as it stands today without significant changes to your budget. So these impact fees pay for that new infrastructure in a sense. So uh really just looking for some feedback here today.
What are what are the other communities same size as passes? So it's all across the board. It is there's fees ranging from 3,000 over in Lago Vista to 8,000 in Bastrop to 3,000 in Fredericksburg to 13,000 in Georgetown. It's going to be difficult to find an entity even same size with an impact fee that could be representative of what of what land passes would be charging because they're tailor made to your specific town to your specific community to your specific water source to your specific wastewater plant to your specific drainage master plan should you choose to develop one for drainage. So this one these fees would be tailor made for land passes. It's not going to be an apples to apples comparison with any other municipality. It's specific to your area. Um, at this point in time, we don't know what type of rate would be levied if we choose to do this. We won't know until we get closer. And that's what we're trying to figure out. Do do you want staff to get closer with this because it means investing in it. The uh the closest we are to developing an impact fee would probably be for water. Um, we could do it for water, sewer, drainage, and roadways. closest to water right now. Um it would all we'll keep moving forward on it just looking for some direction. Thank you all
discussion regarding Park Bridge, the Hancock Park Golf Course.
Good evening council. I am also looking for direction this evening. Um, as you guys are aware, the wooden bridge at the golf course washed out in the flooding last July, and we know that the project is eligible for FEMA reimbursement, 75% reimbursement if we go back in with a wooden bridge. We have been approached by a gentleman that is wishing to donate a metal bridge, but he wants to see an engineered set of plans for a metal bridge prior to issuing a final determination on whether he's going to donate the bridge to us or not. So, we're looking potentially at a 15 to $20,000 engineering expense to turn around and not have the bridge donated to us. The metal bridge is not eligible for female reimbursement. We'll have to go in with um pre-existing structure to be eligible for the FEMA reimbursement. My fear is that we could potentially spend $15 to $20,000 for a metal bridge that we don't end up getting if we were to build it ourselves at maybe a4 million. Um or do we go the safe route and go with the wooden bridge that we know is guaranteed for 75% reimbursement. So, I'm just looking for some direction. We had released um a request for proposals for engineers for the metal bridge several months ago and got zero responses from any engineering firms. So before I go hit the pavement to see if we can get an engineer um to issue a proposal to us, I'd really like some direction on on where we need to go with the bridge.
What's our 25% out of pocket on the speed? Um I believe the replacement cost is $138,000. I'm going on the living on the wood fridge. Just out of curiosity. So, was that okay because I understand that FEMA is going to because it's a flood, but we didn't have it insured on top of the FEMA, right? We did receive about $11,000 in insurance for the bridge. Okay. So, we have just 11,000. Yes. That has to be a wooden bridge. It couldn't be like a concrete flow through a culvert system. Not for female. Okay. Female only reimburseable.
Correct. And that's what we're finding with a lot of the female reimbursement. They their participation in future mitigation mitigation is minimal. I like the idea of replacing with bridge being the second time bridge at least at least maybe three now. And I fear putting back in another wood.
The individual who's donating, is there any cost that he's speaking about? He's not giving me that number. He just has asked to see an engineered planet first. What was that $11,000 received from insurance for this? Yes, it's sitting in general fund balance now. And what is there anything that this individual wants in return for a donated bridge? His name on the bridge. How so how much do you for the typical engineering cost? I would assume it would be between 15 and 20,000.
Right. bails and we just we always have to go back to the drawing board. Correct. Because I I can tell you that we don't have the funding to pay for and the bridge ourselves. Are we are we sure footers and everything or we'll need a structural engineer to look at the concrete footers and see if they need to be replaced as well. Separate from the correct metal. Okay. Would we not still have to have bridge engineered? Yes, we would, but that would be reimbursable by that part of the favor.
Yes. I got this evening. Um, my biggest concern here is that with all developers and with the uh employees having to drive up and run the arena, I know we're worried about budget money and all that. I would encourage you guys to to try and find money somewhere. We drive up and down the road daily. Speed limit is supposed to be 20 m hour coming up and down that road. There's not a vehicle that drives 20 miles up and down miles hour up and down that road. Um, I don't know how many times I've almost been hit. My vehicles uh trying to do when I'm trying to do my job. We not long ago I have a a piece of equipment hanging out the side of my golf cart, maybe 8 10 in outside the golf cart. A vehicle came along, hit that piece of equipment. I mean, 8 in ain't much. we're gonna wind up getting somebody hurt. And you know, we we put say 50 uh golf carts with players up and down that road. They they drive up and down twice uh per round. You may have a couple of them that have a drink here and there, but with vehicles coming up and down that they don't pay attention. Um there's caution signs on both ends of it. Nobody pays attention to any of that. We're somebody's gonna get hit and I don't want to see somebody get hit and hurt or possibly killed like just not going to look well, you know, on the golf course or on the city itself.
What is your opinion on wood versus steel?
My opinion, we need to go with steel. Something like what we have over on uh two. It's a metal I beams with metal grain. Um, we need something wide enough that we can put uh our equipment across it so we can drive back and forth to stay off of the Runa as much as possible. Um, right now we've got the fairway units which are approximately 8 foot wide um that we would need to take across that. Right now we'll drive from five fairway across the road, do the the back, you know, 6 7 8 nine fairways, and then we'd have to drive up Naruna to get back towards the shop. Uh with the bridge, we would only have to cross over one time and then be able to take the bridge back across to our shop to keep us off the road. Um a lot of times we're on the road when it's dark and yes, we have headlights on there. People don't pay attention to a lot of that. They'll come flying down the hill from 281 and whether they're on the phone or just not paying attention, they're they're going to hit somebody. I I've had to dive for the side of the road numerous times just to keep from getting hit. I've come face to face with people driving by and they'll look at me and say, "Oh, wow. We're a little close."
Yeah, we are. So on that on that bridge on number two that's metal because it's been a while since I've been out there since I played. Um on that one has that one was it previously wood and did has that one ever washed? I mean how does that one fair? I mean is that like in the flood plane area kind of like the other one or it is a flood plane area? Um I don't know if they ever washed out. Yeah, I not heard of that one washing out. Yeah, I haven't heard of it washing out. And that one's been metal since day one. As far as I know it has. There's one there and then there's one over along the uh the left side of the two fairway that goes over to where the restaurants are. That one as well is metal and there hasn't been any problem since it was put in.
So, and we have somebody to give us, you know, pre-esigned, pre-engineering, just an estimate. I mean, kind of we received one right after the flood and it was roughly $250,000 $300,000. wood on the FEMA funds. Does that account for also removing? Yes. When we say metal as a seal? Yes. So we went with the metal bridge there was we would be responsible pay for the removal of the old bridge. Not necessarily. No, sir. Okay.
Um but if the materials aren't donated to build the bridge, we would be responsible for building a $250,000 bridge. And our cost would be engineering fees plus the cost of plus the labor plus the material. If he does not donate the materials, we will pay for the entire cost of constructing a metal bridge. I mean, if he decides he's not going to do it, we can still go back. I mean,
right. My point is that if we do that, we're out $20,000. Is there a timeline on the field money? Like we got to make a decision before No, we were just wanting directions so we could go ahead and release the RFP for engineers. So we because they've been without the bridge for almost a year already and we recognize that it's not safe. We've already released an RFP for engineers in February, got no responses. So here we are several months later. We're just wanting to try to get this project finished. Did they say what they were what the ballpark? What is it?
I say go for it.
So it's okay if you spending 20,000 on it. I'm just concerned about how I do think that someone is offering to that I would assume so. Yes. So I think I feel like it's a
I also think that if they're done bridge that they possess they don't and would it be possible to include woodal like an engineer's estimated cost for them to engineer wood versus engineering metal. Yeah. So that the engineering would be able
but but the point is to get to an engineered plan set to know what the cost of the metal is going to be.
That's probably stupid question. So getting getting this worked up. I mean is there an engineer. I mean, can they look at the cost of either way? You think that's a package kind of look at engineering? Here we go this way. Here we go this way. Maybe. So, we can issue a request for qualifications and meet with them to have them in their professional opinion which which is the best direction to go. Wood cost X, that'll cost Y. Potentially. Yes. Let me take a look at this in another couple weeks.
Rather not, sir. I'd rather get the RFP issue this week. You do that. Yeah. We'll we'll work on some verbiage and and just we'll start with a request for qualifications for engineers. Get that narrowed down to an engineering selection and and then work with them on best ideas.

It designate the week of May 17th, 23, 2026 or 17th through the 23rd, 2026 as emergency medical week service. Whereas emergency medical service is a vital part of public service. Whereas the members of the emergency medical service teams are ready to ready to provide lifesaving care to those in need 24 hours a day, 7 days a week. Whereas it is appropriate to recognize the value and accomplishment of emergency medical service providers by designated emergency medical service week. Therefore, I fear City of Line Passes, Texas, in recognition of this event do hereby proclaim the week May 17th through the 23rd, 2026 as Emergency Medical Service Week.
The 52nd anniversary of the EMS week theme is EMS week, improving outcomes together. I encourage our community to observe this week with the appropriate programs, ceremonies, and activities in honor of the EMS professional and essential services. I would like to make a comment only and you do what you need to do. But I have been a recycler since 18 when we started the recycling program here in Lasses. Previously, I've been a recycler back in the caves u and paid money to recycle. Uh I paid up to $5 to be able to recycle. Of course, it was all divided up and you dove in there and placed your recycling in certain recepticles. I uh I believe in recycling. I recycle not just for myself and my my family. I re recycle for our neighbors. I recycle for the Catholic church. I recycle for former neighbors that I have, many of which cannot cannot do the recycling. They're not capable. They don't have a vehicle to do it. And I I have done this for years now. And uh my husband started doing it for his church and uh and others that we find. I walk in to the community gardens often and I pick up uh aluminum cans off grounds and and uh uh water bottles and other things that I know are recyclable. I have uh educated my friends and neighbors on what is recyclable and what isn't. And I would appreciate having it be a curbside service. I can almost guarantee once people are educated on the benefits of recycling and how to recycle that if we had a curbside, we would we would fill those up with recyclable materials and
lessen to a great degree of trash that goes out. It makes me sick when I see trash trash in trash cans sitting there with perfectly recyclable uh items. That's all I have to say.

Mayor and council, this Wednesday at 6 p.m. there's a golf course advisory board meeting at the golf course clubhouse or pro shop. Uh also the same evening here at 5:30. It does say 6:00 on your agenda, but it is 5:30. There will be an EDC meeting. May 14th from 8:00 am to 10:00 a.m. we are having an employee appreciation event. So city hall and municipal court will be closed for those two hours so that our staff can enjoy the event. May 16th at 8:00 a.m. which is this Saturday, we are having a regional waterway great American cleanup event. It starts at WM Brook Park at 8:00 a.m. and for an hour we will clean up the creek in that area.

congratulations discussion and possible action regarding awarding a good to Bobby Stanford LLC doing business as electric s for Hancock Springs repairs in amount of $38,000. Mayor and council, during the FEMA floods, I'm sorry, during the floods in July, we experienced some uh repairs or some damages to the Hancock Springs pool and we are needing to do some repairs. The amount is $38,000. We received one single bid from Bobby Sanford. Uh we are looking to award that bid to him so we can get those repairs started. It is FEMA reimburseable.
What are the repairs? There are photos in here other than I genuinely don't know if they have damage to the concrete pool.
Yeah, I saw those photos. I just wonder is it rocket work? Here's here's my concern. How much experience do they have concrete? I'm looking at the photos. They're not their reference is big, but they're not numbered or anything. So, I'm not sure how reference that back and I'm not a concrete worker or person but looking at some of this some of this needs to be removed and that's it says repair I don't know I would like more detail as to what's being repaired and what's being replaced I mean there there's significant portions I'll disagree it's damage um there's significant portions page 49 that corner I don't know how you repair that slap I mean it's cracked in four directions and it's right on edge so and then I don't know how you can fix the holes in the concrete without placing the concrete I guess you for our concrete hole. We talk about this electrical repair. We talk about according to his work concrete shallow into the pool.
Yeah. And that's my concern is you only got one from electrician work. I don't discount his ability to do electrical work. I just don't know about his ability to do concrete work. The concern I had is the discussion earlier months ago is that there's repairs to the walls that we either I don't understand this list repairs to the walls. Yes, I know there's significant damage to the bath house walls, but that's not been that has to undergo significant testing before it's ready for release for bid. So, the walls aren't the pool, it's the bath,
but the old bath house. The old bath house has significant damage inside. And quite frankly, we'll take an underwater specialist to review the damage. Is this going to be open? Yes, sir. So, there's nothing in this that's safety hazard for
not to my knowledge. Bailey was unable to be here tonight to present this. have a lot of answers to your specific questions. I can pull it and put it on a future agenda when she's able to be here to answer your questions. I think her goal was to try to get it moving forward so that it is completed by the time the pool opens on May 22nd and then any additional work was going to take place when the pool was closed. But if that's the direction, I can definitely put it on a different agenda. Well, I'm concerned that it won't be won't be done by 22 based on the proposal. It was awarded by April 22nd. We're significantly past that date. So, I don't know that even if we awarded it tonight that it would be done.
But if we keep kicking the can down the road, then how long how long is it going to be? I agree. Okay. Does make sure I understand. Does not approving this prevent the opening of the board?
No sir. Not to my knowledge. I do think that staff will have to restrict access to certain portions because it does look like there's obviously under the rocks it looks like there's maybe some metal from some of the concrete on page 501 52 that could potentially How long has it been like since the flood?
If it was there before it wasn't brought to my attention either way. So we have a motion that's to approve the the motion to second vote right with the amendment pending clarification. Correct. Yes. Correct.
All right. All in favor? 4.3 discussion possible action regarding work for schedule for the electric department mayor and council ad request. This item was placed on the agenda. Uh for the request about 60 days ago, a little give or take, uh they were placed on a 410 pilot schedule allowing for a half crew to work Monday, full crews to work uh Tuesday, Wednesday, Thursday, and half crew Friday. All 10-hour days allowing for staff to some staff half staff to be off Friday, Saturday, Sunday, and then the other half to be off Saturday, Sunday, Monday. Electric department does report that while productivity is up on the days Tuesday, Wednesday, Thursday where they have the entire crew there for a 10-hour day, uh they would prefer to work all staff four consecutive days on 10-hour days and then three days off. Uh Mikey, leg department superintendent, is here to ask some specific questions you may have regarding that productivity. Um quite frankly, This is an industry standard almost becoming with private entities and we're starting to see more municipalities moving towards it. We were kind of looking just to simply make this a a transition for the leisure department in terms of a benefit to the employees and as well as increasing productivity for staff. Make a motion to approve the 410 work schedule for electric department allowing for all members of the department to work 10 hours a day Monday through Thursday and all members being off Friday.
Second question everybody being off Friday, Saturday, Sunday, how do we handle calls? Sorry, say again. I said with everybody being off Friday, Saturday, Sunday, how do we handle calls? The same way we do on Saturday, Sunday, they get routed to the on call personnel. So currently Saturday, Sunday they'd be routed into PD. If they're off on a Friday, then they would be routed to more than likely Robin Public Works and then she would call out the appropriate personnel. So nothing in terms of callouts, nothing changes. So it wouldn't affect anything budget-wise? No.
In a roundabout way, you you could see some effects with regards to overtime, but we don't expect it to impact the overtime budget. There's folks on call during the weekend. It's just it's just the schedule's going to be more of 4 day. Technically, they're on call all week. They're on call for after hours, too. So, it's not changing anything other than removing a full workday, adding a couple hours on to the other ones, and they see potentially a reduction over time because they're not having to stay after four or five to complete a project when they've got a few extra hours built in to do that. And this helps to recruit or make people happier in their job. I think it's one of the number one questions in interviews is what's your schedule?
Really? That's most of the utilities as well. Burn Atlanta, Fredericksburg. We're starting to see more units transition in terms of the electric utilities. So they don't have to stop a job in the middle of it because it's the end of the day. All right, we have a motion and a second. Any other discussion? All in favor?
4.4 discussion and possible action regarding the formation of subcommittee with water supply corporation. Mayor and council in relation to the alternative water supply study. One of the uh one of the lowhanging fruit or I say low hanging fruit, one of the first items that we can address um is the wholesale water supply contract uh a regional water authority. These are all very important discussions that we need to have with Ker water. Uh staff recommends to form a subcommittee up to three members of land passes council paired with likely three members of staff. Um, and on the other side of the table, we'd have equal representation from Kip Water Supply and Kip Water staff uh to talk about the regional water authority and any uh issues moving forward.
Some of this coming out of the study that was just completed. Yes. All of this is coming out of the alternative water supply study that was by John Cro Associates that was presented to you about a month ago. We approve the formation of the subcommittee and designate up to three members of council to serve on such committee. Can I get three volunteers? Uh Davis. So I got Zack Davis and sorry, Zack Dy and Eric. I mean that was that cross buddy. Huh? Crossing high five. Yeah. Two is all right as well.

We apologize for the last minute information that you received today. Um, Frontier um, Frontier informed us that um, in their contract they're allowed to charge the CPI, the consumer price index increase to um, what we are paying um, upon renewal date which would be around the end of May June. Um so they do use the clean area CPI which is about 3% for the last calendar year. Um so they're proposed not the proposed the rate that they are going up to um the city's current cost is $22.99 and the cost will be going up to 2375 which means the cost the customer will be moving from 2631 for residential to 2718. I realize that this is too close to this meeting for you guys to make a decision about um the future pickups with the city. That does make the cost of current service higher than the proposed cost of a one cart pickup per week. But again, I realize that you're receiving this information too close to this meeting to make a decision on that. I do want to update you on the results of the survey. We've to date received 76
survey responses online. Um the questions, there were four questions submitted to our citizens. The first one was, would you prefer Frontier Solutions provided carts rather than providing your own? 55.6% said yes, they would prefer a provided cart. So just over half, would you be happy with a one-day pickup instead of two if carts were provided? 42% said yes. So 58% of the residents would still prefer a two-day pickup. Would you be happy with curbside recycling? 67% says yes, they would be happy with curbside recycling. And 17.6% of the respondents currently use the recycling center. What was the last percent?
17.6%. Again, not a scientific survey. We don't track how many times somebody responds. We, you know, There's no certain sample size or but you do track how many people go out to the recycle. Yes, we have some general numbers. Yes, sir. I think we just need to stay where we're at right now for this budget year.
So, what I would ask for c from council tonight is to um allow staff to execute a new contract with Frontier that allows for private rolloffs. Um because you'll recall that the last contract only allowed for frontier provided officers on private property um and allowing them to process the compost waste in town that was not an exclusive right of theirs. Um so we are looking at an amended agreement with them to allow for private rolloff dumpsters and for frontier to process compost for the facilities that utilize town. So move second. Any discussion? Discussion possible action regarding the first reading of an ordinance amending lass code ordinance ordinance number 1762 regarding zoning regulation for planning the smoke tobacco shop may council after the last meeting we understood that uh the council's direction for this ordinance was to revert back to what was originally presented at the 2,000 ft between uh all of these things that are included in the ordinance instead of the 300 that it was changed to. That is the only modification in the ordinance presented to you from we're going back to 2008 to 200. Yes.
When were we at 200? The this uh ordinance kind of bounced back and forth between you guys, us, and JC for um a few different meetings. At the very beginning, it started out as 2,000 ft. Um it stayed at 2,000 feet through about one to two meetings and then it was changed um I believe by Edward to 300 feet and it stuck at 300 feet and that's what was passed because there was a caveat about what I was a caveat about
the direction for the 300 ft was to have it mimic what our alcohol ordinance states and our alcohol ordinance states 300 ft and so that's where the 300 ft came from. I make a motion to approve the first reading of an ordinance amending the line passes code of ordinances ordinance number 1762 regarding zoning regulations pertaining to smoke tobacco shops.
Second I have a comment I'm concerned that this is valid these types of businesses are valid under state law and I'm concerned that we are basically pushing them out of the city. I did a little survey of my own and that shows that with the 2,000 ft according roughly on this map of the city of London, we've got yellow, we've got the children's parks, we've got the uh areas that like the cutters and gutters, we have the schools designated in green and we have schools designated in In the churches designated according to this map if we do 208 roughly we have one two block previous that we can have as we already have two excuse me but this is where we have two on this map allowing for the 2 ft. So if we did that, we would basically not and that's towards where the fire department and our whole city and I I'm I don't have a difficulty with the smoke shops that other people have. I have seen it in good faith with uh people who are quitting smoking and vaping has helped them a lot. I don't have an issue with it since it's a business that has been approved in state law. Uh 2,000 ft to me is very unreasonable distance and I would appreciate if you would go back to 300 property to property.

Well, you have churches pretty much everywhere in town where you don't even realize you have churches. I mean, they're out on 580. They're out going towards the schools. They're on every corner and block truly. So, with that being included in the ordinance, it's very, very difficult with the way the ordinance stands in front of you to have a solution down. Um, I have heard some discussion as well regarding some other things in the charter that needed to be updated. So, staff is looking to create a charter review committee made up of two staff members and then to allow staff to receive applications for three at large members. Two council members, sorry, two council members.
