MAYOR/COUNCILMEMBER COMMUNICATIONS

Reports on conferences, seminars, and regional meetings attended by Mayor and City Council and announcements of upcoming events, and also items for future City Council consideration as requested by Mayor or Members of the City Council. Also, report updates from Council Ad-Hoc Committees are given at this time. Additionally, this is the time for Mayor and City Council to disclose on the record any contributions per Charter Section 1403. This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council approval where the applicant seeking approval is a person or business entity controlled by that person that has contributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City election campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public record the receipt of said contribution(s).

PUBLIC PARTICIPATION

Acceptance of the Proposition 64 (Prop 64) Grant Program and amend the fiscal year (FY) 2026-2027 City Operating budget

It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2026-85 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR (FY) 2026-27 CITY OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS IN THE AMOUNT OF $820,000 THROUGH ACCEPTANCE OF THE PROPOSITION 64 GRANT 2) Authorize the City Manager, or designee, to negotiate and execute all related documents to receive the grant funds and implement the funded activities.

Approve an Amended and Restated Agreement for Professional Consulting Services with RKA Consulting Group, Inc. for the “Pomona Multi-Neighborhood Pedestrian and Bicycle Improvements,” Project No. 67930

1) Approve an Amended and Restated Agreement for professional consulting services with RKA Consulting Group, Inc. through December 31, 2028, to provide professional consultant services for “Pomona Multi-Neighborhood Pedestrian and Bicycle Improvements,” FD428 CIP Project Fund | CC2590 CIP | Project No. 67930; and 2) Authorize the City Manager to execute the Amended and Restated Agreement and related documents, and any additional amendments thereto, subject to approval as to form by the City Attorney.

Approve Amended and Restated Agreement with Chandler Asset Management, Inc. for Investment Management Services

It is recommended that the City Council take the following actions: 1) Approve an Amended and Restated Agreement with Chandler Asset Management, Inc. for investment management services; specifically approve the continuing term pursuant to Pomona Municipal Code Section 2-984; recognize the specialty fiscal services basis for the Agreement under Pomona Municipal Code Section 2-993.2(8); and 2) Authorize the City Manager to execute the Amended and Restated Agreement and related documents, and any additional amendments thereto, subject to approval as to form by the City Attorney

Ratification of contract overruns and approval of a new agreement with Red Wing Shoes for the employee safety footwear voucher program

It is recommended that the City Council take the following actions: 1) Ratify, pursuant to Pomona City Code Section 2-984, the contract overruns incurred under the existing Red Wing Shoes Agreement; and 2) Authorize the continued use of the existing Red Wing Shoes Agreement through its current term ending December 31, 2026, including the exercise of up to two additional one-year extension options, through December 31, 2028, in accordance with the terms and conditions of the existing agreement and subject to available budget appropriations. 3) Authorize the City Manager or designee to execute the extensions or amendments on behalf of the City.

Approval of Lot Merger LM1-2026 for the Property Located at 420 E. Mission Boulevard, Pomona, CA Assessor Parcel Numbers 8335-023-002 Related to a Commercial Parcel Located at 420 E. Mission Boulevard. (Council District 2)

It is recommended that the City Council take the following actions: 1) Adopt the following Resolution: RESOLUTION NO. 2026-97 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING LOT MERGER LM1-2026 FOR THE PROPERTY LOCATED AT 420 E. MISSION BOULEVARD, ASSESSOR PARCEL NUMBERS 8335-023-002; and 2) Authorize the City Engineer to sign Lot Merger LM1-2026 on behalf of the City.
