Thank you. Next item on the agenda is approval of the agenda. Do we have any modifications? Any changes? Any appro any objection to approving the same by acclamation? Seeing none, it will be so approved. Brings us down to item four, announcements and appointments. First up is proclamation uh for Arbor Day. And I will read this uh in recognition of Arbor Day. Whereas in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees. And whereas this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. And Arbor Day is now observed throughout the nation and the world. And whereas trees can be a solution to combating climate change by reducing the erosion of our precious top soil by wind and water, cutting heating and cooling costs, moderating the temperature, cleaning the air, producing lifegiving oxygen, and providing habitat for wildlife. And whereas trees are a renew renewable resource, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our city increase property values, enhance the economic vitality of business areas and beauty and beautify our community. And whereas trees wherever they are planted are a source of joy and spiritual renewal. And whereas the city of Brentwood has been recognized as tree as a tree city USA by the National Arbor Day Foundation and desires to continue its tree planting pro practices. Now therefore, I, Mayor David Dimit, do hereby proclaim April 24th, 2026 as Arbor Day in the city of Brentwood and urge all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands. And further urge all citizens to plant trees to gliden the heart and promote the well-being being of this and future generations. And in keeping with

that, I would like to let you all know I planted two trees yesterday on our property. Uh, next up is certification of the April 7th, 2026 general municipal election. Who's handling that? Is I will. Okay.

Okay. Um, so the St. Louis County Board of Election uh, commissioners have certified the results as follows for and all of the positions um, were uh, running unopposed. Um, so for ward one, Nancy Parker Ty 99 votes. For ward, oop, sorry. Ward two, Sunny Sims, 74 votes. For ward three, Jeff Gould, 102 votes. And for Ward 4, Alder person Mike Meyer, 64 votes. Thank you. Can we get a motion to accept the election results as certified by the St. Louis County Board of Elections?

Okay. Uh before then, um we have somebody who's leaving us and that is uh Alderman Sullivan Er, you want to come on down for a second? Is that on? Okay, you can come over here. Um, just for the uh for those in in the uh in the audience, the board knows this all already, but uh Sullivan or Sully as we like to call him uh joined this board back in August of 2023 and it was a um he was willing to serve. He uh was filling in a vacancy that was created. We had a a unique situation where we had the two older people for Ward 4 just were going to retire at pretty much the same time. One was moving to Colorado and the other one was moving to Ward One, I believe.

And so we had two vacancies and we needed two people in Ward 4 to step up and help out. And we're fortunate that we had Sharon Harter as well as Sullivan Urgger. Uh Sullivan um has been very helpful in the city in his fairly short time. He's almost been here for three years, but he brought a a different view to to the board of alderman that we did not have. And we do appreciate you. We appreciate your willingness to serve serve the the residents award for and serve the city of Brentwood. So in recognition of your service, we'd like to give you this plaque. Now, let's have the swearing in of the elected officials. I will start with Nancy Parker Ty.

as alderman war Michael, come on down. You're the next contestant. All right. Next up on the agenda is nomination of acting president of the board of alderman. Uh per the city code uh within 45 days of each annual election swearing in the board of alderman shall nominate and elect one of their own members who shall be styled acting president of the board of alderman president of the board and serve for a term of one year. Uh the primary role of this person is to serve and act as the mayor in uh when there's a vacancy in the office of the mayor by death, resignation, removal from the city, removal from the office, refusal to qualify or for any other cause, primarily when the mayor's not around basically. Uh and uh this last year it was Alderwoman Ty and because we've had another election, it is time to do uh another uh election for um uh the pro president of the board of alderman. So with that, I will entertain any nominations. Alderman Pluffka,

I would nominate Nancy Parker Ty. Okay. Do we need a second on that nomination? No. Just Okay. We have a nomination for Alderman Dice. Do we have any other nominations? And I guess we will close the nominations. Do we still have a vote then, Mr. City Attorney? Okay. Uh what you have in front of you is a piece of paper. If you would just write down uh the name of the person, you you could do it by a voice vote.

Okay. We can just do it by voice vote. Okay. Takes away all the suspense though. Uh you know uh Okay. Uh all those in favor of Alderman Ty acting as the um pres acting president of the board of alderman uh please indicate by saying I. Any opposed?

It carries. Thank you so much. Congratulations alderwoman Ty. Uh next up is the uh 2026 board of alderman committee appointees. And we have a number of standing committees in this city and with the resignate not the you know with uh a new alder person or taking over and with uh alderman er leaving we have some vacancies and you have in front of you the list that I sent over u showing my appointments and primarily what we're doing is what I'd like to do is put Alderman Meyer on the public public works committee on the ways and means committee and on the um I think it's a 350 yeah the redevelopment corporation board and my theory on this again for those uh for the uninitiated is when I think the I think all of these committees are very very important but um I believe one of the most important things that the board of alderman does is approve the budget for the city which is a result of the work of the p of the um ways and means committee so I think it's important for alder men or older people to serve on the Ways and Means Committee. And my philosophy is when we have new older people, throw them on that committee right off the bat. So, congratulations. That's my recommendation that my is to appoint you to the Ways and Means Committee. And in addition to that, I am going to I want to appoint Alderman Pluffka as the deputy excise commissioner and I'm also appointing Alderwoman Go on the Police and Firefighters Pension Board. Uh, thank you very much for your willingness to do that because Alderman Urgger was serving on that and there's a vacancy. So, those are essentially the appointments. Um, can we get a motion to that effect?

To Alderman Pluffka. Honor, before we make the motion, could I just make a real quick point of clarification? Sure. On the 353 Corporation, I believe our president is currently Alderman Loch Mueller, and I believe that the bylaws of the 353 Corporation make for that committee elects its own officers. Oh, okay. So, my designation as president is is wrong. I do serve on that committee and I would like to continue serving, but if we can just strike my Well, that's I mean, and and it's not that big a deal. I'm just saying for clarification, it should presidency should remain with Alderman Lock Miller until that board meets.

Now, but you're still stuck with it, Alderman Lock Miller, right? until I can find somebody else. That's right. All right. So, that's the only change, but we're still going. My appointment is still with Alderman Meyer sitting on that 353. Motion to approve as as amended with that change. Okay. Thank you. Second. Okay. Any discussion? No, we're just amending the agenda to do it at a later date. Okay. So, Officer Drexler was not able to make it. Our brand new police officer, so we're going to do that at a later date. All right. Okay, brings us down to mayor and alderman alderman reports. First up is the mayor. I have a few. Uh, first of all, congratulation to all those who chose to to run in the most recent election and won. So, all four of you, congratulations. Um, we do have a uh both an April and a May coffee with the mayor coming up, but uh I want to just announce that the June coffee with the mayor, it's kind of a special one. We're doing it a little different this year. So, I'm bringing to your attention now in case you want to work change your schedule to attend it. We're going to have the coffee with the mayor down at Brentwood Park, number one. And number two, uh we're going to uh we have a a jazz band that's going to be playing for the attendees at the at the coffee with the mayor. It's called the Brentwood Jazz Collective, and they were at one of the recent Chamber of Commerce events over in our rec center. And if I remember correctly, four of them, I believe, are all Brentwood High School students. and we uh a number of us were able to hear them play last Friday night at the uh Quad Chamber of Commerce Heart of the Community uh event and uh I even even though I'm not a music person, I was incredibly impressed with how good they are. So, if you want to hear them firsthand, I would suggest you show up at the June coffee with the Mayor, which is the last Thursday in June. And um speaking of the heart of the community, uh this was uh as you remember a few years ago we joined the existing Webster Groves Rock Hill Shrewsbury Chamber of Commerce. And now that there are four cities, they've changed the name to call it the Quad. And each year they have what's called the Heart of the Community Awards banquet or evening. And each city gets to have their own uh citizens of the year. Uh last year I uh designated uh Brandon WGI as a citizen of the year and this year I designated

both Lindseay Spencer and Keith Ravenberg. And I just want to um read a quick bio that was printed in our favorite paper, the Webster Kirkwood Times. Thank you, Jack. Uh Lindsay Spencer and Keith Ravenberg of Britwood's citizen of the year. Spencer has been a resident of Britwood since 2010 when she and her family relocated from Seattle. She has served on the Brentwood School District Board of Education since 2017 and as board president since 2019. She is a founding member of the City of Brentwood's Sustainability Commission, helping to write Sustainability Plan and continuing to support environmentally friendly initiatives. Outside of Brentwood, Spencer works for Archway Refugee Connections, a nonprofit that provides language and educational programs to refugees and immigrants in the St. Louis community. She and her husband have three children who attend Brentwood Middle and High Schools and Washington University. Keith Ravenberg moved to Brentwood nearly 40 years ago while attending law school at Washington University. He and his wife raised two children in Brentwood. His commitment to public service began in 1996 when he was elected to the Brentwood School District Board of Ed education. Re-elected nine times, he served nearly three decades providing steady leadership and thoughtful governance. He also served on the board of directors for the Missouri School Boards of Association and contributed to the Brentwood Redevelopment Corporation. Though his longstanding or through his long-standing dedication to education and civic life, Ravenberg has made a lasting impact on the Brentwood community. He spent his professional career as an intellectual property and commercial litigation attorney with Armstrong Teasdale Synergar Powers and Stinson before retiring in 2020. So, congratulations to those two very worthy recipients of the citizen of the year award. Um,

the uh annual mayor's cleanup of Eager Road last Friday was a tremendous success. Uh, I know Alderwoman Ty was there. I think that was it. We had Michelle Ber was there as well. Our police were there. Our fire chief was there. And we had what I think was easily our biggest turnout. And so huge thanks to Charlie Brennan for really helping to put this thing together. Uh thank you to Bank of America employees, to Everbank employees, to Dearberg's employees, and to Emerson employees, as well as I met some residents from Glendale, from Richmond Heights, and from the city of St. Louis who also came in to help uh clean up Eager Road. So, it's it's a wonderful once a year event that uh that we do. And I know Charlie and his group were in um Holly Hills on Saturday morning doing the same thing. It's it's a a wonderful volunteer opportunity and it makes a big improvement. Finally, uh this Thursday night for all you elected officials and the staff of the city, the Municipal League of Metro St. Louis is having its last uh membership meeting of the season and uh it is at Brentwood. And so that's going to be at the Brentwood Rec Center starting at 6:30. And um it's usually very well attended as since it's the last one of the year. It's um usually we have great speakers and I would encourage you to make it if you can. That's this Thursday at 6:30 at the Brewood Recreation Center. And that is it for the mayor's report. Thank you, Mr. Mayor. Uh first of all, congratulations to the left side of the dis uh on your elections. Um, public safety is set for the 22nd this Wednesday, but we have no specific agenda items and therefore I'm going to ask that that meeting be postponed to the month of May. That's it. Um, I just wanted to add to um the mayor's report that the um event on uh Friday night, the Quad Chamber of Commerce, uh another of our Brentwood residents was recognized for the Heart of Gold Award. And so that was not just a Brentwood wide, that was a a communitywide award. And that was Ed Wright Jr. uh who as we all know is the current chair of the library board. He's been an alderman. He was a a teacher at the high school for many years and uh just a great citizen of our town. So um I just want to mention his name and I have no other report. Thank you. Uh Alderwoman Go.

Thank you, Mr. Mayor. Um, I want to thank the fire department for their very prompt response on Sunday, April 12th to a house fire. Um, one of the neighbors um commented to me just how impressed they were that by the time they realized there was a fire right by their house, the fire trucks were already rolling up, so they were extremely impressed with your turnaround time. So, thank you. Thank you, Alderwoman Sims. I would echo uh Alderwoman Go's uh comments about the responsiveness of our fire department. It was much appreciated and I don't otherwise have a report. Thank you, Alderman Luck Mueller.

I'd also like to congratulate you all over there on the hard fought campaigns and I look forward to having Mike on the public works committee. Absolutely. Thank you, Alderman Gold. Um the communications committee meets tomorrow um here at 6 6:30 or 6 o'clock. Sorry, I so many meetings. So six o'clock. So, um, we'll be continuing our discussion regarding the the branding initiative that we're we're considering and, um, hopefully we'll have something to bring to the board soon. Bill number 664, an ordinance amending several sections in chapter 605 pertaining to business license requirements for the purpose of clarification, eliminating inconsistent provisions, and bringing certain provisions into compliance with state law. good evening. Um this is largely the largest item was to eliminate the need for dance halls and dance schools to go to the public safety committee since in most of the city zoning regulations they are listed as a conditional use or in the light industrial as a permitted use. Uh last year when we had such a facility it was the recommendation of I believe this board and the public safety that we look at eliminating that. And while we were doing so, we were also looking at some of the other regulations required by state law um such as the charging of uh license fees for billboards. And um since there's a different section that deals with um assisted living facilities and such, we took that out at under the exception business requirement. So

Bill number 665, an ordinance amending the annual budget for the city of Brentwood for the calendar year 2025 and providing for the effective date thereof. Thank you. There are changes uh that need to be made uh from last year's budget. And so this is the budget amendment for the 2025 budget
