Wait a minute. There it is. There. You should have took it. [laughter] Cut. Anybody walk through? Yeah. Wait a couple minutes. lighter and darker. Okay, it's not 501 yet. [laughter]

0:32 – 1:19Speaker 1

Okay, let's officially call the first meeting of January council meeting to order January 13th. Welcome those viewing online. Welcome those as well. Uh first thing I want to do is the uh say the pledge and prayer. [laughter] I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, liberty and justice for all. Bow your heads. Yes. Lord, we come to you today just to give thanks and ask for your continued support. Thank you for bringing us into this new year and just watch for us in all of 2026. Amen.

1:18 – 2:02Speaker 1

First thing we need to do is the uh organizational part of the meeting. So, I leave that up to the council to determine what you want to do for your appointment as president and Trevor's current president at the time. Anybody else interested? I don't mind. You want to be president, Stacey? Trevor Trevor Trevor. I have a motion on the floor for Trevor.

2:02 – 2:15Speaker 1

I'll second. I have two seconds. [laughter] All in favor? Opposed? Motion carries. Thank you.

2:13 – 3:40Speaker 1

And then uh some other appointments I have I have a list of the appointments. I'm not going to read them all, but there's a couple of changes that I had to make from my my perspective. Uh I had to Glenn Holland resigned from the parks board do some health issues and he can no longer fill that position. So, uh, for the BZA and the will be, uh, it will be Jacob Cole as BZA. And then and then, uh, for the parks board, uh, we have four [snorts] now being we changed the ordinance, we have four parks board members, which will be Ishmael White, uh, John Smith, Chad Kumer, and Freddy Hail. And then in addition to that for me for the and we have uh the parks board we have an appointed superintendent and assistant superintendent will be Shane Terry and assistant will be Todd Campbell and I think this will enable us to get some things done at the park that hadn't been got been let go in the past. So I think it's a good move and then that's basically all I have for my appointments and all else pretty much remain the same. I know the council's got some appointments. So, if one of you want to discuss your appointments Joe, you talked about it and you you got the list there.

3:37 – 4:12Speaker 1

Trevor has go ahead. I showed it to Mike and Stacey when you got here. I'm fine with everything. Area planning commission. The appointment there is meant to renominate me for that. If somebody else wants to go into APC for a term, it's up to you guys. I'm happy to stay or happy to swap. I think having you there is good. Is that a motion? I'll make a motion. Second motion in a second. All in favor? Okay. [clears throat]

4:10 – 4:46Speaker 1

All right. And then um we have one appointment on BZA. It's currently Sarah L Master and she's willing to stay. So I'll motion. Second to reappoint her. I have a motion in a second. All in favor? I opposed. And let's be honest with you, it's just it's very difficult to get people to serve on these on the boards. I mean, I know it doesn't pay. It's just a community service and and it's gets more difficult all the time, especially when you got to have some of them different either Republican or a Democrat. You got to kind of mix it up and

4:44 – 5:25Speaker 1

follow the guidelines from the state. So, and we've done that pretty well. It's just like I say, it's getting hard to get people to step up to the plate. and I appreciate what everybody does. I'm thankful we get what we get done. So, all right. Then next we have Economic Development Commission. We currently have David Eaton as our appointment. I would imagine he'd be willing to stay as well unless somebody else has a nomination. I'll make a motion to day one. Have a motion for David or a second? I'll second. Motion a second. All in favor? under the terms and I wrote once. [laughter]

5:23 – 5:54Speaker 1

Good luck on that. He will tell him he [laughter] will. And then that brings us to redevelopment commission. Uh two appointments, Kelly Gooden and Spacy. Motion to keep both. I'll second. Motion a second to keep both. All in favor? Opposed? Are you opposed to that, Stacy? [clears throat] that. Thank you. That's all.

5:52 – 6:36Speaker 1

Okay. Yeah. And like I say, I have here I have the list of everything here available anybody to look at and I asked the attorney today. I don't have to go down through every one of them. I'm just tell everybody that this is available to look at. Okay, moving on. We have the minutes for December the 9th, 2025. Got time to review. Motion to approve. Motion to approve the minutes. Is there a second? [laughter] All in favor? Oppos? Okay. 4 441 abstain. Pardon? Who is the second?

6:36 – 7:06Speaker 1

Mike. Mike. Okay, moving on to the claims. You have two sets of claims. December the 9th, 2025 through December 31st through January the 1st through the 13th. You need them separately. I think we can do them together. I'll make a motion to approve both sets of claims. [clears throat] I'll second. Motion to second. All in favor?

7:01 – 7:33Speaker 1

Oppos? Motion carries. All right, moving along. Old business. Council members, any old business? No business? None. Okay. Um, only think in I can't think of anything that I have for old business.

7:32 – 8:13Speaker 1

You got any updates on? just kind of updates on what we got going as the uh as far as with the um Dunkin Donuts, everything. They've got all the permits just waiting to break ground. Um, I know that we got uh Chris not attended a [clears throat] uh our southern Indiana meeting yesterday on the ready money and all the ready money be distributed by June of this year for ready two and they had about $5 million to reallocate from ready one that didn't get dispersed and some of them backed out or whatever. So, but uh will that be back on the table for us?

8:10 – 8:51Speaker 1

Uh I tried to look at her email today and it was kind of vague. So we have to reach back out to her because I don't think Chris and I didn't think we were eligible to to do it because there was 70ome plans put forth 30 or something got approved. So that left 40 that didn't get anything. So kind of thinking they may lean more toward that and I may be entirely wrong. I'm going to check and I'll find out for sure but uh we're in the we're in the works with that. Been a lot of discussions with DC development on that and IFA for additional funding. So hopefully we can get that wrapped up and get some of that get that project going. And uh

8:49 – 9:17Speaker 1

are there any other grant opportunities right now that um come about? Not that I'm aware of right now. I know we got some unoccupied community crossings grants and stuff like that, but right now we've got to be careful what we do because of the matching funds. Mhm. Um that's that's the key right now because we got so much of our money obligated even $10. Yeah, pretty much obligated. So

9:14 – 10:10Speaker 1

that's that's my concern. I mean, I get all we could, but you know, you got to have money to to match it. So um let's see what else is going on. That's about it that I can fill you in on right now. Uh [clears throat] I think here things we got uh we got some issues with some drainage that we got to take care of or some storm drains up by Morgans that we probably have to address a tiff board about. I asked him today at the at the meeting to get some spot prices because last time it was anywhere from $30 to $50,000 to fix those because we got we got they got to be fixed by the main old park cross by 31. We got to fix those. [clears throat]

10:15 – 10:33Speaker 1

You mess that up. Just print it. It wasn't the replacement. It was the original. It was the original. Well, actually don't sign this cuz I don't sign this. I don't

10:36 – 11:21Speaker 1

you have a line, sir. Okay. Trying to think. Uh, is there any other old business? Anything else that you all wants going on that I haven't failed to bring up? Sarah, do you have anything that I haven't I don't think so. Mhm. Yeah. I was going to say Duncan, but that we got uh I think that we have got 11 lots over on Audrey that's to be sold and permits. [clears throat] And can we see that they move that dumpster? It's the one that's like sitting on on the road. I don't know what their plan is there. I don't know who put that there. If that's DC's or whose that is. I couldn't tell either, but I was through there at night and you can't see it until you're right. We don't have any livestock through there still.

11:20 – 11:35Speaker 1

I'm trying to find out [clears throat] who the lady is because I have not a clue. Probably DC's. I think it was there during construction. I assumed it was the contract. Probably two houses. Yeah. Even if there were reflectors on it for the time being

11:35 – 12:23Speaker 1

with no other pole business, we'll jump into some new. We got some a couple ordinances here just to do and one resolution. First ordinance is 2026-01 amending ordinance 2024-12 and that ordinance is the uh an ordinance amending ordinance 2024 salary ordinance to to designate Christmas Eve December 24th as one fulltime all day. Josh cleared that because of the fact that President Trump declared that Friday. So we changed our we already done our salary orders. We changed on [clears throat] Christmas Eve Wednesday to Friday. So we Josh doesn't know us to cover that. Does that make sense? I don't know why we did it.

12:21 – 12:59Speaker 1

Yeah, I don't I don't quite understand it. Yeah, I don't understand it either, but but anyway, he said we need to do this and here it is. Have you seen it? No. Look at all that. Yeah, [clears throat] I saw that. the other. Okay. So, we'll make a motion. D motion. I think we do this on the first reading. Make a motion approve on first reading. Second. Have a motion to second. All in favor? I opposed.

12:57 – 13:25Speaker 1

Motion to suspend the rules and pass on second and third reading. Second. Have a motion to second the rules passing. Second, third reading. All in favor? I oppose. Motion carries. Motion to pass on the second reading. Motion to pass on the second third reading. We hear a second. Second. All in favor? Motion carries. [clears throat]

13:25 – 14:09Speaker 1

Okay. The next ordinance will be 2026-02 amending ordinance 2025-11. [clears throat] Okay, this is the uh an ordinance amending ordinance 2025-11 salary classification in order to add certain park and street department positions and compensation. [laughter] [snorts] This is for Shane. We just added in some more duties. Jane and Todd, we didn't switch their duties. We just added to them. So, he's willing to compensate them. It's uh pardon.

14:10 – 14:54Speaker 1

It's going to be like a stop. Yeah. Instead of a monthly check or weekly check, the money's on [clears throat] here. 2500 for one and 15 for the other. So I just need a That's all on the first reading. So I make a motion approve on first reading. I have a motion. Have a second. I'll second. Have a motion to second. All in favor? Opposed? Motion carries. Jo, your thing. Uh motion to suspend the rules and pass on second. 30. Motion to suspend the rules and pass on second. Third, I'll second. Second. All in favor? I opposed. Question Chuck Harry. [clears throat]

14:55 – 15:35Speaker 1

Okay. Now we have resolution 2026- transfer from general fund to the promotional fund. We do that every year. It's just a transfer of $2,000 to the uh promotional fund. I I don't know if we didn't. No. I was like, don't you have to do that again? [laughter] Yeah. Motion to 31 second. Okay. I hear a second. Second. Hey, there you go. Is that Mike? Okay, that's Mike. All in favor? I oppose. Motion carries. Now we're good.

15:36 – 16:14Speaker 1

Now I need a motion to approve the resolution. Oh, yeah. What's the Oh, the transfer. Yeah. Okay, motion approved. Miranda makes a motion. Second. All in favor? Opposed? Motion carries. As far as that, I have nothing else. Council members have anything? Nope. I don't know. [clears throat] Yes. Okay. And it's not a thing. But you ain't about the trash can again.

16:11 – 16:55Speaker 1

That's the color. Somebody put a a red piece of paper on there and says my trash can identifies as red. Is that okay? [laughter] No comment. Best I can do. I forgot to set my trash out on Christmas and I called. Uhhuh. I don't know who I talked to, but the lady sent somebody back over to get it. Tell them I said thank you. Okay. So, wish I had thought of that. Huh? Wish I had thought of that. I forgot all about it. I hear. What's that noise? It's trash truck crap. Okay, [clears throat] I'll pass that along.

16:53 – 17:37Speaker 1

It's not even I've had a bunch. Brandon, you have anything new? No, it's hard. Go Hoosiers. That's right. That's right. [laughter] Cards play. I ain't worried about that. Who's going to play tonight, too? blue. Stacy, you got any new business? I don't have anything. Okay, Mike, other than the candy. Okay, y'all. Y'all are quiet. I think the lady told me at the courthouse in January, you have to sign that paper again. The 21st, I believe.

17:37 – 18:11Speaker 1

21st. Oh, yeah. Everybody has been elected. Everybody's elected. Yeah. Every year. Just open up a C and close it out the end of the year. Yeah. Don't forget. Yeah. Appreciate your mon. Totally forgot about that. Yeah. Okay. Here. No other business. I'll entertain a motion. Lost J. Motion. A second. Two seconds. I jumped on. I heard first. All in favor?
