To the flag of the republic for which it stands. One nation under God, indivisible with liberty and justice for all of you. here. Here

0:44 – 1:170

thank you. When we come to that time, we reorganize the election of officers uh current officers right now President George and the office and open floor for nomination for council president. make a motion for any second we first and the third um any other nominations.

1:14 – 1:380

That's a cool hearing none. Nominations are closed. All in favor say I. I oppose same sign. Motion carries. Congratulations Pete. Thank you. Okay. We have next on the agenda prese.

1:45 – 2:010

I have a motion second. We have a third. Okay. Hear a motion. First second. I'll nominate Greg S. I have a second nomination sim. I believe when we have more than one second.

2:05 – 2:210

So when you do roll call, just say the name you're voting for. There was a second. Was there a second? I thought Oh, I'm sorry. I thought somebody yelled second. Is a second required nomination. Second is required on a nomination.

2:22 – 3:340

Yeah. 219 motion second. All in favor I I oppose motion car. Okay. We have an attorney RP presently. Hopefully everybody has one of these from our acting council uh Scotties I believe as our proposal. um so we are going to go ahead and take care of that and post that on the uh website that we had discussion briefly um in regards to this.

3:33 – 5:080

Yeah, this is a request for proposals for attorneys or firms to submit their application. We outline the field of services as far as the council being fiscal and being uh around the council fiscal matters uh the minimum qualifications of what we would like to see as far as the res turn in basically it's set up specifically for this fiscal body for the county and I think at this point it's just a matter of uh dealing with I think we've dealt with the uh term excuse me the fees as far is uh and that discussion. But as far as when you would like the submissions um um returned to, I think we need to add that. And then I would again stay with the same general parameter of a monthly retainer that covers attendance at meetings, meeting prep, getting the members uh prepped for the meeting um on a regular on that monthly basis. Also take into consideration the budget meetings. I think there's a roughly six to eight of those a year. So you're roughly having, you know, 16 to 18 meetings a year. And that's kind of how you start the math to back your way back into the monthly retainer. Um, and then we've identified in the RFP those things that would be extraordinary that any litigation the council would be involved in. If we have a large tax increase or both a large tax change, things of those nature that would cause additional work, then only then would the reduced hourly rate apply.

5:05 – 5:490

Mr. Mr. President, I ask a question. Um, what's your suggestion on the the the date so we can get somebody in here soon? 4 weeks, a month, 3 weeks, 2 weeks? I mean, I'd like to at least the date mailed down so we get it on here kind of. Yeah, I I think 3 weeks. I think you can set it up in a way that can have their resumes in in 3 weeks so that it's prepped and you can at least review and maybe make a decision at your next meeting. That's how I would try to set it up. Okay. Is there an interview process where they come in front of us or is it just based on it's once you get the resumes then it's up to the body decide if there's

5:48 – 6:330

what the process what the process would be. Again, I'm not assuming that process. I don't know how you could get 15 requests and there might be a process to go through to weave them down or you might get two requests and you and you interview both. May I ask a question in regards to this uh RFP? Do we need to vote on this? Yes. Okay. Hopefully everybody's reading it right now or I'll give you a couple minutes to read it two minutes. I know you're very fast readers. I know you already read it twice. Yes, sir. I'd like to take care of this time and this was put together by Scott. Yes, sir.

6:31 – 6:480

13:54 – 14:050

Is that different than that? Yeah. Well, yeah. I don't know if it's different, but I just want to make sure I'm on the same page so I don't uh

14:03 – 14:460

I have council appointments online. They are council appointment. And you're going to need to Harold will have to come off whatever he's on. So community corrections that

14:42 – 15:160

are you guys good on opiate law and nobody want to change anything. If if one of you are interested in coming up, I'd be interested in coming. Not a big deal. And I Greg, I'm not actually suggesting you. I think that's right up your alley. I didn't know if Andy wanted to do it or not. No, man. I like it. Okay, that's it. like a drug. So, I I'm EMA if anyone would like to do that.

15:14 – 15:480

We have micro redstone. Anyone like to volunteer with Mike on the EMA? Where's the medical kind of an EMA guy? I know. I've been I've been on it before. I was I can go back. If no one else wants, I can go back on cuz I have some questions and I feel bad and I go meet. Yeah. And I know they have a hard time getting forms. Exactly. So that's No, I can go on. I believe once we make changes we do on the voice. Uh am I correct? You are.

15:41 – 16:210

Okay. Thank you. Um we have um storm water storm water advisory board. That is correct. Uh I there's no proxy. Uh Mr. Michelle, you would like to be a proxy for that for E91. No, no, not for us. Michelle, I'm a proxy. Oh, however, Mr. I would love for you to be boy. I walked into that one. Mike Michelle's your proxy, FYI.

16:19 – 17:030

Okay. So, I'd make a motion to keep everything the same except remove Don Harper from community corrections. Remove EMA uh redstone and remove Michelle for storm water. Well, we want to stay here. That's my motion. That's my motion. Okay. Motion. Okay. No problem. Anyone else? We have a motion. We have a second. Not yet. I'll second. Motion second. So, the motion is that we're going to keep everyone with the exception of Harold. Remove Harold. remove RMA and breaks and remove Michelle as the proxy for storm water and redstone.

17:01 – 17:220

Does someone need to go on the community corrections advisory board or is that the attorney? Whoever is the new attorney will take the vote. You just can't. You can. Okay. Okay. All in favor? I I same time everybody on

17:23 – 17:530

Make sure if there's any other motion. Any other discussion hearing? All favor signify by saying I. I. Okay. Council was continued. We did that. Now,

19:56 – 20:380

I have nothing at this time. Thank you, sir. Any other matter that may come before this council? Anyone? How many today? Uh the the auditor's office is um submitting the coverage report from 2025 to 2026 for a total of $427,000 $74943 on that.

20:36 – 21:130

I have a question in commentary for does that mean we're actually approving the payments going out to whatever? So this is taking leftover budget from 2025 and making sure that stuff that got either ordered or done in 2025 is paid with that month. And so this is keeping track of that kind of carrier, but the incumbrance itself may be incumbrance and it still may not be paid. And I believe there are a few incumbrances that are yet to be paid. Okay, that's not Thank you very much, sir.

21:11 – 21:560

Sorry, I'm not worried. I just want to make sure attorney when we vote on this it will not mean that all the money be made out but the availability made out correctly there any questions motion to accept the auditor cover motion and a second.
