All right. Second. All right. Item a week of the young child proclamation proclaiming April 13th to the 17th 2026 as week of the young child in the city of Lewon. And we have with us here tonight representatives from Idaho stars and the early childhood committee. And I'm going to ask them if they please join me up by the American flag and I will read the proclamation. And then if you want to get a picture, you can take a picture. How's that? Isn't this great?

6:31 – 8:01Speaker 1

It's an annual event. We're all smiling. Whereas the Louiswis Clark State College Early Childhood Development Program, LC State Kinder College, the Regional Early Childhood Committee and Idaho Stars in conjunction with the Idaho Association for the Education of Young Children and National Association for the Education of Young Children are celebrating the week of the young child, April 13th to the 17, 2026. And whereas these organizations are working to promote and inspire highquality early childhood experiences for our state's youngest citizens that can provide a foundation of learning and success for children in Lewon, Idaho. And whereas teachers and others who work with or on behalf of young children birth through age 8 who make a difference in the lives of young children in Lewon deserve thanks and recognition. And whereas public policies that support early learning for all young children are crucial to young children's futures and to the prosperity of our society. Now therefore, I, Dan Johnson, mayor of the city of Lewon, proclaim April 13th to the 17th, 2026 as week of the young child in the city of Lewon and encourage all citizens to work to support and invest in early childhood in Lewon. In witness whereof, I have here unto set my hand and seal of the city of Lewon, Idaho, to be affixed hereto the 13th day of April, 2026, Daniel T. Johnson, Mayor Lew of Idaho.

And we have Paty Broomall with us here tonight. I'm going to ask Councelor Wright if you'd please join me down by the flag and we will read this proclamation. Why don't we put the roads in the middle counselor?

8:58 – 10:39Speaker 1

Oh, the thorns on the side. Whereas the company we now know as Regent's Blue Shield of Idaho was founded in February 1946 by Lewon Area physicians who recognized the importance of providing quality health care solutions to the citizens of our community and the state. And whereas for eight decades the company has remained headquartered in Lewon serving as a trusted partner and an anchor institution in our city's economic social and health landscape. and Warehouse Region's Blue Shield of Idaho has demonstrated a legacy of innovation, continuously pioneering new approaches and solutions that improve access to quality affordable care for its members when and where they need it. And whereas through its ongoing commitment to excellence, Regions has supported the well-being of individuals and families across Idaho while fostering a stronger, healthier community here in Lewon. Now therefore, I, Dan Johnson, mayor of city of Lon, here hereby acknowledge and celebrate the 80th anniversary of Regent's Blue Shield of Idaho, and express heartfelt gratitude for the company's enduring dedication, visionary leadership, and positive impact on our region. In recognition of this milestone, we look forward with optimism to Regent's Blue Shield of Idaho's continued high performance and steadfast partnership, wishing the company a bright future as it carries on its tradition of innovation and service to our community for generations to come. In witness whereof, I have here on to set my hand and seal of the city of Lewon, Idaho to be fixed here to this 13th day of April, 2026, Daniel T. Johnson, Mayor, Lewis, Idaho. Congratulations. Uh yeah I just wondering page nine of 12 of the vouchers payable under um this is a chief accuse me. um travel for Tyler Connect to Las Vegas. There's just a couple different charges, so I'm unsure why we have multiple. Um Tyler Amy, could you introduce yourself? I apologize. Uh Amy Gordon, city treasur.

21:19 – 22:03Speaker 1

Tyler Connect is the annual conference that's held by Tyler Technologies, which is our largest software package in the city. It handles payroll to payables, dispersements, cash receipts, budget, all the things. And um this is actually my credit card for my department. And so I had two employees, myself and another employee attend this year. We don't go every year, but we go uh most years. And this year we had two employees go. Awesome. Thank you. When I saw Tyler, I was thinking that was a person. So why is there five different charges? That was the name of the conference and we did have two employees in attendance. So there's some duplicate charges. Okay. Thank you. That's all I have. Thank you, counselor. Would you like like to make a motion?

22:02 – 22:36Speaker 1

Sure. Uh motion to approve the consent agenda. Second. A motion payable. Sure. Sorry. Motion to approve vouchers pay table. Second. It's been moved by councelor Forsman. Comments shall not be related to an item currently before the city council or an item that may come before the city council in the foreseeable future. It shall be limited to comments not discussion. Mayor

22:49 – 23:41Speaker 1

Councelor Forsman. Um, as I talked about the last meeting, the this month is child abuse recognition month. And uh, someone I work with has lost a loved one to child abuse. And so every time around this time of the year, she likes to pass out cards. And it basically is a please accept this random act of kindness uh, gifted and loving memory of Gabriel James Baldwin. Um, and then it says the year obviously and then it's to protect those who cannot protect themselves. and then has um resources for child and child abuse and uh Facebook pages and everything to bring awareness. These are out on the table out there if anybody likes to grab some and hand out some kindness to those around you or maybe pass it on to other people to do the same. Um that'd be great, but you don't have to. But they are there if you would like to.

23:39 – 23:58Speaker 1

Thank you, counselor. Other council comments. Okay. I do have um council right but uh not a comment it's for the next one boards and commission lay some updates please councelor right

23:54 – 25:15Speaker 1

thank you so we had our historic preservation commission meeting on April 9th and there were a couple reminders that the board the commission asked me to to speak about at this meeting the reminder that the orchid Awards are on May 9th at 11:00 a.m. That's a Saturday at the Nespur Historical Capital Building or the Historic Society Building. And second, there are two open seats for the Historic Preservation Commissioners role. and meetings for this commission are on Thursdays at 10:00 a.m. So, if you or you know someone that is available and would like to participate as a commissioner on the historic preservation commission, please let us know. And I would just ask, mayor, what's the best way that somebody could apply for that? I I just don't know how they how someone would apply to become a commissioner on a board. uh city or city clerk uh Brocky, would you mind just giving counselor just a quick little update how we handle those please?

25:13 – 25:45Speaker 1

City clerk Tanya Brocky. So if someone wants to apply for a board to serve on a board or commission, they can um access the an application on the city website. They can fill it out online. We have an online form or they can submit a paper form to me the city clerk and then um we start the the process after that. Great. Thank you. Appreciate it. That was all. Thank you. Mayor, councman,

25:42 – 27:08Speaker 1

uh, I had my DAC meeting, so disability advisory committee, and Mark Haven, uh, presented on radiation exposure compensation act, and there's a lot in there, so I highly suggest you listen in because I can't say all of it. It would take forever. But he went through um the states that are affected by radiation exposure, those that would qualify if that have maybe died from cancer. Um and they could uh they lived in Idaho and some other states, I think Las Vegas, Nevada, a couple of them between the years of 1945 through 1962. uh same as if you had a family member that was alive in that time or in those states and you lost that family member to cancer uh that your children may be eligible to up to $100,000 um if you can have your um medical records and and to to basically say that you were in this in that state around that time of exposure. So again, I would if if that's something that you think that might be relevant to you, I would listen to the recorded deck meeting uh and look at that because there was a lot. It was a huge pamphlet with a lot of information. So, and I have my next meeting tomorrow for Urra. So, I will update at my next meeting on that.

27:04Speaker 1

Thank you, councelor. Other updates, council president.

27:10 – 28:19Speaker 1

Yeah. Last Thursday we had the MO policy form meeting and few projects that were been talked about received some extra funding. Um one's the Burl Avenue sidewalk in pill. I got an an extra 11,000 carbon urban area funds. So, that ought to go a little ways on adding some sidewalk up there. I had a minor modification to a current bid that's out for painting the blue bridge which is coming up starting this year, Shannon 2028. Okay. So, that'll be coming up here in a couple years. Other than that, that was about it. We have a meeting tomorrow with the joint meeting with the county commissioners and 3 o'clock.

28:17 – 28:34Speaker 1

3:30. Okay. Yeah. I know. I've got a couple more meetings coming up, but I can't remember which ones. Did you say 3:30, counselor? That's what it says on here.

28:31 – 30:30Speaker 1

Yeah, that's what it is. 3:30. Okay. Other updates, council, if not. Okay, we're going to jump to the mayor comments. This will be really exciting. Um, first of them is, uh, tomorrow night at the historic Luc Clark Hotel, uh, Idaho listens is going to be in town and my understanding is they were limited to 50 seats. I don't know if they filled the 50 or not, but um the concept is um this started down in Boise, but um people are going to gather and listen to stories, people's lives stories, and we're invited just to listen, and after everyone's had a chance to speak, then we're going to get into a discussion and um let go. So, I've watched a um I watched a previous year's um listen episode down at uh Boise State University and um very interesting life stories shared. So, I imagine we'll hear some tomorrow. If you are part of this or if you've been invited to that, it should be an interesting evening. I will be there. I did reply to the invitation. So, uh, 5:30 tomorrow night, that probably goes to about 8 or 8:30, see what we can learn about people, about our community. Um, the Association Idaho Cities, um, spring meeting is this Wednesday up in Moscow. I will be attending that council and, uh, I'll be meeting in the morning, uh, with Mayor Simson of Meridian. He's the currently serving as the president of AIC. And so, uh, we are going to get together and and talk a little bit about, uh, say business.

30:28 – 32:27Speaker 1

Um, this Thursday, our employee appreciation committee will be walking along Southway Avenue picking up trash, making our town look beautiful. And someone told me, Alicia told me, someone told me that they've moved the pipes or traffic is open or something. So, at least you can get to the location. Uh, but we'll be out there. It's one of the things that we do annually to build um, you know, kind of some camaraderie among the city staff, the team, but also um do something for our community. That's at 4:00 tomorrow or Thursday. Um, if you want to go clean up the city with them, come join them. We have uh grabbers and bags and vests and all kinds of stuff. So, I plan to be there. And then also, this is the really fun one. This is the important one. Darcy and Kathy and others, you got to get this out to everyone. April 18th, 250 years ago, a guy by the name of Paul Rivere ran through the hills telling everybody that the British were coming. And so we're going to one of our events for America 250 celebrating our 250th anniversary. Our parks and recck department is sponsoring the Paul Rivere ride. It starts at Hellgate State Park. You can get on your bike and ride north and at some point you turn around I guess you know come back. But we're trying to make it educational and fun and I'm sure it will be. I plan to be there. I'm going to pull the old steel bike and this guy used to sell bikes so he knows how long ago that was a bicycle built for two and so uh Miss Jean and I are going to be riding in that and celebrating in the event but it should be a good time uh if you want to get out. There's going to be I think the Daughters of the American Revolution and maybe some of our local political organizations are going to show up. So you can show up, show your spirit and and be part of this. It's not a

32:25 – 32:54Speaker 1

political event. It's just to get together and celebrate our country and celebrate each other. So that'll be Saturday at 2 o'clock uh down at Hellsgate State Park. So councilors, item D, agenda topics. Mayor, councelor Forceman, I would like to add a um budget discussion basically surrounding talking about budget cuts to the April 20th special work session.

32:54 – 33:35Speaker 1

Second. been moved by councelor Forsman, second by councelor Wright to add uh a budget discussion to the April 20th special meeting and perhaps talk about the budget. Those in favor, please signify by saying I. I opposed. It will be added to the 420 meeting. Thank you, Clerk Rocky. Any other agenda topics? That one moved to Roman numeral nine adjournment. Moved. Second.

33:34 – 33:48Speaker 1

Been moved by councelor Forsman, second by council president Clever to adjourn. Those in favor, please signify by saying I. I. Opposed. We are turn. Thank you, council. Thank you folks for attending.
