RECOMMENDATION: Conduct a Public Hearing required by Assembly Bill (AB) 2561 and receive an informational presentation pertaining to City of Chino job vacancies and recruitment and retention efforts.

PUBLIC HEARINGSItem 16

Public Hearing for the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP).

RECOMMENDATION: 1) Conduct a Public Hearing; 2) approve Resolution No. 2026-034 adopting the 2025 Urban Water Management Plan (UWMP) update and the 2025 Water Shortage Contingency Plan (WSCP) update; 3) authorize and direct the Director of Public Works or designee (on behalf of the City Manager) to submit the 2025 UWMP and the 2025 WSCP update to the California Department of Water Resources (DWR); 4) authorize and direct the Director of Public Works or designee (on behalf of the City Manager) to implement the programs described in the 2025 UWMP and the 2025 WSCP; 5) find that the adoption of the 2025 UWMP and 2025 WSCP is exempt from the California Environmental Quality Act (CEQA) pursuant to California Water Code Section 10652 and CEQA Guidelines Section 15262; and 6) authorize and direct the Director of Public Works or designee (on behalf of the City Manager) to file a Notice of Exemption with the Clerk of the San Bernardino County Supervisors.

NEW BUSINESSItem 17

Establishment of a New Capital Improvement Program (CIP) Project and Award of a Professional Services Agreement to HR Green Pacific, Inc. for Engineering Design Services.

RECOMMENDATION: 1) Establish project number ST263 - Pavement Improvements Zone 2 (Edison Ave and Chino Ave) and appropriate $200,000 from the Road Maintenance and Rehabilitation Fund (327); 2) award a professional services agreement for $199,568.50 to HR Green Pacific, Inc., Corona, CA for Engineering Design Services; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

Approve Amendment No. 5 with Cannon Corporation dba Penco for Additional General Plan Check Services.

RECOMMENDATION: 1) Appropriate $200,000 to the Fiscal Year 2025-26 Development Engineering Program Budget from the available General Fund balance for plan check with a corresponding increase in plan check revenue in the same amount; 2) approve contract amendment No. 5 with Cannon Corporation dba Penco, Contract 2024-067, for $200,000 for a revised contract amount of $1,145,000 for additional general plan check and other related engineering services; and 3) authorize the City Manager to execute the necessary documents on behalf of the City.

Introduction of Ordinance 2026-004 Amending Chapter 10.56 of the Chino Municipal Code (CMC).

RECOMMENDATION: Approve the introduction of Ordinance 2026-004, amending Chapter 10.56 of the Chino Municipal Code, pertaining to bicycles, electric bicycles, motorized scooters, and regulated mobility devices, to be read by number and title only, and waiving future reading of the ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, AMENDING CHAPTER 10.56 OF THE CHINO MUNICIPAL CODE TO ADDRESS BICYCLES, ELECTRIC BICYCLES, MOTORIZED SCOOTERS, AND REGULATED MOBILITY DEVICES; ESTABLISH REGULATIONS FOR THE SAME; UPDATE ENFORCEMENT, PENALTY, AND IMPOUND PROVISIONS; AND REMOVE OUTDATED BICYCLE LICENSING REQUIREMENTS

Senate Bill 707 Updates and Adoption of a Disruption of Service during a City Council Meeting Policy.

RECOMMENDATION: Receive an update related to significant updates to the Ralph M. Brown Act by Senate Bill 707 (SB 707) and approve Resolution No. 2026-038 to adopt a Disruption of Telephonic or Internet Service During Public Meetings Policy.
