Approval of September 1, 2026 Regular City Council Meeting Minutes

The City Council will consider approving the minutes of the September 1, 2026 Regular City Council Meeting. STAFF RECOMMENDATION: Approving the minutes of the September 1, 2026 Regular City Council Meeting.

Payment Issuance Report and Electronic Funds Transfer

The City Council will receive a listing of payments issued from August 1, 2026 - August 31, 2026 totaling $17,620,998.46. STAFF RECOMMENDATION: Receive the report.

Amend the Dublin Municipal Code Pertaining to the City's Conflict of Interest Code

At the June 16, 2026 City Council meeting, the Dublin City Council directed Staff to review the City's Conflict of Interest Code and determine if it needs to be updated. Staff conducted a review of the Code and determined that several positions should be added and several position titles that should be revised. The City Council will consider introducing an ordinance to update the list of designated positions that must file a Statement of Economic Interests (Form 750). STAFF RECOMMENDATION: Waive the reading and introduce an Ordinance Amending Chapter 2.24.020 of the Dublin Municipal Code Relating to the City's Conflict of Interest Code, and direct Staff to file the 2026 Local Agency Biennial Notice.

Annual Review of the City's Statement of Investment Policy

The City Council will consider a resolution completing the annual review of the Statement of Investment Policy. The Policy has been updated to reflect changes to state law, align the Policy with current investment management best practices, and formally recognize the Finance and Investment Committee's role in reviewing the City's investment reports and Investment Policy prior to consideration by the City Council. STAFF RECOMMENDATION: Adopt the Resolution Approving the Annual Review of the Statement of Investment Policy and Delegation of Authority to Complete Investment Transactions.

Consolidation of the Human Services Commission and Parks and Community Services Commission

The City Council will consider consolidating the Human Services Commission and the Parks and Community Services Commission. The consolidation would expand the Parks and Community Services Commission to a nine-member body (eight regular members and one student member) beginning January 2027. Beginning January 2029, the commission would transition to a seven-member body (six regular members and one student member) through a planned, permanent reduction in regular seats, structured so that regular commissioner terms remain staggered in two three-member cohorts going forward. The consolidation includes merging existing bylaws into one consolidated set of new bylaws and repealing Dublin Municipal Code Chapter 2.14 (Human Services Commission). STAFF RECOMMENDATION: Adopt the Resolution Approving the Consolidation of the Human Services Commission and the Parks and Community Services Commission and Related Actions, and Waive the reading and adopt the Ordinance Repealing Dublin Municipal Code Chapter 2.14 (Human Services Commission)
