Town Council - Regular Meeting

Good. All right. I uh called the meeting. Looks like Tim's here. Daniel's here. And we have a forum. Yeah. All right. Um Oh, we're doing this hearing first, right? And this is the public hearing for the budget, which is this paper right here. Okay.

Just shows what the town is going to be asking and the maximum le and what the Department of Local Government Finance expects us the max to get is $115,861.

Okay. So, I just open the floor to see if anybody has any questions about this question. Does anybody have any questions? All right, then. Do we need to make a motion or If nobody has any questions or comments, then we can close the public hearing and then open the regular meeting.

Sure. [Applause] Is there anything unusual in there or is just like

uh you have the final cove I can say that correctly um invoice for uh the remainder the they finish everything for the above ground sewage pump. So that that's in the sewage cleanse and then um we have our annual software that we use for the financial that goes every year and that's on there as well. That's split between town and police. All right, I'll make a motion to pay the bills for the town. Second and the waste water. Got a motion in the second to pay the bills. All in favor say I. I. I.

Yeah, I had a blockage last Friday and had to have somebody come in. We tried to put a small but knock it out. So, I get a bigger one. And uh his wipes was plugged along. So the Karen put out a thing again about wipes, flushable wipes that aren't flushable. And uh I got the uh water barrier put up down at the new lift station. Got the post put up. That's all done. I had the repair post up at the park somebody took out. And I got some quotes on that limb salt that we talked about earlier. And there's a one company we're not really sure about. It's kind of iffy. They had the lowest bid that I don't think they give us all the stuff that we supposed to get with it. And the guy down in Tennessee, I think the one you talked about and he seemed like he's pretty good. He knew he's pretty knowledgeable on everything. And he gave us a quote and I think it was 3850. That's everything. That's shipping everything. We had another quote 4500 and I don't know if that includes shipping. It's online stuff. This guy I talked to personally down in Tennessee and he's pretty bell tool and uh let's see. Well, the tracker we've already discussed that that was in PL. I guess

there's the quotes for the limb saw are in your packets. Oh, they are. I was actually I saw that the email that you sent out and I was like, "What's that about?" Well, we look back and the last time we had somebody come in and train for us was 4,500 bucks. So, if I can do it, I can keep them trim back. Is that what Ted was complaining about the other day? Not after his neighbor. He said something about overhanging limbs like on the road or something.

Yeah, he probably that's another place I wanted to. Yeah, I've had a couple other complaints about that too. That's what I kind of look into a little bit more.

You need this like ASAP? I'd like to get it done before the festival. before people start driving. All right. Tank and stuff. He said he could have it here within like two to two days. We got contested. Are we good on the to buy this? Yeah. And we we talked about that we can split that between uh the motor vehicle highway fund and then also the wastewater fund because Steve said he would use it out at the wastewater plant. So there too dividing it in half. So which one do you think Best deal to so the 3850 was shipping not there.

So I'll make a motion we purchase the limb saw from Bell precision tool for 3850. Second for the motion second to buy that saw. All set up. I get cho with only two people. All right. I guess we look at the police report now.

About a month month ago. And he's starting to move in. We have a a contractor right now. He'll he'll overlap another couple months to let James come up to to speed. but you know wanted to bring him around. You introduce them to to your folks so you can put a face with a name and and you know who to talk to about economic development. Who's the intern? What's his name? Jonathan Blake. Blank. Yeah. Jonathan Blake. Is he still is he helping you or is he gone? Yeah, he will still be on contract until about believe January or February. Yeah. And I'll put transition.

Is that the contractor that you're talking about? Yes.

Yeah. I at the last regular meeting I made sure that there would be an overlap period and was questioning and Jonathan's opinion how long and we come to pretty much basically through the end of the year. I wait. James can get to know faces, get to know people. Prior to the meeting, I did the 25 cent tour of Burlington. Long Street, Jackson Street. There's an old Kirkoff ste falling down and you know did the 25 cents and give him some.

Did you show him the castle? You can bring him to my house and give him the the money. Yeah, we moved the right here. It made it beautiful. Pretty nice. Pretty nice. It was a steal. It's been a lot of fun. Would you like to say something or

um I can just uh just to give a little bit background on myself. I'm from up the road in Gary, Indiana. And uh from there I went to Ball State uh to study with another Ball State surprised more bank around the area with Purdue uh down the street. So uh from from there uh I worked a little bit uh in property management and uh banking finance at a Schwab bank and then uh after that I started my formal career in public service uh in city of Indianapolis as a mayor's neighborhood advocate. Uh my job was primarily you know be a contact person for residents local businesses and answer any questions they had and um the the belief was you know be a counselor of service uh to the people and so I carry that with me into my uh most recent job which was with the housing authority um with the state as a real estate allocation analyst. I did that for a few years, helping to, you know, work towards expanding and building more affordable homes throughout Indiana. So, uh, now I'm here. I'm glad to be here in Carol County with y'all and get to know y'all and do the best we can to serve the community and do all we can for Burlington as well. So,

Um, James, do you have something that you want? of the community club fall festivals the 3rd, fourth, and fifth of October. This just a brief synopsis here. Chili supper on Friday night with the music group, the Jacks. Then Saturday, the community club is going to have a breakfast in the community building. There's going to be music all day. There's going to be Preston McCabe, BK Rewind, which one of the persons sing over there, Alan K and Tricycle. And then Dan's fish ride will be 4 to 8 uh Saturday. Then well the tractor show will be all weekend and then Sunday breakfast and the car show and there's going to be a lunch and then there's a gospel delight. That's just the brief there's other things. That's just a brief synopsis of what's going on.

What's the gospel delight? Is that like a quartet? Yeah, they came last year. They were pretty good. We liked them. So, I mean, they it was a it was a nice little service. It really was. How about these rewind people? What do you I highly recommend. Are you on the She is Oh, she is. Oh, you're Wow. She's the singer. She's the She's the Nice. Okay. Good. All right. Looks like we got no old business. So, uh, we got a quote for the tree. Dead tree right down here.

1,200 bucks. Are they all that way? Yep. They'll grind it up and take it away. I think they're feeding the price of the stump too over here. Taking the stump out. Sounds about it. pick up. All right. One other thing too, October the 10th is stick pickup day. 10th. Yeah. 10th. Is that being publicized subway? We usually put in paper. I'll put in the waste water bills. Yeah. Is that Friday? It's Friday. Yes. Fancy stuff. Did you guys talk about this tree thing at the last meeting? Yeah. Okay. It was just voted on though. No, he was going to get We just asked him to get ahead. Take care of it. That's fair. I mean, I I don't see that's again out of line. So, I'll make a motion we use Heartland Tree Service for the tree removal. Second. Why not? Um it's just a formality. Um the gentleman that owned the property um down by Burlington Beach on Fifth Street had paid ahead and then the property sold. Uh so the there was a credit on the account and so that money then just gets reimbursed back to him since he no longer owns the property. But it was $160. So because it's just that amount of an adjustment, just having it approved and documented in case state board of accounts asked me about it. Okay.

And here's the paper if you want to see it. Was there something on uh in your email about um somebody wanting to like change or not not pay the sewage on a or something like that?

Yeah, that was down here at Barard Lumber where Barard Lumber used to be right here at the corner of 8th and uh 29. Um they that was used as a commercial building, but um they are now they put an apartment in there, so they're going to start paying residential waste water there. And then they're going to have climate controlled uh storage units in there. So they they capped off the old bathroom. So then council had voted to stop the commercial rate, but then the department will start the residential rate. I feel like we've talked about something like that in the past. Or is this not a new thing? No,

I don't. Off the top of my head, I'm not remembering anything else. But it's already been approved and everything. So that was last week. Rolling down took a picture of it. We're capped off. Okay. Is uh is there something like the the church now? They're selling the house and not selling the church. Is that what's going on? They're going to live in the house where the church is. Is that is that Oh, so they're selling the house. Is that kosher? I like they're allowed to do that. Can they live in that church? It's it's zon residential. It is. Okay. There's a guy in Florida that actually bought a church and converted it into his house. Be a huge house. It's huge. Be a huge house.

Okay. Well, does anybody have anything else that they want to Yeah. I just want to bring up one thing. Uh my term on the economic development corporation ends this December. And I would just want to let you know that I'm willing to extend for another 3 years if you're so feel it's you've been a great asset to us. So I don't see that being an issue as long as you're interested in doing.

Yeah. I I mean my health is good right now. So I enjoy going there and helping out and doing what I can. So, I would like for you to consider extending me for another 3 years. Okay. That's up in December. Is that Yeah, it it always it's through December. Toward the end of the year, it always gets real busy and whatnot. That's why I'm bringing it up now because you'll have That's good to know.

End of the year and all that other stuff. So somewhere along the way, if you're all in agreement, need to send a letter to James saying that you're reappointing me for the next three-year period. Seriously, thank you for everything. You're welcome. It's been great. I glad to have you on. I try to do the best that I can for the for the town and the township. Okay. Thank you. Okay. Just one quick thing. And last meeting, I wanted the founding date of the town. So, I brought information, two documents. Uh, you don't have to look. That's nothing to do right now. I just brought it in so you can review it. Documents and basically the township was founded first and then the town was founded a year later. I did read that in the minutes and it would be like a a little bit embarrassing if we had to run. Well, in our signs down on the entry, it says 1828. That's not bad. It was founded after the road went through in 1832. Michigan road.

We already got Steve on. He's going to fix it on his truck. Marker. He's a tight owner. And there's more information if you need. I just brief. Okay. I appreciate that. I'll take a picture of it so I can get on my phone and offer you later. All right. Then uh nobody has anything else. I have a suggestion actually. Um the guy stopped by and picked up some excess building materials from us today and he was asking if there's a place where you can put in for a kayak. And I told him, I said, "I think you can on this other side of the building or the other side of the bridge." Yeah.

And he mentioned that it was kind of a pain in the rear end because you have to like haul up and over a hill or something. There's a levy all along the creek. Okay. I was just thinking for economic development an easier access might not. That's DNR. That's a good say. You can't bring your child to the table. They won't take that.

Well, I was just wondering cuz Logan Sport and I don't know how successful it's been. They bought these um like kayak rockers that are automated and you can go and I guess swipe your card, rent the kayak, paddle, bring it back. You don't bring it back. I'm sure your card gets charged probably the full price of the kayak. I thought that'd be kind of cool for people to be able to just come and rent a kayak. Go down. I just carried one last weekend up and over. I'm old. He's young. Well, the takeout point by the mill is full of poison ivy. Yeah. Problem is it's not maintained. It's full of weeds and whatnot. I don't know if D and I are to maintain it properly.

There isn't been past. I mean, it's all beat down fisheries, but it's up and over the hills a little. There's people that camp down there. Well, my back property line is set on the creek and yeah, there's a lot of kayakers on the weekend floating down from there down to the the mill. Yep. Yeah, it's quite often although it's a little low right now. Places to walk. We definitely need some rain. Yes. All right. Well, with that, I uh make a motion that we adjourn the meeting.
